Although informality is typically associated with developing countries, this article argues that informal activities are an integral part of U.S. cities and should be addressed in planning curricula. It focuses on planning education and suggests a possible course, which includes a seminar covering academic literature on informality in both developing and developed countries, and fieldwork-based, case study research by students. It also suggests that the course can be an important avenue for students to understand inequality and poverty and an excellent method for preparing them to think about institutions and regulations in complex and sophisticated ways.
Although often intended to address injustices in food access, farmers markets tend to cater to affluent communities, and to exclude on the basis of race and class. One means of addressing this is federal subsidy programs, like the Senior Farmers Market Nutritional Program (SFMNP). We explore the dynamics of the SFMNP program in Memphis’ farmers market landscape in 2011. We examine the visible barriers experienced by SFMNP patrons to market access including delays in establishing the program in a largely African-American neighborhood, and the more subtle barriers such as perceptions of more affluent markets as white
spaces. We then explore some successful efforts to make these issues visible and address them, including activism on the part of seniors and public dialog in social media. Despite this, we find that ongoing resistance to acknowledging farmers markets as spaces of racial inequality continues to challenge their food justice potential.
The 1992 Los Angeles riot, the boycotts of Korean-owned businesses, and the 1995 firebombing of a Jewish-owned store in New York's Harlem brought concerns about race and ethnic relations in black neighborhoods to the fore. Images of conflict seared into the public consciousness that black communities are fraught with racial animosity, with immigrant merchants pitted against black customers. The merchant- customer relationship has been cited as a catalyst to such conflicts. This image of conflict, however, is inconsistent with most merchant-customer interactions and does not reflect the full range of commercial life in black communities. Most merchant- customer interactions are civil and ordinary. Civil relations prevail because merchants foster civility, abate tensions, and thwart conflict. However, under conditions of extreme inequality, small events can trigger racial anger, and the symbolic significance of nonblack-owned businesses can become a stimulus of motivations for protest that leads to boycotts and firebombings. This study is based on 75 in-depth interviews of African American, Jewish, and Korean merchants and on 75 in-depth interviews with black customers and both participant and nonparticipant observation at five research sites in New York City and Philadelphia.
Infrastructure convenes social relations, thereby revealing how city dwellers access shared resources in the context of growing inequality. Our exploration of migrant infrastructure engages with how highly variegated migrant groups develop a ‘transaction economy’ (Simone, 2004) within marginalised city streets, exchanging goods and services, and information and care. In the context of ethnically diverse and deprived urban places, where state resources are increasingly diminished, we explore how a precarious yet skilled resourcefulness emerges through the street. Our empiri- cal exploration of migrant infrastructure is located on Rookery Road in Birmingham and on Narborough Road in Leicester, and draws on qualitative surveys with 195 self-employed proprie- tors from many countries of origin. The streets reveal transaction economies that intersect local and migratory resources, eluding the categorisation of cities associated with either a global North or a global South. Further, the lively nature of street transactions decentres western- centric measures of economic value. From the street, we develop a postcolonial analysis of infra- structure that relates properties of historic depth (power), socio-spatial texture (materiality) and locality (place).
This paper investigates the growing inequality of public spaces in contemporary cities. In the era of neoliberal urbanism, stratified economic and cultural resources produce a spectrum of unevenly developed public parks, ranging from elite, privatized public spaces in wealthy districts to neglected parks in poor neighborhoods. Contemporary economic and cultural practices in public space are equally segmented, as privileged public spaces such as New York’s High Line reflect the consumption habitus of the new urban middle class, while violence, disinvestment, and revanchist policing permeate public spaces on the urban periphery. Using New York’s High Line as an archetypal neoliberal space, I trace its redevelopment from a decaying railroad viaduct to a celebrated public park. I argue that contemporary parks and public spaces are best analyzed on a continuum of privilege.
This paper explores the place-based meanings of an urban public space, MacArthur Park, in a Latino and immigrant neighborhood in Los Angeles, California. Both quantitative and qualitative data analysis revealed a broad range of park experiences that were both positive and negative and produced meanings that were individual, social, cultural, and political. The study found that MacArthur Park affirms traditional national, cultural, and ethnic identities for immigrants and supports their construction of a new, translocal and Central American identity in Los Angeles. Although the study found that the park also serves as a restorative, entertaining, and social space for park goers, these positive experiences were accompanied by negative experiences and meanings of the park related to maintenance and crime and conflicts associated with inequality and access, confirming the importance of considering the full range of social, cultural, and political meanings associated with place.

In this article, we extend research on neighborhood social isolation by (1) examining residents of disadvantaged and advantaged communities and (2) considering the character of neighborhoods where people conduct routine activities away from home. We contend that social isolation is experienced by residents of both highly disadvantaged and highly advantaged neighborhoods because the two groups spend time in largely nonoverlapping parts of the city. Individual and neighborhood race-ethnic dynamics exacerbate such social isolation. Data from the Los Angeles Family and Neighborhood Survey show that social isolation is experienced by residents of all areas of the city, whether highly disadvantaged or advantaged. African Americans, Latinos and residents of areas with many Latinos suffer additional penalties in the social isolation of disadvantage in where they conduct routine activities.

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.
This article explores the links between social media and public space within the #Occupy Everywhere movements. Whereas listservs and websites helped give rise to a widespread logic of networking within the movements for global justice of the 1990s–2000s, I argue that social media have contributed to an emerging logic of aggregation in the more recent #Occupy movements—one that involves the assembling of masses of individuals from diverse backgrounds within physical spaces.
However, the recent shift toward more decentralized forms of organizing and networking may help to ensure the sustainability of the #Occupy movements in a post eviction phase.
This article uses ethnography and conversation analysis to pinpoint what “goes wrong” when certain so-called street people “harass” passersby. The technical properties of sidewalk encounters between particular black street men and middle-class white female residents of Greenwich Village are compared with interactions expected from studies of other conversation situations. The men attempt to initiate conversations and to deal with efforts to close them in ways that betray the practical ethics fundamental to all social interaction. In this way they undermine the requisites not just for “urbanism as a way of life,” but the bases for how sociability generally proceeds. These acts of “interactional vandalism” both reflect and contribute to the larger structural conditions shaping the local scene.
A growing literature examines the extent to which the criminal justice system perpetuates poverty and inequality. This research examines how anti-homeless laws produce various forms of police interactions that fall short of arrest, yet have wide-ranging impacts on the urban poor. Our analysis draws on a citywide survey of currently and recently homeless people, along with 43 in-depth interviews, to examine and reveal the mechanisms through which consistent punitive interactions, including move-along orders, citations, and destruction of property, systematically limit homeless people’s access to services, housing, and jobs, while damaging their health, safety, and well-being. Our findings also suggest that anti-homeless laws and enforcement fail to reduce urban disorder, but create instead a spatial churn in which homeless people circulate between neighborhoods and police jurisdictions rather than leaving public space. We argue that these laws and their enforcement, which affected the majority of study participants, constitute a larger process of pervasive penality—consistent punitive interactions with state officials that rarely result in arrest, but that do material and psychological harm. This process not only reproduces homelessness, but also deepens racial, gender, and health inequalities among the urban poor.
I use the concept of “engaged anthropology” to frame a discussion of how “spatializing culture” uncovers systems of exclusion that are hidden or naturalized and thus rendered invisible to other methodological approaches. “Claiming Space for an Engaged Anthropology” is doubly meant: to claim more intellectual and professional space for engagement and to propose that anthropology include the dimension of space as a theoretical construct. I draw on three fieldwork examples to illustrate the value of the approach: (1) a Spanish American plaza, reclaimed from a Eurocentric past, for indigenous groups and contemporary cultural interpretation; (2) Moore Street Market, an enclosed Latino food market in Brooklyn, New York, reclaimed for a translocal set of social relations
rather than a gentrified redevelopment project; (3) gated communities in Texas and New York and cooperatives in New York, reclaiming public space and confronting race and class segregation created by neoliberal enclosure and securitization.

By studying the mathematical properties of metrics, we identify three fundamental characteristics of distance, which are optimality, detour and break. In this paper, we explore the implications of these properties for transport planning, urbanism and spatial planning. We state that distances contain the idea of optimum and that any distance is associated to a search for optimisation. Pedestrian movements obey this principle and sometimes depart from designed routes. Local suboptimality conveyed by public transport maps has to be corrected by interventions on public space to relieve the load on central parts of networks. The second principle we state is that detour in distances is most often a means to optimise movement. Fast transport systems generate most of the detour observed in geographical spaces at regional scale. This is why detour has to be taken into account in regional transport policies. The third statement is that breaks in movement contribute to optimising distances. Benches, cafe´s, pieces of art, railway stations are examples of the urban break. These facilities of break represent an urban paradox: they organise the possibility of a break, of a waste of time in a trip, and they also contribute to optimising distances in a wider
network. In that sense, break should be considered as a relevant principle for the design of urban space in order to support a pedestrian-oriented urban form.
