This paper presents findings from a research project aimed at understanding children’s perceptions of play spaces, with an emphasis on safety and fun. Six places that were considered by the respondents of the first-stage research as having both attributes of safety and fun were observed. The findings show that these spaces are generally separated from motor vehicles and the child and adult users of these spaces show socially acceptable behaviours and a positive response toward children’s outdoor play. Nevertheless, the findings also point out the significant differences in the characteristics of the safe and fun play spaces in Tokyo, Japan, and Bandung, Indonesia, in terms of their user behaviour, space availability, play affordances and availability of natural elements.
Contemporary mobile-phone technology is becoming increasingly similar around the world. However, cultural differences between countries may also shape mobile-phone practices. This study examines a group of variables connected to mobile-phone use among university students in Sweden, the USA and Japan. Key cultural issues addressed are attitudes towards quiet in public space, personal use of public space and tolerance of self-expression. Measures include the appropriateness of using mobiles in various social contexts and judgments of what respondents like most and like least about having a mobile phone. Analysis revealed a number of culturally associated differences, as well as a shared conflicting attitude towards the advantages and disadvantages of reachability by mobile phone.
Despite an increasing interest in issues surrounding environmental equity, much research evidence to date is based on studies adopting cross-sectional approaches which do not adequately capture the processes and mechanisms generating inequities. Longitudinal studies may better inform policy measures to remedy inequity between populations, but the few that have been undertaken have mostly been focused solely on environmental risks—ignoring access to amenities. As a case study, we adopt a longitudinal approach in this work to investigate the association between sociodemographic indicators and public
park provision over an eighteen-year period in the city of Yokohama, Japan. We show that inequities in park provision are present over the whole time period. Hedonic modelling shows that park accessibility is positively associated with house and land prices in the city. Our results suggested some, relatively weak, evidence of two causal processes: new parks are located in more affluent communities; yet new parks also appear to encourage further move-in of affluent populations. We suggest that park provision by administrative authorities in less-affluent neighbourhoods may be required to maintain equity in access
to these valuable community resources. Economic incentives, such as subsidy provision, may have a role to play to encourage park provision by developers.

In the 1970s, the Dutch city of Delft adopted a new residential street layout. Its fundamental concept was the antithesis of the notion of segregating pedestrians and vehicles. It emphasized integration of traffic and pedestrian activity as a positive principle for street planning. The shared street approach was later systematized by local agencies and given legal status by the national government. This new concept has drawn global attention, and similar street designs are appearing not only in Europe, but also in Japan, Australia, and Israel. The shared street concept's adaptability to different countries and societies reinforces its status as a valid, flexible choice for residential street layouts. Studies and surveys of shared streets in these countries have found considerable reductions in traffic accidents, increased social interaction and play, and a high degree of satisfaction by the residents. The available data and the successful implementation of the shared street in other countries can foster its acceptance in the United States. In particular, shared streets could be a workable alternative to the prevailing street layouts in new suburban subdivisions.
The focus of this paper is the strategies of civic actors in a central Tokyo neighborhood to claim a voice in managing changes to their community and creating shared meanings for neighborhood streets and public spaces. In Yanaka an active community movement has worked to protect and improve shared community spaces by celebrating them as a historic legacy and a shared community resource, investing new and more complex values and claims on shared spaces, and redefining public streets as civic spaces in their neighborhood. They assert the rights of community participation in managing urban change by creating a neighborhood constitution, organizing art events and festivals in the streets, engaging new participants in shared property rights, proposing new criteria for evaluating urban change, and telling stories of a strong and distinct community. Claiming ownership of the meaning and management of local public spaces is a political strategy of self empowerment by community groups that has been relatively successful in this case.
The main objective of the present quasi-experi- mental study was to examine the influence of culture (Swedish vs Japanese) and environmental attitude (urban vs open-air person) on participants’ thermal, emotional and perceptual assessments of a square, within the PET (physiological equivalent temperature) comfortable inter- val of 18–23°C. It was predicted that persons living in different cultures with different environmental attitudes would psychologically evaluate a square differently despite similar thermal conditions. Consistent with this prediction, Japanese participants estimated the current weather as warmer than did Swedish participants and, consistent with this, they felt less thermally comfortable on the site, although participants in both countries perceived similar comfortable thermal outdoor conditions according to the PET index. Compared to the Japanese, the Swedes estimated both the current weather and the site as windier and colder, indicating a consistency in weather assessment on calm-windy and warm-cold scales in participants in both cultures. Furthermore, Swedish participants felt more glad and calm on the site and, in line with their character (more glad than gloomy), they estimated the square as more beautiful and pleasant than did Japanese participants. All this indicates that thermal, emotional and perceptual assessments of a physical place may be intertwined with psychological schema-based and socio-cultural processes, rather than fixed by general thermal indices developed in line with physiological heat balance models. In conse- quence, this implies that thermal comfort indices may not be applicable in different cultural/climate zones without modifications, and that they may not be appropriate if we do not take into account the psychological processes involved in environmental assessment.
The present study investigated the effects of public art on visual properties and affective appraisals of landscapes. Undergraduate and graduate students sequentially viewed landscapes with or without public art and rated each one for visual properties and affective appraisals. Study 1 revealed that the presence of public art reduced pleasantness of the natural scene, but did not reduce that of the urban scene. In Study 2 focusing on the urban landscapes, the t-tests showed that public art consistently yielded greater arousal and the visual properties related with arousal level (e.g., complexity), whereas for pleasantness and the visual properties related with pleasantness (e.g., legibility) the scores varied with the public artworks. Adopting the experimental design that systematically combined 4 landscapes with 2 pieces of public art, Study 3 revealed that the affective quality of public art had more influence on the landscapes than the compatibility between public art and the landscapes.
Tourists and others who are unfamiliar with an environment may be sensitive to environmental cues when choosing their walking routes. In this study, we combined inductive and deductive approaches to evaluate walkability cues. We defined a set of walkability variables by analyzing the narratives of par- ticipants, who walked along one of 19 diverse routes. These cues were then supplemented with environmental and walkability variables from Mehrabian and Russel scales (Russel et al., 1981) and SPACES (Pikora, 2003), resulting in a total of 48 descriptors. Using the 48 descriptors, 60 diverse photos of streetscape views were rated, and we identified 14 relevant walkability corre- lates. Using principal component analysis, we identified six components that best predicted walking decisions: safety from traffic, comfort of walking area, environmental appearance, activity potential, shade and exploration. These results suggest that real walkers make more finely grained walking judgments than those measured by current, conceptualized walkability scales.
This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned.
