Discussions of public space and the public have become complicated in recent years. This article seeks to bring some clarity to these discussions by examining where participants in public space debates ‘locate’ the public – those spheres or realms where participants believe a public is constituted and where public interest is found. To identify the ways in which public space is conceptualized and located, we analyze the literature on public space, interviews with scholars actively involved in public space research, and interviews with participants in a series of public space controversies in the USA. We find that differing definitions of ‘the public’ that underlie these conceptualizations are rooted in strongly held political orientations and normative visions of democracy. But we also find that there is considerable overlap in how participants frame their understandings of publicity, and thus there is a basis for more thorough debate and even transformation of policy and practice.

Epidemiology, sociology, and geography have been successful in re-establishing interest in the role of place in shaping health and health inequalities. However, some of the relevant empirical research has relied on rather conventional conceptions of space and place and focused on isolating the ‘‘independent’’ contribution of place-level and individual-level factors. This approach may have resulted in an underestimate of the contribution of ‘place’ to disease risk. In this paper we argue the case for extensive (quantitative) as well as intensive (qualitative) empirical, as well as theoretical, research on health variation that incorporates ‘relational’, views of space and place. Specifically, we argue that research in place and health should avoid the false dualism of context and composition by recognising that there is a mutually reinforcing and reciprocal relationship between people and place. We explore in the discussion how these theoretical perspectives are beginning to influence empirical research. We argue that these approaches to understanding how place relates to health are important in order to deliver effective, ‘contextually sensitive’ policy interventions. r 2007 Elsevier Ltd. The article explores relationships among urban form, human activities and socio-economic-cultural features in Danwei compound. With Jingmian compound, a typical Danwei compound in Beijing, as a case study, the researcher studies urban form in open spaces from a socio-economic-cultural perspective. In addition, residents' activities are discussed. The research shows that open space form reflects features and transitions of Chinese society from sociological and economic perspectives. This article also proves the validity of thorough micro space form investigation.
This paper examines changing notions of public and private spaces in post-reform urban Shanghai by focusing on the emergence of private gated communities (fengbi xiaoqu) and their impact on the privatization of urban space and social life in the city. While gated communities in Anglo-American literature are typically cast in a negative light (often depicted as the bulldozing of public spaces by private interests), this paper offers a nuanced interpretation by arguing how Shanghai’s gated communities are, potentially, sites where greater household autonomy and personal freedom may be realized away from the hegemonic control of the Communist Party-state. By examining the evolving notions of private life/privacy in Shanghai, this paper contributes to the nascent understanding of the concepts of public and private in a non-Western context.
“Sense of place” is a widely discussed concept in fields as diverse as geography, environmental psychology, and art, but it has little traction in the field of public health. The health impact of place includes physical, psychological, social, spiritual, and aesthetic outcomes. In this article, the author introduces a sense of place as a public health construct. While many recommendations for “good places” are available, few are based on empirical evidence, and thus they are incompatible with current public health practice. Evidence-based recommendations for healthy placemaking could have important public health implications. Four aspects of the built environment, at different spatial scales—nature contact, buildings, public spaces, and urban form—are identified as offering promising opportunities for public health research, and potential research agendas for each are discussed.
At the dawn of modernity, in the 18th century, space became a critical category in defining generational attributes and locations. However, borders that previously tightly isolated adults and children are nowadays continuously challenged and modified by a constant and ubiquitous use of new information and communication technologies, namely the Internet, blurring notions of ‘private’ and ‘public’, ‘outdoors’ and ‘indoors’, ‘real’ and ‘virtual’. Giving voice to children, this article explores qualitative empirical data from a research project carried out in Portugal. It focuses on children as subjects and actors of these processes, especially in the way they combine ‘real’ and ‘virtual’ space and place in a geography of their own.
Outdoor advertising presents a unique case in that, unlike advertising in other media, an individual’s capacity to avoid exposure is inhibited. Unlike the private world of magazine and television advertising, outdoor advertising is displayed throughout public space, thus making regulation of the medium a pertinent public policy concern. The inescapable nature of outdoor advertising, compounded with the increasingly sexualised display of women within, demands that an active public policy response occurs. This paper draws from the disciplines of criminology, architecture, and feminist geography to argue that the continued sexualised portrayal of women in outdoor advertising works to illustrate and contribute to the social inclusion of men and the social exclusion of women in public space. I argue that these portrayals fuel women’s perceptions of fear and offence, and force them to limit their movements. I further suggest that such portrayals function to amplify masculine control of city spaces and reinforce women’s exclusion.
In recent years, public space in many North American cities has been physically and socially layered through the construction of gradeseparated pedestrian systems. Case studies of downtown Houston, Minneapolis, and Toronto investigate the emerging geography of the grade-separated city by examining: how the growth of skyway and tunnel systems reconfigures the proximity of downtown activities to one another; how quasi-public space within these systems is designed and controlled by the private sector; and the way that downtown spaces-both on the street and within these systems-are used by the general public. A common set of patterns reveals the challenges to social diversity in the heart of the North American city.
This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. This paper explores the relationship between public space and cultural politics in Hong Kong. There is a tendency to assert that public space is disappearing in the city, whether through overt control of the public sphere or the commodification of landscape. While similar views have been expressed in relation to many cities around the world, in Hong Kong these concerns are difficult to disentangle from post-colonial politics. This paper therefore situates anxieties about public space within an historical geography of the Central district. This contextual strategy is deployed to frame a contemporary case study of the imaged powerful and powerless in the city: Hong Kong Land, Central leading landlord and Filipino domestic workers who gather in Central on Sundays to enjoy their day off. It is suggested that this gathering and the political rallies it hosts disrupt normative understandings of public space by introducing a transnational element that helps us to see Hong Kong’s public spaces as contested. The paper concludes by pointing to the possibilities opened up by conceiving the public space of Central as
a cultural landscape and as a cosmopolitan space reflective of Hong Kong’s possible futures.
The ‘problem’ of skating has been conflated with a ‘problem’ with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters ‘on the edge’ and yet draw them into particular domains of citizenship via specific practices of urban governance.
Against a backdrop of widespread panic about children's safety and the unruliness of teenagers, efforts to remove young people from public space are becoming increasingly pervasive. Public space is being constructed as adult space through legal mechanisms such as curfews, which seek to curtail young people's spatial freedoms and contain them within their homes. Ostensibly motivated by a desire to reduce youth crime and victimisation, curfews reflect a contemporary preoccupation with achieving social control through the control of space. This is certainly the case in the US – the Western nation where juvenile curfews are most prevalent, despite rhetoric about the `fundamental' nature of individual freedoms. In this paper, critical discussion of the American situation provides a backdrop for considering curfews recently imposed in Paeroa and Te Kuiti, two New Zealand towns. It is contended that these curfews were as much about enforcing a particular notion of `parental responsibility' as controlling young people themselves. We conclude that a discourse of rights provides a particularly strong foundation for arguing against curfews.
The paper begins by reviewing the discourses of sustainable development and children's rights, before mapping-out their significance to play and playgrounds. The paper then draws on fieldwork conducted in two case study communities in Wales to investigate the spatial and social places of play. The paper concludes by questioning the sustainability of playgrounds and by urging reconsideration of the role of playgrounds in the built environment.
This study interprets critical stages in the changing design and landscape of urban squares, or praças, in Brazil and assesses the circumstances of their cultural-historical production. Urban squares were shaped by, and in the process contributed to and shed light on, several of the country's major social and artistic movements. The history of the square illustrates a theme of European cultural dominance, especially French, that was a product of the colonial experience and neocolonial influences which were overcome only in the twentieth century through spontaneous creative fusion with indigenous Brazilian elements.
This article discusses how ever-increasing video-surveillance is changing the nature of urban space. The article evaluates whether surveillance can be seen as a means of making space safer and ‘more available’. The main focus is on surveillance in publicly accessible spaces, such as shopping malls, city streets and places for public transport. The article explains how space under surveillance is formed, and how it is related to power structures and human emotions. Space is conceptualized from various viewpoints. Three concepts of space are postulated: space as a container, power-space and emotional space. The purpose is not to construct a meta-theory of space; rather, the concepts are used as ‘tools’ for exploring the issue of surveillance. It is argued that video-surveillance changes the ways in which power is exercised, modifies emotional experiences in urban space and affects the ways in which ‘reality’ is conceptualized and understood. Surveillance contributes to the production of urban space.
This paper explores the question what kind of educational work can be done in attempts to reclaim or reinvigorate the public sphere. Through a discussion of the intersection of public sphere and public space, it engages with the work of Hannah Arendt in order to outline a conception of the public sphere as a space for civic action based on distance and the conservation of a degree strangeness rather than on commonality and common identity. The discussion of the educational work that can be done to support the public quality of common spaces and places focuses on three interpretations of the idea of public pedagogy: that of public pedagogy as a pedagogy for the public, that of public pedagogy as a pedagogy of the public and that of public pedagogy as the enactment of a concern for the public quality of human togetherness. The latter form of public pedagogy neither teaches nor erases the political by bringing it under a regime of learning, but rather opens up the possibility for forms of human togetherness through which freedom can appear, that is forms of human togetherness which contribute to the ‘becoming public’ of spaces and places.
