Focusing on imaginaries of the ideal city is an important method to illustrate the power of ideas, imagination, representations, and even visions, and how these dimensions influence the way in which cities are organized and lived. In this article, we argue that one current and important city imaginary in a Swedish context is the gender-equal city. In this imaginary, the gender-equal city becomes a symbol for the open, tolerant, bustling, safe city, a city aiming to attract the middle and creative classes. However, at the same time, the imaginary of the ideal, gender-equal city is highly ambiguous. The ambiguity will be discussed throughout the article. Based on present planning projects in the city of Umea in Sweden, we will discuss how the imaginary of the gender-equal city is presented, filled with meaning and used in place marketing, with the overall ambition of discussing the possibilities and pitfalls of what we call the gender-equality planning strategy. The aim of the article is to study how the city of Umeå is acting to create a gender-equal city and what kind of imaginaries these practices build on. The material consists primarily of a case study focusing on projects that aim to create an equal city, and also includes analyses of policy documents and media reports. This study illustrates how imaginaries are produced through local projects and different imaginaries provide different spaces for politicizing gendered power relations.
This paper explores some of the discursive practices through which the place meanings are formulated, warranted and, above all, contested. Drawing particularly on the work of the social psychologist Michael Billig, we present a rhetorical analysis of newspaper reports and interview accounts about the ‘development’ of a contested public space in Barcelona, known locally both as Figuera’s Well and the Hole of Shame. This analysis explores a number of rhetorically opposed constructions of the nature, purpose and appropriate beneficiaries of this place, whose implications are discussed both within the context of local power struggles and within the context of wider ideological struggles over the nature of public spaces in Barcelona. We argue that a rhetorical perspective reveals how practices of attributing meaning and value to places are often more conflict-ridden, action-oriented, and politically-charged than is implied by much research in environmental psychology. Relatedly, we argue that environmental psychologists need to complement a ‘weak’ conception of the role of conflict in the formation of public space (focused on subjective differences in environmental tastes, preferences and values) with a ‘strong’ conception of the role of conflict (focused on ideological struggles over access, equality and inclusion).

In the wake of the global recession, publicly funded urban development projects have reshaped Romania’s cities while transforming local governance practices. This study examines an emergent form of urban governance that is driven by the pursuit of EU and government funding and centres on large-scale spatial restructuring. During a time of severe economic decline, this form of local governance has brought about uneven development through a dramatic increase in redundant public works and urban beautification projects that serve neither the public need nor the EU’s development agenda. Seized by political patronage networks through selective and discretionary allocations of EU and public funds, public works projects have become vehicles for the extraction of public funds.
Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.

This article examines the aestheticization of the politics of exclusion in a suburban American community. The research for this study focuses on the relationships among landscapes, social identity, exclusion, and the aesthetic attitudes of residents of Bedford, New York. By being thoroughly aestheticized, class relations are mystified and reduced to questions of lifestyle, consumption patterns, taste, and visual pleasure. Landscapes become possessions that play an active role in the performance of elite social identities. As such, social distinction is achieved and maintained by preserving and enhancing the beauty of places such as Bedford. This aestheticizing of place is managed through highly restrictive zoning policies for residential land and by "protecting" hundreds of acres of undeveloped land as nature preserves. This article explores the role of romantic ideology, localism, antiurbanism, antimodemism, and a class-based aesthetic in the construction of "wild" nature in these preserves. We argue that, in places such as Bedford, the celebration of localism, environmental beauty, and preservation mask the interrelatedness of issues of aesthetics and class identity on the one hand and residential land shortages in the New York metropolitan region on the other. The seemingly innocent pleasure in the aesthetic appreciation of landscapes and the desire to protect nature can act as a subtle but highly effective mechanism of social exclusion and the reaffirmation of elite class identities.
Garrett Hardin's 1968 essay "The Tragedy of the Commons" famously decried the vulnerability of finite communal resources to overexploitation. Yet collective accessibility to and ownership of resources need not necessarily lead to their mismanagement or abuse; rather, the practice of sharing resources can engender positive environmental, social, economic, and political impacts. Social capital, as both the source and product of relational interactions which occur within public space, constitutes one of these benefits. This paper investigates the relationship between temporary communal spaces and social capital through a case study of the Commons project in Christchurch, New Zealand. Generated by both the space itself and the interactions that occur within it, the social capital created in and through the Commons has become a powerful symbol of recovery in a city recovering from disaster. Instead of the tragedy of the commons, therefore, this paper presents the story of the Commons of the tragedy and explores the ways in which social capital has been fostered in and through this space.

The nature of public space in contemporary society is changing. This paper uses the turmoil over People's Park in Berkeley, California, as a means for exploring changing ideas about and practices in public space. I argue that as public space is increasingly privatized or otherwise brought under greater control, possibilities for democratic action are minimized. To make this claim, I provide a brief outline of the roots of the August 1991 riots at People's Park. I then examine the role that public space plays in modern democracies, and how ideas about public space have developed dialectically with definitions of who counts as "the public." In American democracy, "the public" is constituted by private individuals. In this paper, I suggest that the presence of homeless people in public spaces raises important contradictions at the heart of this definition of "the public." Many commentators suggest that these contradictions have led to "the end of public space" in contemporary cities, or at the very least, the removal of its political functions to the "space" of electronic communication. I examine what this move means for democratic action in the city and show that material public spaces remain a necessity for (particularly) oppositional political movements. This returns us to People's Park, as these were precisely the issues that structured the riots in 1991. I conclude the paper with a sketch of where People's Park and the issues raised by the riots now stand.
Drawing on recent developments in field theory, this article analyzes the struggle for survival of São Paulo’s street vendors in the face of a massive eviction campaign. I conceive of street vending as a social field divided into two unequal categories—licensed street vendors and unlicensed street vendors—and show that responses to the campaign varied along group lines. Unlicensed peddlers either abandoned the field or drew on local networks to continue peddling under harsher conditions, whereas licensed street vendors relied on well-established ties to actors in the political field. After these ties proved ineffective, licensed street vendors survived thanks to the intervention of a non-governmental organization (NGO) that activated the judicial field and mobilized the legal capital vested in the licenses. The linkage role performed by this actor with cross-field networks and expertise shows the strategic import of interfield relations, which replicate and reinforce the unequal distribution of assets inside the field.
Scholarship in urban sociology has pointed to the reliance of city governments on ever-more market mechanisms for organizing social and economic policy. This form of governance involves prioritizing cities’ cultural and social assets for their value in a global competition of urban “brands,” each competing for new infusions of human and investment capital. At the same time, however, cities have been at the center of seemingly progressive policy efforts aimed at promoting innovation, sustainability, and creativity. These themes represent a newly dominant planning discourse in cities across the globe. While researchers have thoroughly examined how “creative classes” and “creative cities” may exclude everyday, working-class, or poor residents, new urban imaginaries focused on sustainability potentially imply less stratified urban outcomes. Analyzing two high-profile interventions in Buenos Aires, Argentina—a sustainable urban regeneration plan for the historic downtown, and the creation of an arts cluster in the impoverished south of the city—this paper argues that despite divergent narratives, creative and sustainable urban projects suggest similar policy agendas, planning assumptions, and relationships to market mechanisms. Increasingly, global policies, whose design and objectives may appear to contradict market logics, may have outcomes that further them.
This article examines the relationship between immigration and urban renewal in Naples during the 1990s through the conflicting representations and uses of Piazza Garibaldi, a large piazza located in front of the city’s central railway station. As well as the hub of the city’s public transport network, since the mid-1980s this piazza has been the multifunctional space for a number of immigrant groups. Re-envisioned as the ‘gateway’ to the city’s regenerated centro storico (historic centre) during the 1990s, the piazza became a focus of public debates on security, tourism and, in particular, immigration. I examine how these issues intersected with political discourses about a renewed sense of citizenship in redefining the piazza as a strategic but problematic public space. Drawing on ethnographic fieldwork and analysis of local newspaper reports, the article looks at the ways in which the piazza has been appropriated by different immigrant groups for social and economic purposes, and how, at the same time, they have been excluded from discourses about a ‘new’ Naples.
Previous gang research has focused primarily on the attributes of individuals who join gangs. This ecological study of violent urban youth gangs examines the social, economic, and physical organization of places where gangs locate. Our goal is to understand those features of communities that either facilitate the formation of gangs or insulate an area from gang formation. By interviewing gang members and having them map places where they came together as a sociological group to “hang out,” we study what we label as the “set space” of gangs. Our study is analogous to criminological studies of where criminal acts occur rather than of the factors that lead an individual to commit criminal acts. This study indicates that gang set space is usually a very small geographic area, much smaller than neighborhoods or even census tracts. A probability (logit) model estimates the influence of various local area attributes on the presence of violent youth gangs in census block groups. Diminished social control—in the absence of capable guardians and physical abandonment of place—and underclass features increase the likelihood of observing violent youth gangs hanging out in a particular area.
Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.
This paper proposes an essentially new theory of urban space based on information theory and the laws of optics. The use of urban space is linked to the information field generated by surrounding surfaces, and on how easily the information can be received by pedestrians. Historical building exteriors usually present a piecewise concave, fractal aspect, which optimizes visual and acoustical signals that transmit information content. Successful urban spaces also offer tactile information from local structures meant for standing and sitting. The total information field in turn determines the optimal positioning of pedestrian paths and nodes. This complex interaction between human beings and the built environment, incredibly neglected in our times, explains why so many historical urban spaces provide an emotionally nourishing environment.
Public monuments traditionally appear in high contrast to their landscapes, an effect that sets aesthetic, ideological and social distances. However, Manmale, counter-monuments, and counter-hegemonic monuments (eg the AIDS quilt, Rachael Whiteread’s House, Melbourne’s Another ViewWalking Trail, Tiananmen’s Goddess of Democracy, or Maya Lin’s Vietnam Memorial), challenge the norms of monuments in visuality, fixedness, and permanence, and suggest intricacies which mediate the interactivity of art, site and passers-by. In this paper, I consider three counter-hegemonic monuments in Vancouver, British Columbia – all installed in 1997/98 and all dealing with the issue of violence – sited within one neighbourhood. Via archival research, interviews, and extensive participant observations investigating how the monuments actually function in social memory rituals, I discovered that the characteristics of publicness in the landscapes that lay ‘beneath and before’ the monuments deeply affected their origins, designs, and current uses.
This study interprets critical stages in the changing design and landscape of urban squares, or praças, in Brazil and assesses the circumstances of their cultural-historical production. Urban squares were shaped by, and in the process contributed to and shed light on, several of the country's major social and artistic movements. The history of the square illustrates a theme of European cultural dominance, especially French, that was a product of the colonial experience and neocolonial influences which were overcome only in the twentieth century through spontaneous creative fusion with indigenous Brazilian elements.
This article illustrates how spatial/cultural representations come into being with data collected during a 7-month ethnographic study of two plazas, the Parque Central and the Plaza de la Culture in San José, the capital city of Costa Rica. The comparison of their history, physical and spatial symbolism, user activities and daily behaviors, and news reports and commentaries demonstrates how these cultural representations reflect meanings that change in response to the material conditions and social values of the historical period. Further, the analysis uncovers that moral contradictions in those meanings are expressed first in the traditional plaza setting, and then, are transformed into contradictions across both plazas.
In this article I explore how an integrated approach to the anthropological study of urban space would work ethnographically. I discuss four areas of spatial/cultural analysis—historical emergence, sociopolitical and economic structuring, patterns of social use, and experiential meanings—as a means of working out of the methodological implications of broader social construction theoretical perspectives. Two plazas in San Jose, Costa Rica, furnish ethnographic illustrations of the social mediating processes of spatial practices, symbolic meaning, and social control that provide insight into the conflicts that arise as different groups and sociopolitical forces struggle to claim and define these culturally significant public spaces.
The World Gay Pride week convened in Rome in July 2000 at the same time the Catholic Church planned on celebrating its Holy Year Jubilee. Thousands of gays came together, and by the end of the week more than 200,000 marched through the streets of Rome's historical centre. This unique event provides an opportunity to examine the causal relationship of the gay movement acquiring a political identity of its own while the city of Rome was trying to assert a `proper' identity for its public spaces. Acting in solidarity for the first time since its formation, the gay movement drew attention to the difficulties in securing unrestricted access to Rome's public spaces. Conservative sectors of society challenged the right to demonstrate, as guaranteed in Italy's Constitution, which resulted in the delay of obtaining the necessary permit. On the one hand, this revealed the existence of sectors of society not yet willing to acknowledge gay rights or even discuss gay issues in public; on the other, it helped make clear that the process for building Rome's identity is governed by a specific political design. In particular, policies for the privatisation of urban space in conjunction with discriminatory planning processes in the city's historical centre, point to tourism as a powerful tool to control urban space. Resisting this spatial marginalization the gay movement has significantly widened the scope of its social and political action in order to contest prevailing practices and trends which are shaping the city.
Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.
There is a growing body of evidence that indicates that for creating civic consciousness and sustaining urban identity and memory people need civic interaction and social reconciliation, which are promoted by public open spaces. However, in an era of globalisation, public open spaces are mostly discussed in relation to privatisation, disappearance, obsolescence and loss of place identity, leading to urban decay problems in many city centres. The aim of this study is to propose a research method for monitoring changes in place identity in public open spaces to set the right objectives and policies in the design process of these spaces for keeping them alive and for sustaining public life. In this context, a case study was conducted in Bursa’s Republic Square in Turkey, using different interpretive historical, quantitative and qualitative strategies. The main findings of the case study are that there has been a gradual decline in sense of place in recent years, although the architectural and artistic elements of the area and the name of the place are still effective in defining the identity of the area.
