This paper examines collaboration between artists and social scientists in urban studies. The author was a participant in experimental research commissioned by a new cultural institution, which examined how this institution might participate in the making of a public space. In this paper she analyses the methodologies of investigation and the discussions about forms and representations, and shows the difficulties and rewards of this type of collaboration. To what extent may research based on art and social sciences, and rooted in references to the methodologies and theories of both, be a relevant and alternative way to explore, investigate and represent an urban issue?
This article presents commentary and analysis on the Urban Studies special collection on the night-time city. The collection highlights burgeoning interest in the urban night from across the social sciences and helps consolidate what might be referred to as the ‘third wave’ of research on the evening and night-time economy (ENTE). The collection addresses the challenges of 21st cen- tury place-making after dark in a variety of international contexts. This commentary interprets individual contributions to this collection in the light of the author’s research experience within an evolving and increasingly sophisticated field of knowledge. The articles have, I suggest, power relations, social exclusion and social sustainability as their most prominent meta-themes. I pro- pose a new conceptual model for the interpretation of situated assemblages of power, capacity and influence, as operating across four overlapping modes of urban governance.

Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. This paper empirically explores the management of privately owned public space. It examines 163 spaces produced through New York City’s incentive zoning programme, whereby developers provide and manage a public space in exchange for fl oor area ratio (FAR) bonuses. Developers of these bonus spaces employ a variety of management approaches, each correlating with common theories of spatial control in publicly owned spaces. However, as developer priorities are often fi scally driven, most approaches severely limit political, social and democratic functions of public space and produce a constricted defi nition of the public. As such, privately owned public spaces have deleterious effects on concepts of citizenship and representation, even as they become the new models for urban space provision and management.
For Friedmann and Wolff, the citadel's physical form—physically defended enclaves in the global city—shapes relations between citadels and outsiders. Subsequent work claims that the designs of citadels produce simulated community life, exclude the city and sanitise public spaces. However, such claims have been based on relatively brief observations. This ethnography assesses the impact of design by examining the quintessential citadel of Battery Park City, in New York City, while the community mobilised against plans for a highway tunnel bordering their community during redevelopment of the neighbouring World Trade Center site. Community life is robust. However, the influence of the physical design is borne out in previously unrecognised ways: residents are identified as a crucial new constituency promoting exclusivity in the global city.
This paper investigates migrant domestic workers as a marginalised group in Singapore's urban landscape by examining the ways in which their social maps are structured and negotiated in relation to public space. It argues that the phenomenon of the 'divided city' evident in capitalist societies which reflects and reinforces the sexual division of labour in general is even more salient in the lived experiences of migrant female domestic workers who must contend not simply with the spatial expressions of patriarchy, but also with racialisation and other means of segregation. However, it is clear that these women are not entirely passive recipients of dominant practices and ideas, but are capable of different styles and strategies in the use, colonisation and even contestation of public domains.
This paper examines recent responses to 'problematic street culture' in England, where increasing pressure has been exerted to prevent people from begging and street drinking in public spaces, with rough sleeping also targeted in some areas. Drawing upon in-depth interviews with enforcement agents, support providers and targeted individuals, it assesses the extent to which the strategies employed are indicative of a Revanchist expulsion' of the deviant Other and/or an expression of 'coercive care' for the vulnerable Other. It concludes that, whilst the recent developments appear, at first glance, to be symptomatic of revanchist sanitisation of public space, closer examination reveals that the situation is actually much more complex than a revanchist reading of the situation might suggest, and perhaps not as devoid of compassion.
In the US and western Europe, mixing policies are widespread. They aim to differentiate various income-groups in deprived neighbourhoods. By constructing 'expensive' housing units, the middle classes are encouraged to settle in these neighbourhoods and consequently a concentration of low-income-groups is circumscribed. Such a new population composition is assumed to lead to an improved quality of life in the neighbourhood concerned. However, insufficient attention is paid to ethnicity and interethnic dynamics; these aspects will be elaborated on in two case studies of deprived and ethnically differentiated neighbourhoods in Amsterdam. Furthermore, this paper will also explore the impact of ethnic differences and perceptions on the social contacts and interactions between various ethnic groups of residents.
This study explores the potentiality of markets as public space where multiple forms of sociality are enacted. Research was conducted in eight UK markets. The research revealed that markets represented a significant public and social space for different groups in the locality as a site for vibrant social encounters, for social inclusion and the care of others, for 'rubbing along' and for mediating differences. The article concludes by arguing that the social encounters and connections found in markets contradict pessimistic accounts of the decline of social association, offering a contrast to the shopping mall and providing the possibility for the inclusion of marginalised groups and for the co-mingling of differences where these are increasingly relegated to more private spheres.
The aim of this paper is to study how women’s privacy needs are met through the physical form of public spaces in both old and new urban designs, using as a case study the city of Nablus, Palestine, which has been significantly influenced by the culture of gender separation. The findings will help develop a better understanding of the relationship between women’s privacy and the physical form of public spaces and will enhance the development of public spaces that women can use comfortably and actively to participate in the urban life. An environmental approach based on the concept of behavioural setting was used to examine women’s privacy issues in the chosen public spaces. Direct observations and questionnaires were used in the fieldwork, in addition to interviews with women and relevant people who influence the women’s privacy. Maps (GIS), sketches and SPSS techniques were used to interpret the data.
Functioning public spaces, as ‘public’ political, social, and cultural arenas of citizen discourse, affect not only the citizen’s quality of life, but are also indispensable infrastructure in democratic societies. This article offers a nuanced understanding of Iranian women’s usage, feelings, and preferences in public spaces in present-day Tehran by not simply importing Western theories that sustain distinctions between traditional and modern women, but instead by hearing women’s stories. This article raises concerns related to the gender identities, the politics of space, and design of these places. Meidan-e-Tajrish, Sabz-e-Meidan, and Marvi Meidancheh in Tehran accommodate an ethnographic visualization of gendering space. The process by which Iranian women attach symbolic meanings to those public spaces offers insight into the mutual construction of gender identities and space politics. The contrasting urban locations, different design styles, and distinct social activities provide an excellent comparison between the selected public spaces. Findings suggest caution in using gender as an essential category in feminist geography research to better represent the diversity of experiences in public spaces. Binary categorization of modern versus traditional, secular versus religious, public versus private, and male versus female in urban studies should be carefully validated as Iranian women’s lived experiences challenge the homogenizing Western theories, particularly the predominant critics of modern public spaces in North America. The research process also highlights the benefits of geo-visualization in understanding the complex interaction between gender identities and the built environment.
In summer 2011, Israel was swept by unprecedented political protest as multiple encampments occupied streets and mass rallies were held weekly in Tel Aviv and other cities. The article focuses on the spatial politics of this protest, analysing the particular strategies it used to activise urban public space. The protest initially reflected a specific urban context and limited agenda—namely, the lack of affordable housing in Tel Aviv. However, as it materialised and expanded in public space, it also became more inclusive, incorporating more marginalised publics and places, addressing long-standing socio-spatial inequalities between Israel’s ‘centre’ and ‘periphery’, and advancing a message of ‘social justice’—with the noted exception of Palestinians in the Occupied Territories. The analysis of the Israeli protest foregrounds some dynamics that it shares with other ‘global’ protests in 2011, from Tahrir Square to Occupy Wall Street, pointing to the spatial politics of centrality, multiplicity and ‘media-space’, a mutually enforcing relationship between physical public space and mainstream and social media.
Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.
Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.
The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.
Infrastructure convenes social relations, thereby revealing how city dwellers access shared resources in the context of growing inequality. Our exploration of migrant infrastructure engages with how highly variegated migrant groups develop a ‘transaction economy’ (Simone, 2004) within marginalised city streets, exchanging goods and services, and information and care. In the context of ethnically diverse and deprived urban places, where state resources are increasingly diminished, we explore how a precarious yet skilled resourcefulness emerges through the street. Our empiri- cal exploration of migrant infrastructure is located on Rookery Road in Birmingham and on Narborough Road in Leicester, and draws on qualitative surveys with 195 self-employed proprie- tors from many countries of origin. The streets reveal transaction economies that intersect local and migratory resources, eluding the categorisation of cities associated with either a global North or a global South. Further, the lively nature of street transactions decentres western- centric measures of economic value. From the street, we develop a postcolonial analysis of infra- structure that relates properties of historic depth (power), socio-spatial texture (materiality) and locality (place).
This paper plots the recent changes in the uses of public space in Hanoi, Vietnam. It is argued that the economic and social changes in contemporary Vietnam have paved the way for a dramatic transformation in the ways in which streets, pavements and markets are experienced and imagined by the populace. The efflorescence of individual mobility, street-trading and public crowding around certain popular events has led to the emergence of a distinct public sphere, one which is not immune from state control and censure but which is a flagrant rebuttal of the state's appeal. The immediate struggles over space herald a new discursive arena for the contest over Vietnamese national imagery as represented in cultural heritage and public space, memorials and state-controlled events which the public are rapidly deserting. The paper concludes by suggesting that the everyday cultural practices that have created a bustling streetlife in urban Vietnam will inevitably provide the vitality and spectacle for the destabilisation of state control in a struggle for meanings in public space.
Recent case studies of receiving communities have established that translocal immigrants are transforming their neighbourhoods, producing spaces of identity. While these studies have focused on the reshaping of local power dynamics, less attention has been given to the spaces, themselves, and the qualities that influence identity. This study utilises place identity literature, from environmental psychology, to explore the remaking of MacArthur Park, a public space at the centre of a Mexican and Central American immigrant community in Los Angeles, California. We find that new ‘place identities’ are influenced by the specific physical, social, and cultural elements of the park, as study participants attempt to maintain identities influenced by important places in their sending communities. The result is a park that has emotional significance for participants, significance that leads to agency – everyday and political practices – to protect the park, sometimes in the face of immense challenges.
This essay considers public art practice in post-apartheid Cape Town within the notion of symbolic reparations—a concept deriving out of South Africa’s Trust Reconciliation Commission. The paper situates developments in public arts practice in the context of developments in cultural politics in South Africa and globally. More especially, it discusses new genre arts projects, which focus on a range of issues related to identity, space and place. The projects—the District Six Museum, District Six Sculpture Project, PTO, Y30, BLAC, Returning the Gaze, and the In Touch Poetry Bus Tour—focus on issues such as rethinking monuments, the memorialising of ‘hidden histories’, engagements with racism and the abuse of power, and the reimagining of the city. The paper asks how these contemporary and often ephemeral projects, critically engage with issues of history, geography, memory and transformation and, in so doing, mark the landscape of Cape Town, making spaces for dialogue and/or standing as poetic symbols and challenges to the inequalities of the city.
Experience is conceptualised in both academic and policy circles as a more-or-less direct effect of the design of the built environment. Drawing on findings from a research project that investigated people’s everyday experiences of designed urban environments in two UK towns, this paper suggests at least two reasons why sensory encounters between individuals and built environments cannot in fact be under- stood entirely as a consequence of the design features of those environments. Drawing from empirical analysis based on surveys, ethnographic ‘walk-alongs’ and photo-elicitation interviews, we argue that distinct senses of place do depend on the sensory experiencing of built environments. However, that experiencing is significantly mediated in two ways. First, it is mediated by bodily mobility: in particular, the walking practices specific to a particular built environment. Secondly, sensory experiences are intimately intertwined with perceptual memories that mediate the present moment of experience in various ways: by multiplying, judging and dulling the sensory encounter. In conclusion, it is argued that work on sensory urban experiencing needs to address more fully the diversity and paradoxes produced by different forms of mobility through, and perceptual memories of, built environments.
