Much literature on contemporary U.S. racial relations tends to view black middle-class life as substantially free of traditional discrimination. Drawing primarily on 37 in-depth interviews with black middle-class respondents in several cities, I analyze public accommodations and other public-place discrimination. I focus on three aspects: (1) the sites of discrimination, (2) the character of discriminatory actions; and (3) the range of coping responses by blacks to discrimination. Documenting substantial barriers facing middle-class black Americans today, I suggest the importance of the individual's and the group's accumulated discriminatory experiences for understanding the character and impact of modern racial discrimination.
This article uses ethnography and conversation analysis to pinpoint what “goes wrong” when certain so-called street people “harass” passersby. The technical properties of sidewalk encounters between particular black street men and middle-class white female residents of Greenwich Village are compared with interactions expected from studies of other conversation situations. The men attempt to initiate conversations and to deal with efforts to close them in ways that betray the practical ethics fundamental to all social interaction. In this way they undermine the requisites not just for “urbanism as a way of life,” but the bases for how sociability generally proceeds. These acts of “interactional vandalism” both reflect and contribute to the larger structural conditions shaping the local scene.
Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.
Urban design scholars denounce the recent trend towards the privatization of US public space. Critics emphasize the negative consequences of privatized public space, tied to private ownership, an emphasis on consumption, leisure and security, a targeted audience, and controlled behaviour and design. Yet these key qualities of privatized public spaces have meaning only in the context of one's identity. The same qualities shape experiences of privatized public spaces that can be understood as constrained, as constraining or as a form of resistance, depending on one's gender, race, class and sexuality. This paper challenges the prevailing design critique by examining women's experience of privatized public spaces, drawing on interviews with 43 middle- class women and behavioural mapping in five privatized public spaces in Orange County, California. Recommendations address changes to research and practice to better reflect and accommodate diverse experiences of public space.
This paper investigates the growing inequality of public spaces in contemporary cities. In the era of neoliberal urbanism, stratified economic and cultural resources produce a spectrum of unevenly developed public parks, ranging from elite, privatized public spaces in wealthy districts to neglected parks in poor neighborhoods. Contemporary economic and cultural practices in public space are equally segmented, as privileged public spaces such as New York’s High Line reflect the consumption habitus of the new urban middle class, while violence, disinvestment, and revanchist policing permeate public spaces on the urban periphery. Using New York’s High Line as an archetypal neoliberal space, I trace its redevelopment from a decaying railroad viaduct to a celebrated public park. I argue that contemporary parks and public spaces are best analyzed on a continuum of privilege.

Bogota’s public space policy is often credited with promoting inclusionary principles. In this article, I explore critically the content of Bogota’s articulation of equality in public space policy. In so doing, I present a critical view of the work Bogota’s insistence on equality does to mediate class relations in the city, relying on deeply held conceptions of both social extremes. This results in the construction of a version of social harmony in public space that at once depoliticizes the claims to public space of subjects such as street vendors and the homeless and claims a new role for the middle class in the city. The analysis focuses on two examples of community governance schemes, documenting the logics and methods used by communities to implement official visions of equality and
justify the exclusion of street vendors and homeless people from the area. By looking at the articulation of these exclusions in local class politics through seemingly inclusionary rhetoric, the article accounts for ‘post-revanchist’ turns in contemporary urban policy, while anchoring its production in local processes of community governance.
This article examines the new phenomenon of “citizens’ groups” in contemporary Mumbai, India, whose activities are directed at making the city’s public spaces more orderly. Recent scholarship on Mumbai’s efforts to become a “global” city has pointed to the removal of poor populations as an instance of neoliberal governmentality as espoused by the Indian state following the “liberalization” of the economy in the early 1990s. However, in this case, it is these civil society organizations, not the state—whose functionaries in fact benefit from a certain element of unruliness on the streets—who are the agents of increased control over populations and of the rationalization of urban space. This article, based on fieldwork-based research, argues that the way in which citizens’ groups exclude poor populations from the city is more complex than a straightforward deployment of neoliberalism, and is imbricated with transnational political economic arrangements in uneven and often inconsistent ways. In particular, this article explores how civic activists in these organizations envision their role in the city, and how their activism attempts to reconfigure the nature of citizenship. For instance, civic activists consider themselves to be the stewards of the city’s streets and sidewalks, and wage their battles against what they consider unruly hawkers, a corrupt state, and a complacent middle-class public. Moreover, civic activists render street hawkers’ political claims illegitimate by speaking on behalf of the abstract “citizen” of Mumbai, thus implying that hawkers’ unions speak only on behalf of the vested interests of a single population. In this way, they mobilize a normative notion of civil society in order to exclude the vast segment of city residents who either sell or buy goods on the street. In doing so, the civic activists transform the discourse and practice of politics in the city, so that, ironically, while on one hand using the rhetoric of citizen participation, they in fact undermine the radically heterogeneous forms of democratic political participation the city offers.

Since the 1970s, certain types of upscale restaurants, cafés, and stores have emerged as highly visible signs of gentrification in cities all over the world. Taking Harlem and Williamsburg as field sites, we explore the role of these new stores and services (“boutiques”) as agents of change in New York City through data on changing composition of retail and services, interviews with new store owners, and discursive analysis of print media. Since the 1990s, the share of boutiques, including those owned by small local chains, has dramatically increased, while the share of corporate capital (large chain stores) has increased somewhat, and the share of traditional local stores and services has greatly declined. The media, state, and quasi-public organizations all value boutiques, which they see as symbols and agents of revitalization. Meanwhile, new retail investors—many, in Harlem, from the new black middle class—are actively changing the social class and ethnic character of the neighborhoods. Despite owners’ responsiveness to community identity and racial solidarity, “boutiquing” calls attention to displacement of local retail stores and services on which long-term, lower class residents rely and to the state’s failure to take responsibility for their retention, especially in a time of economic crisis.

Recent studies of public space in US central cities tend to focus either on (1) market-driven placemaking (privatized parks, hipster shops) in gentrifying enclaves
or (2) street cultures (community gardens, hip-hop) in low-income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market-driven placemaking, which suppresses and displays cultures of resistance. White business and real-estate interests showcase downtown spaces to counter news of disinvestment and suffering in low-income neighborhoods. The legal and political legacies of civil rights and black power struggles–– combined with consumer demand (black culture sells)––force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.
Urban regeneration programmes in the UK over the past 20 years have increasingly focused on attracting investors, middle-class shoppers and visitors by transforming places and creating new consumption spaces. Ensuring that places are safe and are seen to be safe has taken on greater salience as these flows of income are easily disrupted by changing perceptions of fear and the threat of crime. At the same time, new technologies and policing strategies and tactics have been adopted in a number of regeneration areas which seek to establish control over these new urban spaces. Policing space is increasingly about controlling human actions through design, surveillance technologies and codes of conduct and enforcement. Regeneration agencies and the police now work in partnerships to develop their strategies. At its most extreme, this can lead to the creation of zero-tolerance, or what Smith terms ‘revanchist’, measures aimed at particular
social groups in an effort to sanitise space in the interests of capital accumulation. This paper, drawing on an examination of regeneration practices and processes in one of the UK’s fastest growing urban areas, Reading in Berkshire, assesses policing strategies and tactics in the wake of a major regeneration programme. It documents and discusses the discourses of regeneration that have developed in the town and the ways in which new urban spaces have been secured. It
argues that, whilst security concerns have become embedded in institutional discourses and practices, the implementation of security measures has been mediated, in part, by the local socio-political relations in and through which they have been developed.
Fear of crime is one of the most important problems in our cities, even in low-crime rate areas. The aim of this paper is to provide evidence of the issues involved in the perceived risk of victimization and fear of crime in these contexts using the Structural Equation Model (SEM) technique. Five hundred and seventy- one people living in a working-class neighborhood of Barcelona answered a 45-item questionnaire including the following 7 constructs: perception of insecurity, previous threat experiences, social representations of insecurity, personal control and coping skills, potential aggressors, urban identity, and perceived environmental quality. Findings confirm the theoretical model, in which fear of crime is structurally related to: a) environmental features, b) personal variables, and c) social representation of unsafe places. In addition, we found that the role of social aspects is as important as that of environ- mental and psychological ones. Residential satisfaction and urban social identity appear as relevant variables.
In this essay, I paint a portrait of women in public places and their concerns with crime prevention, based on a survey of the literature and in-depth interviews with women. I argue that there is a situationally appropriate self that crime-prevention advice literature suggests women adopt and that women attempt to adopt. This situated self, however, is sometimes constrained by the general character of public places and by the particular character of the belief system that women have and that the literature recommends with regard to crime prevention. In particular, I view normative beliefs about crime prevention as a "rhetoric" that involves negative contingencies for the woman's situated self in public, including frequent reliance on others, self-profanation, and lengthy or consuming preparations.
In this paper, I adopt a concept of informal public space from socialist social life as part of the language of postsocialism to explore changing uses of social space by women in contemporary Hồ Chí Minh City. Following Zdravomyslova and Voronkov, I describe the informal public as the space in culture where urbanites are able to demonstrate normality and belonging by participating in neighborhood life. I argue that the use of informal public space has been adapted to meet the new conditions of the post-reform era. Because of this, the informal public is simultaneously a space where urbanites not only can demonstrate belonging but also can mark relative social position by producing or mitigating social distance.
Gulf cities have witnessed rapid urban growth where new migrant communities from various cultural backgrounds
have been evolving over the last two decades. This paper explores perceptions of liveable urban environments in
Qatar’s capital city, Doha. An attitude survey of 280 migrant professionals from different cultural backgrounds
engaged in the high service sector was conducted. A profile for each cultural group including westerners, middle
easterners, Indians and Southeast Asians was developed to analyse the way in which the key liveability factors are
perceived. Factors were classified into two overarching categories: urban life and urban spaces. Urban life category
included aspects that pertain to traffic and movement experience, residential satisfaction, shopping experience,
and satisfaction regarding leisure and service spaces. Urban space category included attractiveness, iconicity and
familiarity, which were attitudinally explored in four public open spaces. The inquiry has uncovered a number of
concerns related to traffic experience, housing quality, parking spaces, school facilities and shopping opportunities.
This may stymie the city’s global attractiveness success on the global stage while warranting the need for addressing
liveability as a part of future development plans.
Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.
Defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal—an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space. The potential criminal perceives such a space as controlled by its residents, leaving him an intruder easily recognized and dealt with. On the one hand this is target hardening—the traditional aim of security design as provided by locksmiths. But it must also be seen in another light. In middle-class neighborhoods, the responsibility for maintaining security has largely been relegated to the police. Upper-income neighborhoods—particularly those including high-rise apartment buildings—have supplemented police with doormen, a luxury not possible in other neighborhoods. There is serious self-deception in this posture. When people begin to protect themselves as individuals and not as a community, the battle against crime is effectively lost. The indifferent crowd witnessing a violent crime is by now an American cliché. The move of middle- and upper-class population into protective high-rises and other structures of isolation—as well guarded and as carefully differentiated from the surrounding human landscape as a military post—is just as clearly a retreat into indifference. The form of buildings and their arrangement can either discourage or encourage people to take an active part in policing while they go about their daily business. “Policing” is not intended to evoke a paranoid vision but refers to the oldest concept in the Western political tradition: the responsibility of each citizen to ensure the functioning of the polis.
“Defensible space” is a surrogate term for the range of mechanisms—real and symbolic barriers, strongly defined areas of influence, and improved opportunities for surveillance—that combine to bring an environment under the control of its residents. A defensible space is a living residential environment which can be employed by inhabitants for the enhancement of their lives, while providing security for their families, neighbors, and friends. The public areas of a multi-family residential environment devoid of defensible space can make the act of going from street to apartment equivalent to running the gauntlet. The fear and uncertainty generated by living in such an environment can slowly eat away and eventually destroy the security and sanctity of the apartment unit itself. On the other hand, by grouping dwelling units to reinforce associations of mutual benefit; by delineating paths of movement; by defining areas of activity for particular users through their juxtaposition with internal living areas; and by providing for natural opportunities for visual surveillance, architects can create a clear understanding of the function of a space, and who its users are and ought to be. This, in turn, can lead residents of all income levels to adopt extremely potent territorial attitudes and policing measures, which act as strong deterrents to potential criminals.
