The 2002 government restoration of Suq al- Hamidiyya in Damascus led to disagreements between officials and merchants over acceptable spatial practice in the marketplace. Though both were vested in the Suq’s introduction to the historic Old City, they had different interpretations of this role. Officials emphasized a sanitized and ordered space whereas merchants focused on the commercial activities necessary in the marketplace over discipline. Eventually both interpretations, though at times contradictory, were included in the project. This article illustrates how the replication of modernity in a public space with inherent contradictions is a result of negotiations between formal and informal modernitites [sic].
Public squares and open spaces for promenade have been a feature of Continental European cities since the Renaissance. In the seventeenth century purely recreational urban spaces began to be created in Britain and Ireland. The development of Dublin's green spaces, however, was delayed until after the Restoration, which saw the city transformed from a medieval walled city into a large, modern conurbation. Some of Dublin's open spaces were completely lost to development; others were embedded into the fabric of the new city. Green spaces were regularized into geometric shapes and used to entice developers and attract smart residents to new areas. The paper examines the development and metamorphosis of Dublin's ancient public spaces, looking at the activities that took place on these sites and their evolution from utilitarian areas of commonage to fashionable squares for promenade

This article examines two different models of space management, devised by NGOs to confront the marketization of public space in New York City through privatizing the land of community gardens. The Trust for Public Land promotes a model that emphasizes community ownership, while the New York Restoration Project promotes a model that emphasizes the preservation of land. The article compares the two models of NGO management of community gardens particularly through the lens of community participation, sense of ownership and control over space, and argues that both models transform the meaning of public space in ways that undermine its opportunity to develop as an autonomous community space.
This article investigates the impact of the running environment on perceived satisfaction, restoration, and running participation based on a questionnaire distributed to 1,581 novice runners. The most frequently experienced impediments on running routes are poor lighting, unleashed dogs, and encounters with cyclists and cars. Regression analyses reveal that attractiveness and restorativeness are positively associated with the quality of the running surface and running in parks or outside towns and negatively by running on public roads in town, by running in larger cities (>250,000 inhabitants), and by other road users. However, attractiveness and restorativeness of running routes play only a minor role in the decision of how frequently to run. Practical considerations (proximity, threats) appear to have a larger impact on running frequency. Importantly, the most frequently mentioned impediments (poor lighting, cars, unleashed dogs) do not affect running frequency, whereas infrequent impediments (threats by other people) significantly affect running frequency.
While the age of physical environments is the central tenet of historic preservation, there is a lack of empirical evidence about how everyday people actually value, perceive, and experience age as an intrinsic part of an urban environment. In order to ameliorate this knowledge deficit, this study employs phenomenology to understand the lived experience of being in a “new” versus an “old” or “historic” urban residential environment. The new environment is the I’On new urbanist development in Mt. Pleasant, South Carolina, and the old environment is the location of the United States’ first historic district in Charleston, South Carolina. These locations are approximately within five miles of each other. In both places, the physical characteristics of the built environment are remarkably similar in density, form, layout, and design, but the age is dramatically different. Through photo elicitation techniques and interviews, the results of this study reveal that residents of historic Charleston and I’On value their built environments in remarkably similar ways. Surprisingly, elements that evoke a strong sense of attachment tend to be landscape features, such as gates, fountains, trees, and gardens rather than buildings. The informants valued the “mystery” that they felt was part of the landscape and which consisted of layered elements such as fences, gates, and paths, such that these features (including buildings) had to be “discovered.” Lastly, the informants strongly valued landscapes that showed “people care” through regular maintenance. The essential difference in people’s experience and valuation of the new environment (I’On) and the old environment (historic Charleston) is in the older environment’s ability to instill creative fantasies in the minds of the informants based on a hypothetical past of their own creation. The informants in I’On did not share these kinds of meanings.
This paper analyses the importance of commercial signs in contemporary cities, and explores the theoretical concepts that might be helpful in understanding the operation of commercial signage controls in historic places. The focus is on issues that cluster around theories of consumer culture, as well as on the practices of city centre management, city marketing and urban tourism. The discussion is predominantly concerned with commercial city centres because these are places where different functions and meanings coexist. They are often places where different commercial and non-commercial interests have to be managed or reconciled. City centres are also public areas where human experience is given meaning and valorised through signs, symbols and patterns of behaviour, which result from a combination of physical and symbolic factors of the built environment. In many cases, the commercial city centre
coincides with the historic core of a city, and the challenge of the local authority is to combine all functions with the preservation of historic buildings and places. At the end, this paper discusses how forms of aesthetic control over commercial signage can be applied to preserve local identity and stimulate commercial and touristic activities simultaneously.
A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”

Informal commerce, characterized by market and street trading activities, thrives in the central areas of many Latin American cities. Focusing on the neglected spatial dimension of informal commerce, the paper traces its considerable expansion in the historic centre of Quito in Ecuador since the early 1970s and examines the issues which have prompted municipal intervention. An early municipal response involves some attempts at redistribution of informal commerce, justified by essentially functional issues such as hygiene and congestion. However, the introduction of conservation policy and the way this policy evolved to embrace a broad concern for the urban environment is associated with the emergence of an aesthetic/cultural discourse in attitudes towards informal commerce. The authorities are increasingly motivated towards ‘selling’ a new image of the historic centre and encouraging new economies oriented towards the tourist and a relatively wealthy clientele. Moves to exclude informal commerce have concentrated on the most visible spaces, particularly those of the principal squares. Although informal trade hidden from view continues to thrive, only time and further research will show whether the re‐presentation of the historic centre and the promotion of new economies will finally effect the exclusion of informal commerce as a culmination of long‐term efforts to control its occupation of space.
‘Urban identity’ is high on the policy agenda and pervades the discourse of the planning community on the value of historical city centres. Unfortunately, there seems to be, until today, no proposal in scholarly literature of any unified conceptual framework or any tools to make identity operational. ‘Tourism’ takes advantage of this process, by seeking the qualities of the place, its authenticity and its perceived uniqueness that is grounded on the physical features as well as on the presence of local communities – their way of living and investing in the place. The interdependence between identity as perceived by tourists (external observer) and the identity of the
residents rooted in the relationship with the place (in-group) are key to addressing the identity of historic urban areas. These issues are addressed in the context of the growing attractiveness of Lisbon, Portugal, using a historic neighbourhood as a case study. The findings, which are on a set of interviews with different groups of users, showed the points of convergence and divergence between the different groups’ views of the neighbourhood’s
identity. This actor-oriented approach is pivotal to understanding the process and to produce knowledge for informed action.
Since 1962 virtually every Danish town has converted its major downtown shopping street into a pedestrian thoroughfare known as a gSgade (walking streeO. The g~gader have been successful at relieving traffic congestion; stabilizing inner city retail sales," encouraging the pedestrian activity of women, children, and the elderly; and increasing public appreciation of the historic urban architecture of the pre-automobile age. Supporters of the pedestrian concept are eager to expand the g~gader to residential areas outside the inner city commercial core, but rising opposition from motorists, as well as practical limitations, have hindered a further transfer of street space from automobile to pedestrian use.

Recent work on entrepreneurial urban governance has focused on the new forms of exclusion produced by neoliberal entrepreneurial urban strategies, arguing that local forms of social–spatial organization are being dismantled through practices ranging from the privatization of urban public space to the emergence of gated communities. By exploring the role of agency amid these changing structures of constraints, this article interrogates processes of socio-spatial exclusion under entrepreneurial forms of urban governance. I argue that despite constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. I use the case of a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city's Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors who rely on public spaces for their daily survival. I use the case of the Programa to show how street vendors have struggled to remain on the streets of Mexico City's Historic Center.

We worry these days that public space, indeed the public realm, is shrinking. This essay examines the underlying causes of such discontent, in the context of historic and recent transformations in social values and public ethos. Seemingly, three major trends - privatization, globalization, and the communications revolution - will continue to shape the future demand and supply of public space. Planners must anticipate the effects of such trends, but also focus on the concept of public life, which encompasses both private and public realms. The article concludes by reviewing the role that planners may play in advancing the cause of public space and the opportunities and initiatives for the future.
Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.
In the prevailing literature on contemporary public spaces, two contested sets of arguments become apparent: one depicts the ‘end of public space’, while the other challenges with this ‘end of public space’ discourse. Following the debates, one can ask the question of whether there has been any ideally ‘public’ or ‘inclusive’ public space ever in cities, or the inclusivity (thereby ‘publicness’) of public spaces can or may change in time based on a variety of factors. This research, addressing these questions, contributes to this ongoing discussion, first by providing a model of inclusivity for the qualitative assessment of public spaces, and second by using this model to provide an empirical analysis on the largest urban park in the historic city centre of Ankara, namely Gençlik Park (GP). After in-depth analysis of the changing inclusivity of GP from its heydays to nowadays regarding four dimensions of ‘access’, in relation with its design, manage- ment, control and use processes, as well as the contextual aspect of the inclusivity–exclusivity continuum of public–private spaces, it concludes that the ‘inclusive’ nature of public spaces might change and evolve depending on time dimension, as well as the local and global contexts within which the public space is set and bounded. Although the causes and issues regarding the inclusivity capacity of public spaces are complex – that is, ‘multiple’, ‘site-specific’ and ‘interrelated’, the continuous presence of democratic and egalitarian procedural accessibility, which embraces all segments of the public, which gives them the opportunity to raise their voices and opinions about the public spaces, and which deliberation is used as the mechanism to endure a consensual rather than authoritarian style of interaction is a requirement for generating and maintaining inclusive public spaces.

Mega-projects are usually analyzed as state-led public–private partnerships and iconic architecture aiming at branding the city and attracting tourists and global investors. This article adopts a different approach, analyzing the construction of Helsinki's Kamppi mega-project in terms of the politics of property as a process of creating and distributing rights –– property rights, development rights and use rights. Although the Kamppi project did not follow ordinary planning regulations, this did not mean that there was no regulation; on the contrary, there was more than usual, but through contracts rather than planning. Regulation through contracts denied citizens any voice and negated the celebrated provision for participation in Finland's reformed planning legislation. The Kamppi contracts also show that property rights are negotiated, alienated, compensated, struggled over and constructed. Citizens protested against the demolition of historic buildings, but overlooked the series of Kamppi contracts, which limited their rights and introduced a whole new system in which use rights are connected to ownership. Finally, the long duration of the Kamppi project meant that many people also overlooked the privatization of formerly public space.
Ghats have come about as a response to religious, spiritual and social needs along the water edges in India and have become places of human congregation. This study is limited to the main ghat area of the waterfront in Ujjain, a historic city and a significant Hindu spiritual center in India. The objective is to identify forces that underpin and threaten this valuable environment and propose strategies that could be implemented to salvage it. Research was conducted through detailed examination of physical aspects of the urban public realm, activity patterns and environmental conditions. Text, data and drawings were systematically collected through various sources. Key concerns are discussed in the light of current thinking on the subject to propose strategies and draw up conclusions for necessary conservation and revitalization to take place.
Residential neighbourhoods developed using various techniques in Kathmandu by both the public and private sectors have not only provided a poor urban setting and failed to address socio‑cultural needs, but are also poor at building a community and creating links to the built environment, with the result that the planned areas lack a sense of place and the inhabitants lack a feeling of home. Although traditional neighbourhoods in the historic core area had many features of a good residential neighbourhood in the past, they are currently undergoing rapid destruction. The residents of these neighbourhoods have little awareness of these issues. The existing legal and institutional frameworks are inadequate and ineffective and cannot address these problems, and so the formulation of design guidelines, their strict implementation, and enhancement of socio‑cultural events including social networking are recommended for future residential neighbourhood development.
Infrastructure convenes social relations, thereby revealing how city dwellers access shared resources in the context of growing inequality. Our exploration of migrant infrastructure engages with how highly variegated migrant groups develop a ‘transaction economy’ (Simone, 2004) within marginalised city streets, exchanging goods and services, and information and care. In the context of ethnically diverse and deprived urban places, where state resources are increasingly diminished, we explore how a precarious yet skilled resourcefulness emerges through the street. Our empiri- cal exploration of migrant infrastructure is located on Rookery Road in Birmingham and on Narborough Road in Leicester, and draws on qualitative surveys with 195 self-employed proprie- tors from many countries of origin. The streets reveal transaction economies that intersect local and migratory resources, eluding the categorisation of cities associated with either a global North or a global South. Further, the lively nature of street transactions decentres western- centric measures of economic value. From the street, we develop a postcolonial analysis of infra- structure that relates properties of historic depth (power), socio-spatial texture (materiality) and locality (place).
The focus of this paper is the strategies of civic actors in a central Tokyo neighborhood to claim a voice in managing changes to their community and creating shared meanings for neighborhood streets and public spaces. In Yanaka an active community movement has worked to protect and improve shared community spaces by celebrating them as a historic legacy and a shared community resource, investing new and more complex values and claims on shared spaces, and redefining public streets as civic spaces in their neighborhood. They assert the rights of community participation in managing urban change by creating a neighborhood constitution, organizing art events and festivals in the streets, engaging new participants in shared property rights, proposing new criteria for evaluating urban change, and telling stories of a strong and distinct community. Claiming ownership of the meaning and management of local public spaces is a political strategy of self empowerment by community groups that has been relatively successful in this case.
