Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. While public spaces in city centres still provide for the traditional uses for which they were created, today - as the example of the sidewalk cafe shows - their attraction lies more in their ability to generate individual pleasure and play.

Introduction: There are significant differences in physical inactivity in various geographical areas and among demographic groups. Previous research suggests that walking is the most common form of physical activity; however, not all built environments support walking for recreational or transportation purposes.
Objective: The purpose of this study was to assess the extent to which area-level factors, poverty rate and racial distribution, are associated with aspects of the street-scale environment (i.e. sidewalk walkability and physical disorder) using community audits.
This article uses ethnography and conversation analysis to pinpoint what “goes wrong” when certain so-called street people “harass” passersby. The technical properties of sidewalk encounters between particular black street men and middle-class white female residents of Greenwich Village are compared with interactions expected from studies of other conversation situations. The men attempt to initiate conversations and to deal with efforts to close them in ways that betray the practical ethics fundamental to all social interaction. In this way they undermine the requisites not just for “urbanism as a way of life,” but the bases for how sociability generally proceeds. These acts of “interactional vandalism” both reflect and contribute to the larger structural conditions shaping the local scene.
A lack of collective efficacy in neighborhood is associated with social and physical disorder and related anti-social actions. It is less clear, however, whether collective efficacy in neighborhood also enhances prosocial, other-regarding behavior. We studied this association by employing the Lost Letter Technique in a large-scale field experiment. Our data stem from 1,240 letters dropped in a representative sample of 110 Dutch neighborhoods, combined with neighborhood data based on a survey of residents (SSND2, n=996) and information provided by Statistics Netherlands. We distinguish between two conditions (1) location of the lost letter, that is, behind a car's windshield wiper on the sidewalk; and (2) type of addressee, that is, a Dutch name or a Turkish/Moroccan name. When we decompose collective efficacy into social cohesion and shared expectations of social control, we find that shared control expectations clearly matter for the rate of posted letters. Social cohesion has no effect. Furthermore, a high percentage of non-Western residents, high residential mobility, and a relatively low local income level are negatively related to the rate of posted letters.
Although many low-income urban areas are highly walkable by conventional measures such as population density or land use mix, chronic diseases related to lack of physical activity are more common among residents of these areas. Disparities in neighborhood conditions may make poor areas less attractive environments for walking, offsetting the advantages of density and land use mix. This study compared poor and nonpoor neighborhoods in New York City, using geographic information systems measures constructed from public data for US census tracts within New York City (N = 2,172) as well as field observation of a matched-pair sample of 76 block faces on commercial streets in poor and nonpoor neighborhoods. Poor census tracts had significantly fewer street trees, landmarked buildings, clean streets, and sidewalk cafes, and higher rates of felony complaints, narcotics arrests, and vehicular crashes. The field observation showed similar results. Improving aesthetic and safety conditions in poor neighborhoods may help reduce disparities in physical activity among urban residents.
Increasingly, scholars suggest thinking of the street as a social space, rather than just a channel for movement. Studies that address the relationships between social behavior and environmental quality of the street tend to separate the study of physical features from land uses and hence do not address the interrelationships between behavioral patterns and physical features of the street and its sociability. This article is an empirical examination of behavioral responses of people to the environmental quality of neighborhood commercial streets. Structured and semistructured observations are used to study stationary, lingering, and social activities on three neighborhood commercial streets. Eleven land use and physical characteristics of buildings and the street are identified based on the literature review and extensive observations. These are measured and tested to understand which characteristics support stationary, lingering, and social activities. The findings reveal that people are equally concerned with the social, land use, and physical aspects of the street. Seating provided by businesses, seating provided by the public authorities, businesses that are community places, personalized street fronts, and sidewalk width particularly contribute to stationary and social activities on neighborhood commercial streets.

The Irvine Minnesota Inventory (IMI) was designed to measure environ- mental features that may be associated with physical activity and particularly walking. This study assesses how well the IMI predicts physical activity and walking behavior and develops shortened, validated audit tools. A version of the IMI was used in the Twin Cities Walking Study, a research project measuring how density, street pattern, mixed use, pedestrian infrastructure, and a variety of social and economic factors affect walking. Both bivariate and multivariate analyses were used to assess the predictive value of the IMI. We find that while this inventory provides reliable measurement of urban design features, only some of these features present associations with increased or decreased walking. This article presents two versions of shortened scales—a prudent scale, requiring association with two separate measures of a physical activity or walking behavior, and a moderate scale, requiring association with one measure of physical activity or walking. The shortened scales provide built environment audit instruments that have been tested both for inter- rater reliability and for associations with physical activity and walking. The results are also useful in showing which built environment variables are more reliably associated with walking for travel—characteristics of the sidewalk infrastructure, street crossings and traffic speeds, and land use are more strongly associated with walking for travel, while factors that measure aesthetics are typically less strongly associated with walking for travel.
The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.
