While the first part of this two-part essay portrayed the bleakness of the suburban public realm in the USA, the debate over how physical planning can contribute to making it more vibrant is the subject of this second part. Eurourbanism, or the practice of looking to European cities for a design paradigm, has been criticized on the grounds that the USA has its own distinct public realm which is either non-spatial in character or is located in 'non-traditional' public spaces, such as shopping malls, in contrast with the more 'traditional' European sites such as streets and squares. But there are questions about whether the distinctive 'American public realm' is as democratic, or can offer the diversity of experience of the 'traditional' public realm. A more recent addition to the debate has been 'new urbanism' or 'neotraditionalism', whose proponents have put forth a set of planning guidelines for suburbia by drawing on design principles embodied in the traditional American small town. The essay critically evaluates these guidelines by examining their application in two neotraditional develop- ments and proposes a research agenda to move the debate ahead.
This two-part essay analyses the changing nature of the public realm in the evolving edge of the American metropolis and the implications for urban design and planning. Many forces are changing the form and use of public space in cities--concerns for safety and liveability, increasing dependence on telecommunications, decline in public revenues, the privatization of many amenities, and an increasingly pluralist society. The essay specifically focuses on the historical influence of planning and design practices on suburban form: density levels, land use and zoning patterns, suburban layouts and streetscapes. Field surveys and morphological analyses of urban edge patterns from the San Francisco Bay area document the current state of the suburban public realm. The second part of the essay will examine how physical planning can contribute to restoring a more vibrant public realm amidst raging debates over its changing nature and relevance.
Through a case study based in Bristol, this article explores how the law of place' has transformed multiple heterogeneous city centre spaces into a single homogeneous and commodified privately owned retail site. Drawing on de Certeau, Lefebvre, and humanistic geographers including Tuan, the article explores how law facilitates spatial and temporal enclosure through conventional understandings of private property, relying on techniques of masterplanning, compulsory purchase, and stopping up highways. It suggests that the law of place draws on binary spatial and conceptual distinctions to apparently separate places from spaces, applying different legal rules either side of an often invisible boundary line. The article questions this legally facilitated spatial and conceptual enclosure, particularly as it restricts spatial practices within the public realm. It concludes by rejecting an urban 'right to roam' as insufficiently transformative, calling for a broader interpretation of Lefebvre 's 'right to the

How can the connection between public space and sense of community be evaluated? This paper asserts that, as a starting point, the measurement of the physical dimension of public space must be accomplished. Conceptually, the translation between public space and building sense of community, here defined as "the sense of belongingness, fellowship, 'we-ness,' identity, etc., experienced in the context of a [geographically based] collective" (Buckner, 1988:773),1 is seen as consisting of three interrelated dimensions. This paper describes the first dimension, the physical characteristics of public space, by offering a methodology for measuring public space differentials at the neighborhood level. Analysis of public space will thus be facilitated by a better characterization of the public domain: how does one neighborhood have "more" public space than another, constituting what some might view as a superior public realm? The method offered in this paper utilizes a particular vocabulary designed to measure aspects of the public realm which are seen, theoretically, as contributing to increased resident interaction and sense of community. The method builds on the work of Owens (1993) and Southworth and Owens (1993) to provide a practical measure of the "public realm." The goal is to facilitate the discussion of the use, meaning, and role of public space by delineating, in pragmatic terms, the geographic dimension of public life and how it varies from one neighborhood to the next. The basis of this differentiation are the public space design components embedded in new urbanist theory.
Public realm schemes are being introduced in urban areas without the usual delineation between the footway and carriageway provided by kerb edges. Concern has been expressed about the resulting spaces on behalf of the approximately two million people in the UK who are blind or visually impaired. This paper questions these concerns and presents the results from a questionnaire and in-depth interviews, and observational studies of blind and visually impaired people navigating in urban streets and spaces with and without shared surfaces. They show that blind and visually impaired people can identify many different surface types and delineators, and they use these, along with other features of the urban environment, in creative ways to identify their location and guide themselves. Shared Space schemes need to preserve a safe area for pedestrians, they need to provide a rich physical environment of contrasts in terms of surface tactility, colour contrast, and the enhancement of sound and other sensory clues.
Ghats have come about as a response to religious, spiritual and social needs along the water edges in India and have become places of human congregation. This study is limited to the main ghat area of the waterfront in Ujjain, a historic city and a significant Hindu spiritual center in India. The objective is to identify forces that underpin and threaten this valuable environment and propose strategies that could be implemented to salvage it. Research was conducted through detailed examination of physical aspects of the urban public realm, activity patterns and environmental conditions. Text, data and drawings were systematically collected through various sources. Key concerns are discussed in the light of current thinking on the subject to propose strategies and draw up conclusions for necessary conservation and revitalization to take place.
High street shopping centres are at the core of cities. The continuing design challenge is to adapt a built environment inheritance to meet the present commercial needs of retailers, maximize the potential of the physical environment and address the social amenities that are expected from a city/town centre public realm. This paper addresses the question of what makes a successful high street shopping centre and seeks to understand the relationship between property values, location, physical characteristics, diversity of retailing and use, and social vitality in two successful city centre retailing environments. The research also demonstrates the blurring between commercial and public space, and supports Carmona’s argument that successful social space also creates economic value.
Public space plays an important role in sustaining the public realm. There is a renewed interest in public space with a growing belief that while modern societies no longer depend on the town square or the piazza for basic needs, good public space is required for the social and psychological health of modern communities. New public spaces are emerging around the world and old public space typologies are being retrofitted to contemporary needs. Good public space is responsive, democratic and meaningful. However, few comprehensive instruments exist to measure the quality of public space. Based on an extensive review of literature and empirical work, this paper creates a public space index to assess the quality of public space by empirically evaluating its inclusiveness, meaningfulness, safety, comfort and pleasurability. Four public spaces in downtown Tampa, Florida, are examined using the index and several applications for public space planners, designers and managers are suggested.
Planning issues for urban waterfront Redevelopment projects are examined in this paper, based upon case studies in New York, London, Boston and Toronto. The research programme was based upon over 100 interviews with key actors in the four cities. The paper is oriented towards practical problems in the implementation of planning. It generally considers the perspective of the redevelopment agency to consider waterfront planning and development techniques. The specific issues which are addressed include changing the waterfront's image, improving accessibility and controlling the quality of the physical environment. An incremental approach to implementation is recommended, with emphasis upon controlling the quality of the public realm and the role of urban design guidelines to guide private development.

We worry these days that public space, indeed the public realm, is shrinking. This essay examines the underlying causes of such discontent, in the context of historic and recent transformations in social values and public ethos. Seemingly, three major trends - privatization, globalization, and the communications revolution - will continue to shape the future demand and supply of public space. Planners must anticipate the effects of such trends, but also focus on the concept of public life, which encompasses both private and public realms. The article concludes by reviewing the role that planners may play in advancing the cause of public space and the opportunities and initiatives for the future.

Strategies of localism have constituted the community as a metaphor for democracy and empowerment as part of a wider reordering of state institutions and state power. In conflating the smallest scale with increased participation, however, community localism provides a framework through which the power of sociospatial positioning might be made vulnerable to resistance and change. This paper identifies four spatial practices through which marginalised communities apply the technology of localism to challenge the limitations of their positioning and imprint promises of empowerment and democracy on space. Drawing on the work of Judith Butler, the paper theorises these practices as the incursion into the public realm of regulatory norms related to domestic and private spaces, rendering political space familiar and malleable, and suggesting that power and decision making can be brought within reach. It is argued that these spatial practices of community rehearse a more fundamental transformation of the political ordering of space than that authorised by the state strategies of localism.
In the mid-1990s, New York City initiated what would prove to be a long, highly visible struggle involving rights claims related to property, housing, and public space in the form of community gardens. The competing discourses of rights were part of a struggle over the kind of city that New York was to become, and more specifically, whether it would be one in which difference is accepted and in which access to the city and the public realm would be guaranteed. Using interviews with participants in the conflict over community gardens, we evaluate how the resolution to the gardens crisis, which in part occurred through the privatization of what are often taken to be public or community rights to land, transform not only the legal status of the gardens but also, potentially, their role as places where different ‘publics’ can both exercise their right to the city and solidify that right in the landscape.
Within the International debates about the roles and relevance of planning and architecture, urban design is trying to find its place and clarify its contribution to city making. The products and the practice of urban design vary significantly in different global and socio-economic contexts and in relation to varying theoretical foundations. In South Africa, as in other developing countries, urban design is only beginning to feature as a valid mainstream concern within city development and among built environment practitioners. This paper presents the case of the City of Cape Town’s Dignified Places Programme as an example of implementation-focused urban design undertaken in a context where the conscious design and management of the public realm does not feature on the agendas of cash-strapped, basic needs-focused local government. The design and construction of new public spaces is the focus of this programme, but a parallel objective is to place the central concern of urban design – the quality of the public environment – squarely on the agenda of local government in Cape Town. The paper outlines the urban context in which it is being implemented sketches the issues that prompted its initiation and traces its theoretical origins focusing on the linkages between this theory and practice. The paper gives an account of the origins, objectives and strategy as well as the design principles that directed the form and location of the projects in the Programme. The paper finally reflects on the key successes and challenges of the programme and attempts to tease out lessons for both the theory and practice of urban design.
This paper is based on a three-year participatory action research (PAR) project conducted with children living and working on the streets of six Turkish metropolitan cities. We first examine how the dominant policy fails to acknowledge street children as actors in public space and review empowering methodology for working with street children. Second, we discuss the PAR methodology and how it facilitates meaningful participation by street children. Third, we consider how the project contributed to the inclusion of street children in public space. Finally, we review the role of PAR in empowering street children.
The article concentrates on emerging relationships between physical characteristics of urban open spaces and their uses. It draws on a combination of behaviour mapping and geographic information system (GIS) techniques - as applied to urban squares and parks in two European cities, Edinburgh (UK) and Ljubljana (Slovenia) - to reveal common patterns of behaviour that appear to be correlated with particular layouts and details. It shows actual dimensions of effective environments for one use or more of them and shows how design guidance can be arrived at, based on the particulars of the case study sites and cities. In addition, the value of this article is in exploring GIS, a tool that is currently irreplaceable in spatial analysis and planning processes for urban areas, as a detailed analytical and visualisation tool that helps to describe inner structure of places revealed by behaviour patterns.
This article discusses how street design and traffic affect social relations in urban neighbourhoods. Three street types in the city of Basel, Switzerland were studied: a 50km/h street, a 30km/h street and three encounter zones (20km/h and pedestrian priority, also known as woonerven or home zones). The effects were measured in terms of neighbourhood interactions, use of public space and the personal feelings of belonging of residents. The study, standing in the tradition of Donald Appleyard’s liveable street research in the early 1970s, was carried out in the framework programme ‘Social Inclusion and Social Exclusion’ financed by the Swiss National Science Foundation and by the Swiss Federal Office of Sports. The results show that urban neighbourhoods are (still) very lively social places, despite their often lamented anonymity and individualisation. Streets with slow moving traffic, limited space for parking and good environmental qualities offer a large potential for personal development, contentment and social integration. Neighbourhood contacts in such streets are more frequent and more intensive and the separation effects are substantially smaller. Liveable streets in urban neighbourhoods can be great places for public life and social inclusion.
Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.
