The success of a city’s retail core is largely dependent on the composition and organization of its merchant constituents. Not only should the price-point and products of a city’s retail align with its resident and visitor demographics, but the stores should be strategically balanced to maximize consumer spending and interest. Heritage destinations dependent on the tourism market should pay special attention to this issue, assuring their visitors a valuable shopping experience while simultaneously preserving the destination’s cultural appeal. This case study considers the rapidly evolving shopping district of Charleston, South Carolina, focusing specifically on the retail core’s recent influx of chain merchants to what was once predominantly a local main street. An historical account, paired with and an in-depth survey of merchants, is presented. The research builds upon previous studies that have considered the issue of merchant mix from the perspective of the city’s stakeholders, tourists and residents.

Since the 1970s, certain types of upscale restaurants, cafés, and stores have emerged as highly visible signs of gentrification in cities all over the world. Taking Harlem and Williamsburg as field sites, we explore the role of these new stores and services (“boutiques”) as agents of change in New York City through data on changing composition of retail and services, interviews with new store owners, and discursive analysis of print media. Since the 1990s, the share of boutiques, including those owned by small local chains, has dramatically increased, while the share of corporate capital (large chain stores) has increased somewhat, and the share of traditional local stores and services has greatly declined. The media, state, and quasi-public organizations all value boutiques, which they see as symbols and agents of revitalization. Meanwhile, new retail investors—many, in Harlem, from the new black middle class—are actively changing the social class and ethnic character of the neighborhoods. Despite owners’ responsiveness to community identity and racial solidarity, “boutiquing” calls attention to displacement of local retail stores and services on which long-term, lower class residents rely and to the state’s failure to take responsibility for their retention, especially in a time of economic crisis.

This thesis sets out to examine whether incorporating local independent or small regional chain retailers and restaurants along with national chain stores in new large scale open-air retail developments can help add to a “sense of place” in these projects and thus make them more successful. New retail developments of the past two decades, often called Lifestyle Centers, Urban Entertainment Centers, Town Centers or New Main Streets, attempt through design to create a “place.” However, unlike traditional Main Streets or other locales that come to mind when thinking of distinctive “places” to shop, the tenants in these centers seem to be largely the same as those in regional malls—ubiquitous national chain stores. Due to this lack of local, unique content, these projects in many cases seem to be more a repackaging of the regional mall formula than truly successful attempts at place making. However, despite several challenges to tenanting independent businesses, some owners of new, what I refer to as, Place Making Centers have nonetheless taken a more proactive role in varying their tenant mix so as to better differentiate and reflect the local character of these projects; consciously dedicating a substantial percentage of their retail space for smaller local or regional retailers. This suggests that for some developers and projects these obstacles can be overcome, and that there is some perceived added value, place making or otherwise, to incorporating these businesses. In this thesis, I argue that place making, besides a physical act, also involves an intangible social and cognitive quality. I also assert that independent business can contribute to sense of place by contributing spaces more likely to promote social interaction and adapt over time and by providing a sense of uniqueness, rootedness and authenticity. Furthermore, the characteristics that contribute to the likelihood and/or viability of incorporating independent businesses in a project fall into three categories—owner characteristics, project financing and economics, and market characteristics. In projects that successfully overcome these obstacles, independent businesses are shown to further place making’s aim of overall and long-term value creation, suggesting that incorporation of these retailers should be strongly considered by developers of new retail formats.

Strategies that reduce fear of crime may contribute to improved health outcomes; however interventions require a better understanding of the neighbourhood correlates of both emotional responses to crime (i.e., fear of crime) and cognitive assessments of crime (i.e., perceived crime risk). This study explored the association between objective measures of suburban design and two safety outcomes: perceived crime risk and fear of crime, for participants who lived in new suburban housing developments in Perth, Western Australia. The characteristics of a walkable neighbourhood, particularly retail land, were associated with less fear of crime, but greater perceived crime risk. One interpretation is that ‘strangers’, attracted to the neighbourhood by diverse land-uses, might influence the emotional and cognitive as- pects of ‘fear of crime’ differently. Researchers interested in the impact of the built environment on ‘fear of crime’, and any subsequent influence of these perceptions on health, should be mindful that the environment appears to impact these constructs differently.

This article examines the effects of walkability on property values and investment returns. Walkability is the degree to which an area within walking distance of a property encourages walking for recreational or functional purposes. We use data from the National Council of Real Estate Investment Fiduciaries and Walk Score to examine the effects of walkability on the market value and investment returns of more than 4,200 office, apartment, retail and industrial properties from 2001 to 2008 in the United States. We found that, all else being equal, the benefits of greater walkability were capitalized into higher office, retail and apartment values. We found no effect on industrial properties. On a 100-point scale, a 10-point increase in walkability increased values by 1–9%, depending on property type. We also found that walkability was associated with lower cap rates and higher incomes, suggesting it has been favored in both the capital asset and building space markets. Walkability had no significant effect on historical total investment returns. All walkable property types have the potential to generate returns as good as or better than less walkable properties, as long as they are priced correctly. Developers should be willing to develop more walkable properties as long as any additional cost for more walkable locations and related development expenses do not exhaust the walkability premium.

Urban public marketplaces in Global South cities host a vibrant mix of retail and wholesale trade. Yet local-to-national governments increasingly promote sanitized and privatized urban spaces by privileging modern retail outlets (malls and supermarkets) and discouraging “traditional” livelihoods (street vending and market stalls). These political decisions dramatically disrupt the public market trade that has provisioned urbanites for decades. To address this issue, this article analyzes how retailers working in the renowned Baguio City Public Market, northern Philippines, sustain their livelihoods given that Baguio City’s first phase of market redevelopment failed to meet their needs (e.g., insufficient store size and banning enterprises). Problematizing legal–illegal work and urban public space use, I argue that public marketers engage everyday and insurgent public space activism to protest their disenfranchisement. Although marketers generally have achieved selected demands, some have benefited more than others. Thus, I suggest that we consider not only marketers’ resistance but also the uneven political landscape within which they work—the power differentials among and between marketers and the state. The extent to which variously positioned marketers can realize livelihood rights highlights the unpredictability of civic engagement and “extralegality” when competing
ideologies clash over access to urban public space, legal–illegal practice, and appropriate urban provisioning.

The g~gader have been successful at relieving traffic congestion; stabilizing inner city retail sales," encouraging the pedestrian activity of women, children, and the elderly; and increasing public appreciation of the historic urban architecture of the pre-automobile age. Supporters of the pedestrian concept are eager to expand the g~gader to residential areas outside the inner city commercial core, but rising opposition from motorists, as well as practical limitations, have hindered a further transfer of street space from automobile to pedestrian use.

Through a case study based in Bristol, this article explores how the law of place' has transformed multiple heterogeneous city centre spaces into a single homogeneous and commodified privately owned retail site. Drawing on de Certeau, Lefebvre, and humanistic geographers including Tuan, the article explores how law facilitates spatial and temporal enclosure through conventional understandings of private property, relying on techniques of masterplanning, compulsory purchase, and stopping up highways. It suggests that the law of place draws on binary spatial and conceptual distinctions to apparently separate places from spaces, applying different legal rules either side of an often invisible boundary line. The article questions this legally facilitated spatial and conceptual enclosure, particularly as it restricts spatial practices within the public realm. It concludes by rejecting an urban 'right to roam' as insufficiently transformative, calling for a broader interpretation of Lefebvre 's 'right to the

For much of the last quarter of the 20th century debates on the state of public spaces in the UK concentrated on issues of neglect and abandonment. New public spaces, increasingly developed by private developers were of equal concern, seen simultaneously as creating privatized, socially exclusive enclaves and characterless ‘anywhere’ regeneration schemes, filled with the same retail outlets, coffee shops and anonymous pieces of public art. This paper addresses this latter concern of homogenization, examining the dynamics behind it and exploring whether local diversity can thrive in the face of such pressure. The paper further reports on a research project that was conducted on a series of prominent public spaces in North East England. The results of this study suggest that the spaces studied are far from passive recipients of global processes. Not only does the quality and quantity of public space often seem to have improved in the recent past, but that long standing locally significant traditions are thriving and new ones are being developed. So, while homogenization in retailing may be significant and harmful to some traditional shopping streets, it is not necessarily damaging the social and cultural lives of the public spaces in our towns and cities to the degree that may be expected.

The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.

Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.

An entire category of urban space, albeit hardly recognized as such, is disappearing across North America. As retail logistics globalizes and big-box power centres replace enclosed shopping malls from the postwar era, a distinct form of social infrastructure vanishes as well. ‘Dead malls’ are now a staple of North American (sub)urban landscapes, and have provoked local activism in many places. But despite popular concern for the demise of mall space, critical urban scholarship has largely sidelined the phenomenon. Much of the disjuncture between popular outcry and academic silence relates to conceptions of ‘public’ space, and specifically the gap between formal ownership and everyday spatial practice. Spatial practice often exceeds the conceptions of designers and managers, transforming malls into community space. This is particularly true in declining inner suburbs, where poor and racialized communities depend more heavily on malls for social reproduction as well as recreation and consumption. In this article we investigate the revolution in logistics that has provoked the phenomenon of ‘dead malls’ and the creative activism emerging that aims to protect mall space as ‘community space’. Taking the case of the Morningside Mall in an old suburb of Toronto, we investigate the informal claims made on mall space through everyday spatial practice and the explicit claims for community space that arise when that space is threatened. We argue that many malls have effectively become community space, and activism to prevent its loss can be understood as a form of anti-globalization practice, even if it never employs that language.

This article uses participant observation data to explore teenagers' presence in two urban public spaces in Manchester, England. The urban spaces under investigation are public, but surrounded by retail outlets and act as gateways for consumption. The aim is to answer the question 'how do the rhythms of teenage life differ when ordinary and extraordinary activities occur in urban public spaces of consumption?' Lefebvre's Rhythmanalysis is employed to analyse the data and identify instances of eurhythmia (harmonious rhythms), arrhythmia (discordant rhythms) and polyrhythmia (multiple simultaneous rhythms) during periods of typical and extraordinary use. Ordinarily the teenagers used the spaces of consumption to mostly meet and socialise with friends with a small number of them using the space to skateboard. This occurred harmoniously alongside others who pass through these gateways to consumption indicating multiple rhythms. The findings indicate that the teenagers were displaced from urban space during the staging of official events which involved increased control from authorities such as the local council and police. They were replaced by a different crowd of people consisting of mostly families and adults. Paradoxically, the 'festival' atmosphere created by extraordinary events in the gateways of consumption resulted more interaction among those present despite increased control from the authorities. Rhythmanalysis proved useful in understanding of spaces when researching spaces of consumption, as it exposes the temporal and fluid nature of urban space. Ultimately, there was no room for the presence of regular users (teenagers) during the staging of extraordinary events indicating a lack of multiple rhythms.

The ground floors of buildings are a key element of the urban experience, yet the dynamics that shape frontages are largely unknown. This article delves into the forces and patterns behind the transforming relationship between architecture and public space in Western urban cores over the past century. After defining a methodology for structurally measuring the interactivity of ground floor frontages over time, the study focuses on two case study urban cores of Detroit, Michigan and The Hague, Netherlands. Through a combination of narra- tive historiography, detailed mapping and statistical studies a set of recommendations is generated to help urban designers and planners better understand and counter frontage decline. The two seemingly disparate cities are demonstrated to have undergone remarkably similar patterns of frontage interactivity erosion, with outcomes diverging as a result of an often reinforcing set of forces. Only upon understanding frontages as social, economic, cultural, political and technological constructs with physical, functional and connotative effects on public space will the profession be able to effectively steer the future of the architecture of public life.

‘Urban identity’ is high on the policy agenda and pervades the discourse of the planning community on the value of historical city centres. Unfortunately, there seems to be, until today, no proposal in scholarly literature of any unified conceptual framework or any tools to make identity operational. ‘Tourism’ takes advantage of this process, by seeking the qualities of the place, its authenticity and its perceived uniqueness that is grounded on the physical features as well as on the presence of local communities – their way of living and investing in the place. The interdependence between identity as perceived by tourists (external observer) and the identity of the
residents rooted in the relationship with the place (in-group) are key to addressing the identity of historic urban areas. These issues are addressed in the context of the growing attractiveness of Lisbon, Portugal, using a historic neighbourhood as a case study. The findings, which are on a set of interviews with different groups of users, showed the points of convergence and divergence between the different groups’ views of the neighbourhood’s
identity. This actor-oriented approach is pivotal to understanding the process and to produce knowledge for informed action.
