This paper examines changing notions of public and private spaces in post-reform urban Shanghai by focusing on the emergence of private gated communities (fengbi xiaoqu) and their impact on the privatization of urban space and social life in the city. While gated communities in Anglo-American literature are typically cast in a negative light (often depicted as the bulldozing of public spaces by private interests), this paper offers a nuanced interpretation by arguing how Shanghai’s gated communities are, potentially, sites where greater household autonomy and personal freedom may be realized away from the hegemonic control of the Communist Party-state. By examining the evolving notions of private life/privacy in Shanghai, this paper contributes to the nascent understanding of the concepts of public and private in a non-Western context.

Urban plazas have proliferated in American downtowns during the last decade. This paper examines the private production of open space as a form of privatisation of a public amenity. Using three case studies of plazas built by private capital in downtown Los Angeles, the study examines their development process, design and physical layout, management, control and social uses. It is found that the spaces display characteristics drastically different from those of traditional public places. Certain design cues in combination with stringent control practices are used in these settings to promote the purposes and goals of private enterprise. Characteristics such as introversion, enclosure, protection, escapism, commercialism, social filtering and exclusivity are seen as resulting in environments that are congruent with the private interests but not always beneficial to the general public.

The scholarly focus on the production of space necessitates a thorough reassessment of the static categories employed in the analysis of spatial processes. Emphasizing space as a process, this essay calls attention to the recent implication of Madrid’s Retiro Park in larger processes of capital accumulation. At the same time, it highlights the insufficiency of the tempting yet problematic distinction between public and private space that obtains in easy solutions to the struggles over city-space. As many critics have pointed out, there is design flaw in the idea of public space—it can never explain how a given space, such as a park, comes to be free of the ‘private’ (personal and structural) interests operating throughout its societal context. The story of the Retiro ultimately foregrounds the pivotal role of city-space in the drive for capitalist intercity-competition and suggests that the latter process is insufficiently confronted by idealized notions of the role truly ‘public’ spaces might play in radical democracy and citizenship.

The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.

Throughout recent decades, socially-mixed neighborhoods have become a key element of urban policy and debate. This paper argues, with Amsterdam as an empirical case, that the design, layout and everyday use of social space—including public and private space—is of key importance in understanding the experiences and perspectives of social- mix policies amongst ‘urban practitioners’, such as planners, architects and management personnel. While the promotion of ‘liveability’, through the management of social problems, is often highlighted as a key element of social-mix policies, the findings presented indicate the degree to which the mixing of different groups according to ethnicity, race and social class presents a number of new challenges for liveability and management within both public and private space. Furthermore, it is argued that these challenges play a significant role in dictating the scale at which social mixing takes place, from the urban block to the street and at the neighbourhood level. It is concluded that a greater amount of attention is needed to such factors in understanding the dynamics of social interaction in public and private communal space when seeking to understand the everyday realities of socially- mixed neighborhoods.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

Based primarily on an observational study, this paper addresses privately owned and managed public space at the Tjuvholmen waterfront development in Oslo. To date, no other research has been published internationally on external private-public space in a Nordic context. The four factors or processes dealt with are planning and development, design, management and, in particular, use. The main finding is that Tjuvholmen’s public spaces are characterized by ‘tightness’ and reduced publicness. As such, they share key characteristics with private-public spaces described in the literature from the US and the UK, while in some other respects they also deviate from these.

Since the early 1900's when internal open spaces became common features of English new towns and American subdivisions patterned after Radburn, planners have assumed that internal parks are desirable features in subdivision planning. However, developers in the United States have in general failed to include open spaces within new subdivisions, thus raising questions about their real economic benefits. This paper examines those benefits within the context of a Radburn-style subdivision in Dallas. Using survey and sales data, the results indicate that homeowners value the open space - both those who live directly on the internal greenbelts and those who do not. However, where the open space causes a reduction in private backyard space, homeowners do not appear to value public open space as highly as private space.

The creation of public internet access facilities is one of the principal policy instruments adopted by governments in addressing ‘digital divide’ issues. The lack of plans for ongoing funding, in North America at least, suggests that this mode is regarded mainly as transitional, with private, home-based access being perceived as superior. The assumption apparently is that as domestic internet penetration rates rise, public access facilities will no longer be needed. Central to this issue are the varied characteristics of publicly provided and privately owned access sites and their implications for non-employment internet activities. What are the relative advantages and disadvantages of these two access modes? More fundamentally, how do people conceptualize public and private spaces and how does this perception influence their online activities? Finally, why do people choose one over the other, and how do they navigate between the two? This article attempts to answer these questions by drawing on data generated within the Everyday Internet Project, a ‘neighborhood ethnography’ of internet usage. It argues that the conventional view of private and public access facilities as immiscible, fixed alternatives is inadequate. Rather than ‘pure’ types, they are better understood as offering hybrid spaces whose identity and character are fluid, perceived differently by individuals in light of the activities being performed, life experiences, infrastructure and architecture. The picture emerging from our study is one where public and private access modes intertwine with each other in a variety of ways, their combination offering significant additional value for many users. From a public policy perspective, these findings suggest that if universal access is to be achieved, there is a continuing need for publicly supported broad-spectrum facilities with integrated technical support and learning opportunities, even if domestic penetration rates approach that of the telephone.

This article analyses post-apartheid public spaces through social and spatial practices at the Victoria & Alfred (V&A) Waterfront mall in Cape Town. Our empirical evidence suggests that these public spaces involve much more than just consumption patterns, as they sustain and support novel ways of asserting social identities in a new political situation. These changes are, however, quite complex and fraught with ambivalence. Consequently, we scrutinize how race is staged in that space, and how racial diversity produces various kinds of boundaries. We then argue that these urban practices lead us to an understanding of the precarious balance between private and public spaces. We propose the notion of ‘publicization’ – the process whereby private spaces acquire a more public dimension.

The increasing involvement of the private sector in the design and management of urban public space has prompted some critical scholars to predict the ‘end of public space’. This study reassesses the implications of private sector involvement through a comparative analysis of British and Dutch urban spaces, based on a threefold critique of the existing literature on the privatization of public space. The analysis is governed by a new model of pseudo-public space that consists of four dimensions of ‘publicness’: ownership, management, accessibility and inclusiveness (OMAI). The findings suggest that, while there are significant differences between the British and the Dutch cases, neither context supports the notion of a possible ‘end of public space’ in any literal sense.

This article argues critically that the consequences of a binary system of gender norms is experienced as a kind of gender tyranny both for those who transgress gender in their daily lives, but also for those whose lives are lived within such constraints. Feminist geographers and urban theorists have argued that space is gendered and that gendering has profound consequences for women. This article extends this analysis and shows how rigid categorizations of gender fail to include the intersexed and transgendered populations, a small and highly marginalized segment of the wider population. This article uses autoethnographic methods to illustrate the ways that those who transgress gender norms experience a tyranny of gender that shapes nearly every aspect of their public and private lives. The nature of these consequences is explored using citations from the transgender and queer literature as well as the lived experience of this tyranny by the author in a continuum of public to private spaces, including: parking lots, public restrooms, shopping malls, the workplace and the home.

The notion of a hidden city of social reproduction, suggests that the uneven relations and material practices of social reproduction are respectively hidden and targeted by a neo-liberal urban agenda. A discussion of the public-private Grand Central Partnership in New York City, reveals some of the ways that this agenda is pursued through preservation, and addresses how particular social actors and their activities are removed from view in the interests of ensuring "orderly," "clean," and "safe" public space.

Through a case study based in Bristol, this article explores how the law of place' has transformed multiple heterogeneous city centre spaces into a single homogeneous and commodified privately owned retail site. Drawing on de Certeau, Lefebvre, and humanistic geographers including Tuan, the article explores how law facilitates spatial and temporal enclosure through conventional understandings of private property, relying on techniques of masterplanning, compulsory purchase, and stopping up highways. It suggests that the law of place draws on binary spatial and conceptual distinctions to apparently separate places from spaces, applying different legal rules either side of an often invisible boundary line. The article questions this legally facilitated spatial and conceptual enclosure, particularly as it restricts spatial practices within the public realm. Business improvement districts (BIDs), which are formed when spaces that are legally public are put under private or semi-private forms of administration, have become increasingly prominent features of many cities internationally. This paper provides an in-depth, empirically grounded analysis of the practices of political activism and issue advocacy in one widely admired BID (Church Street Marketplace, Burlington, Vermont) in light of recent theoretical concerns about the decline of ‘public’ space within the current neo-liberal context of privatisation. The paper examines the ways in which various kinds of political activity are constructed by Marketplace management as either assets or liabilities, and how different forms of activism are differentially regulated and policed in pursuit of maintaining the carefully themed environment of the BID. The research raises important questions about the extent to which downtown (and other) spaces that have been (re)organised as BIDs can fulfil the role of public space in democratic societies.

Privately owned public spaces are frequently criticized for diminishing the publicness of public space by restricting social interaction, constraining individual liberties, and excluding undesirable populations. This study empirically determines whether, as is commonly believed, privately owned public spaces are more controlled than publicly owned spaces. To frame our empirical work, we propose a conceptual model that identifies publicness as the interaction between the ownership, management, and uses/users of a space. We then examine the management dimension using an observation-based index to assess spatial management paradigms in publicly and privately owned spaces. We find that the use of the private sector to provide publicly accessible space leads to increased control over use, behavior, and access. Furthermore, while both publicly and privately owned public spaces tend equally to encourage public use and access, managers of privately owned spaces tend to employ more features that control behavior within those spaces. More specifically, spatial control in privately owned spaces is normally achieved through the use of surveillance and policing techniques as well as design measures that ‘code’ spaces as private. Important findings are presented for planners, policy makers, and others concerned with the future of publicly accessible spaces.

Battles over public space involve conflicts of values that express themselves in planning policies as well as the built environment. However, the dominant conceptions of public space in planning practice and the academic literature support a limited range of those values. I argue that conceptions based on openness and accessibility play into a particular construction of public life that emphasises casual interactions and downplays purposive, political ones. Following a conceptual analysis of the public–private distinction, the paper offers a novel, threefold account of public space; argues that democracy requires a particular kind of publicness not recognised by the commonly accepted definition; and deploys a simple content analysis to highlight the conceptual emphases and absences in planning policy in the political heart of London. I argue that some advocates of public space are unwittingly supporting restrictive planning and design practices that limit important kinds of democratic expression.

Vacant land located in deteriorating neighborhoods collects physical detritus and social malaise; overt signifiers of urban blight, these spaces often become gathering places for garbage instead of people, illicit activity instead of civility. This essay deconstructs what happens when community activists appropriate, develop, and continually manage vacant land in manners that align with and express their community’s culture. Moreover, it deconstructs the metamorphosis of vacant land into public space. Part of a larger research project exploring the roles public space plays in neighborhood change, this ethnography centers in Sunnyside, a gentrifying neighborhood in Denver, Colorado. Combining ethnographic and archival methods, I explore how the physical, regulatory, and cultural facets interrelate to form something rather remarkable—public space on private property. The ‘‘Troy’’ Chavez Memorial Peace Garden is at once a community garden, a pedagogical space, and a memorial to the 108 youths who died in Denver’s 1993 ‘‘summer of violence’’. Twenty years later it is still cherished as a garden and a memorial, as a living artifact of Aztec culture, and as a publicly accessible space that contributes to the cooperation between neighborhood old-timers and newcomers. Turning scholarly discourse of the privatization of public space on its head, I unpack the processes contributing to the publicizing private space.
