There are a series of discrete but related critiques of the contemporary public space situation, and it was these that the first part of this paper identified and organized. These drew on different scholarly traditions to highlight the key tensions at the heart of the contemporary public space debate. It revealed that critiques of public space could broadly be placed into two camps: those who argue that public space is over-managed, and those who argue that it is under-managed. This second part of the paper begins by arguing that both over and under-management critiques result in the same end, a homogenization of public space, although these outcomes may not be as stark as many of the critics would have us believe. What is clear is that the critiques reveal a range of public space types and means of classification. These are used in a final section of this paper to suggest a new typology of public space, one based on how public space is managed.

Public space plays an important role in sustaining the public realm. There is a renewed interest in public space with a growing belief that while modern societies no longer depend on the town square or the piazza for basic needs, good public space is required for the social and psychological health of modern communities. New public spaces are emerging around the world and old public space typologies are being retrofitted to contemporary needs. Good public space is responsive, democratic and meaningful. However, few comprehensive instruments exist to measure the quality of public space. Based on an extensive review of literature and empirical work, this paper creates a public space index to assess the quality of public space by empirically evaluating its inclusiveness, meaningfulness, safety, comfort and pleasurability. Four public spaces in downtown Tampa, Florida, are examined using the index and several applications for public space planners, designers and managers are suggested.

Discussions of public space and the public have become complicated in recent years. This article seeks to bring some clarity to these discussions by examining where participants in public space debates ‘locate’ the public – those spheres or realms where participants believe a public is constituted and where public interest is found. To identify the ways in which public space is conceptualized and located, we analyze the literature on public space, interviews with scholars actively involved in public space research, and interviews with participants in a series of public space controversies in the USA. We find that differing definitions of ‘the public’ that underlie these conceptualizations are rooted in strongly held political orientations and normative visions of democracy. But we also find that there is considerable overlap in how participants frame their understandings of publicity, and thus there is a basis for more thorough debate and even transformation of policy and practice.

How can the connection between public space and sense of community be evaluated? This paper asserts that, as a starting point, the measurement of the physical dimension of public space must be accomplished. Conceptually, the translation between public space and building sense of community, here defined as "the sense of belongingness, fellowship, 'we-ness,' identity, etc., experienced in the context of a [geographically based] collective" (Buckner, 1988:773),1 is seen as consisting of three interrelated dimensions. This paper describes the first dimension, the physical characteristics of public space, by offering a methodology for measuring public space differentials at the neighborhood level. Analysis of public space will thus be facilitated by a better characterization of the public domain: how does one neighborhood have "more" public space than another, constituting what some might view as a superior public realm? The method offered in this paper utilizes a particular vocabulary designed to measure aspects of the public realm which are seen, theoretically, as contributing to increased resident interaction and sense of community. The method builds on the work of Owens (1993) and Southworth and Owens (1993) to provide a practical measure of the "public realm." The goal is to facilitate the discussion of the use, meaning, and role of public space by delineating, in pragmatic terms, the geographic dimension of public life and how it varies from one neighborhood to the next. The basis of this differentiation are the public space design components embedded in new urbanist theory.

The increasing involvement of the private sector in the design and management of urban public space has prompted some critical scholars to predict the ‘end of public space’. This study reassesses the implications of private sector involvement through a comparative analysis of British and Dutch urban spaces, based on a threefold critique of the existing literature on the privatization of public space. The analysis is governed by a new model of pseudo-public space that consists of four dimensions of ‘publicness’: ownership, management, accessibility and inclusiveness (OMAI). The findings suggest that, while there are significant differences between the British and the Dutch cases, neither context supports the notion of a possible ‘end of public space’ in any literal sense.

This article focuses on the dynamics between migrant street vendors and public security forces and the complex social production of urban public space in Guangzhou. As an answer to daily contestation of public order, security agencies reluctantly open flexible windows of business opportunities to hawkers. Zones and periods of control, ‘soft’ approaches, and categories of ethnic belonging influence everyday governance and accessibility of public space. This results in a transient public space, fluid and continuously changing, which offers a new perspective on openness and functioning of public space in urban China.

Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.

What constructs are used to characterize public space? This paper analyzes residents’ percep- tions of public space, using data from Visakhapatnam (usually referred to as “Vizag”), India— a city of 1.3 million people on the Bay of Bengal. Extensive interviews, 37 in number, were conducted, using composite group sampling. The sample was drawn from all socioeconomic levels of employees, managers, and associates, at a large industrial plant. The interview sched- ules contained open-ended questions eliciting residents’ perceptions of public space, and their demographics. Qualitative analyses and quantitative tabulations were carried out. Concep- tualizing sense of place in terms of the distinguishing features of the urban environment, a comparison was made between the perception of public space in Vizag and in Western developed countries. The research indicates that lower socioeconomic status people have as complex a conception of public space as do those of high socioeconomic status, provided that the interview schedule is designed to elicit these data. Residents differentiated areas by socio- economic status, and by land use, i.e., industrial, commercial, and residential. Preeminent con- cerns—with pollution, crowding, health, and religion—represent much of what is psychologi- cally salient about public space in Vizag. These findings are in contrast with the salient characteristics of public space in Western cities, as found by prior research. We believe that these findings have policy implications for urban planners and leaders.

A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”

The global public spaces literature has been critical of contemporary manifestations of public space on a number of grounds. This article reports on a research project that attempted to gauge the validity of these critiques through an examination of new and regenerated public spaces in London. The article introduces the dominant critiques around public space before outlining the mixed-methods approach used to interrogate them. The key findings from this work are summarised before the nature of contempo- rary public space is re-theorised in a more avowedly positive and pragmatic manner than is often the case, one that celebrates a return of a public spaces paradigm through tentatively advancing a new narrative and set of normative principles for public space generation. The work concludes that a more balanced view of public space is required, one that recognises the multiple complex types, roles and audiences for public spaces in cities today.

This research, which uses an intersectional feminist methodological approach, explores the relationships and intersections among women, public urban space, and bicycling, and the gendered processes through which the use of space is claimed, negotiated, and constrained. It builds on the existing scholarship on the gendered nature of public space, and uniquely uses bicycling as the site of inquiry. Drawing primarily from interviews with women cyclists in Chicago, this article explores how gender and other social identities are constructed, challenged, and constituted through an interaction with public space, urban processes and structures, and societal expectations and attitudes. It brings to the forefront and centers these narratives and empirically contextualizes them by linking the scholarship on the gendered (and raced, classed, and sexualized) nature of public space with the scholarship on women’s participation rates and barriers to bicycling. This research examines, through the everyday lived experiences of bicyclists and their multiple subject positions and privileges, how the gendered nature of public space affects the participation and experiences of women cyclists; how public space is negotiated and constrained; and how gender can be both (re)produced and challenged in and through urban space via women bicyclists’ actions. In particular, the research findings explore how women bicyclists must demand and negotiate public space; how their movement and activities are constrained in public space; how gender roles and social reproduction issues intersect with bicycling; and how social, quasi-advocacy group bicycle rides are used as a strategy, with mixed results, to address barriers to women bicyclists’ mobility.

During the last two decades the literature on public space has registered the emergence of alternative forms of pubic space provision that depart from the traditional model of direct state ownership and management. The picture that emerges is a complex one, not so much one of privatization, but instead one of complex redistribution of roles, rights and responsibilities in public space governance to a range of social actors beyond the state. This paper discusses an approach to understanding the forms of publicness implicit in alternative forms of public space governance. Issues of rights, access, accountability and control could be examined in public space governance arrangements based on contracts, legal agreements and performance management mechanisms involving private and voluntary entities instead of the traditional public sector processes of policy delivery and accountability. The paper proposes a framework for investigating how ‘publicness’ is constructed and maintained through these arrangements.

Much of the recent interest in urban design has focused on the creation and management of public spaces of cities. My aim in this paper is to explore the nature and role of public space and its significance for cities today. I look at how the promotion of public space is, on the one hand, a concern for social and functional integration in response to social and spatial segregation of cities and the privatization of public space and, on the other hand, a vehicle of marketing localities and consuming places, all leading to multiple representations and meanings. I argue that it is important that the development of urban public space, as part of a larger, often despatialized public sphere, addresses these tensions and contributes to the emergence of an urbanism which promotes social integration and tolerance.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

How might the urban structure and public space of Christchurch change as a result of the 2010 and 2011 earthquakes? This paper will look at council and community led post-earthquake urban space projects in Christchurch, New Zealand, to investigate the potential reconfiguration of urban public space and structure and the balance of top-down and bottom-up design processes for the delivery of these projects. This will be achieved by comparing the performance of the urban public space and structure of the city during the post-earthquake emergency and recovery phases, with a view to understanding the contribution that these elements can make to the resilience of Christchurch. The paper will argue that Christchurch’s nineteenth century urban structure served the population well during the emergency phases of the disaster and that post-earthquake community-led initiatives model innovative capabilities which may enhance urban design practice in the future.
