In this article, I seek to combine the two areas of popular cultural studies and urban social history through a study of what I call street culture, including the use of the street as a public
arena, changes in the regulation of the street and the popular response to these changes, and the redefinition of street politics during the decades immediately prior to the [Chinese] Revolution of 1911.
This article explores the public spaces of Laredo, a city situated on the border of the United States and Mexico along the Rio Grande. The construction of urban history is shaped by changes in public space—its physical settings, access to residents, and utilization by people. The author analyzes the transformation of public spaces and public events of Laredo to trace how amnesia and remembering are reflected in the cityscape. Public events reproduce assorted versions of urban history and help scholars to locate what part of history is preserved and what part is erased in the collective psyche of the community. The visual history of public spaces and events thus conserves a narration of the past, one that shapes collective memory and self-image.
This study interprets critical stages in the changing design and landscape of urban squares, or praças, in Brazil and assesses the circumstances of their cultural-historical production. Urban squares were shaped by, and in the process contributed to and shed light on, several of the country's major social and artistic movements. The history of the square illustrates a theme of European cultural dominance, especially French, that was a product of the colonial experience and neocolonial influences which were overcome only in the twentieth century through spontaneous creative fusion with indigenous Brazilian elements.
Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.
The city of Singapore has a very short history of 185 years. However, since 1972 , Singapore has been confronting significant transformations owing to different agendas and priorities of the city government. The present morphology of the city can be best described as the accumulation of different layers, carefully controlled and manipulated by the State through planning and design. Hence, the public spaces within the city are formed as a result of the interactions among these layers. The inclusion of each layer not only shapes the physical form of the public space, but also adds a newer set of meaning by adding new functional role within the existing fabric. This article is a result of the preliminary investigation of a research project that observes the urban transformation of Singapore from 1972 to 2005 within the framework of this layered morphology. It will delve deeper to discern and identify the layers that act as the main determinant for shaping the urban public spaces in Singapore.

Streets have become dangerous, unlivable environments, yet most people live on them. Streets need to be redefined as sanctuaries; as livable places; as communities; as resident territory; as places for play, greenery, and local history. Neighborhoods should be protected, though not to the point of being exclusionary. The neighborhood unit, the environmental area and the Woonerf are examined as models for the protected neighborhood. The criteria for a protected neighborhood depend on acceptable speeds, volumes, noise levels, reduction of accidents, and rights-of-way for pedestrians.
This article illustrates how spatial/cultural representations come into being with data collected during a 7-month ethnographic study of two plazas, the Parque Central and the Plaza de la Culture in San José, the capital city of Costa Rica. The comparison of their history, physical and spatial symbolism, user activities and daily behaviors, and news reports and commentaries demonstrates how these cultural representations reflect meanings that change in response to the material conditions and social values of the historical period. Further, the analysis uncovers that moral contradictions in those meanings are expressed first in the traditional plaza setting, and then, are transformed into contradictions across both plazas.
This article uses the Brazilian city of Belo Horizonte as a case-study to show that beyond the centralized planning model that prevailed in the 1970s, a new model of urban intervention has developed, based on the participatory budget and focused on the most vulnerable portion of the Brazilian urban population: the favela dwellers. While larger Brazilian cities such as Sa ̃o Paulo and Rio de Janeiro have a deeper history of intervention in the favelas, this article focuses on Belo Horizonte as the polar opposite to the well-known model of Curitiba. If we agree that any real sustainable urbanism should be built upon a participatory community, the favela’s interventions carried on in Belo Horizonte might rise to the occasion as a promising alternative.
Based on ethnographic fieldwork in the cities of Jakarta and Yogyakarta, this paper investigates the recent surge in the production and circulation of street art through technology and media in post-New Order Indonesia. The global style of street art communicates how public space and the street have become emblematic of changing discourses of individual rights, urban aesthetics, and the practice of citizenship in urban Indonesia. While the history of Western graffiti as a form of defacement and resistance continues to exert a powerful hold on the imagination of Indonesian street artists, I argue that the vernacular meaning of street art and graffiti refuses an easy bifurcation of public and private spaces, while blurring the lines between commercial and cultural urban interventions.

Landscape urbanism is articulated against the purported failures of traditional urban design practices to conceptualize adequately the transience, adaptability, and ecological complexity demanded by contemporary urbanism. This paper engages Giambattista Nolli’s 1748 map of Rome, a seminal example of the figure ground representational method, to highlight some contradictions in landscape urbanism’s texts and projects. Whereas the figure ground is often reduced to a binary black and white image, Nolli’s map illustrates the intertwining of public and private spaces, through rendering detailed attributes of site, infrastructure, history, and architecture. Also considered is the asser- tive restructuring of disciplinary influence within what Linda Pollak identifies as ‘con- structed ground.’ This reclamation constitutes a re-territorializing of landscape architecture through re-engagement of the urban fabric, as well as the more aspirational and necessary re-territorializing of design through intentional consideration of ecological complexity in the making of public urban spaces.
This essay considers public art practice in post-apartheid Cape Town within the notion of symbolic reparations—a concept deriving out of South Africa’s Trust Reconciliation Commission. The paper situates developments in public arts practice in the context of developments in cultural politics in South Africa and globally. More especially, it discusses new genre arts projects, which focus on a range of issues related to identity, space and place. The projects—the District Six Museum, District Six Sculpture Project, PTO, Y30, BLAC, Returning the Gaze, and the In Touch Poetry Bus Tour—focus on issues such as rethinking monuments, the memorialising of ‘hidden histories’, engagements with racism and the abuse of power, and the reimagining of the city. The paper asks how these contemporary and often ephemeral projects, critically engage with issues of history, geography, memory and transformation and, in so doing, mark the landscape of Cape Town, making spaces for dialogue and/or standing as poetic symbols and challenges to the inequalities of the city.
This article examines contemporary Americans' collective conceptions of childhood and children by focusing attention on the young's participation in public life. Children's behavior and treatment in public places were observed and recorded in fieldnotes over a two year period. These observations, related findings from previously published studies, contemporary urban legends, newspaper stories and advice columns are analyzed in light of the history of childhood in Western societies. That analysis indicates that the young's access to public places in contemporary American society is quite limited and that they are commonly treated as less than complete persons. At least in public places, there is little evidence that the distinction between childhood and adulthood is eroding in contemporary American society, as many have claimed.
Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.
Throughout late antiquity, long after the collapse of the Roman administrative system, Augusta Emerita (Mérida, Spain) retained its role as a primary center for economic, political, religious, and social exchanges. However, the nature and the physical setting of many of those interactions changed significantly in this period. In particular, Emerita’s archaeological record from the fourth and fifth centuries confirms a trend away from the classical ideals that had contributed to the city’s early urban structure. This article argues that the sweeping urban changes experienced by the city are not just symptomatic of economic decline but that these changes should also be taken as important examples of the ongoing vitality of the Late Antique city center. As residents and officials encountered a new set of economic, political, religious, and social demands, they reshaped their urban environment to adapt to these new circumstances. The end result is most clearly distinguished in the remains of the late fifth-century city, but this post-Roman city has its roots in the Late Roman context of the fourth century.
This two-part essay analyses the changing nature of the public realm in the evolving edge of the American metropolis and the implications for urban design and planning. Many forces are changing the form and use of public space in cities--concerns for safety and liveability, increasing dependence on telecommunications, decline in public revenues, the privatization of many amenities, and an increasingly pluralist society. The essay specifically focuses on the historical influence of planning and design practices on suburban form: density levels, land use and zoning patterns, suburban layouts and streetscapes. Field surveys and morphological analyses of urban edge patterns from the San Francisco Bay area document the current state of the suburban public realm. The second part of the essay will examine how physical planning can contribute to restoring a more vibrant public realm amidst raging debates over its changing nature and relevance.
Our children are the citizens of tomorrow, who will have to safeguard the future of our cities. Yet children are too frequently ignored by architects, devel- opers, city officials and planners. Inattention and brutality in human relationships are internalized and leave their traces in the child's development. The monotony, indifference and placelessness of the physical environment also leaves a lasting impact on the cognitive and emotional development of children (Dubos, 1968).
This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. There is a growing body of evidence that indicates that for creating civic consciousness and sustaining urban identity and memory people need civic interaction and social reconciliation, which are promoted by public open spaces. However, in an era of globalisation, public open spaces are mostly discussed in relation to privatisation, disappearance, obsolescence and loss of place identity, leading to urban decay problems in many city centres. The aim of this study is to propose a research method for monitoring changes in place identity in public open spaces to set the right objectives and policies in the design process of these spaces for keeping them alive and for sustaining public life. In this context, a case study was conducted in Bursa’s Republic Square in Turkey, using different interpretive historical, quantitative and qualitative strategies. The main findings of the case study are that there has been a gradual decline in sense of place in recent years, although the architectural and artistic elements of the area and the name of the place are still effective in defining the identity of the area.
People reside in homes; however, they live in neighbourhoods comprised of parks, sidewalks, restaurants, shops and other everyday places. Whether current or potential neighbourhood residents feel at home in these places remains an under theorised aspect of neighbourhood change. Rather than housing policy or real estate development, this essay explores public space as a mechanism of neighbourhood change. Drawing from ethnographic research in the Latino barrios of North Denver, It deconstructs the history of one small yet vital public space—la Raza Park. During the 1970s, this park, its pool and the many events it grounded, built community cohesion and fostered cultural identity. In 1981, city authorities went so far as to deploy a SWAT team to la Raza Park to enforce a permit violation. The following summer, they demolished its pool. North Denver is now gentrifying rapidly. This essay stitches these disparate-seeming events into a story of neighbourhood change.
