The proliferation of alluring, distinctive and exclusive public spaces in many postindustrial cities raises the question of how far these environments are truly "public." Focusing on this question, this article explores the changing "publicness" of a recently redeveloped space in the city center of Newcastle upon Tyne, Britain, in relation to the dimensions of access, actor and interest. It further seeks to underline two emerging trends: the blurring of distinction between public and private spaces in the public realms of postindustrial cities; and the threat posed by image-led regeneration strategies to the everyday needs of and the civic functioning of genuine public spaces.
The success of a city’s retail core is largely dependent on the composition and organization of its merchant constituents. Not only should the price-point and products of a city’s retail align with its resident and visitor demographics, but the stores should be strategically balanced to maximize consumer spending and interest. Heritage destinations dependent on the tourism market should pay special attention to this issue, assuring their visitors a valuable shopping experience while simultaneously preserving the destination’s cultural appeal. This case study considers the rapidly evolving shopping district of Charleston, South Carolina, focusing specifically on the retail core’s recent influx of chain merchants to what was once predominantly a local main street. An historical account, paired with and an in-depth survey of merchants, is presented. The research builds upon previous studies that have considered the issue of merchant mix from the perspective of the city’s stakeholders, tourists and residents.
We investigated the influence of neighborhood built form on sense of community in Perth, Western Australia. It was hypothesized that sense of community would be stronger in individuals living in pedestrian-friendly neighborhoods. Multivariate linear regression models explored associations between walking and sense of community, with progressive adjustment for objective and perceived neighborhood characteristics. Sense of community was positively associated with walking for transport and positive perceptions of neighborhood quality, and negatively associated with residential density. The findings highlight the influence of local area perceptions on sense of community that appeared to be more important than objective environment characteristics. However, the latter may influence perceptions, and this requires investigation.
The informal sector is often seen as being composed of a lump sum of people's failures, or is defined as arising out of limitations in the formal sector itself: It is, as a consequence, looked upon as stagnant. However, the informal sector can also be seen as being constantly built upon and transformed by people 's own organised responses to given situations, often at times of crisis. This article aims to examine street vending as an informal sector activity undertaken by women in general and in the contextof Chilefrom thisperspective.Moreover,women instreetvending challenge cultural valuesandbeliefsthat reinforce the stereotypes. Thus the street as a physical and symbolic space becomes the scenario upon whichl women defy the values which reinforce their subordination.
In a context of increased urban competition, art and culture are often used by cities world-wide as tools to improve their image and make urban spaces attractive. In that process, art is—as we will argue—becoming a new urban norm, which is normalizing not only urban space and experience, but also art itself. By contributing to the pacification or securization of public spaces, art could encourage some behaviors or, on the contrary, discourage others. Reversely, this normative dimension of urban art could impact art itself, especially by redefining the limit between artistic forms that are either inclusive or exclusive, dominant or subversive. Through examples found during PhD fieldwork in Montreal and Johannesburg, we will demonstrate that this normalization of the city through art and of art through the city takes place in various urban contexts, that it questions the distinction between Northern and Southern cities, and the definition of a (global) city itself.
Existing research typically examines fear in public space from women’s perspectives. To date, environment–behavior researchers have largely overlooked men’s fear in public space, and the role of masculinity in shaping men’s perceptions of fear and safety. This paper investigates the intersections of traditional, dominant masculinity—or masculinism—and men’s fear in public space, based on interviews with 82 undergraduate men students. Masculinism features qualities such as control, competition, aggression, and physical strength. We argue that, for many men, public spaces and situations that challenge this masculinist identity may generate fear. Similarly, spaces and situations that promote feelings of safety do so, in part, by bolstering this identity. We employ the lens of masculinity to explore men’s feelings of fear of the unknown, heightened awareness and safety, fear of confrontation, and safety in numbers. Conclusions examine implications for the development of masculinity and recommendations for future research.
Homelessness has been a perennial concern for sociologists. It is a confronting phenomenon that can challenge western notions of home, a discrete family unit and the ascetics and order of public space. To be without a home and to reside in public places illustrates both an intriguing way of living and some fundamental inadequacies in the functioning of society. Much homelessness research has had the consequence of isolating the ‘homeless person’ as distinct category or indeed type of individual.They are ascribed with homeless identities.The homeless identity is not simply presented as one dimensional and defining, but this imposed and ill-fitting identity is rarely informed by a close and long-term engagement with the individuals it is supposed to say something about. Drawing on a recent Australian ethnographic study with people literally without shelter, this article aims to contribute to understandings of people who are homeless by outlining some nuanced and diverse aspects of their identities. It argues that people can and do express agency in the way they enact elements of the self, and the experience of homelessness is simultaneously important and unimportant to understand this. Further, the article suggests that what is presumably known about the homeless identity is influenced by day-to-day lives that are on public display.
The scholarly focus on the production of space necessitates a thorough reassessment of the static categories employed in the analysis of spatial processes. Emphasizing space as a process, this essay calls attention to the recent implication of Madrid’s Retiro Park in larger processes of capital accumulation. At the same time, it highlights the insufficiency of the tempting yet problematic distinction between public and private space that obtains in easy solutions to the struggles over city-space. As many critics have pointed out, there is design flaw in the idea of public space—it can never explain how a given space, such as a park, comes to be free of the ‘private’ (personal and structural) interests operating throughout its societal context. The story of the Retiro ultimately foregrounds the pivotal role of city-space in the drive for capitalist intercity-competition and suggests that the latter process is insufficiently confronted by idealized notions of the role truly ‘public’ spaces might play in radical democracy and citizenship.
This study attempts to understand the public evaluation towards elements that exist within the temporal dynamics of the cities. In particular the study explores the extent to which street vendors in Jakarta are evaluated as ‘out of place’ elements at day time and night time. The findings suggest that the users’ evaluation of street vendors as ‘out of place’ change from day time to night time. The change of users’ evaluation also varies across different urban places. In particular the study suggests that the presence of street vendors seems to be less unacceptable (out of place) at night time. Such knowledge regarding the dynamic of ‘out of place’ evaluation becomes important in making the decision about temporary urban elements in the city.
This paper explores the complex relationship between transgendered people and cities in the USA, and, in particular, their relationship with queer spaces within those cities. Some have argued that queer spaces occur at the margins of society and constitute a safe haven for LGBT oppressed by the hetero-normative nature of urban areas. Data from a survey of 149 transgendered individuals indicate that although queer spaces provide a measure of protection for gender variant people, the gendered nature of these spaces results in continued high levels of harassment and violence for this population. The author argues that the strongly gendered dimensions of these spaces suggests that a discursive revisioning of gender is needed to create more transgender friendly urban spaces.
In this essay, I paint a portrait of women in public places and their concerns with crime prevention, based on a survey of the literature and in-depth interviews with women. I argue that there is a situationally appropriate self that crime-prevention advice literature suggests women adopt and that women attempt to adopt. This situated self, however, is sometimes constrained by the general character of public places and by the particular character of the belief system that women have and that the literature recommends with regard to crime prevention. In particular, I view normative beliefs about crime prevention as a "rhetoric" that involves negative contingencies for the woman's situated self in public, including frequent reliance on others, self-profanation, and lengthy or consuming preparations.
This article argues critically that the consequences of a binary system of gender norms is experienced as a kind of gender tyranny both for those who transgress gender in their daily lives, but also for those whose lives are lived within such constraints. Feminist geographers and urban theorists have argued that space is gendered and that gendering has profound consequences for women. This article extends this analysis and shows how rigid categorizations of gender fail to include the intersexed and transgendered populations, a small and highly marginalized segment of the wider population. This article uses autoethnographic methods to illustrate the ways that those who transgress gender norms experience a tyranny of gender that shapes nearly every aspect of their public and private lives. The nature of these consequences is explored using citations from the transgender and queer literature as well as the lived experience of this tyranny by the author in a continuum of public to private spaces, including: parking lots, public restrooms, shopping malls, the workplace and the home.
People reside in homes; however, they live in neighbourhoods comprised of parks, sidewalks, restaurants, shops and other everyday places. Whether current or potential neighbourhood residents feel at home in these places remains an under theorised aspect of neighbourhood change. Rather than housing policy or real estate development, this essay explores public space as a mechanism of neighbourhood change. Drawing from ethnographic research in the Latino barrios of North Denver, It deconstructs the history of one small yet vital public space—la Raza Park. During the 1970s, this park, its pool and the many events it grounded, built community cohesion and fostered cultural identity. In 1981, city authorities went so far as to deploy a SWAT team to la Raza Park to enforce a permit violation. The following summer, they demolished its pool. North Denver is now gentrifying rapidly. This essay stitches these disparate-seeming events into a story of neighbourhood change.
Art festivals are a feature of many urban districts undergoing gentrification; they help to catalyze change by drawing a set of consumers with particular cultural interests. This article examines whether the arts produce racial exclusions by examining long-term Black and White residents’ participation in and perceptions of the monthly Last Thursday Art Walks in Portland’s gentrifying Alberta Arts District. We use surveys to measure arts participation and follow-up, in-depth interviews to understand whether long-time residents feel excluded by the arts, and if race is a factor. We find that Black residents participate less in Last Thursdays than White residents, and they often feel uncomfortable or unwelcome. We conclude that the arts-anchored symbolic economy results in racial exclusions that have little to do with differences in arts appreciation, but much to do with perceptions of people associated with the arts, and with residents’ abilities to use the arts to identify with neighborhood changes.

This article discusses successful common grounds for children public settings that enable the harmonious intermingling of children of different backgrounds, races, and ethnicities and that encourage their social interchange, play, educational development, and collaboration. Our study focused on three types of public space that tend to bring these children together: the public school, the park, and the neighborhood community center. The research employed a variety of methods to study the interaction of children 9 to 12 years of age. Field work took place at four sites in West Los Angeles, Santa Monica, and the San Fernando Valley that enjoy a high level of intermixing and have a reputation for promoting diversity. Subjects in the research included children, teachers, and administrators. The article highlights the findings of the field work and concludes with a comparative analysis of the different settings and a discussion of the environmental and programmatic attributes that contribute to their success.
There are numerous ways in which people make illegal or unauthorized alterations to urban space. This study identifies and analyzes one that has been largely ignored in social science: explicitly functional and civic-minded informal contributions that I call “do-it-yourself urban design.” The research, which began as an investigation into more “traditional” nonpermissable alterations, uncovered these cases—from homemade bike lanes and street signs to guerrilla gardens and development proposals—that are gaining visibility in many cities, yet are poorly accounted for by existing perspectives in the literature. This article examines the existing theories and evidence from interviews and other fieldwork in 14 cities in order to develop the new analytical category of DIY urban design. I present findings on the creators of these interventions, on their motivations to “improve” the built environment where they perceive government and other development actors to be failing, and on the concentration of their efforts in gentrifying areas. This introduces the possibility of conflict and complicates their impact. I argue that DIY urban design has wide-ranging implications for both local communities and broader urban policy.
This paper explores some of the more extreme tendencies in the management of public space to consider whether current policy directions, in this case in central Scotland, are driven by a desire to empower or control users of such spaces. The title of the paper is taken from the theoretical lenses provided by Neil Smith and Sharon Zukin in their differential views on trends in the management and control of public spaces. The paper focuses on two local case studies to examine the possibility that a ‘revanchist’ element is emerging in policies towards public spaces in Britain. The paper concludes that programmes designed to deal with urban and public space are a reaction to both real and perceived problems. However, there has been a privileging of a policy discourse which celebrates the displacement of social problems rather their resolution. It is argued that such a discourse cannot ultimately provide sustainable policies for the regulation of public spaces and threatens the inclusion of some users of public spaces who may not be considered to be legitimate patrons. While this does more to foster fearful than inclusive public spaces, a thorny question remains over whether some degree of exclusion is a necessary price for policies which seek to secure public space and maintain a wider quality of life.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.
Against a backdrop of widespread panic about children's safety and the unruliness of teenagers, efforts to remove young people from public space are becoming increasingly pervasive. Public space is being constructed as adult space through legal mechanisms such as curfews, which seek to curtail young people's spatial freedoms and contain them within their homes. Ostensibly motivated by a desire to reduce youth crime and victimisation, curfews reflect a contemporary preoccupation with achieving social control through the control of space. This is certainly the case in the US – the Western nation where juvenile curfews are most prevalent, despite rhetoric about the `fundamental' nature of individual freedoms. In this paper, critical discussion of the American situation provides a backdrop for considering curfews recently imposed in Paeroa and Te Kuiti, two New Zealand towns. It is contended that these curfews were as much about enforcing a particular notion of `parental responsibility' as controlling young people themselves. We conclude that a discourse of rights provides a particularly strong foundation for arguing against curfews.
This article examines the relationship between immigration and urban renewal in Naples during the 1990s through the conflicting representations and uses of Piazza Garibaldi, a large piazza located in front of the city’s central railway station. As well as the hub of the city’s public transport network, since the mid-1980s this piazza has been the multifunctional space for a number of immigrant groups. Re-envisioned as the ‘gateway’ to the city’s regenerated centro storico (historic centre) during the 1990s, the piazza became a focus of public debates on security, tourism and, in particular, immigration. I examine how these issues intersected with political discourses about a renewed sense of citizenship in redefining the piazza as a strategic but problematic public space. Drawing on ethnographic fieldwork and analysis of local newspaper reports, the article looks at the ways in which the piazza has been appropriated by different immigrant groups for social and economic purposes, and how, at the same time, they have been excluded from discourses about a ‘new’ Naples.
