This paper is based on an empirical study of users of an internet café in South east England. It picks out some of the key distinctions between internet use within domestic spaces and as a technology accessed in a public economy of consumption. The research findings are contextualized and tested against existing work on public internet access. The material derived from interviews with customers is used to explore the ways in which the internet is differently perceived, used and gendered in the public spaces of an internet café. The paper argues that public use of the internet is not just a transitional phenomenon which precedes home internet adoption. The research revealed that the internet café provided a distinct and dedicated use space which was intimately bound up in the domestic and work routines of its users.
Based primarily on an observational study, this paper addresses privately owned and managed public space at the Tjuvholmen waterfront development in Oslo. To date, no other research has been published internationally on external private-public space in a Nordic context. The four factors or processes dealt with are planning and development, design, management and, in particular, use. The main finding is that Tjuvholmen’s public spaces are characterized by ‘tightness’ and reduced publicness. As such, they share key characteristics with private-public spaces described in the literature from the US and the UK, while in some other respects they also deviate from these.
Outdoor advertising presents a unique case in that, unlike advertising in other media, an individual’s capacity to avoid exposure is inhibited. Unlike the private world of magazine and television advertising, outdoor advertising is displayed throughout public space, thus making regulation of the medium a pertinent public policy concern. The inescapable nature of outdoor advertising, compounded with the increasingly sexualised display of women within, demands that an active public policy response occurs. This paper draws from the disciplines of criminology, architecture, and feminist geography to argue that the continued sexualised portrayal of women in outdoor advertising works to illustrate and contribute to the social inclusion of men and the social exclusion of women in public space. I argue that these portrayals fuel women’s perceptions of fear and offence, and force them to limit their movements. I further suggest that such portrayals function to amplify masculine control of city spaces and reinforce women’s exclusion.
The aim of this paper is to study how women’s privacy needs are met through the physical form of public spaces in both old and new urban designs, using as a case study the city of Nablus, Palestine, which has been significantly influenced by the culture of gender separation. The findings will help develop a better understanding of the relationship between women’s privacy and the physical form of public spaces and will enhance the development of public spaces that women can use comfortably and actively to participate in the urban life. An environmental approach based on the concept of behavioural setting was used to examine women’s privacy issues in the chosen public spaces. Direct observations and questionnaires were used in the fieldwork, in addition to interviews with women and relevant people who influence the women’s privacy. Maps (GIS), sketches and SPSS techniques were used to interpret the data.
For much of the last quarter of the 20th century debates on the state of public spaces in the UK concentrated on issues of neglect and abandonment. New public spaces, increasingly developed by private developers were of equal concern, seen simultaneously as creating privatized, socially exclusive enclaves and characterless ‘anywhere’ regeneration schemes, filled with the same retail outlets, coffee shops and anonymous pieces of public art. This paper addresses this latter concern of homogenization, examining the dynamics behind it and exploring whether local diversity can thrive in the face of such pressure. The paper further reports on a research project that was conducted on a series of prominent public spaces in North East England. The results of this study suggest that the spaces studied are far from passive recipients of global processes. Not only does the quality and quantity of public space often seem to have improved in the recent past, but that long standing locally significant traditions are thriving and new ones are being developed. So, while homogenization in retailing may be significant and harmful to some traditional shopping streets, it is not necessarily damaging the social and cultural lives of the public spaces in our towns and cities to the degree that may be expected.
While the first part of this two-part essay portrayed the bleakness of the suburban public realm in the USA, the debate over how physical planning can contribute to making it more vibrant is the subject of this second part. Eurourbanism, or the practice of looking to European cities for a design paradigm, has been criticized on the grounds that the USA has its own distinct public realm which is either non-spatial in character or is located in 'non-traditional' public spaces, such as shopping malls, in contrast with the more 'traditional' European sites such as streets and squares. But there are questions about whether the distinctive 'American public realm' is as democratic, or can offer the diversity of experience of the 'traditional' public realm. A more recent addition to the debate has been 'new urbanism' or 'neotraditionalism', whose proponents have put forth a set of planning guidelines for suburbia by drawing on design principles embodied in the traditional American small town. The essay critically evaluates these guidelines by examining their application in two neotraditional develop- ments and proposes a research agenda to move the debate ahead.
This paper explores the relationship between public space and cultural politics in Hong Kong. There is a tendency to assert that public space is disappearing in the city, whether through overt control of the public sphere or the commodification of landscape. While similar views have been expressed in relation to many cities around the world, in Hong Kong these concerns are difficult to disentangle from post-colonial politics. This paper therefore situates anxieties about public space within an historical geography of the Central district. This contextual strategy is deployed to frame a contemporary case study of the imaged powerful and powerless in the city: Hong Kong Land, Central leading landlord and Filipino domestic workers who gather in Central on Sundays to enjoy their day off. It is suggested that this gathering and the political rallies it hosts disrupt normative understandings of public space by introducing a transnational element that helps us to see Hong Kong’s public spaces as contested. The paper concludes by pointing to the possibilities opened up by conceiving the public space of Central as
a cultural landscape and as a cosmopolitan space reflective of Hong Kong’s possible futures.

In the wake of the global recession, publicly funded urban development projects have reshaped Romania’s cities while transforming local governance practices. This study examines an emergent form of urban governance that is driven by the pursuit of EU and government funding and centres on large-scale spatial restructuring. During a time of severe economic decline, this form of local governance has brought about uneven development through a dramatic increase in redundant public works and urban beautification projects that serve neither the public need nor the EU’s development agenda. Seized by political patronage networks through selective and discretionary allocations of EU and public funds, public works projects have become vehicles for the extraction of public funds.
Urban public marketplaces in Global South cities host a vibrant mix of retail and wholesale trade. Yet local-to-national governments increasingly promote sanitized and privatized urban spaces by privileging modern retail outlets (malls and supermarkets) and discouraging “traditional” livelihoods (street vending and market stalls). These political decisions dramatically disrupt the public market trade that has provisioned urbanites for decades. To address this issue, this article analyzes how retailers working in the renowned Baguio City Public Market, northern Philippines, sustain their livelihoods given that Baguio City’s first phase of market redevelopment failed to meet their needs (e.g., insufficient store size and banning enterprises). Problematizing legal–illegal work and urban public space use, I argue that public marketers engage everyday and insurgent public space activism to protest their disenfranchisement. Although marketers generally have achieved selected demands, some have benefited more than others. Thus, I suggest that we consider not only marketers’ resistance but also the uneven political landscape within which they work—the power differentials among and between marketers and the state. The extent to which variously positioned marketers can realize livelihood rights highlights the unpredictability of civic engagement and “extralegality” when competing
ideologies clash over access to urban public space, legal–illegal practice, and appropriate urban provisioning.
Fear in public spaces negatively impacts women’s lives. Even when danger is low, the idea of women as endangered in public space endures—due, in part, to its centrality in the construction of gender identity for men and women. In this article, the author examines the construction of contemporary, masculine gender identities and men’s perceptions of women as fearful and endangered in public space. Through interviews with 82 male students in Irvine, California, USA, the author examines how men’s construction of masculine identities builds upon perceptions of women as fearful and endangered in Irvine public spaces. Though they regard Irvine as safe, men see women as vulnerable there. The author investigates this apparent inconsistency in light of men’s performances of two masculine identities—the youthful ‘badass’ and the chivalrous man—which depend for their construction on opposition with women as fearful. Recommendations include suggestions for continued research on the spatial construction of masculine identities.
The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.
The development and proliferation of mobile social networks have the potential to transform ways that people come together and interact in public space.These services allow new kinds of information to flow into public spaces and, as such, can rearrange social and spatial practices. Dodgeball is used as a case study of mobile social networks. Based on a year-long qualitative field study, this article explores how Dodgeball was used to facilitate social congregation in public spaces and begins to expand our understanding of traditional notions of space and social interaction. Drawing on the concept of parochial space, this article examines how ideas of mobile communication and public space are negotiated in the everyday practice and use of mobile social networks.
Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

This study examines how the availability of nature influences the use of outdoor public spaces in two Chicago public housing developments. Ninety-six observations were collected of the presence and location of trees and the presence and location of youth and adults in semiprivate spaces at one high-rise and one low-rise public housing development. Results consistently indicated that natural landscaping encourages greater use of outdoor areas by residents. Spaces with trees attracted larger groups of people, as well as more mixed groups of youth and adults, than did spaces devoid of nature. In addition, more dense groupings of trees and trees that are located close to public housing buildings attracted larger groups of people. These findings suggest that natural elements such as trees promote increased opportunities for social interactions, monitoring of outdoor areas, and supervision of children in impoverished urban neighborhoods.
Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.
The main public spaces in European cities are the focus of much attention, whereas marginal public spaces are places of neglect and decline. The concentration of disadvantaged and vulnerable groups in limited spaces creates a sense of entrapment. The social fragments that have been put next to each other in deprived neighbourhoods, either by market forces or by public planning, start to crack in public places of these neighbourhoods. On the one hand, intensive use of space by some groups excludes and intimidates others. On the other hand, the limited amount of public space is under the threat of encroachment by other demands on a finite commodity. In these places of fragmentation and competition, communication is often difficult, if not impossible, as different social groups speak different languages, have different attitudes and have different frameworks. A public space that allows this diversity to become aware of itself through free expression can be a significant asset for such a diverse population. Improving public places can improve the actual conditions of life in these neighbour- hoods, while injecting a sense of hope and a better image in the eyes of residents and the outside world. Although a key part of good governance, there is no doubt that this should be put in perspective, as one among a number of issues that need addressing.
The city of Singapore has a very short history of 185 years. However, since 1972 , Singapore has been confronting significant transformations owing to different agendas and priorities of the city government. The present morphology of the city can be best described as the accumulation of different layers, carefully controlled and manipulated by the State through planning and design. Hence, the public spaces within the city are formed as a result of the interactions among these layers. The inclusion of each layer not only shapes the physical form of the public space, but also adds a newer set of meaning by adding new functional role within the existing fabric. This article is a result of the preliminary investigation of a research project that observes the urban transformation of Singapore from 1972 to 2005 within the framework of this layered morphology. It will delve deeper to discern and identify the layers that act as the main determinant for shaping the urban public spaces in Singapore.
In this article, I seek to combine the two areas of popular cultural studies and urban social history through a study of what I call street culture, including the use of the street as a public
arena, changes in the regulation of the street and the popular response to these changes, and the redefinition of street politics during the decades immediately prior to the [Chinese] Revolution of 1911.
While public spaces in city centres still provide for the traditional uses for which they were created, today - as the example of the sidewalk cafe shows - their attraction lies more in their ability to generate individual pleasure and play.
