Public housing in the U.S. has undergone significant changes in site design and building type over the course of its 60 year history. These changes fall into three distinct stages: (1) semi-enclosed courts formed by walk-up buildings; (2) expanses of open space in sites composed of row-house, walk-up, or elevator buildings; and most recently (3) private outdoor spaces and semi-enclosed or fully enclosed courts for row-house and other low-rise buildings. The relationship of buildings to streets also changed during these periods. The terms court, open space, and street suggest the design approach adopted in each stage. This paper describes these design changes, using public housing in Newark, N.J. as a case in point. The authors explore the accompanying shifts in ideas and values expressed in the professional literature that constituted one basis for adopting the new designs. The discourse of architects, planners, and policy makers reveals changing attitudes about: residents' physical well-being, the role of "nature" in relation to the "city" and the relationship between public housing developments and the surrounding neighborhoods. Now, as current attitudes necessarily frame today's evaluation of the past and shape present design choices, it is important to understand both the ideas that led to past design preferences and those that guide contemporary ones.

Residents in a neighborhood view physical disorders as a potential incubator for negative incidents. Even though the disorders may not directly bring serious crime to the neighborhood, the poor physical conditions may affect residents in other ways, including increases in perceived physical disorder and fear of crime and decreases in neighborhood satisfaction. Focusing on the effects of physical disorder, this study examined the underlying associations between the actual upkeep, perceived upkeep, and neighborhood satisfaction using a structural equation model. The findings confirmed interrelationships be- tween factors; confirmed that as some categories of actual upkeep improved, perceived upkeep and neighborhood satisfaction improved; confirmed that as perceived upkeep improved, perceived safety from crime and neighborhood satisfaction improved; and confirmed that as perceived safety from crime improved, neighborhood satisfaction improved. The structural equation model showed that actual physical upkeep factors each had indirect effects on perceived upkeep, safety from crime, and neighborhood satisfaction.

Walking is important for the health of elderly people. Previous studies have found a relationship between neighbourhood characteristics, physical activity and related health aspects. The multivariate linear regression model presented here describes the relationships between the perceived attractiveness of streets for walking along and (physical) street characteristics. Two hundred and eighty-eight independently living elderly people (between 55 and 80 years old) participated in the study. Street characteristics were assessed along homogeneous street subsections defined as ‘links’. Positively related to perceived attractiveness of links were the following street characteristics: slopes and/or stairs, zebra crossings, trees along the route, front gardens, bus and tram stops, shops, business buildings, catering establishments, passing through parks or the city centre, and traffic volume. Litter on the street, high-rise buildings, and neighbourhood density of dwellings were negatively related to perceived link attractiveness. Overall, the results suggest that three main aspects affect perceived attractiveness of streets for walking, namely tidiness of the street, its scenic value and the presence of activity or other people along the street. The results are discussed within the context of these three aspects.

Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.

In recent years, local activists in the Global North and South have been organizing to improve degraded and abandoned spaces in marginalized neighborhoods by creating parks, playgrounds, urban farms, or community gardens. This paper integrates existing knowledge on urban place attachment and sense of community with scholarship on environmental justice in order to understand the role of place attachment in environmental mobilization in distressed neighborhoods across political systems and urbanization contexts. It examines the different forms of connections that activists develop and express toward neighborhoods with long-time substandard environmental conditions and how their experience of the neighborhood shapes their engagement in environmental revitalization projects. This comparison of three neighborhoods in Barcelona, Boston, and Havana shows that activists in all three places intend for their environmental endeavors to express grief at the loss of community, fears of erasure, and emotional connection and feelings of responsibility to place. To address environmental trauma, they aim to construct nurturing, soothing, “safe havens,” recreate rootedness, and remake place for residents.

Despite the fact that virtual environments are increasingly deployed to study the relation between urban planning, physical and social disorder, and fear of crime, their ecological validity for this type of research has not been established. This study compares the effects of similar signs of public disorder (litter, warning signs, cameras, signs of vandalism and car burglary) in an urban neighborhood and in its virtual counterpart on the subjective perception of safety and livability of the neighborhood. Participants made a walking tour through either the real or the virtual neighborhood, which was either in an orderly (baseline) state or adorned with numerous signs of public disorder. During their tour they reported the signs of disorder they noticed and the degree to which each of these affected their emotional state and feelings of personal safety. After finishing their tour they appraised the perceived safety and livability of the environment. Both in the real and in the simulated urban neighborhood, signs of disorder evoked associations with social disorder. In all conditions, neglected greenery was spontaneously reported as a sign of disorder. Disorder did not inspire concern for personal safety in reality and in the virtual environment with a realistic soundscape. However, in the absence of sound disorder compromised perceived personal safety in the virtual environment. Signs of disorder were associated with negative emotions more frequently in the virtual environment than in its real-world counterpart, particularly in the absence of sound. Also, signs of disorder degraded the perceived livability of the virtual, but not of the real neighborhood. Hence, it appears that people focus more on details in a virtual environment than in reality. We conclude that both a correction for this focusing effect and realistic soundscapes are required to make virtual environments an appropriate medium for both etiological (e.g. the effects of signs of disorder on fear of crime) and intervention (e.g. CPTED) research.

Sense-of-place writings have proliferated in recent years, yet research suffers from a relative lack of construct clarity and hypothesis testing. This research presents a model of sense of place based in conventional social psychology: cognitions, attitudes, identities, and behavioral intentions located in and fundamen- tally about place. A survey of property owners in Vilas County, Wisconsin, revealed the importance of symbolic meanings as underpinning both place satisfaction, con- ceptualized as an attitude toward a setting, and attachment, conceptualized as per- sonal identification with a setting. In turn, attachment, satisfaction, and meanings all have independent effects on willingness to engage in behaviors that maintain or enhance valued attributes of the setting.

Tourists and others who are unfamiliar with an environment may be sensitive to environmental cues when choosing their walking routes. In this study, we combined inductive and deductive approaches to evaluate walkability cues. We defined a set of walkability variables by analyzing the narratives of par- ticipants, who walked along one of 19 diverse routes. These cues were then supplemented with environmental and walkability variables from Mehrabian and Russel scales (Russel et al., 1981) and SPACES (Pikora, 2003), resulting in a total of 48 descriptors. Using the 48 descriptors, 60 diverse photos of streetscape views were rated, and we identified 14 relevant walkability corre- lates. Using principal component analysis, we identified six components that best predicted walking decisions: safety from traffic, comfort of walking area, environmental appearance, activity potential, shade and exploration. These results suggest that real walkers make more finely grained walking judgments than those measured by current, conceptualized walkability scales.

Few studies have explicitly examined the importance of cultural settings to children's environmental awareness, especially in a non-Western context. In this paper, the author reviews those studies which have drawn attention to how culture affects children's behaviour in large-scale environments and refers to an empirical study of a group of young Kenyan children which examines the relationship between environmental experience and environmental awareness. The findings are interesting for three principal reasons. First, they demonstrate that children who are without formal training and with limited access to maps are able to draw relatively sophisticated place representations and to recall their local environment in vivid terms. Secondly, these maps and place descriptions are different to those of their age-sex-counterparts from Britain, which suggests that culture influences expressive style if not cognitive ability. Thirdly, they suggest that further studies, set within other cross-cultural contexts, are needed, if the importance of culture to environmental capability is to be understood. The author argues that although geographers are well-placed to carry out this kind of investigation little geographical research on children's place relationships has been undertaken. In this sense, geographers are particularly remiss and are guilty of forgetting their 'roots.'

Streets have become dangerous, unlivable environments, yet most people live on them. Streets need to be redefined as sanctuaries; as livable places; as communities; as resident territory; as places for play, greenery, and local history. Neighborhoods should be protected, though not to the point of being exclusionary. The neighborhood unit, the environmental area and the Woonerf are examined as models for the protected neighborhood. The criteria for a protected neighborhood depend on acceptable speeds, volumes, noise levels, reduction of accidents, and rights-of-way for pedestrians.

Many people fail to achieve recommended levels of physical activity. Neighborhood parks serve as locations in which physical activity often occurs, and walking to parks provides added opportunity for leisure-time activity. The authors examine environmental characteristics of shortest pedestrian routes to parks to determine how route walkability affects park use. Using an objective environmental audit, the authors found that routes of park users were measurably more walkable than those of nonpark users and that each unit increase in total walkability score associated with a 20% increase in the likelihood of walking to the park, controlling for education and route length (odds ratio = 1.20; 95% confidence interval = [1.07, 1.34]). The most significant elements measured in- cluded route distance, traffic, neighborhood maintenance, street maintenance, safety, and aesthetics. Pedestrian scale environmental characteristics are associated with individuals’ use of neighborhoods for physical activity. Understanding these relationships can contribute to evidence-based design interventions to increase physical activity.

Definitions of environmental child friendliness offer broad criteria that are not easy to study or assess. We suggest that due to this broadness, these definitions have produced surprisingly few attempts to evaluate how child-friendly various types of physical environments are. The purpose of this study is to analyse how the structure of the built environment contributes to environmental child friendliness. We define child friendliness by two central criteria: children’s possibilities for independent mobility and their opportunities to actualize environmental affordances. We study how built environment qualities condition environmental child friendliness in place-based ways by asking children and youth in Turku, Finland, to tell about their meaningful places and their mobility to these. The data consists of over 12,000 affordances, localized by the respondents. This experiential and behavioural place-based knowledge is combined with objectively measured data on residential and building density, and quantity of green structures. Moderate urban density seems to have child-friendly characteristics such as an ability to promote independent access to meaningful places and the diversity of affordances. We find that affordances situated on residential areas are likely to be reached alone, whereas access to affordances situated in densely built urban cores is less independent. The proportion of green structures is not associated with independent access. The diversity of affordances is highest in areas that are densely populated and not very green. Green areas are important settings for doing things, and green structures around emotional affordances increase the likelihood of liking the place significantly. Combining children’s place-based experiences with information derived from objective measurable qualities of the physical environment provides a valuable methodological contribution to studies on environmental child friendliness, and the two proposed criteria of child friendliness are supported by this study. There is no one environment that is child-friendly, but different environments have different uses and meanings.

Creating “community” has long been a goal of urban planners. Although such rhetoric abounds in planning circles, what it all means is unclear. In this article, the authors review the community psychology and urban plan- ning literature, defining sense of community within the context of how the built environment might facilitate or impede it. They then present their research, which tests the effects of “main street” on sense of community in four San Francisco neighborhoods. Results indicate that respondents in neighborhoods exhibiting characteristics of a main street town (Bernal Heights and West Portal) have significantly higher sense of community than do respondents from a high-density neighborhood (Nob Hill) and from a more suburban-style city neighborhood (Sunset).

Urban designers are interested in the environmental qualities of places that make them better for walking, not only as settings for physical activity, but also as sensorial and social settings. Research in walkability lacks qualitative studies that address the microscale analyses of the environment. This paper is an empirical examination of the relationship of the physical, land-use, and social characteristics of the environment at the microscale to people’s behavior and perceptions toward walking. Using the data from surveys and interviews, this research emphasizes the integration of user perceptions and subjective measures to understand the impact of environmental characteristics on walking behavior on Main Streets. Adding to previous research, this study demonstrates the significance of social qualities in supporting walking. The findings expand our understanding of the hierarchy and criteria of walking needs and suggest that, given a safe and comfortable setting, people look for usefulness, sense of belonging and pleasurability as additional and distinct needs to enhance their walking experience.

Despite an increasing interest in issues surrounding environmental equity, much research evidence to date is based on studies adopting cross-sectional approaches which do not adequately capture the processes and mechanisms generating inequities. Longitudinal studies may better inform policy measures to remedy inequity between populations, but the few that have been undertaken have mostly been focused solely on environmental risks—ignoring access to amenities. As a case study, we adopt a longitudinal approach in this work to investigate the association between sociodemographic indicators and public
park provision over an eighteen-year period in the city of Yokohama, Japan. We show that inequities in park provision are present over the whole time period. Hedonic modelling shows that park accessibility is positively associated with house and land prices in the city. Our results suggested some, relatively weak, evidence of two causal processes: new parks are located in more affluent communities; yet new parks also appear to encourage further move-in of affluent populations. We suggest that park provision by administrative authorities in less-affluent neighbourhoods may be required to maintain equity in access
to these valuable community resources. Economic incentives, such as subsidy provision, may have a role to play to encourage park provision by developers.

Increasingly, scholars suggest thinking of the street as a social space, rather than just a channel for movement. Studies that address the relationships between social behavior and environmental quality of the street tend to separate the study of physical features from land uses and hence do not address the interrelationships between behavioral patterns and physical features of the street and its sociability. This article is an empirical examination of behavioral responses of people to the environmental quality of neighborhood commercial streets. Structured and semistructured observations are used to study stationary, lingering, and social activities on three neighborhood commercial streets. Eleven land use and physical characteristics of buildings and the street are identified based on the literature review and extensive observations. These are measured and tested to understand which characteristics support stationary, lingering, and social activities. The findings reveal that people are equally concerned with the social, land use, and physical aspects of the street. Seating provided by businesses, seating provided by the public authorities, businesses that are community places, personalized street fronts, and sidewalk width particularly contribute to stationary and social activities on neighborhood commercial streets.

Photographs of 17 urban recreation sites in Chicago and Atlanta were evaluated by college strudents (n=68) in Illinois, Georgia, and Michigan, for either perceived security, scenic quality or both. For most raters, high visibility and developed park features significantly enhanced perceived security. Scenic quality, on the other hand, was enhanced for the majority of evaluators by a high degree of naturalness and vegetation. For both perceived safety and scenic quality a small minority of raters held preferences quite different from the majority.

This study examines the extent to which specific social and environmental objectives have been achieved in the new urbanist community of Orenco Station (Portland, Oregon). House-level surveys were conducted in Orenco Station, as well as a traditional suburb and two long- established urban neighborhoods. Survey data reveal high levels of social interaction in the new urbanist community, as compared to the comparison neighborhoods. The analysis also reveals a higher level of walking, and an increase in the occasional use of mass transit, in the new urbanist community. However, the majority of residents in all four neighborhoods (including the new urbanist neighborhood) rely on single occupancy vehicles for their regular commute. In sum, this study shows that Orenco Station is very effective in achieving its social objectives, modestly effective in encouraging waling and the occasional use of mass transit–but not very effective in increasing primary reliance on mass transit for commuting.

People's engagement with public open spaces is complex and affected by different factors. The importance of people's needs differs according to their age groups. In this respect, what this article aims to unveil is the priority of needs in public open spaces across age groups. A self-administered questionnaire survey collected the opinions of 400 people aged 13 years and above using the time-interval sampling method. The results revealed that the strongest inverse relationship existed between age and social needs. This illustrated that old people are less likely to carry out social interaction with other groups or to explore public open spaces compared to younger people. In turn, old people are more concerned about their physical and environmental needs. Exploring the dichotomies between the needs of old and young people highlights the intergenerational conflicts that challenge urban designers and decision makers to ameliorate the design and management of future public open spaces.

This paper examines intermediate, semi-enclosed urban spaces and investigates the potential creation of environmental diversity when such spaces are integrated in urban design. More specifically, it focuses on the links between architectural characteristics of semi-enclosed spaces and their thermal performance. The paper identifies major types of semi-enclosed spaces and monitors their thermal performance in northern and southern Europe. The results showed that a wide range of thermal conditions, namely cooler conditions during summer and warmer conditions during winter can be experienced in both regions. Moreover, the thermal variation, which was identified, is linked with the spatial identity of each space and it is argued that the degree of enclosure as well as the orientation and the urban context are significant temperature determinants. Intermediate, semi-enclosed urban spaces should be regarded as important urban components that could increase the thermal and spatial diversity of the urban fabric and therefore contribute to a more fulfilling and comfortable environment.
