Child-friendly urban structures: Bullerby revisited

Definitions of environmental child friendliness offer broad criteria that are not easy to study or assess. We suggest that due to this broadness, these definitions have produced surprisingly few attempts to evaluate how child-friendly various types of physical environments are. The purpose of this study is to analyse how the structure of the built environment contributes to environmental child friendliness. We define child friendliness by two central criteria: children’s possibilities for independent mobility and their opportunities to actualize environmental affordances. We study how built environment qualities condition environmental child friendliness in place-based ways by asking children and youth in Turku, Finland, to tell about their meaningful places and their mobility to these. The data consists of over 12,000 affordances, localized by the respondents. This experiential and behavioural place-based knowledge is combined with objectively measured data on residential and building density, and quantity of green structures. Moderate urban density seems to have child-friendly characteristics such as an ability to promote independent access to meaningful places and the diversity of affordances. We find that affordances situated on residential areas are likely to be reached alone, whereas access to affordances situated in densely built urban cores is less independent. The proportion of green structures is not associated with independent access. The diversity of affordances is highest in areas that are densely populated and not very green. Green areas are important settings for doing things, and green structures around emotional affordances increase the likelihood of liking the place significantly. Combining children’s place-based experiences with information derived from objective measurable qualities of the physical environment provides a valuable methodological contribution to studies on environmental child friendliness, and the two proposed criteria of child friendliness are supported by this study. There is no one environment that is child-friendly, but different environments have different uses and meanings.

Ecometrics in the Age of Big Data

The collection of large-scale administrative records in electronic form by many cities provides a new opportunity for the measurement and longitudinal tracking of neighborhood characteristics, but one that will require novel methodologies that convert such data into research-relevant measures. The authors illustrate these challenges by developing measures of “broken windows” from Boston’s constituent relationship management (CRM) system (aka 311 hotline). A 16-month archive of the CRM database contains more than 300,000 address-based requests for city services, many of which reference physical incivilities (e.g., graffiti removal). The authors carry out three ecometric analyses, each building on the previous one. Analysis 1 examines the content of the measure, identifying 28 items that constitute two independent constructs, private neglect and public denigration. Analysis 2 assesses the validity of the measure by using investigator-initiated neighborhood audits to examine the “civic response rate” across neighborhoods. Indicators of civic response were then extracted from the CRM database so that measurement adjustments could be automated. These adjustments were calibrated against measures of litter from the objective audits. Analysis 3 examines the reliability of the composite measure of physical disorder at different spatiotemporal windows, finding that census tracts can be measured at two-month intervals and census block groups at six-month intervals. The final measures are highly detailed, can be tracked longitudinally, and are virtually costless. This framework thus provides an example of how new forms of large-scale administrative data can yield ecometric measurement for urban science while illustrating the methodological challenges that must be addressed.

Effects of signals of disorder on fear of crime in real and virtual environments

Despite the fact that virtual environments are increasingly deployed to study the relation between urban planning, physical and social disorder, and fear of crime, their ecological validity for this type of research has not been established. This study compares the effects of similar signs of public disorder (litter, warning signs, cameras, signs of vandalism and car burglary) in an urban neighborhood and in its virtual counterpart on the subjective perception of safety and livability of the neighborhood. Participants made a walking tour through either the real or the virtual neighborhood, which was either in an orderly (baseline) state or adorned with numerous signs of public disorder. During their tour they reported the signs of disorder they noticed and the degree to which each of these affected their emotional state and feelings of personal safety. After finishing their tour they appraised the perceived safety and livability of the environment. Both in the real and in the simulated urban neighborhood, signs of disorder evoked associations with social disorder. In all conditions, neglected greenery was spontaneously reported as a sign of disorder. Disorder did not inspire concern for personal safety in reality and in the virtual environment with a realistic soundscape. However, in the absence of sound disorder compromised perceived personal safety in the virtual environment. Signs of disorder were associated with negative emotions more frequently in the virtual environment than in its real-world counterpart, particularly in the absence of sound. Also, signs of disorder degraded the perceived livability of the virtual, but not of the real neighborhood. Hence, it appears that people focus more on details in a virtual environment than in reality. We conclude that both a correction for this focusing effect and realistic soundscapes are required to make virtual environments an appropriate medium for both etiological (e.g. the effects of signs of disorder on fear of crime) and intervention (e.g. CPTED) research.

Exploiting Spatial Dependence to Improve Measurement of Neighborhood Social Processes

A number of recent studies have used surveys of neighborhood informants and direct observation of city streets to assess aspects of community life such as collective efficacy, the density of kin networks, and social disorder. Raudenbush and Sampson (1999a) have coined the term “ecometrics” to denote the study of the reliability and validity of such assessments. Random errors of measurement will attenuate the associations between these assessments and key outcomes. To address this problem, some studies have used empirical Bayes methods to reduce such biases, while assuming that neighborhood random effects are statistically independent. In this paper we show that the precision and validity of ecometric measures can be considerably improved by exploiting the spatial dependence of neighborhood social processes within the framework of empirical Bayes shrinkage. We compare three estimators of a neighborhood social process: the ordinary least squares estimator (OLS), an empirical Bayes estimator based on the independence assumption (EBE), and an empirical Bayes estimator that exploits spatial dependence (EBS). Under our model assumptions, EBS performs better than EBE and OLS in terms of expected mean squared error loss. The benefits of EBS relative to EBE and OLS depend on the magnitude of spatial dependence, the degree of neighborhood heterogeneity, as well as neighborhood's sample size. A cross-validation study using the original 1995 data from the Project on Human Development in Chicago Neighborhoods and a replication of that survey in 2002 show that the empirical benefits of EBS approximate those expected under our model assumptions; EBS is more internally consistent and temporally stable and demonstrates higher concurrent and predictive validity. A fully Bayes approach has the same properties as does the empirical Bayes approach, but it is preferable when the number of neighborhoods is small.

Using universal kriging to improve neighborhood physical disorder measurement

Ordinary kriging, a spatial interpolation technique, is commonly used in social sciences to estimate neighborhood attributes such as physical disorder. Universal kriging, developed and used in physical sciences, extends ordinary kriging by supplementing the spatial model with additional covariates. We measured physical disorder on 1,826 sampled block faces across four U.S. cities (New York, Philadelphia, Detroit, and San Jose) using Google Street View imagery. We then compared leave-one-out cross-validation accuracy between universal and ordinary kriging and used random subsamples of our observed data to explore whether universal kriging could provide equal measurement accuracy with less spatially dense samples. Universal kriging did not always improve accuracy. However, a measure of housing vacancy did improve estimation accuracy in Philadelphia and Detroit (7.9 percent and 6.8 percent lower root mean square error, respectively) and allowed for equivalent estimation accuracy with half the sampled points in Philadelphia. Universal kriging may improve neighborhood measurement.

Street-level: Google Street View’s abstraction by datafication.

While aerial photography is associated with vertical objectivity and spatial abstractions, street-level imagery appears less political in its orientation to the particularities of place. I contest this assumption, showing how the aggregation of street-level imagery into “big datasets” allows for the algorithmic sorting of places by their street-level visual qualities. This occurs through an abstraction by “datafication,” inscribing new power geometries onto urban places through algorithmic linkages between visual environmental qualities, geographic information, and valuations of social worth and risk. Though largely missing from media studies of Google Street View, similar issues have been raised in critiques of criminological theories that use place as a proxy for risk. Comparing the Broken Windows theory of criminogenesis with big data applications of street-level imagery informs a critical media studies approach to Google Street View. The final section of this article suggests alternative theoretical orientations for algorithm design that avoid the pitfalls of essentialist equations of place with social character.

Public squares in European city centres

The article concentrates on emerging relationships between physical characteristics of urban open spaces and their uses. It draws on a combination of behaviour mapping and geographic information system (GIS) techniques - as applied to urban squares and parks in two European cities, Edinburgh (UK) and Ljubljana (Slovenia) - to reveal common patterns of behaviour that appear to be correlated with particular layouts and details. It shows actual dimensions of effective environments for one use or more of them and shows how design guidance can be arrived at, based on the particulars of the case study sites and cities. In addition, the value of this article is in exploring GIS, a tool that is currently irreplaceable in spatial analysis and planning processes for urban areas, as a detailed analytical and visualisation tool that helps to describe inner structure of places revealed by behaviour patterns.

The Extended Workplace in a Creative Cluster: Exploring Space(s) of Digital Work in Silicon Roundabout

This paper examines the relationship between space and the digital industries through everyday work practices in Shoreditch, London. Drawing on interviews with digital workers, the paper examines how work unfolds in multiple settings and how the built environment supports these work patterns. Digital work extends from the office or the residence (the base) to multiple settings (ancillary spaces) in what can be defined as an extended workplace. The study identifies micro and macro scale characteristics of the built environment that are relevant (spatial characteristics of semi-public and public spaces, access and control, location, and attributes of the neighbourhood) expanding the understanding of why and how place matters for these industries. A typology of ancillary spaces and some reflections on policy implications are advanced.

Libraries as redistributive technology: From capacity to culture in Queensland’s public library network.

Australia is currently rolling out one of the most expensive and ambitious infrastructure projects in the nation’s history. The National Broadband Network is promoted as a catalyst for far-reaching changes in Australia’s economy, governmental service provision, society and culture. However, it is evident that desired dividends, such as greater social engagement, enhanced cultural awareness and increased civic and political participation, do not flow automatically from mere technical connection to the network. This article argues that public institutions play a vital role in redistributing technological capacity to enable emerging forms of social and cultural participation. In particular, we examine public libraries as significant but often overlooked sites in the evolving dynamic between digital technology, new cultural practices and social relations. Drawing on interviews and fieldwork across the public library network of the state of Queensland, we attend to the strategies and approaches libraries are adopting in response to a digital culture.

Not just pretty lights: using digital technologies to inform city making

The 21st century city is faced with a myriad of social, political and environmental complexities. The increasing global urbanisation puts pressure on the various spheres of government as well as on citizens to continuously redefine and manage public assets and spaces – often built for social contexts that no longer exist. While top-down approaches have arguably failed to engage and motivate communities in meaningful ways, bottom-up initiatives have also proved difficult in promoting lasting impact on official policies. The democratisation of digital technologies provides new opportunities for citizens to organise themselves around local issues. These complexities galvanise communities around a civic debate about the present and future identity of the places they live in. Yet, it is still fairly challenging to balance community expectations, on one hand, with transparency regarding the complex decision-making processes inherent to public administration, on the other. In this paper, we present common approaches to placemaking. We then discuss new forms of digital placemaking and illustrate their application through four interventions we ran to investigate digital technology adoption for community engagement initiatives. Based on those scenarios, we investigate: (1) the shifting role of digital technologies as tools employed by individual groups to create placemaking initiatives, and (2) media interventions that inform and bring decision makers at the top, and citizens at the bottom together into more collaborative and focused city making efforts.

Understanding and representing the social prospects of hybrid urban spaces

As built environments become increasingly hybrid physical, social, and digital spaces, the intersecting issues of spatial context, sociality, and pervasive digital technologies need to be understood when designing for interactions in these hybrid spaces. Architectural and interaction designers need a mechanism that provides them with an understanding of the `sociality- places-bits' nexus. Using a specific urban setting as an analytical case study, we present a methodology to capture this nexus in a form that designers of hybrid spaces can effectively apply as a tool to augment digitally sociality in a built environment.

The problem of technological integration and geosocial cruising in Seoul.

In this article, I challenge a focus in digital anthropology on the integration of media into everyday life. Korean queer men’s experience on geosocial applications suggests that integration is not a neutral methodology but is rather a locally negotiated concern, a management of the connection between spaces. I use the example of the sauna to illustrate that the urban structure of Seoul is frequently orientated around semi-public rooms or bang that are imagined as insulated from the rest of society. The rise of geosocial cruising applications, with their tendency to connect and unite arenas that should be kept apart, have resulted in anxiety over the exposure of men to an uncontrollable totality of social relations.

Augmented deliberation: Merging physical and virtual interaction to engage communities in urban planning

The goal of this article is two-fold: to introduce the concept of augmented deliberation and to demonstrate its implementation in a pilot project.We look specifically at a project called Hub2. This community engagement project employed the online virtual world Second Life to augment community deliberation in the planning of a neighborhood park in Boston, Massachusetts. The local community was invited to gather in a physical space and a virtual space simultaneously, and a physical moderator and virtual designer orchestrated deliberation.This project demonstrates the design values central to augmented deliberation: (1) it is a multimedia group communication process which balances the specific affordances of digital technologies with the established qualities of face-to-face group deliberation; (2) it emphasizes the power of experience; and (3) it promotes sustainability and reproducibility through digital tracking. Augmented deliberation, when properly designed, provides a powerful mechanism to enable productive and meaningful public deliberation. The article concludes with directions for further research.

Private uses in public spaces: A study of an internet café.

This paper is based on an empirical study of users of an internet café in South east England. It picks out some of the key distinctions between internet use within domestic spaces and as a technology accessed in a public economy of consumption. The research findings are contextualized and tested against existing work on public internet access. The material derived from interviews with customers is used to explore the ways in which the internet is differently perceived, used and gendered in the public spaces of an internet café. The paper argues that public use of the internet is not just a transitional phenomenon which precedes home internet adoption. The research revealed that the internet café provided a distinct and dedicated use space which was intimately bound up in the domestic and work routines of its users.

Rethinking media events: Large screens, public space broadcasting and beyond.

The current deployment of large screens in city centre public spaces requires a substantial rethinking of our understanding of the relationship of media to urban space. Drawing on a case study of the Public Space Broadcasting project launched in the UK in 2003, this article argues that large screens have the potential to play a significant role in promoting public interaction. However, the realization of this potential requires a far-reaching investigation of the role of media in the construction of complex public spaces and diverse public cultures.

The interplay of public and private spaces in internet access

The creation of public internet access facilities is one of the principal policy instruments adopted by governments in addressing ‘digital divide’ issues. The lack of plans for ongoing funding, in North America at least, suggests that this mode is regarded mainly as transitional, with private, home-based access being perceived as superior. The assumption apparently is that as domestic internet penetration rates rise, public access facilities will no longer be needed. Central to this issue are the varied characteristics of publicly provided and privately owned access sites and their implications for non-employment internet activities. What are the relative advantages and disadvantages of these two access modes? More fundamentally, how do people conceptualize public and private spaces and how does this perception influence their online activities? Finally, why do people choose one over the other, and how do they navigate between the two? This article attempts to answer these questions by drawing on data generated within the Everyday Internet Project, a ‘neighborhood ethnography’ of internet usage. It argues that the conventional view of private and public access facilities as immiscible, fixed alternatives is inadequate. Rather than ‘pure’ types, they are better understood as offering hybrid spaces whose identity and character are fluid, perceived differently by individuals in light of the activities being performed, life experiences, infrastructure and architecture. The picture emerging from our study is one where public and private access modes intertwine with each other in a variety of ways, their combination offering significant additional value for many users. From a public policy perspective, these findings suggest that if universal access is to be achieved, there is a continuing need for publicly supported broad-spectrum facilities with integrated technical support and learning opportunities, even if domestic penetration rates approach that of the telephone.

Citizen camera-witnessing: Embodied political dissent in the age of ‘mediated mass self-communication’

This article interrogates the emerging modes of civic engagement connected to the mobile camera-phone, and the ways in which they require us to rethink what it is to bear witness to brutality in the age of fundamentally camera-mediated mass self-publication. I argue that the camera-phone permits entirely new performative rituals of bearing witness, such as dissenting bodies en masse recording their own repression and, via wireless global communication networks, effectively mobilizing this footage as graphic testimony in a bid to produce feelings of political solidarity. Critically, the performance of what I elect to call ‘citizen camera-witnessing’, as exemplified by contemporary street opposition movements including those in Burma, Iran, Egypt, Libya and Syria, derives its potency from the ways it reactivates the idea of martyrdom: that is, from its distinct claim to truth in the name of afflicted people who put their bodies on the line to record the injustice of oppression.

Foursquare and identity: Checking-in and presenting the self through location.

Foursquare is a location-based social network (LBSN) that allows people to share their location with friends by ‘checking-in’ at a given place using their smartphone. The application can also access the location-based recommendations left by other users. Drawing on original qualitative research with a range of Foursquare users, the article sets out to examine this LBSN and its impact on identity in three ways. Using Schwartz and Halegoua’s ‘spatial self’ as ‘a theoretical framework encapsulating the process of online self-presentation based on the display of offline physical activities’, the article first examines the extent to which users understand check-ins as mediating identity. Second, the article explores whether the act of using Foursquare beyond the sharing of location can similarly be seen as contributing to identity. Last, the article examines what effect location-based recommendations might be having on how users subsequently experience themselves.

Layar-ed places: Using mobile augmented reality to tactically reengage, reproduce, and reappropriate public space.

As augmented reality (AR) is becoming technologically possible and publicly available through mobile smartphone and tablet devices, there has been relatively little empirical research studying how people are utilizing mobile AR technologies and forming social practices around mobile AR. This study looks at how mobile AR can potentially mediate the everyday practices of urban life. Through qualitative interviews with users of Layar, a mobile AR browser, we found several emerging uses. First, users are creating content on Layar in ways that communicate about and through place, which shapes their relationship and interpretations of places around them. Second, we found a growing segment of users creating augmented content that historicizes and challenges the meanings of place, while inserting their own narratives of place. Studying emerging uses of AR deepens our understanding of how emerging media may complicate practices, experiences, and relationships in the spatial landscape.

The development and proliferation of mobile social networks have the potential to transform ways that people come together and interact in public space.These services allow new kinds of information to flow into public spaces and, as such, can rearrange social and spatial practices. Dodgeball is used as a case study of mobile social networks. Based on a year-long qualitative field study, this article explores how Dodgeball was used to facilitate social congregation in public spaces and begins to expand our understanding of traditional notions of space and social interaction. Drawing on the concept of parochial space, this article examines how ideas of mobile communication and public space are negotiated in the everyday practice and use of mobile social networks.
