This article examines the new phenomenon of “citizens’ groups” in contemporary Mumbai, India, whose activities are directed at making the city’s public spaces more orderly. Recent scholarship on Mumbai’s efforts to become a “global” city has pointed to the removal of poor populations as an instance of neoliberal governmentality as espoused by the Indian state following the “liberalization” of the economy in the early 1990s. However, in this case, it is these civil society organizations, not the state—whose functionaries in fact benefit from a certain element of unruliness on the streets—who are the agents of increased control over populations and of the rationalization of urban space. This article, based on fieldwork-based research, argues that the way in which citizens’ groups exclude poor populations from the city is more complex than a straightforward deployment of neoliberalism, and is imbricated with transnational political economic arrangements in uneven and often inconsistent ways. In particular, this article explores how civic activists in these organizations envision their role in the city, and how their activism attempts to reconfigure the nature of citizenship. For instance, civic activists consider themselves to be the stewards of the city’s streets and sidewalks, and wage their battles against what they consider unruly hawkers, a corrupt state, and a complacent middle-class public. Moreover, civic activists render street hawkers’ political claims illegitimate by speaking on behalf of the abstract “citizen” of Mumbai, thus implying that hawkers’ unions speak only on behalf of the vested interests of a single population. In this way, they mobilize a normative notion of civil society in order to exclude the vast segment of city residents who either sell or buy goods on the street. In doing so, the civic activists transform the discourse and practice of politics in the city, so that, ironically, while on one hand using the rhetoric of citizen participation, they in fact undermine the radically heterogeneous forms of democratic political participation the city offers.

All UNESCO urban World Heritage sites are strictly regulated. In Antigua, Guatemala, this includes building façades and streets, as well as the use of public places. Homeowners and building owners, however, challenge regulations by using unapproved paints, signs, and building materials. Residents modify building façades to accommodate cars and open walls to effectively blend home-based businesses with the street. At the same time, street vendors contest regulated public spaces by behaving inappropriately by selling goods on public streets rather than designated marketplaces. Rather than conceive of property owners and vendors behavior as outside and in contrast to the building and street vending regulations, I reframe their actions within what I am calling urban spatial permissiveness, a concept I derive from Roy’s (2004) theory of the unmapping—flexible regulation—of urban space. Antigua offers an ethnographic setting that shows how regulations are not always rigidly enforced but are negotiated to deal with everyday contingencies that relate to residents’ and vendors’ rights to the city (Harvey 2008). By way of conclusion I consider Foucault’s concept of governmentality as a negotiated process, in order to argue that relationships between building regulations and public space usage reveal the limits of legality and strict enforcement policies.

Informal commerce, characterized by market and street trading activities, thrives in the central areas of many Latin American cities. Focusing on the neglected spatial dimension of informal commerce, the paper traces its considerable expansion in the historic centre of Quito in Ecuador since the early 1970s and examines the issues which have prompted municipal intervention. An early municipal response involves some attempts at redistribution of informal commerce, justified by essentially functional issues such as hygiene and congestion. However, the introduction of conservation policy and the way this policy evolved to embrace a broad concern for the urban environment is associated with the emergence of an aesthetic/cultural discourse in attitudes towards informal commerce. The authorities are increasingly motivated towards ‘selling’ a new image of the historic centre and encouraging new economies oriented towards the tourist and a relatively wealthy clientele. Moves to exclude informal commerce have concentrated on the most visible spaces, particularly those of the principal squares. Although informal trade hidden from view continues to thrive, only time and further research will show whether the re‐presentation of the historic centre and the promotion of new economies will finally effect the exclusion of informal commerce as a culmination of long‐term efforts to control its occupation of space.

The authors seek to extend the literature on inequalities and exclusion in the nighttime economy through a rhythmic analysis of visitor presence in public space in nightlife districts in the city centres of the Dutch cities of Groningen, Utrecht, and Rotterdam. Substantial inequalities in visitor presence, based on race/ethnicity and gender, are demonstrated. In the cities considered, racial/ethnic inequalities vary more in spatial terms, and gender inequalities fluctuate more heavily over the course of the night. Overall, however, the findings support the argument that exclusion from the nighttime economy needs to be understood in temporal—ecological terms. Multiple drivers, or pacemakers, of rhythmic inequalities rooted in race/ethnicity and gender are identified, including opening hours and revellers' collective habits. For advocates of greater diversity among nighttime-economy participants, the analysis suggests that neither a more varied supply of nightlife premises, nor more surveillance and policing, are straightforward solutions: a strong orientation of premises toward university students and urban professionals may promote gender-based inclusion, but deters nonwhite revellers, and more police on the street may empower women to move through a nightlife district unaccompanied yet reduce the inclination to do so among racial/ethnic minorities.

In the networked information and knowledge-based economy and society, the notions of ‘open’ and ‘openness’ are used in a variety of contexts; open source, open access, open economy, open government, open innovation – just to name a few. This paper aims at discussing openness and developing a taxonomy that may be used to analyse the concept of openness. Are there different qualities of openness? How are these qualities interrelated? What analytical tools may be used to understand openness? In this paper four qualities of openness recurrent in literature and debate are explored: accessibility, transparency, participation and sharing. To further analyse openness new institutional theory as interpreted by Williamson (2000) is used, encompassing four different institutional levels; cultural embeddedness, institutional environment, governance structure and resource allocations. At what institutional levels is openness supported and/or constrained? Accessibility as a quality of openness seems to have a particularly strong relation to the other qualities of openness, whereas the notions of sharing and collaborative economics seem to be the most complex and contested quality of openness in the knowledge-based economy. This research contributes to academia, policy and governance, as handling of challenges with regard to openness vs. closure in different contexts, territorial, institutional and/or organizational, demand not only a better understanding of the concept, but also tools for analysis.

The last decade has seen a relative boom in the construction of central pub lic libraries across North America. The social roles these public institutions play for society is a pressing issue in light of decreasing public funding, ad vancing information technologies, and an economy increasingly informa- tion-driven and decentralized. This article examines the public's use of two of Canada's largest central libraries, the Toronto Reference Library and the Vancouver Public Library Central Branch. The data gathered support the notion that these libraries fulfill many of the normative ideals of a successful public place and serve as important resources in the increasingly informationdriven, knowledge -based economy. We conclude that private market interests encroaching upon this institution, and not advances in information technologies, represent a threat to its multifaceted role as a successful public place.

This paper examines the interplay between informal social control, civil unrest and local crime management in Belfast. Official crime management is the responsibility of the police, but where this role is contested, 'popular' or local forms of crime management occur. The local management of crime is accomplished in certain localities in Belfast by several mechanisms that extend beyond the policing role of the paramilitaries, and popular crime management is rooted in social processes, such as the survival of community structures, extended family kinship patterns, neighbourliness and legitimate authority accorded to community representatives, which constitute important informal social controls. Informal social control is recognized as important in inhibiting crime, but this paper reports on its role in the management of crime in the absence of reporting it to the police. These informal social controls are localized, being mediated by class, communal redevelopment, civil unrest and other social transformations affecting the locality. In this respect, political violence has helped, locally, to protect some areas from the worst vagaries of community breakdown and dislocation, with a positive effect on crime management. These issues are explored ethnographically by means of in-depth qualitative research.

The informal sector is often seen as being composed of a lump sum of people's failures, or is defined as arising out of limitations in the formal sector itself: It is, as a consequence, looked upon as stagnant. However, the informal sector can also be seen as being constantly built upon and transformed by people 's own organised responses to given situations, often at times of crisis. In this paper, I adopt a concept of informal public space from socialist social life as part of the language of postsocialism to explore changing uses of social space by women in contemporary Hồ Chí Minh City. Following Zdravomyslova and Voronkov, I describe the informal public as the space in culture where urbanites are able to demonstrate normality and belonging by participating in neighborhood life. I argue that the use of informal public space has been adapted to meet the new conditions of the post-reform era. Because of this, the informal public is simultaneously a space where urbanites not only can demonstrate belonging but also can mark relative social position by producing or mitigating social distance.

This article presents commentary and analysis on the Urban Studies special collection on the night-time city. The collection highlights burgeoning interest in the urban night from across the social sciences and helps consolidate what might be referred to as the ‘third wave’ of research on the evening and night-time economy (ENTE). The collection addresses the challenges of 21st cen- tury place-making after dark in a variety of international contexts. This commentary interprets individual contributions to this collection in the light of the author’s research experience within an evolving and increasingly sophisticated field of knowledge. The articles have, I suggest, power relations, social exclusion and social sustainability as their most prominent meta-themes. I pro- pose a new conceptual model for the interpretation of situated assemblages of power, capacity and influence, as operating across four overlapping modes of urban governance.

The paper explores the extent to which inhabitants of Abu Dhabi find ways circumvent official notions of order as it pertains to the use of open public spaces in the city. To that effect, the study focuses on informal modes of urbanity examining and mapping various forms of informal activities that still persist in the city. The study relies on field research carried out in Abu Dhabi's central area, content analysis of media reports, and interviews with officials and city residents. This will be contextualized and situated within the overall urban development Abu Dhabi. These contemporary modes of informal urbanism will be mapped through a survey of the city's public spaces. A series of vignettes offers a portrayal of the diverse ways in which residents have constructed an alternative order. The overall aim is to construct a 'narrative of informality'—a view from below offering a more substantive assessment of people's interaction with, and relation to, the built environment. The paper begins with a theoretical framework aiming at situating the study within the overall discourse known as 'informal urbanism' the study of the everyday which, while prevalent to various degrees within urban theory, has been receiving renewed emphasis. The overall value for mapping activities both at the level of urban theory and for the urban development of Dhabi is discussed in the conclusion.

Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.

Although informality is typically associated with developing countries, this article argues that informal activities are an integral part of U.S. cities and should be addressed in planning curricula. It focuses on planning education and suggests a possible course, which includes a seminar covering academic literature on informality in both developing and developed countries, and fieldwork-based, case study research by students. It also suggests that the course can be an important avenue for students to understand inequality and poverty and an excellent method for preparing them to think about institutions and regulations in complex and sophisticated ways.

This paper is based on an empirical study of users of an internet café in South east England. It picks out some of the key distinctions between internet use within domestic spaces and as a technology accessed in a public economy of consumption. The research findings are contextualized and tested against existing work on public internet access. The material derived from interviews with customers is used to explore the ways in which the internet is differently perceived, used and gendered in the public spaces of an internet café. The paper argues that public use of the internet is not just a transitional phenomenon which precedes home internet adoption. The research revealed that the internet café provided a distinct and dedicated use space which was intimately bound up in the domestic and work routines of its users.

The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.

Art festivals are a feature of many urban districts undergoing gentrification; they help to catalyze change by drawing a set of consumers with particular cultural interests. This article examines whether the arts produce racial exclusions by examining long-term Black and White residents’ participation in and perceptions of the monthly Last Thursday Art Walks in Portland’s gentrifying Alberta Arts District. We use surveys to measure arts participation and follow-up, in-depth interviews to understand whether long-time residents feel excluded by the arts, and if race is a factor. We find that Black residents participate less in Last Thursdays than White residents, and they often feel uncomfortable or unwelcome. We conclude that the arts-anchored symbolic economy results in racial exclusions that have little to do with differences in arts appreciation, but much to do with perceptions of people associated with the arts, and with residents’ abilities to use the arts to identify with neighborhood changes.

Australia is currently rolling out one of the most expensive and ambitious infrastructure projects in the nation’s history. The National Broadband Network is promoted as a catalyst for far-reaching changes in Australia’s economy, governmental service provision, society and culture. However, it is evident that desired dividends, such as greater social engagement, enhanced cultural awareness and increased civic and political participation, do not flow automatically from mere technical connection to the network. This article argues that public institutions play a vital role in redistributing technological capacity to enable emerging forms of social and cultural participation. In particular, we examine public libraries as significant but often overlooked sites in the evolving dynamic between digital technology, new cultural practices and social relations. Drawing on interviews and fieldwork across the public library network of the state of Queensland, we attend to the strategies and approaches libraries are adopting in response to a digital culture.

Infrastructure convenes social relations, thereby revealing how city dwellers access shared resources in the context of growing inequality. Our exploration of migrant infrastructure engages with how highly variegated migrant groups develop a ‘transaction economy’ (Simone, 2004) within marginalised city streets, exchanging goods and services, and information and care. In the context of ethnically diverse and deprived urban places, where state resources are increasingly diminished, we explore how a precarious yet skilled resourcefulness emerges through the street. Our empiri- cal exploration of migrant infrastructure is located on Rookery Road in Birmingham and on Narborough Road in Leicester, and draws on qualitative surveys with 195 self-employed proprie- tors from many countries of origin. The streets reveal transaction economies that intersect local and migratory resources, eluding the categorisation of cities associated with either a global North or a global South. Further, the lively nature of street transactions decentres western- centric measures of economic value. From the street, we develop a postcolonial analysis of infra- structure that relates properties of historic depth (power), socio-spatial texture (materiality) and locality (place).

Street hawking is generally considered as a "menace" or an "eyesore" that prevents the development of Mumbai as a world-class city. But this article explores the essential presence of hawkers in a city, which requires a critical understanding of the functioning of public space. The experiences of hawkers in Mumbai, as elsewhere in India, have taught them not to fear a regulatory state, but a predatory one, a state that constantly demands bribes and threatens demolition, against which a licence provides security.

This paper introduces ‘fourth places’ as an additional category of informal social settings alongside ‘third places’. Through extensive empirical fieldwork on where and how social interaction among strangers occurs in the public and semi-public spaces of a contemporary masterplanned neighbourhood, this paper reveals that ‘fourth places’ are closely related to ‘third places’ in terms of social and behavioural characteristics, involving a radical departure from the routines of home and work, inclusivity and social comfort. However, the activities, users, locations and spatial conditions that support them are very different. They are characterized by ‘in-betweenness’ in terms of spaces, activities, time and management, as well as a great sense of publicness. This paper will demonstrate that the latter conditions are effective in breaking the ‘placelessness’ and ‘fortress’ designs of newly designed urban public spaces and that, by doing so, they make ‘fourth places’ sociologically more open in order to bring strangers together. The recognition of these findings problematizes well-established urban design theories and redefines several spatial concepts for designing public space. Ultimately, the findings also bring optimism to urban design practice, offering new insights into how to design more lively and inclusive public spaces.
