Research shows that social relations within a space and the group(s) who control that space socially have a greater influence on how safe women feel than does the design of the space. And more action and research is needed to investigate how men dominate space and how this dominance can be broken.
There is a revolution underway in the interface between architecture and planning. Very recent research is enabling a novel understanding of the neuroscience behind how people perceive and experience the built environment. One such work, Cognitive Architecture: Designing for How We Respond to the Built Environment (Sussman, Ann, and Justin B. Hollander. 2015. New York: Routledge), argues for a set of testable principles for architecture and planning practice. Its overall line of investigation is that certain design characteristics of the built environment can influence brain wave production. Specifically, the interest lies in whether the presence of features suggestive of Cognitive Architecture is associated with certain brain responses. This working paper presents the results of a pilot study into this question, discusses technical issues and limitations and provides suggestions for future research avenues.
There are a series of discrete but related critiques of the contemporary public space situation, and it was these that the first part of this paper identified and organized. These drew on different scholarly traditions to highlight the key tensions at the heart of the contemporary public space debate. It revealed that critiques of public space could broadly be placed into two camps: those who argue that public space is over-managed, and those who argue that it is under-managed. This second part of the paper begins by arguing that both over and under-management critiques result in the same end, a homogenization of public space, although these outcomes may not be as stark as many of the critics would have us believe. What is clear is that the critiques reveal a range of public space types and means of classification. These are used in a final section of this paper to suggest a new typology of public space, one based on how public space is managed.

Public space plays an important role in sustaining the public realm. There is a renewed interest in public space with a growing belief that while modern societies no longer depend on the town square or the piazza for basic needs, good public space is required for the social and psychological health of modern communities. New public spaces are emerging around the world and old public space typologies are being retrofitted to contemporary needs. Good public space is responsive, democratic and meaningful. However, few comprehensive instruments exist to measure the quality of public space. Based on an extensive review of literature and empirical work, this paper creates a public space index to assess the quality of public space by empirically evaluating its inclusiveness, meaningfulness, safety, comfort and pleasurability. Four public spaces in downtown Tampa, Florida, are examined using the index and several applications for public space planners, designers and managers are suggested.
Since 1962 virtually every Danish town has converted its major downtown shopping street into a pedestrian thoroughfare known as a gSgade (walking streeO. The g~gader have been successful at relieving traffic congestion; stabilizing inner city retail sales," encouraging the pedestrian activity of women, children, and the elderly; and increasing public appreciation of the historic urban architecture of the pre-automobile age. Supporters of the pedestrian concept are eager to expand the g~gader to residential areas outside the inner city commercial core, but rising opposition from motorists, as well as practical limitations, have hindered a further transfer of street space from automobile to pedestrian use.
“Sense of place” is a widely discussed concept in fields as diverse as geography, environmental psychology, and art, but it has little traction in the field of public health. The health impact of place includes physical, psychological, social, spiritual, and aesthetic outcomes. In this article, the author introduces a sense of place as a public health construct. While many recommendations for “good places” are available, few are based on empirical evidence, and thus they are incompatible with current public health practice. Evidence-based recommendations for healthy placemaking could have important public health implications. Four aspects of the built environment, at different spatial scales—nature contact, buildings, public spaces, and urban form—are identified as offering promising opportunities for public health research, and potential research agendas for each are discussed.
In the 1990s, the Georgian sculptor Zurab Tsereteli triggered a furor over the millions of tax dollars the Moscow city government paid him for his monumental art installations around the Russian capital. Critics have assailed such gross expenditure in a period of economic privation, questioned the propriety of Tsereteli's ties to power, and ridiculed his often cartoon-like aesthetics. In the embattled new Russian state, this infantilization of public space through government-sponsored art reprises a familiar discourse of timeless
innocence in the service of state power.
Crime has long been thought to be intimately associated with the physical environment in which it occurs. Theoretical and empirical developments over the past 20 years demonstrate that this relationship is complex and varies substantially at different levels of spatial and temporal resolution. Research on the distribution of property crimes in time and space resonates with research on the target selection processes of offenders to suggest that crime is strongly related to aggregate elements of the perceived physical environment: nodes, paths, edges and an environmental backcloth. The relationship between crime and the physical environment is mediated through individual awareness and action spaces. This implies a series of research issues and crime control policies for future exploration.
During the last two decades the literature on public space has registered the emergence of alternative forms of pubic space provision that depart from the traditional model of direct state ownership and management. The picture that emerges is a complex one, not so much one of privatization, but instead one of complex redistribution of roles, rights and responsibilities in public space governance to a range of social actors beyond the state. This paper discusses an approach to understanding the forms of publicness implicit in alternative forms of public space governance. Issues of rights, access, accountability and control could be examined in public space governance arrangements based on contracts, legal agreements and performance management mechanisms involving private and voluntary entities instead of the traditional public sector processes of policy delivery and accountability. The paper proposes a framework for investigating how ‘publicness’ is constructed and maintained through these arrangements.

The disappearance of public spaces from the urban realm is a sign of the de-individuation and asocialization of the modern individual. However, cities still
provide important tools for reclaiming our lost public life. The aim of this essay is to approach industrial heritage, usually considered a conservation issue, from a different perspective, as a tool for individuation and socialization. In order to do this, we start by describing the effects of capitalism and globalization on public open spaces, and then link this to governments’ privatization policies for industrial heritage. We show how industrial landscapes could function as public spaces. Finally, we explain how, in the absence of other public open spaces, industrial landscapes could be used for public purposes to meet the social needs of humans, and could thus be instrumental in the proliferation of our rituals.
This article presents commentary and analysis on the Urban Studies special collection on the night-time city. The collection highlights burgeoning interest in the urban night from across the social sciences and helps consolidate what might be referred to as the ‘third wave’ of research on the evening and night-time economy (ENTE). The collection addresses the challenges of 21st cen- tury place-making after dark in a variety of international contexts. This commentary interprets individual contributions to this collection in the light of the author’s research experience within an evolving and increasingly sophisticated field of knowledge. The articles have, I suggest, power relations, social exclusion and social sustainability as their most prominent meta-themes. I pro- pose a new conceptual model for the interpretation of situated assemblages of power, capacity and influence, as operating across four overlapping modes of urban governance.
This paper proposes an essentially new theory of urban space based on information theory and the laws of optics. The use of urban space is linked to the information field generated by surrounding surfaces, and on how easily the information can be received by pedestrians. Historical building exteriors usually present a piecewise concave, fractal aspect, which optimizes visual and acoustical signals that transmit information content. Successful urban spaces also offer tactile information from local structures meant for standing and sitting. The total information field in turn determines the optimal positioning of pedestrian paths and nodes. This complex interaction between human beings and the built environment, incredibly neglected in our times, explains why so many historical urban spaces provide an emotionally nourishing environment.
This article discusses how ever-increasing video-surveillance is changing the nature of urban space. The article evaluates whether surveillance can be seen as a means of making space safer and ‘more available’. The main focus is on surveillance in publicly accessible spaces, such as shopping malls, city streets and places for public transport. The article explains how space under surveillance is formed, and how it is related to power structures and human emotions. Space is conceptualized from various viewpoints. Three concepts of space are postulated: space as a container, power-space and emotional space. The purpose is not to construct a meta-theory of space; rather, the concepts are used as ‘tools’ for exploring the issue of surveillance. It is argued that video-surveillance changes the ways in which power is exercised, modifies emotional experiences in urban space and affects the ways in which ‘reality’ is conceptualized and understood. Surveillance contributes to the production of urban space.
This paper explores the question what kind of educational work can be done in attempts to reclaim or reinvigorate the public sphere. Through a discussion of the intersection of public sphere and public space, it engages with the work of Hannah Arendt in order to outline a conception of the public sphere as a space for civic action based on distance and the conservation of a degree strangeness rather than on commonality and common identity. The discussion of the educational work that can be done to support the public quality of common spaces and places focuses on three interpretations of the idea of public pedagogy: that of public pedagogy as a pedagogy for the public, that of public pedagogy as a pedagogy of the public and that of public pedagogy as the enactment of a concern for the public quality of human togetherness. The latter form of public pedagogy neither teaches nor erases the political by bringing it under a regime of learning, but rather opens up the possibility for forms of human togetherness through which freedom can appear, that is forms of human togetherness which contribute to the ‘becoming public’ of spaces and places.
This article explores the relationship between pavement cafés, street life and urban public social life. It argues that the licensing of public entertainment and the enforcement of liquor licences and rigid opening times have helped to undermine public social life in English cities. Attitudes which first gained ascendancy in the 1890s have remained dominant and, broadly speaking, unchanged. Nevertheless, there has been a recent and fairly rapid growth in wine bars, cafés and bistros in London and some other English cities. The paper explores whether these help to stimulate public social life. Reference is made to research in Holland and Denmark, and also recent experience in London and Manchester. The paper concludes that city policy makers should, in the short term at least, act to stimulate café culture. Some anti-social and behavioural problems might well require an element of control, and not all urban areas are suited to café culture. Yet in a technological age, café culture represents one of the few remaining opportunities for public sociability. Where it creates a nuisance, it could and should be controlled but this is not the same thing as exercising an all-persuasive moral control which has its roots in Victorian England.
A healthy built environment is one which connects citizens together to create a sense of community. These are influential determinants of good mental and physical health. This paper presents an overview of key research on how the built environment supports the development of community as part of creating and sustaining places for health and well-being. Formal public places such as town squares, plazas, parks and gardens cultivate community in numerous ways. Informal public places such as those in between buildings, on the street, at the train station and bus stop are also important for social encounters and interaction. Careful design of open space, neighbourhood streets and buildings can encourage human interaction as part of community creation. Evidence is presented here as a ‘Places Framework’ to illuminate the ways in which place strengthens community. The paper concludes by discussing and critically evaluating policy implications for urban planners and designers. Major gaps in the research are identified and suggestions made for future investigative work to strengthen the evidence for building healthy communities through built environment interventions.
