Public housing in the U.S. has undergone significant changes in site design and building type over the course of its 60 year history. These changes fall into three distinct stages: (1) semi-enclosed courts formed by walk-up buildings; (2) expanses of open space in sites composed of row-house, walk-up, or elevator buildings; and most recently (3) private outdoor spaces and semi-enclosed or fully enclosed courts for row-house and other low-rise buildings. The relationship of buildings to streets also changed during these periods. The terms court, open space, and street suggest the design approach adopted in each stage. This paper describes these design changes, using public housing in Newark, N.J. as a case in point. The authors explore the accompanying shifts in ideas and values expressed in the professional literature that constituted one basis for adopting the new designs. The discourse of architects, planners, and policy makers reveals changing attitudes about: residents' physical well-being, the role of "nature" in relation to the "city" and the relationship between public housing developments and the surrounding neighborhoods. Now, as current attitudes necessarily frame today's evaluation of the past and shape present design choices, it is important to understand both the ideas that led to past design preferences and those that guide contemporary ones.

Empirical urban design research emphasizes the support in vitality of public space use. We examine the extent to which a public space intervention promoted liveliness and three key behaviors that enhance well-being (“connect,” “be active,” and “take notice”). The exploratory study combined directly observed behaviors with self-reported, before and after community- led physical improvements to a public space in central Manchester (the United Kingdom). Observation data (n = 22,956) and surveys (subsample = 212) were collected over two 3-week periods. The intervention brought significant and substantial increases in liveliness of the space and well-being activities. None of these activities showed increases in a control space during the same periods. The findings demonstrate the feasibility of the research methods, and the impact of improved quality of outdoor neighborhood space on liveliness and well-being activities. The local community also played a key role in conceiving of and delivering an effective and affordable intervention. The findings have implications for researchers, policy makers, and communities alike.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.
Within the International debates about the roles and relevance of planning and architecture, urban design is trying to find its place and clarify its contribution to city making. The products and the practice of urban design vary significantly in different global and socio-economic contexts and in relation to varying theoretical foundations. In South Africa, as in other developing countries, urban design is only beginning to feature as a valid mainstream concern within city development and among built environment practitioners. This paper presents the case of the City of Cape Town’s Dignified Places Programme as an example of implementation-focused urban design undertaken in a context where the conscious design and management of the public realm does not feature on the agendas of cash-strapped, basic needs-focused local government. The design and construction of new public spaces is the focus of this programme, but a parallel objective is to place the central concern of urban design – the quality of the public environment – squarely on the agenda of local government in Cape Town. The paper outlines the urban context in which it is being implemented sketches the issues that prompted its initiation and traces its theoretical origins focusing on the linkages between this theory and practice. The paper gives an account of the origins, objectives and strategy as well as the design principles that directed the form and location of the projects in the Programme. The paper finally reflects on the key successes and challenges of the programme and attempts to tease out lessons for both the theory and practice of urban design.
Based on ethnographic fieldwork in the cities of Jakarta and Yogyakarta, this paper investigates the recent surge in the production and circulation of street art through technology and media in post-New Order Indonesia. The global style of street art communicates how public space and the street have become emblematic of changing discourses of individual rights, urban aesthetics, and the practice of citizenship in urban Indonesia. While the history of Western graffiti as a form of defacement and resistance continues to exert a powerful hold on the imagination of Indonesian street artists, I argue that the vernacular meaning of street art and graffiti refuses an easy bifurcation of public and private spaces, while blurring the lines between commercial and cultural urban interventions.
High street shopping centres are at the core of cities. The continuing design challenge is to adapt a built environment inheritance to meet the present commercial needs of retailers, maximize the potential of the physical environment and address the social amenities that are expected from a city/town centre public realm. This paper addresses the question of what makes a successful high street shopping centre and seeks to understand the relationship between property values, location, physical characteristics, diversity of retailing and use, and social vitality in two successful city centre retailing environments. The research also demonstrates the blurring between commercial and public space, and supports Carmona’s argument that successful social space also creates economic value.
Through an ethnographic study of a stretch of beach in Rio de Janeiro's Copacabana and Ipanema neighborhoods, the author argues that the public space of the city can act as a sort of public sphere where the politics of everyday class and race interaction can be part of larger scale politics, even in a very divided city like Rio de Janeiro. But Rio's beaches only confer a sort of marginal citizenship on their users. They are not the location of discursive democracy idealized by some social theorists, nor are they the egalitarian classless and color-blind spaces mythologized by the Brazilian elite. Rather, they are the site of an unequal, often confrontational politics of class whereby the legitimacy of the social order is challenged, renegotiated, and ultimately reproduced.
This paper is based on a three-year participatory action research (PAR) project conducted with children living and working on the streets of six Turkish metropolitan cities. We first examine how the dominant policy fails to acknowledge street children as actors in public space and review empowering methodology for working with street children. Second, we discuss the PAR methodology and how it facilitates meaningful participation by street children. Third, we consider how the project contributed to the inclusion of street children in public space. Finally, we review the role of PAR in empowering street children.
Analyzing the spatial genealogy of the student riots in May 1960 in Ankara, the capital city of Turkey, this article investigates the relation between space and identity politics. Besides the social practices it contains, the “publicness” of space is also marked by the meanings and values attributed to the space by various social actors. The political participation of the social groups in public sphere becomes possible through spatial appropriation, which does not only mean the practical occupation of space but also the appropriation of the image of the (public) space. In the context of Ankara, the student riots transform Kizilay Square, which had been the prestigious center of a wealthy neighborhood, into a site of contesting spatial imageries and social identities.
This paper investigates migrant domestic workers as a marginalised group in Singapore's urban landscape by examining the ways in which their social maps are structured and negotiated in relation to public space. It argues that the phenomenon of the 'divided city' evident in capitalist societies which reflects and reinforces the sexual division of labour in general is even more salient in the lived experiences of migrant female domestic workers who must contend not simply with the spatial expressions of patriarchy, but also with racialisation and other means of segregation. However, it is clear that these women are not entirely passive recipients of dominant practices and ideas, but are capable of different styles and strategies in the use, colonisation and even contestation of public domains.
Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.
Through a case study based in Bristol, this article explores how the law of place' has transformed multiple heterogeneous city centre spaces into a single homogeneous and commodified privately owned retail site. Drawing on de Certeau, Lefebvre, and humanistic geographers including Tuan, the article explores how law facilitates spatial and temporal enclosure through conventional understandings of private property, relying on techniques of masterplanning, compulsory purchase, and stopping up highways. It suggests that the law of place draws on binary spatial and conceptual distinctions to apparently separate places from spaces, applying different legal rules either side of an often invisible boundary line. The article questions this legally facilitated spatial and conceptual enclosure, particularly as it restricts spatial practices within the public realm. It concludes by rejecting an urban 'right to roam' as insufficiently transformative, calling for a broader interpretation of Lefebvre 's 'right to the
This study explores the potentiality of markets as public space where multiple forms of sociality are enacted. Research was conducted in eight UK markets. The research revealed that markets represented a significant public and social space for different groups in the locality as a site for vibrant social encounters, for social inclusion and the care of others, for 'rubbing along' and for mediating differences. The article concludes by arguing that the social encounters and connections found in markets contradict pessimistic accounts of the decline of social association, offering a contrast to the shopping mall and providing the possibility for the inclusion of marginalised groups and for the co-mingling of differences where these are increasingly relegated to more private spheres.
Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.
In summer 2011, Israel was swept by unprecedented political protest as multiple encampments occupied streets and mass rallies were held weekly in Tel Aviv and other cities. The article focuses on the spatial politics of this protest, analysing the particular strategies it used to activise urban public space. The protest initially reflected a specific urban context and limited agenda—namely, the lack of affordable housing in Tel Aviv. However, as it materialised and expanded in public space, it also became more inclusive, incorporating more marginalised publics and places, addressing long-standing socio-spatial inequalities between Israel’s ‘centre’ and ‘periphery’, and advancing a message of ‘social justice’—with the noted exception of Palestinians in the Occupied Territories. The analysis of the Israeli protest foregrounds some dynamics that it shares with other ‘global’ protests in 2011, from Tahrir Square to Occupy Wall Street, pointing to the spatial politics of centrality, multiplicity and ‘media-space’, a mutually enforcing relationship between physical public space and mainstream and social media.
Cellphones provide a unique opportunity to examine how new media both reflect and affect the social world. This study suggests that people map their understanding of common social rules and dilemmas onto new technologies. Over time, these interactions create and reflect a new social landscape. Based upon a year-long observational field study and in-depth interviews, this article examines cellphone usage from two main perspectives: how social norms of interaction in public spaces change and remain the same; and how cellphones become markers for social relations and reflect tacit pre-existing power relations. Informed by Goffman's concept of cross talk and Hopper's caller hegemony, the article analyzes the modifications, innovations and violations of cellphone usage on tacit codes of social interactions.
Homelessness has been a perennial concern for sociologists. It is a confronting phenomenon that can challenge western notions of home, a discrete family unit and the ascetics and order of public space. To be without a home and to reside in public places illustrates both an intriguing way of living and some fundamental inadequacies in the functioning of society. Much homelessness research has had the consequence of isolating the ‘homeless person’ as distinct category or indeed type of individual.They are ascribed with homeless identities.The homeless identity is not simply presented as one dimensional and defining, but this imposed and ill-fitting identity is rarely informed by a close and long-term engagement with the individuals it is supposed to say something about. Drawing on a recent Australian ethnographic study with people literally without shelter, this article aims to contribute to understandings of people who are homeless by outlining some nuanced and diverse aspects of their identities. It argues that people can and do express agency in the way they enact elements of the self, and the experience of homelessness is simultaneously important and unimportant to understand this. Further, the article suggests that what is presumably known about the homeless identity is influenced by day-to-day lives that are on public display.
This essay considers public art practice in post-apartheid Cape Town within the notion of symbolic reparations—a concept deriving out of South Africa’s Trust Reconciliation Commission. The paper situates developments in public arts practice in the context of developments in cultural politics in South Africa and globally. More especially, it discusses new genre arts projects, which focus on a range of issues related to identity, space and place. The projects—the District Six Museum, District Six Sculpture Project, PTO, Y30, BLAC, Returning the Gaze, and the In Touch Poetry Bus Tour—focus on issues such as rethinking monuments, the memorialising of ‘hidden histories’, engagements with racism and the abuse of power, and the reimagining of the city. The paper asks how these contemporary and often ephemeral projects, critically engage with issues of history, geography, memory and transformation and, in so doing, mark the landscape of Cape Town, making spaces for dialogue and/or standing as poetic symbols and challenges to the inequalities of the city.
The article focuses on public open space (POS) in small Slovenian cities. It highlights the importance of planning and designing high-quality, diverse POSs, which contribute to the quality of life and urban development in cities. POS is seen as a key physical element of a city and is defined as a non-built urban space that is, under equal terms, accessible to all. The article focuses on both green areas and civic space. Results derive from a physical analysis and survey conducted during research for a doctoral dissertation. Ten small Slovenian cities are selected, where detailed physical analysis and surveys were carried out. Designing high-quality POS for everyday activities is highlighted. The results show that the inhabitants most frequently use POS when going about their everyday business. The article highlights the importance of designing various types of POS for urban development of cities.
Recent critiques of conventional poverty research have highlighted the need to move beyond the conceptual limitations of “neighborhood effects” models and the use of the tropes of “adaptation” or “resistance” to explain the behaviors and actions of the urban poor. We use ethnographic field observations and interviews with public-housing residents to address these limitations in the poverty literature, assess competing explanations of poor people’s agency, and provide insight into the importance of space as a mediating link between macrostructural constraints and locally situated behaviors. We theorize agency and identity as spatial phenomena—with spatial attributes and spatial influences—and examine how different spatial meanings and locations enable or constrain particular forms of social action and behavior. Our ethnographic and interview data depict several strategies by which residents “use space” to provide a measure of security and protection, to designate and avoid areas of criminality and drug activity, and to challenge or support the redevelopment of public housing. From these data we show that urban space is not a residual phenomenon in which social action occurs, but a constitutive dimension of social life that shapes life experiences, social conflict, and action.
