After three decades of urban renewal in China, public spaces used by average residents have not been improved proportionally and, in some cases, have even deteriorated. Three problems can be identified. ‘Window-dressing’ prevails in government- developed squares and parks. Their locations and monumentality have made residents less willing to use these spaces. ‘Privatization’ describes how private developers maximize profits at the cost of public life in the urban environment surrounding their projects. ‘Gentrification’, different from its meaning in the West, refers to the tendency to ignore the needs of mid- and low-income residents in public facilities. Not entirely a repetition of the 1950s Western urban renewal, the Chinese cases reflect a society changing from a socialist system to a capitalist one.

There are a series of discrete but related critiques of the contemporary public space situation, and it was these that the first part of this paper identified and organized. These drew on different scholarly traditions to highlight the key tensions at the heart of the contemporary public space debate. It revealed that critiques of public space could broadly be placed into two camps: those who argue that public space is over-managed, and those who argue that it is under-managed. This second part of the paper begins by arguing that both over and under-management critiques result in the same end, a homogenization of public space, although these outcomes may not be as stark as many of the critics would have us believe. What is clear is that the critiques reveal a range of public space types and means of classification. These are used in a final section of this paper to suggest a new typology of public space, one based on how public space is managed.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

This study examined patterns of activity in street-side public spaces in one city. Eye-level videotape was employed to document public activity, characteristics of the population and characteristics of the downtown street-side surroundings. A scheme for organizing the data is presented. Patterns of use, disaggregated across activities, groups and time periods were derived, and limitations and implications are discussed.

As urbanization progresses, open space becomes structured as units of progressively smaller sizes and with more pronounced physical and functional boundaries. This paper analyzes these Open Space Units (OSUs) in Flanders, and seeks how size of open space units, hence also spatial fragmentation, affects the evaluation of these units. The results clearly confirm a ‘fragmentation bias’, meaning a lower valuation of smaller units, which leads to a strategic gap and land use uncertainty concerning large stretches of area with high degree of fragmentation. This valuation is confronted with the contrasting and positive values expressed in a strategic open space project by local stakeholders about a typical peri-urban remnant open space unit. Overcoming the ‘fragmentation bias’ in open space valuation is a continuing challenge in planning and open space policies, especially in highly urbanized environments.

We worry these days that public space, indeed the public realm, is shrinking. This essay examines the underlying causes of such discontent, in the context of historic and recent transformations in social values and public ethos. Seemingly, three major trends - privatization, globalization, and the communications revolution - will continue to shape the future demand and supply of public space. Planners must anticipate the effects of such trends, but also focus on the concept of public life, which encompasses both private and public realms. The article concludes by reviewing the role that planners may play in advancing the cause of public space and the opportunities and initiatives for the future.

Neighbourhoods may influence the health of individual residents in different ways: via the social and physical environment, as well as through facilities and services. Not all factors may be equally important for all population subgroups. A cross-sectional analysis of the Scottish Household Survey 2001 examined a range of neighbourhood factors for links with three health outcomes and two health-related behaviours. The results support the hypothesis that the neighbourhood has a multi-dimensional impact on health. There was also some evidence that the relationship between neighbourhood factors and health varied according to the population subgroup, although not in a consistent manner.

The paper examines four case studies of neighborhood parks in socially and ethnically diverse communities of Los Angeles in order to explore similarities and differences of their uses and assigned meanings. More specifically, the study utilizes structured field observations and surveys of users in order to examine sociocultural patterns of park use, the relevance of past models of park design, and the level of fit between current park form and contemporary user needs.

This paper proposes an essentially new theory of urban space based on information theory and the laws of optics. The use of urban space is linked to the information field generated by surrounding surfaces, and on how easily the information can be received by pedestrians. Historical building exteriors usually present a piecewise concave, fractal aspect, which optimizes visual and acoustical signals that transmit information content. Successful urban spaces also offer tactile information from local structures meant for standing and sitting. The total information field in turn determines the optimal positioning of pedestrian paths and nodes. This complex interaction between human beings and the built environment, incredibly neglected in our times, explains why so many historical urban spaces provide an emotionally nourishing environment.

The aim of this paper is to study how women’s privacy needs are met through the physical form of public spaces in both old and new urban designs, using as a case study the city of Nablus, Palestine, which has been significantly influenced by the culture of gender separation. The findings will help develop a better understanding of the relationship between women’s privacy and the physical form of public spaces and will enhance the development of public spaces that women can use comfortably and actively to participate in the urban life. An environmental approach based on the concept of behavioural setting was used to examine women’s privacy issues in the chosen public spaces. Direct observations and questionnaires were used in the fieldwork, in addition to interviews with women and relevant people who influence the women’s privacy. Maps (GIS), sketches and SPSS techniques were used to interpret the data.

This study tests the crime impact of the Boston South-west Corridor parkland, a 5-mile transit and linear park, on its adjoining neighbourhoods 15 years after its completion in the early 1980s. The study responds to concerns of local neighbour- hoods during the time of planning and construction, and to evidence of general public uneasiness about the dangers of linear parks to communities. In an analysis of two residential neighbourhoods adjoining the corridor, the study searched ®rst for evidence of crime spill-over from the corridor, and secondly for neighbours’ perceptions of corridor safety. To test crime spill-over, police calls from houses adjacent to the corridor were compared with calls from houses further away; interviews with residents investigated perceptions of the corridor’s safety. Findings revealed that though police calls were marginally more frequent from houses next to the corridor, these were considerably less frequent than calls from houses next to commercial streets. Interviews with residents revealed generally positive estimates of park safety by day, with low estimates of night-time safety and mixed estimates of its safety during twilight hours. Interviews also revealed heavy reliance on the corridor by the elderly and people with small children. The study concludes with recommendations for the future design of linear parks in cities.

This article discusses how street design and traffic affect social relations in urban neighbourhoods. Three street types in the city of Basel, Switzerland were studied: a 50km/h street, a 30km/h street and three encounter zones (20km/h and pedestrian priority, also known as woonerven or home zones). The effects were measured in terms of neighbourhood interactions, use of public space and the personal feelings of belonging of residents. The study, standing in the tradition of Donald Appleyard’s liveable street research in the early 1970s, was carried out in the framework programme ‘Social Inclusion and Social Exclusion’ financed by the Swiss National Science Foundation and by the Swiss Federal Office of Sports. The results show that urban neighbourhoods are (still) very lively social places, despite their often lamented anonymity and individualisation. Streets with slow moving traffic, limited space for parking and good environmental qualities offer a large potential for personal development, contentment and social integration. Neighbourhood contacts in such streets are more frequent and more intensive and the separation effects are substantially smaller. Liveable streets in urban neighbourhoods can be great places for public life and social inclusion.

Many people fail to achieve recommended levels of physical activity. Neighborhood parks serve as locations in which physical activity often occurs, and walking to parks provides added opportunity for leisure-time activity. The authors examine environmental characteristics of shortest pedestrian routes to parks to determine how route walkability affects park use. Using an objective environmental audit, the authors found that routes of park users were measurably more walkable than those of nonpark users and that each unit increase in total walkability score associated with a 20% increase in the likelihood of walking to the park, controlling for education and route length (odds ratio = 1.20; 95% confidence interval = [1.07, 1.34]). The most significant elements measured in- cluded route distance, traffic, neighborhood maintenance, street maintenance, safety, and aesthetics. Pedestrian scale environmental characteristics are associated with individuals’ use of neighborhoods for physical activity. Understanding these relationships can contribute to evidence-based design interventions to increase physical activity.

Contemporary provision of open spaces within cities rests largely on professional assumptions about its significance in the lives of residents. This paper presents results from the Greenwich Open Space Project which used qualitative research with four, in-depth discussion groups to determine the design of a questionnaire survey of households in the borough. The research shows that the most highly valued open spaces are those which enhance the positive qualities of urban life: variety of opportunities and physical settings; sociability and cultural diversity. The findings lend some support to the approach of the urban conservation movement but present a fundamental challenge to the open-space hierarchy embodied in the Greater London Development Plan. The Project identifies a great need for diversity of both natural settings and social facilities within local areas and highlights the potential of urban green space to improve the quality of life of all citizens.

‘Green infrastructure’ is a term used to describe systems of parks, greenways, open spaces and other natural landscape elements that provide community benefits. Although we have some understanding of how people use parks and developed greenways, little has been documented about use of the undesignated public and private spaces along green infrastructure features such as stream corridors. The purpose of this research was to examine characteristics that may influence people’s use of undesignated open spaces along the stream corridors that form the skeleton of many green infrastructure systems. Data were obtained from a Recreational Use Attainability Analysis (RUAA), an evaluation performed for the Texas Commission on Environmental Quality. The RUAA was conducted for 85 survey sites along 243 km (151 miles) of streams in Houston’s Buffalo Bayou watershed. Results indicate that the proximity of stream corridors to local residents, the level of pedestrian access available and tree cover were the best predictors of recreational use while the presence of water, fish or other wildlife were not significant predictors. Observations also indicated that urban and suburban stream corridors afford a variety of recreational and aesthetic values to residents. Implications for policy, planning and design of green infrastructure are discussed.

People use the neighborhood Main Street for shopping but also for other leisurely active and passive engagement, social affiliation and interaction, sensory stimulation, and relaxation. Traditionally, small businesses have made up a fair share of businesses on Main Street. Small businesses have been an integral part of the American culture of entrepreneurship, individualism, and self-reliance and have played an important role in American economic development. Community development programs recommend supporting small businesses for their social and economic benefits. This paper examines the role of small businesses in supporting public life on the neighborhood Main Street. The study was conducted in two cities and one town in the Boston, Massachusetts, metropolitan area. Extensive behavior mapping and interviews were conducted to determine the relationship between social interaction and businesses. The findings expand our understanding of the social value of small businesses and suggest a strong relationship between small businesses and the vitality of Main Street as a result of four qualities of small businesses: uniqueness, engagement, friendliness, and responsiveness. These findings have implications for urban design, community planning, and economic development policies because they suggest that small businesses influence their immediate public space by paying more attention to it than large businesses. Small businesses provide qualities that help make Main Street a good place for people to interact.

Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.

Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. The Irvine Minnesota Inventory (IMI) was designed to measure environ- mental features that may be associated with physical activity and particularly walking. This study assesses how well the IMI predicts physical activity and walking behavior and develops shortened, validated audit tools. A version of the IMI was used in the Twin Cities Walking Study, a research project measuring how density, street pattern, mixed use, pedestrian infrastructure, and a variety of social and economic factors affect walking. Both bivariate and multivariate analyses were used to assess the predictive value of the IMI. We find that while this inventory provides reliable measurement of urban design features, only some of these features present associations with increased or decreased walking. This article presents two versions of shortened scales—a prudent scale, requiring association with two separate measures of a physical activity or walking behavior, and a moderate scale, requiring association with one measure of physical activity or walking. The shortened scales provide built environment audit instruments that have been tested both for inter- rater reliability and for associations with physical activity and walking. The results are also useful in showing which built environment variables are more reliably associated with walking for travel—characteristics of the sidewalk infrastructure, street crossings and traffic speeds, and land use are more strongly associated with walking for travel, while factors that measure aesthetics are typically less strongly associated with walking for travel.
