This study examines a behavioral model using latent variables of leisure involvement, place attachment, and destination loyalty among recreationists walking their dog in urban parks. A total of 928 usable questionnaires were collected. The confirmatory factor analysis and structural equation modeling were analyzed using LISREL 8.70 for Windows. Empirical results indicate that leisure involvement (i.e., attraction and self expression) and place attachment (i.e., place identity and place dependence) accurately predict the destination loyalty of recreationists walking their dogs in urban parks. Findings of this study demonstrate that the proposed behavioral model is a highly effective means of examining the causal relationships among leisure involvement, place attachment, and destination loyalty. A series of managerial implications and recommendations for further studies are drawn.
The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.
While the first part of this two-part essay portrayed the bleakness of the suburban public realm in the USA, the debate over how physical planning can contribute to making it more vibrant is the subject of this second part. Eurourbanism, or the practice of looking to European cities for a design paradigm, has been criticized on the grounds that the USA has its own distinct public realm which is either non-spatial in character or is located in 'non-traditional' public spaces, such as shopping malls, in contrast with the more 'traditional' European sites such as streets and squares. But there are questions about whether the distinctive 'American public realm' is as democratic, or can offer the diversity of experience of the 'traditional' public realm. A more recent addition to the debate has been 'new urbanism' or 'neotraditionalism', whose proponents have put forth a set of planning guidelines for suburbia by drawing on design principles embodied in the traditional American small town. The essay critically evaluates these guidelines by examining their application in two neotraditional develop- ments and proposes a research agenda to move the debate ahead.
Urban designers are interested in the environmental qualities of places that make them better for walking, not only as settings for physical activity, but also as sensorial and social settings. Research in walkability lacks qualitative studies that address the microscale analyses of the environment. This paper is an empirical examination of the relationship of the physical, land-use, and social characteristics of the environment at the microscale to people’s behavior and perceptions toward walking. Using the data from surveys and interviews, this research emphasizes the integration of user perceptions and subjective measures to understand the impact of environmental characteristics on walking behavior on Main Streets. Adding to previous research, this study demonstrates the significance of social qualities in supporting walking. The findings expand our understanding of the hierarchy and criteria of walking needs and suggest that, given a safe and comfortable setting, people look for usefulness, sense of belonging and pleasurability as additional and distinct needs to enhance their walking experience.

Visiting urban parks regularly can provide significant physical and mental health benefits for children and teenagers, but these benefits are tempered by park quality, amenities, maintenance, and safety. Therefore, planning and public health scholars have developed instruments to measure park quality, but most of these tools require costly and time consuming field surveys and only a handful focus specifically on youth. We rectify these issues by developing the QUality INdex of Parks for Youth (QUINPY) based on a robust literature review of studies on young people’s park visitation habits and an extensive validation process by academic and professional experts. Importantly, the QUINPY relies on publicly available geospatial data to measure park quality. We then successfully pilot test the QUINPY in Denver and New York City. We believe that park agencies, planning consultants, researchers, and nonprofits aiming to assess park quality will find this tool useful. The QUINPY is particularly promising given the increasing amount of publicly available geospatial data and other recent advancements in geospatial science.
In recent years, local activists in the Global North and South have been organizing to improve degraded and abandoned spaces in marginalized neighborhoods by creating parks, playgrounds, urban farms, or community gardens. This paper integrates existing knowledge on urban place attachment and sense of community with scholarship on environmental justice in order to understand the role of place attachment in environmental mobilization in distressed neighborhoods across political systems and urbanization contexts. It examines the different forms of connections that activists develop and express toward neighborhoods with long-time substandard environmental conditions and how their experience of the neighborhood shapes their engagement in environmental revitalization projects. This comparison of three neighborhoods in Barcelona, Boston, and Havana shows that activists in all three places intend for their environmental endeavors to express grief at the loss of community, fears of erasure, and emotional connection and feelings of responsibility to place. To address environmental trauma, they aim to construct nurturing, soothing, “safe havens,” recreate rootedness, and remake place for residents.
In the prevailing literature on contemporary public spaces, two contested sets of arguments become apparent: one depicts the ‘end of public space’, while the other challenges with this ‘end of public space’ discourse. Following the debates, one can ask the question of whether there has been any ideally ‘public’ or ‘inclusive’ public space ever in cities, or the inclusivity (thereby ‘publicness’) of public spaces can or may change in time based on a variety of factors. This research, addressing these questions, contributes to this ongoing discussion, first by providing a model of inclusivity for the qualitative assessment of public spaces, and second by using this model to provide an empirical analysis on the largest urban park in the historic city centre of Ankara, namely Gençlik Park (GP). After in-depth analysis of the changing inclusivity of GP from its heydays to nowadays regarding four dimensions of ‘access’, in relation with its design, manage- ment, control and use processes, as well as the contextual aspect of the inclusivity–exclusivity continuum of public–private spaces, it concludes that the ‘inclusive’ nature of public spaces might change and evolve depending on time dimension, as well as the local and global contexts within which the public space is set and bounded. Although the causes and issues regarding the inclusivity capacity of public spaces are complex – that is, ‘multiple’, ‘site-specific’ and ‘interrelated’, the continuous presence of democratic and egalitarian procedural accessibility, which embraces all segments of the public, which gives them the opportunity to raise their voices and opinions about the public spaces, and which deliberation is used as the mechanism to endure a consensual rather than authoritarian style of interaction is a requirement for generating and maintaining inclusive public spaces.
The ‘problem’ of skating has been conflated with a ‘problem’ with young people in public spaces, reflecting a rise in fear of crime from the mid-twentieth century and referencing more general questions about public space and citizenship. My task in this paper is to highlight some of the tensions between skating and urban governance in Franklin Square, Hobart, the capital city of Tasmania in Australia. This task is indebted to ideas about governance and citizenship advanced by Nikolas Rose; about the proper city as conceived by Michel de Certeau; and about fortress strategies and species of spaces promulgated by Stephen Flusty. Franklin Square functions in two ways in this work. First, its examination encourages consideration of local cases. Second, it can be deployed as a heuristic device through which to explore the edges of public space and citizenship. The essay is intended to make two contributions to social and cultural geography, one enlarging on some well-rehearsed debates about situated and contested socio-spatial relations in what I hope are innovative ways, the other unsettling particular strategies that place skaters ‘on the edge’ and yet draw them into particular domains of citizenship via specific practices of urban governance.
Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government,
variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.
Parallel to the recent rise in interest in public spaces, the proliferation of alluring, distinctive and exclusive public spaces in many post-industrial cities raises the question of how far these environments are truly ‘public’. This paper discusses the question of the ‘publicness’ of contemporary public spaces in Britain, where they have been placed at the top of the political agenda of the Labour Governments since the late- 1990s. Studying in depth the changing ‘publicness’ of the Grey’s Monument Area (GMA), a public space recently refurbished in the city centre of Newcastle upon Tyne, regarding the dimensions of ‘access’, ‘actor’ and ‘interest’, the paper seeks to show that, contrary to the wide recognition of diminishing ‘publicness’ of contemporary public spaces in urban design and planning literature, the recent refurbishment has in fact had both positive and negative impacts on the ‘publicness’ of the GMA. The paper concludes that contemporary public spaces may show different shades of ‘publicness’, in which degrees of ‘access’, ‘actor’ and ‘interest’ can vary widely, and seeks to underline the emerging trends and threats of: (i) the blurring distinction between public and private spaces, and (ii) image-led regeneration strategies dominating everyday society’s needs and civic functions of genuine ‘public’ spaces, and ultimately violating the ‘publicness’ of public realms in post-industrial cities.
Business Improvement Districts (BIDs) provide supplemental services to urban commercial corridors using funds from member assessments. They have become a very popular urban revitalization tool, but their formation is still largely unexplained. Theory implies that BIDs will form if they add to aggregate welfare and if the marginal net benefit of membership is positive. I test this for the neighborhood overall and at the BID boundary. Using unique, micro-level and longitudinal data from New York City, I employ survival analysis methods to estimate the likelihood of a neighborhood forming a BID. I then estimate the likelihood of the marginal property’s BID membership by comparing the characteristics of properties located immediately inside and outside of the BID boundaries. I find that BIDs are more likely to form when there is more commercial space over which the BID benefits can be capitalized and when there is homogeneity in service and spending preferences across properties. BIDs also tend to form in neighbor- hoods that possess signs of appreciation and growth. Generally, BIDs are more likely to form in neighbor- hoods with higher valued properties with the exception of very wealthy areas. The BID boundary, however, is comprised of relatively less valuable properties.
This article examines the relationship between immigration and urban renewal in Naples during the 1990s through the conflicting representations and uses of Piazza Garibaldi, a large piazza located in front of the city’s central railway station. As well as the hub of the city’s public transport network, since the mid-1980s this piazza has been the multifunctional space for a number of immigrant groups. Re-envisioned as the ‘gateway’ to the city’s regenerated centro storico (historic centre) during the 1990s, the piazza became a focus of public debates on security, tourism and, in particular, immigration. I examine how these issues intersected with political discourses about a renewed sense of citizenship in redefining the piazza as a strategic but problematic public space. Drawing on ethnographic fieldwork and analysis of local newspaper reports, the article looks at the ways in which the piazza has been appropriated by different immigrant groups for social and economic purposes, and how, at the same time, they have been excluded from discourses about a ‘new’ Naples.

In the 1970s, the Dutch city of Delft adopted a new residential street layout. Its fundamental concept was the antithesis of the notion of segregating pedestrians and vehicles. It emphasized integration of traffic and pedestrian activity as a positive principle for street planning. The shared street approach was later systematized by local agencies and given legal status by the national government. This new concept has drawn global attention, and similar street designs are appearing not only in Europe, but also in Japan, Australia, and Israel. The shared street concept's adaptability to different countries and societies reinforces its status as a valid, flexible choice for residential street layouts. Studies and surveys of shared streets in these countries have found considerable reductions in traffic accidents, increased social interaction and play, and a high degree of satisfaction by the residents. The available data and the successful implementation of the shared street in other countries can foster its acceptance in the United States. In particular, shared streets could be a workable alternative to the prevailing street layouts in new suburban subdivisions.

Streets have become dangerous, unlivable environments, yet most people live on them. Streets need to be redefined as sanctuaries; as livable places; as communities; as resident territory; as places for play, greenery, and local history. Neighborhoods should be protected, though not to the point of being exclusionary. The neighborhood unit, the environmental area and the Woonerf are examined as models for the protected neighborhood. The criteria for a protected neighborhood depend on acceptable speeds, volumes, noise levels, reduction of accidents, and rights-of-way for pedestrians.
This paper analyses the importance of commercial signs in contemporary cities, and explores the theoretical concepts that might be helpful in understanding the operation of commercial signage controls in historic places. The focus is on issues that cluster around theories of consumer culture, as well as on the practices of city centre management, city marketing and urban tourism. The discussion is predominantly concerned with commercial city centres because these are places where different functions and meanings coexist. They are often places where different commercial and non-commercial interests have to be managed or reconciled. City centres are also public areas where human experience is given meaning and valorised through signs, symbols and patterns of behaviour, which result from a combination of physical and symbolic factors of the built environment. In many cases, the commercial city centre
coincides with the historic core of a city, and the challenge of the local authority is to combine all functions with the preservation of historic buildings and places. At the end, this paper discusses how forms of aesthetic control over commercial signage can be applied to preserve local identity and stimulate commercial and touristic activities simultaneously.
There is growing awareness among many city councils that their downtowns or central business districts have become bland or devoid of sufficient cultural activity to attract the highly skilled, creative workforce that is seen as a prerequisite for competitive success. This paper examines a recent set of policy initiatives to have emerged from the City of Sydney Council that has explicitly sought to mitigate the negative design outcomes of earlier phases of modernist office development through the promotion of a ‘finer grain’ urbanism, based around support for small shops and services, civic spaces oriented towards pedestrians and the reinvigoration of intra-block laneways enlivened by small bars and cafes. The noted Danish urban designer Jan Gehl was an important agent in the development of these strategies, along with the success of similar policies in Melbourne, illustrating the significance of globally operative design professionals and inter-city learning. However, these policies have not gone uncontested, and the paper examines the political context that surrounds their implementation in central Sydney.
Location-aware mobile media allow users to see their locations on a map on their mobile phone screens. These applications either disclose the physical positions of known friends, or represent the locations of groups of unknown people. We call these interfaces eponymous and anonymous, respectively. This article presents our classification of eponymous and anonymous location-aware interfaces by investigating how these applications may require us to rethink our understanding of urban sociability, particularly how we coordinate and communicate in public spaces. We argue that common assumptions made about location-aware mobile media, namely their ability to increase one’s spatial awareness and to encourage one to meet more people in public spaces, might be fallacious due to pre-existing practices of sociability in the city. We explore these issues in the light of three bodies of theory: Goffman’s presentation of self in everyday life, Simmel’s ideas on sociability, and Lehtonen and Mäenpää’s concept of street sociability.
This article examines the ways in which individuals use MP3 players to shape their experiences of the London commute. To investigate MP3 listening practices, I conducted semi-structured qualitative interviews with eight DJs and ‘listeners’ living in London. I argue that MP3 players enable individuals to use music to precisely shape their experiences of space, place, others and themselves while moving through the city. In doing so, individuals experience great control as they transform urban journeys into private and pleasurable spaces. While experienced effects of MP3 player listening were similar among respondents, pre-existing relationships to music appear to relate to motivations for use. This article draws on a variety of social theorists ranging from Simmel and Adorno to Lefebvre to interrogate the experience of control MP3 users describe, and to understand the implications for the autonomy of urban inhabitants.
The focus of this paper is the strategies of civic actors in a central Tokyo neighborhood to claim a voice in managing changes to their community and creating shared meanings for neighborhood streets and public spaces. In Yanaka an active community movement has worked to protect and improve shared community spaces by celebrating them as a historic legacy and a shared community resource, investing new and more complex values and claims on shared spaces, and redefining public streets as civic spaces in their neighborhood. They assert the rights of community participation in managing urban change by creating a neighborhood constitution, organizing art events and festivals in the streets, engaging new participants in shared property rights, proposing new criteria for evaluating urban change, and telling stories of a strong and distinct community. Claiming ownership of the meaning and management of local public spaces is a political strategy of self empowerment by community groups that has been relatively successful in this case.
Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.
