This article explores the public spaces of Laredo, a city situated on the border of the United States and Mexico along the Rio Grande. The construction of urban history is shaped by changes in public space—its physical settings, access to residents, and utilization by people. The author analyzes the transformation of public spaces and public events of Laredo to trace how amnesia and remembering are reflected in the cityscape. Public events reproduce assorted versions of urban history and help scholars to locate what part of history is preserved and what part is erased in the collective psyche of the community. The visual history of public spaces and events thus conserves a narration of the past, one that shapes collective memory and self-image.
A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”

A great deal is at issue in the handling of the threat of terrorism in the United States today. Restrictions on the use of public space are a direct consequence, at the urban level, of what is happening. But beyond that, and beyond the various abuses of civil liberties and common sense that have been involved in the governmental misuse of the threat after 9/11, the most serious misuse may be the sale of the threat as a threat to existential security instead of as one danger among others to public safety. It has been manipulated for purposes having nothing to do with terrorism. The intended result has been to reinforce the positions of those in power, to displace the insecurity inherent in a capitalist free market system, and to limit further the freedom that is at the heart of the right to the city. The current treatment of public space illustrates the process.
This article presents commentary and analysis on the Urban Studies special collection on the night-time city. The collection highlights burgeoning interest in the urban night from across the social sciences and helps consolidate what might be referred to as the ‘third wave’ of research on the evening and night-time economy (ENTE). The collection addresses the challenges of 21st cen- tury place-making after dark in a variety of international contexts. This commentary interprets individual contributions to this collection in the light of the author’s research experience within an evolving and increasingly sophisticated field of knowledge. The articles have, I suggest, power relations, social exclusion and social sustainability as their most prominent meta-themes. I pro- pose a new conceptual model for the interpretation of situated assemblages of power, capacity and influence, as operating across four overlapping modes of urban governance.
Cities around the world have marked differences in spatial form and structure. To some extent this can be attributed to cultural differences. However, the impact spatial form has on the interactions within and between residents of different neighbourhoods is unclear. This paper calls on empirical evidence collected in the Walled City of Ahmedabad, India, home to Hindu and Muslim residents in distinct neighbourhoods for centuries. Employing Space Syntax method, this paper reveals significant differences in how public spaces are spatially laid out by these two communities. Muslim neighbourhoods have a spatial structure typical of a naturally evolved settlement, where the most integrated spaces are clustered centrally. In contrast, Hindu neighbourhoods have an ‘inside-out’ pattern, with the most integrated spaces located at the neighbourhood edge. The cultural significance of these distinct forms is discussed alongside the relationship between the neighbourhoods and the rest of the city. These findings on spatial structure could have an important role in Ahmedabad’s urban planning . A better understanding of how public space relates to lifestyle and culture could contribute to improved community relations. It could also contribute to dealing successfully with communal conflict, economic development, social sustainability as part of Ahmedabad’s future urban planning strategies.
This paper argues that a strong focus on residential segregation limits the understanding of the role of the built environment. The city is used as more than just a place of residence; urban life is far from restricted to where we live. The potential for interplay that develops as people share public space is argued to be just as important for integration processes as the residential mix. In addition, this article examines shortcomings related to the definition of residential segregation because of limitations within the scientific analysis of urban space: the evident difficulties in delimiting relevant geographical units and delimiting relevant social groups. The study is based on empirical analysis of Sodertalje. Sodertalje topped international news when its mayor informed the US Congress that the city had managed to receive more refugees from the war in Iraq than the US and Canada combined. However, to what extent are these new immigrants given access to Swedish society through everyday practices? The results highlight how segregation in public space—including impaired accessibility to a range of resources such as places of work and contact with other people—is a very strong feature of excluded areas and is strongly disadvantageous for newcomers. These results challenge some of the beliefs in the current public debate as well as some of the principles used by Swedish authorities to ameliorate segregation.
This article offers a detailed analysis of a neighborhood dispute over fencing a public park. Unlike the archetypal turf battles between longstanding and new neighborhood residents described in previous research, here the daily visits of Latino “outsiders” coming into a local public space produce conflict over park usage and control. The usually cited conditions for conflict, such as reactionary residents resisting ethnic transition and protecting their backyards, do not apply in this case, as the park sits amidst a relatively stable, affluent, white “liberal” neighborhood. This case study shows how sources of tension and trouble extend beyond the property interests and actions of the park users to include the more symbolic and indirect concerns about identity as reflected in park use. Together with longstanding concerns over neighborhood reputation and property values, changing demographics and greater sensitivity to the perception of racism distinctively shaped the unfolding of conflict in this case. The bumpy course of conflict and shifting opinions about the fence shed light on the new complexities and contradictions of contemporary social diversity and exclusion in city parks and other public spaces.
Despite an increasing interest in issues surrounding environmental equity, much research evidence to date is based on studies adopting cross-sectional approaches which do not adequately capture the processes and mechanisms generating inequities. Longitudinal studies may better inform policy measures to remedy inequity between populations, but the few that have been undertaken have mostly been focused solely on environmental risks—ignoring access to amenities. As a case study, we adopt a longitudinal approach in this work to investigate the association between sociodemographic indicators and public
park provision over an eighteen-year period in the city of Yokohama, Japan. We show that inequities in park provision are present over the whole time period. Hedonic modelling shows that park accessibility is positively associated with house and land prices in the city. Our results suggested some, relatively weak, evidence of two causal processes: new parks are located in more affluent communities; yet new parks also appear to encourage further move-in of affluent populations. We suggest that park provision by administrative authorities in less-affluent neighbourhoods may be required to maintain equity in access
to these valuable community resources. Economic incentives, such as subsidy provision, may have a role to play to encourage park provision by developers.
Business improvement districts (BIDs), which are formed when spaces that are legally public are put under private or semi-private forms of administration, have become increasingly prominent features of many cities internationally. This paper provides an in-depth, empirically grounded analysis of the practices of political activism and issue advocacy in one widely admired BID (Church Street Marketplace, Burlington, Vermont) in light of recent theoretical concerns about the decline of ‘public’ space within the current neo-liberal context of privatisation. The paper examines the ways in which various kinds of political activity are constructed by Marketplace management as either assets or liabilities, and how different forms of activism are differentially regulated and policed in pursuit of maintaining the carefully themed environment of the BID. The research raises important questions about the extent to which downtown (and other) spaces that have been (re)organised as BIDs can fulfil the role of public space in democratic societies.

The 21st century city is faced with a myriad of social, political and environmental complexities. The increasing global urbanisation puts pressure on the various spheres of government as well as on citizens to continuously redefine and manage public assets and spaces – often built for social contexts that no longer exist. While top-down approaches have arguably failed to engage and motivate communities in meaningful ways, bottom-up initiatives have also proved difficult in promoting lasting impact on official policies. The democratisation of digital technologies provides new opportunities for citizens to organise themselves around local issues. These complexities galvanise communities around a civic debate about the present and future identity of the places they live in. Yet, it is still fairly challenging to balance community expectations, on one hand, with transparency regarding the complex decision-making processes inherent to public administration, on the other. In this paper, we present common approaches to placemaking. We then discuss new forms of digital placemaking and illustrate their application through four interventions we ran to investigate digital technology adoption for community engagement initiatives. Based on those scenarios, we investigate: (1) the shifting role of digital technologies as tools employed by individual groups to create placemaking initiatives, and (2) media interventions that inform and bring decision makers at the top, and citizens at the bottom together into more collaborative and focused city making efforts.
The ‘problem’ of skating has been conflated with a ‘problem’ with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters ‘on the edge’ and yet draw them into particular domains of citizenship via specific practices of urban governance.
Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.

Recent work on entrepreneurial urban governance has focused on the new forms of exclusion produced by neoliberal entrepreneurial urban strategies, arguing that local forms of social–spatial organization are being dismantled through practices ranging from the privatization of urban public space to the emergence of gated communities. By exploring the role of agency amid these changing structures of constraints, this article interrogates processes of socio-spatial exclusion under entrepreneurial forms of urban governance. I argue that despite constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. I use the case of a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city's Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors who rely on public spaces for their daily survival. I use the case of the Programa to show how street vendors have struggled to remain on the streets of Mexico City's Historic Center.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.

Discussions on social movements in Asian cities are inseparable from the abundance of public rallies in the region. In this article, I look at the case of Thamrin-Sudirman, the main thoroughfare in Jakarta, Indonesia, to uncover how physical urban spaces constituting part of the city as living systems broaden the reach of social movements’ agendas. The study involved continuous observation at rallies, interviews with social movement leaders and participants, and a look at simultaneous public rallies in various cities. This article analyzes the sites of public rallies as ‘megaphones’, based on the patterns of issues featured in the rallies, the groups participating, and the nodes and paths that they constructed. Two key dimensions of the megaphone are: (1) the symbolic and historical significance of the sites of rallies; (2) the relationship between the space and the media. Particular sites in cities become places where information is gathered,
distributed and transferred through the media, facilitating a network among cities. This article concludes that cities are agents of political actions that amplify ideas and spread them across the globe. The urban centers’ megaphonic function results from the synergy between the public space in the built environment and the public sphere, and is reflective of the recentering of the city.
Throughout the centuries Beirut has had an endless capacity for reinvention and transformation, a consequence of migration, conquest, trade, and internal conflict. The last three decades have witnessed the city center's violent self-destruction, its commercial resurrection, and most recently its national contestation, as oppositional political forces have sought to mobilize mass demonstrations and occupy strategic space. While research has been directed to the transformative processes and the principal actors involved, little attention has been given to how the next generation of Lebanese are negotiating Beirut's rehabilitation. This article seeks to address this lacuna, by exploring how postwar youth remember, imagine, and spatially encounter their city. How does Beirut's rebuilt urban landscape, with its remnants of war, sites of displacement, and transformed environs, affect and inform identity, social interaction, and perceptions of the past? Drawing on Henri Lefebvre's analysis of the social construction of space (perceived, conceived, and lived) and probing the inherent tensions within postwar youths’ encounters with history, memory, and heritage, the article presents a dynamic and complex urban imaginary of Beirut. An examination of key urban sites (Solidère's Down Town) and significant temporal moments (Independence Intifada) reveals three recurring tensions evident in Lebanese youth's engagement with their city: dislocation and liberation, spectacle and participant, pluralism and fracture. This article seeks to encourage wider discussion on the nature of postwar recovery and the construction of rehabilitated public space, amidst the backdrop of global consumerism and heritage campaigns.

Public policies supporting market-oriented strategies to develop mixed-income communities have become ascendant in the United States and a number of other countries around the world. Although framed as addressing both market goals of revitalization and social goals of poverty deconcentration and inclusion, these efforts at 'positive gentrification' also generate a set of fundamental tensions - between integration and exclusion, use value and exchange value, appropriation and control, poverty and development - that play out in particular concrete ways on the ground. Drawing on social control theory and the 'right to the city' framework of Henri Lefebvre, this article interrogates these tensions as they become manifest in three mixed-income communities being developed to replace public housing complexes in Chicago, focusing particularly on responses to competing expectations regarding the use of space and appropriate normative behavior, and to the negotiation of these expectations in the context of arguments about safety, order, what constitutes 'public' space, and the nature and extent of rights to use that space in daily life.
This article explores the relationship between pavement cafés, street life and urban public social life. It argues that the licensing of public entertainment and the enforcement of liquor licences and rigid opening times have helped to undermine public social life in English cities. Attitudes which first gained ascendancy in the 1890s have remained dominant and, broadly speaking, unchanged. Nevertheless, there has been a recent and fairly rapid growth in wine bars, cafés and bistros in London and some other English cities. The paper explores whether these help to stimulate public social life. Reference is made to research in Holland and Denmark, and also recent experience in London and Manchester. The paper concludes that city policy makers should, in the short term at least, act to stimulate café culture. Some anti-social and behavioural problems might well require an element of control, and not all urban areas are suited to café culture. Yet in a technological age, café culture represents one of the few remaining opportunities for public sociability. Where it creates a nuisance, it could and should be controlled but this is not the same thing as exercising an all-persuasive moral control which has its roots in Victorian England.
Studies of seasonal barriers for outdoor activities seldom view families’ play practices as grounded in the everyday experience of the natural elements. This paper brings 20 families’ mundane outdoor play ex- periences in Auckland's temperate climate to the fore. Through drawings and interviews, families re- siding in both suburban detached houses and central city apartments revealed locally constituted beliefs about appropriate play spaces (e.g. garden, park). While the majority of participants retreated to indoor activities during winter, some children and their parents viewed the outdoors as the only opportunity for ‘real fun’. We advocate the importance of a better understanding of children's seasonal outdoor play. In particular, we argue that in order to promote year-round healthy levels of outdoor activities it is ne- cessary to understand variations in societal, neighbourhood and family values attributed to outdoor activities. Further, to develop a more nuanced understanding of the locational complexities of outdoor play it is important to understand the meanings of, and practices associated with, seasonal and weather conditions in different international locations.

Mega-projects are usually analyzed as state-led public–private partnerships and iconic architecture aiming at branding the city and attracting tourists and global investors. This article adopts a different approach, analyzing the construction of Helsinki's Kamppi mega-project in terms of the politics of property as a process of creating and distributing rights –– property rights, development rights and use rights. Although the Kamppi project did not follow ordinary planning regulations, this did not mean that there was no regulation; on the contrary, there was more than usual, but through contracts rather than planning. Regulation through contracts denied citizens any voice and negated the celebrated provision for participation in Finland's reformed planning legislation. The Kamppi contracts also show that property rights are negotiated, alienated, compensated, struggled over and constructed. Citizens protested against the demolition of historic buildings, but overlooked the series of Kamppi contracts, which limited their rights and introduced a whole new system in which use rights are connected to ownership. Finally, the long duration of the Kamppi project meant that many people also overlooked the privatization of formerly public space.
