Contemporary mobile-phone technology is becoming increasingly similar around the world. However, cultural differences between countries may also shape mobile-phone practices. This study examines a group of variables connected to mobile-phone use among university students in Sweden, the USA and Japan. Key cultural issues addressed are attitudes towards quiet in public space, personal use of public space and tolerance of self-expression. Measures include the appropriateness of using mobiles in various social contexts and judgments of what respondents like most and like least about having a mobile phone. Analysis revealed a number of culturally associated differences, as well as a shared conflicting attitude towards the advantages and disadvantages of reachability by mobile phone.
While the first part of this two-part essay portrayed the bleakness of the suburban public realm in the USA, the debate over how physical planning can contribute to making it more vibrant is the subject of this second part. Eurourbanism, or the practice of looking to European cities for a design paradigm, has been criticized on the grounds that the USA has its own distinct public realm which is either non-spatial in character or is located in 'non-traditional' public spaces, such as shopping malls, in contrast with the more 'traditional' European sites such as streets and squares. But there are questions about whether the distinctive 'American public realm' is as democratic, or can offer the diversity of experience of the 'traditional' public realm. A more recent addition to the debate has been 'new urbanism' or 'neotraditionalism', whose proponents have put forth a set of planning guidelines for suburbia by drawing on design principles embodied in the traditional American small town. The essay critically evaluates these guidelines by examining their application in two neotraditional develop- ments and proposes a research agenda to move the debate ahead.
Planning issues for urban waterfront Redevelopment projects are examined in this paper, based upon case studies in New York, London, Boston and Toronto. The research programme was based upon over 100 interviews with key actors in the four cities. The paper is oriented towards practical problems in the implementation of planning. It generally considers the perspective of the redevelopment agency to consider waterfront planning and development techniques. The specific issues which are addressed include changing the waterfront's image, improving accessibility and controlling the quality of the physical environment. An incremental approach to implementation is recommended, with emphasis upon controlling the quality of the public realm and the role of urban design guidelines to guide private development.
Fear in public spaces negatively impacts women’s lives. Even when danger is low, the idea of women as endangered in public space endures—due, in part, to its centrality in the construction of gender identity for men and women. In this article, the author examines the construction of contemporary, masculine gender identities and men’s perceptions of women as fearful and endangered in public space. Through interviews with 82 male students in Irvine, California, USA, the author examines how men’s construction of masculine identities builds upon perceptions of women as fearful and endangered in Irvine public spaces. Though they regard Irvine as safe, men see women as vulnerable there. The author investigates this apparent inconsistency in light of men’s performances of two masculine identities—the youthful ‘badass’ and the chivalrous man—which depend for their construction on opposition with women as fearful. Recommendations include suggestions for continued research on the spatial construction of masculine identities.
Discussions of public space and the public have become complicated in recent years. This article seeks to bring some clarity to these discussions by examining where participants in public space debates ‘locate’ the public – those spheres or realms where participants believe a public is constituted and where public interest is found. To identify the ways in which public space is conceptualized and located, we analyze the literature on public space, interviews with scholars actively involved in public space research, and interviews with participants in a series of public space controversies in the USA. We find that differing definitions of ‘the public’ that underlie these conceptualizations are rooted in strongly held political orientations and normative visions of democracy. But we also find that there is considerable overlap in how participants frame their understandings of publicity, and thus there is a basis for more thorough debate and even transformation of policy and practice.
This paper explores the complex relationship between transgendered people and cities in the USA, and, in particular, their relationship with queer spaces within those cities. Some have argued that queer spaces occur at the margins of society and constitute a safe haven for LGBT oppressed by the hetero-normative nature of urban areas. Data from a survey of 149 transgendered individuals indicate that although queer spaces provide a measure of protection for gender variant people, the gendered nature of these spaces results in continued high levels of harassment and violence for this population. The author argues that the strongly gendered dimensions of these spaces suggests that a discursive revisioning of gender is needed to create more transgender friendly urban spaces.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.
In this paper I present childhood biographies of three people who grew up in or near a public housing development located on the border between the contrasting communities of Yorkville and East Harlem in New York City. Stories of their middle childhood (ages 11-13) poignantly capture the social and spatial evolution of play and recreation in New York City from the 1930s until present time. Based on in-depth childhood autobiographies and archival materials from the New York Times, I demonstrate changes in children’s access to play and recreation space, how children negotiate their lived experiences in these spaces, and how these spaces reflect differing representations of childhood over time. While play and recreation are, of course, a broad range of activities that occur in multiple settings and under various forms of supervision, the focus of this paper is upon the role of the streets, public parks and playgrounds in children’s everyday lives. Preliminary results suggest that children’s access to public play spaces in New York City has declined over time. This decline can be attributed to public disinvestment in neighborhood parks and playgrounds, perceived (and real) violence in these spaces, and more recently, to the commercialization and privatization of playtime activities.
The natural environment contributes to human wellbeing in a variety of ways, including providing outdoor recreation venues and underpinning cultural practices. Understanding whether the diversity of human-nature experiences significantly relate to overall subjective wellbeing, however, is rarely explored. Using results from 4418 respondents to an online survey conducted in Washington's Puget Sound region, we describe the relationship between overall life satisfaction and diverse metrics of how people engage with the natural environment. We found that eleven of the thirteen tested metrics had a small but positive correlation to overall life satisfaction and specific groupings of environment-specific social indicators were internally reliable constructs that predicted life satisfaction. These included: Sense of Place, Outdoor Activities, Good Governance, Social and Cultural Activities, Psychological Well- being, and Resource Access. This research empirically demonstrates that a variety of mechanisms for engaging the natural environment significantly contribute to overall subjective wellbeing.

How can the connection between public space and sense of community be evaluated? This paper asserts that, as a starting point, the measurement of the physical dimension of public space must be accomplished. Conceptually, the translation between public space and building sense of community, here defined as "the sense of belongingness, fellowship, 'we-ness,' identity, etc., experienced in the context of a [geographically based] collective" (Buckner, 1988:773),1 is seen as consisting of three interrelated dimensions. This paper describes the first dimension, the physical characteristics of public space, by offering a methodology for measuring public space differentials at the neighborhood level. Analysis of public space will thus be facilitated by a better characterization of the public domain: how does one neighborhood have "more" public space than another, constituting what some might view as a superior public realm? The method offered in this paper utilizes a particular vocabulary designed to measure aspects of the public realm which are seen, theoretically, as contributing to increased resident interaction and sense of community. The method builds on the work of Owens (1993) and Southworth and Owens (1993) to provide a practical measure of the "public realm." The goal is to facilitate the discussion of the use, meaning, and role of public space by delineating, in pragmatic terms, the geographic dimension of public life and how it varies from one neighborhood to the next. The basis of this differentiation are the public space design components embedded in new urbanist theory.
Urban sociology has tended to study interactions between passersby and "street persons" with an emphasis on the ways street persons become bothersome, harassing, or dangerous. This article moves away from the focus on the ways interactions in public go awry and focuses on how individuals account for the mundane, everyday exchanges they have with strangers who seek their help. Based on interview data (N = 31) and qualitative analysis of data from an Internet survey (N = 110), this article suggests that the presence of beggars does not inherently symbolize urban decay to passersby and does not necessarily elicit anxiety, but instead provides a valuable texture of urban life. Further, the article argues that individuals, when justifying their responses to requests for help from needy persons (beggars) in urban spaces, use a variety of cultural strategies to maintain their perception of themselves as moral persons, both when they choose to help and when they refuse. Drawing from these findings, the article suggests that urban sociology and the sociology of risk would benefit from sensitizing their studies of public interactions to the diverse meanings individuals assign to them, rather than presupposing annoyance, anxiety, or fear as their predominant characteristic.
