The paper begins by reviewing the discourses of sustainable development and children's rights, before mapping-out their significance to play and playgrounds. The paper then draws on fieldwork conducted in two case study communities in Wales to investigate the spatial and social places of play. The paper concludes by questioning the sustainability of playgrounds and by urging reconsideration of the role of playgrounds in the built environment.
Scholarship in urban sociology has pointed to the reliance of city governments on ever-more market mechanisms for organizing social and economic policy. This form of governance involves prioritizing cities’ cultural and social assets for their value in a global competition of urban “brands,” each competing for new infusions of human and investment capital. At the same time, however, cities have been at the center of seemingly progressive policy efforts aimed at promoting innovation, sustainability, and creativity. These themes represent a newly dominant planning discourse in cities across the globe. While researchers have thoroughly examined how “creative classes” and “creative cities” may exclude everyday, working-class, or poor residents, new urban imaginaries focused on sustainability potentially imply less stratified urban outcomes. Analyzing two high-profile interventions in Buenos Aires, Argentina—a sustainable urban regeneration plan for the historic downtown, and the creation of an arts cluster in the impoverished south of the city—this paper argues that despite divergent narratives, creative and sustainable urban projects suggest similar policy agendas, planning assumptions, and relationships to market mechanisms. Increasingly, global policies, whose design and objectives may appear to contradict market logics, may have outcomes that further them.
We examine 5,603 property transactions in Jefferson County, Alabama that take place between 2004 and 2008. Using OLS regressions, we estimate the extent to which differences in walkability, as measured by Walk Score, can explain the variability in land values. We find that after controlling for population growth and lot size, land values generally increase with walkability and that this result is stable over time. However, we find evidence that this impact reverses as neighborhoods become more car-dependent. This car dependency increases as the distance from the central business district increases. We consider the implications of our findings on mixed-use developments in what we believe is the first study to address walkability in this context of sustainable development.
This paper reports findings from recent research examining the relationship between urban design and layout and aspects of social and communal life in urban neighbourhoods. To address this, six UK neighbourhoods of varying densities and layouts were selected for detailed investigation. Data on social interactions, social activities and social networks along with perceptions of the built and social environment of the neighbourhoods were collected through observations, questionnaire surveys and secondary data sources. Neighbourhood design and layout were analysed using spatial network and visibility graph analysis methods. Correlation and multiple regression tests were conducted to test the claimed associations. Findings indicate differences between socializing patterns and structure of social networks in high- and low-density areas. Low-density areas were associated with widely spread social networks and activities with very few strong relationships. In high-density neighbourhoods, respondents had small networks but stronger ties were found. Detailed investigation shows that much of this can be attributed to, among other physical factors: the location of public spaces, visibility from and to these spaces, visual links between neighbourhoods', typology and physical form of development rather than density alone. This indicates that some of the negative social impacts found within high-density urban development might be rectified with better design of neighbourhoods. It is clear that to deliver sustainable development, the 'compact city' will have to be designed with specific spatial and built environment characteristics.
The success of a city’s retail core is largely dependent on the composition and organization of its merchant constituents. Not only should the price-point and products of a city’s retail align with its resident and visitor demographics, but the stores should be strategically balanced to maximize consumer spending and interest. Heritage destinations dependent on the tourism market should pay special attention to this issue, assuring their visitors a valuable shopping experience while simultaneously preserving the destination’s cultural appeal. This case study considers the rapidly evolving shopping district of Charleston, South Carolina, focusing specifically on the retail core’s recent influx of chain merchants to what was once predominantly a local main street. An historical account, paired with and an in-depth survey of merchants, is presented. The research builds upon previous studies that have considered the issue of merchant mix from the perspective of the city’s stakeholders, tourists and residents.
There is growing awareness among many city councils that their downtowns or central business districts have become bland or devoid of sufficient cultural activity to attract the highly skilled, creative workforce that is seen as a prerequisite for competitive success. This paper examines a recent set of policy initiatives to have emerged from the City of Sydney Council that has explicitly sought to mitigate the negative design outcomes of earlier phases of modernist office development through the promotion of a ‘finer grain’ urbanism, based around support for small shops and services, civic spaces oriented towards pedestrians and the reinvigoration of intra-block laneways enlivened by small bars and cafes. The noted Danish urban designer Jan Gehl was an important agent in the development of these strategies, along with the success of similar policies in Melbourne, illustrating the significance of globally operative design professionals and inter-city learning. However, these policies have not gone uncontested, and the paper examines the political context that surrounds their implementation in central Sydney.
Accessibility and mobility within the urban environment has been dictated by the design and layout of buildings and road infrastructure. Both, in their separate ways, have created problems of safety and crime which have conspired to limit pedestrian confidence and therefore movement and travel choice amongst particular groups. Benchmarking of accessibility does not tend to reflect everyday journeys and trips taken or desired, and the perceptual barriers felt by many people. This article reports on a five year research study into accessibility, urban design and social inclusion (AUNT-SUE), funded under the EPSRC's Sustainable Urban Environment programme. The development and validation of a street design index and evaluation of routes is presented through a test bed case study based on user consultation with groups experiencing barriers to pedestrian access, 'fear of crime' and therefore to engagement with the transport system and wider social inclusion. This involves the use of GIS-participation techniques and map walks with residents, integrated with digital data analysis and visualization of the whole journey environment. Particular attention is paid to the mobility and journey needs of users, as well as perceptual and safety issues, since these present some of the major barriers to transport access for vulnerable groups.

The amount of noise in urban settings is steadily on the rise, creating a potential health hazard and causing a general nuisance. In major European cities, noise levels are so high that the majority of urban parks can no longer truly serve as recreational environments, a problem the World Health Organization and the European Union are attempting to address. This study explores various strategies that promote the sustainable development of urban soundscapes at locations meant for rest, recreation, and social interaction. Further, we look at how people are affected by the combined effects of traffic and nature sounds in parks and other outdoor settings. To this end, we adopted a new track — the use of interdisciplinary methodology — that brings together architectural analysis, artistic experiments, and psychoacoustic methodology to evaluate the aesthetic, emotional, perceptual, and spatial effects of noise on subjects spending time in public open-air spaces. We conducted a large-scale case study at a city park to explore whether subjects were affected by purposely distributed sounds and, if so, how. The working hypothesis was that it is possible to cancel out or mute traffic noise by affecting individuals' aural perceptions using a process known as informational masking. Our long-term objective is to create a scientific foundation for action plans, both preemptive and troubleshooting, targeting noise reduction in parks and similar public spaces that are meant to provide a relaxing environment.
A recent approach to place development is to construct integrated systems for managing cultural and identity
resources so that they can be enjoyed through ‘experiential itineraries’. These itineraries are designed on the basis of
a survey of existing heritage, with a view to support creative industries or to help develop new ones. Visitor
experience of a place can be further enhanced and virtualised using smart technologies. The aim of this paper is to
illustrate the studies on experiential itineraries. The studies are rooted in the disciplines of psychology and economy,
and, more recently, in disciplines that study places. The author proposes an analysis and design software tool for
identification and enhancement of cultural and identity resources. The tool is a dynamic and interactive platform for
complex and sensitive management of qualitative data of a place. It is conceived as a single platform with different
entry points, both private and public, for local authorities, professionals and citizens. The paper concludes with a
brief presentation of case studies carried out in the historical centres of Palestrina and Gaeta in Italy, both
characterised by low-impact tourism. The main objective of these studies was to achieve smart experiential
knowledge of a place allowing sustainable enjoyment of its resources.
This study investigates outdoor recreation participation within a multifunctional landscape, a UNESCO Man and Biosphere Reserve. The reserve, the Kristianstad Vattenrike located in southern Sweden, has made a deliberate effort to make the experience of biodiversity possible for residents and visitors. Recreation is a key part of the biodiversity conservation effort in the area, represented by the infrastructure of the Kristianstad Vattenrike's 21 visitor sites. Given the biosphere reserve context, this study investigates the question of whether there is a relationship between outdoor recreation participation and place attachment. Survey data was collected using concurrent application of multiple sampling strategies including both probability and purposive sampling of local adult residents of the biosphere area. Quantitative analysis showed a significant positive relationship between the level of outdoor recreation participation and place attachment. Qualitative data supported this relationship with more details about place attachment within the studied area. The study confirms a relationship between place attachment and outdoor recreation and provides insight into how the biosphere reserve context supports this relationship. The results of this study show that significant biodiversity management in close conjunction with outdoor recreational opportunity can be achieved and provides opportunities for human engagement and experience of biodiversity. Management Implications: This research can help managers design recreational settings that support biodiversity conservation goals. Our research found that: • A leading motivation for outdoor recreation participation is nature experience and this motivation can be used by managers to highlight a biodiversity conservation interpretive message in the design of outdoor recreation infrastructure. • Providing proximate access to nature based outdoor recreation, to support deliberate and direct experience of biodiversity, is an important component of engaging the public in biodiversity conservation. • Recreation proximity alone will not create public engagement in biodiversity conservation. However, proximity as a part of a deliberate institutional design including biodiversity conservation, sustainable development, and logistic support for research and monitoring may be critical for public engagement.
The way urban solids relate to urban voids, the spatial relations of urban space itself and all other characteristics that define urban space are paramount in determining human distribution in any given community. This determines social relations that in turn reproduce spatial relations. This kind of process determines what sort of community and hence environment that is eventually generated. It is the intention of this paper to establish urban variables and hence urban patterns that promote human distribution, which in turn creates a sustainable community. A further intention is to establish a language that could be used to generate policies and design rules for such communities.
This article uses the Brazilian city of Belo Horizonte as a case-study to show that beyond the centralized planning model that prevailed in the 1970s, a new model of urban intervention has developed, based on the participatory budget and focused on the most vulnerable portion of the Brazilian urban population: the favela dwellers. While larger Brazilian cities such as Sa ̃o Paulo and Rio de Janeiro have a deeper history of intervention in the favelas, this article focuses on Belo Horizonte as the polar opposite to the well-known model of Curitiba. If we agree that any real sustainable urbanism should be built upon a participatory community, the favela’s interventions carried on in Belo Horizonte might rise to the occasion as a promising alternative.
This paper explores some of the more extreme tendencies in the management of public space to consider whether current policy directions, in this case in central Scotland, are driven by a desire to empower or control users of such spaces. The title of the paper is taken from the theoretical lenses provided by Neil Smith and Sharon Zukin in their differential views on trends in the management and control of public spaces. The paper focuses on two local case studies to examine the possibility that a ‘revanchist’ element is emerging in policies towards public spaces in Britain. The paper concludes that programmes designed to deal with urban and public space are a reaction to both real and perceived problems. However, there has been a privileging of a policy discourse which celebrates the displacement of social problems rather their resolution. It is argued that such a discourse cannot ultimately provide sustainable policies for the regulation of public spaces and threatens the inclusion of some users of public spaces who may not be considered to be legitimate patrons. While this does more to foster fearful than inclusive public spaces, a thorny question remains over whether some degree of exclusion is a necessary price for policies which seek to secure public space and maintain a wider quality of life.
Research on urban walkability does not always make a clear distinction between design features supporting walkability and those leading to a sense of urban liveliness. Walkability, for this article’s purposes, entails the oppor- tunity for continuous movement across some distance and therefore engages both the local and global street networks. Urban liveliness, by contrast, may exist in isolated pockets that provide limited support for physical activity. This case study of a large, urban smart growth development in Atlanta, Georgia, provides an example of a new development with characteristics that suggest a high degree of walkability. However, observational data show pedestrians are clumped on relatively few street segments rather than distributed throughout the site, indicating it is unlikely that the site is hosting much walking between the development and its surrounds. This descriptive case study is intended to contribute to more explicit theory of how environmental design contributes to walking.
Our children are the citizens of tomorrow, who will have to safeguard the future of our cities. Yet children are too frequently ignored by architects, devel- opers, city officials and planners. Inattention and brutality in human relationships are internalized and leave their traces in the child's development. The monotony, indifference and placelessness of the physical environment also leaves a lasting impact on the cognitive and emotional development of children (Dubos, 1968).
The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.
Based primarily on an observational study, this paper addresses privately owned and managed public space at the Tjuvholmen waterfront development in Oslo. To date, no other research has been published internationally on external private-public space in a Nordic context. The four factors or processes dealt with are planning and development, design, management and, in particular, use. The main finding is that Tjuvholmen’s public spaces are characterized by ‘tightness’ and reduced publicness. As such, they share key characteristics with private-public spaces described in the literature from the US and the UK, while in some other respects they also deviate from these.
Public squares and open spaces for promenade have been a feature of Continental European cities since the Renaissance. In the seventeenth century purely recreational urban spaces began to be created in Britain and Ireland. The development of Dublin's green spaces, however, was delayed until after the Restoration, which saw the city transformed from a medieval walled city into a large, modern conurbation. Some of Dublin's open spaces were completely lost to development; others were embedded into the fabric of the new city. Green spaces were regularized into geometric shapes and used to entice developers and attract smart residents to new areas. The paper examines the development and metamorphosis of Dublin's ancient public spaces, looking at the activities that took place on these sites and their evolution from utilitarian areas of commonage to fashionable squares for promenade

In the wake of the global recession, publicly funded urban development projects have reshaped Romania’s cities while transforming local governance practices. This study examines an emergent form of urban governance that is driven by the pursuit of EU and government funding and centres on large-scale spatial restructuring. During a time of severe economic decline, this form of local governance has brought about uneven development through a dramatic increase in redundant public works and urban beautification projects that serve neither the public need nor the EU’s development agenda. Seized by political patronage networks through selective and discretionary allocations of EU and public funds, public works projects have become vehicles for the extraction of public funds.
Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.
