The creation of public internet access facilities is one of the principal policy instruments adopted by governments in addressing ‘digital divide’ issues. The lack of plans for ongoing funding, in North America at least, suggests that this mode is regarded mainly as transitional, with private, home-based access being perceived as superior. The assumption apparently is that as domestic internet penetration rates rise, public access facilities will no longer be needed. Central to this issue are the varied characteristics of publicly provided and privately owned access sites and their implications for non-employment internet activities. What are the relative advantages and disadvantages of these two access modes? More fundamentally, how do people conceptualize public and private spaces and how does this perception influence their online activities? Finally, why do people choose one over the other, and how do they navigate between the two? This article attempts to answer these questions by drawing on data generated within the Everyday Internet Project, a ‘neighborhood ethnography’ of internet usage. It argues that the conventional view of private and public access facilities as immiscible, fixed alternatives is inadequate. Rather than ‘pure’ types, they are better understood as offering hybrid spaces whose identity and character are fluid, perceived differently by individuals in light of the activities being performed, life experiences, infrastructure and architecture. The picture emerging from our study is one where public and private access modes intertwine with each other in a variety of ways, their combination offering significant additional value for many users. From a public policy perspective, these findings suggest that if universal access is to be achieved, there is a continuing need for publicly supported broad-spectrum facilities with integrated technical support and learning opportunities, even if domestic penetration rates approach that of the telephone.

In this study we examine the spatial practices and lived experiences of an understudied subgroup, observant Muslim women of Arab descent, to explore the extent to which they experience representation and inclusion in the context of Brooklyn, New York. In an attempt to provide a more in-depth understanding of space, we utilize a phenomenological approach in which gender is central. We conceptualize our analysis based on Lefebvre’s spatial triad. The narratives of the women in this study elucidate how they interpret and navigate publicly accessible urban spaces as women marked by both ethnicity and religious difference in a multicultural city such as New York. Our study finds that the physical accessibility of public spaces, the aspect that planners tend to emphasize, matters for the observant Muslim women in this study both in ways with which planners are familiar and in other ways. The main aspects of physical accessibility that facilitated
their sense of inclusion and engagement in Bay Ridge public spaces are the ease of getting around, often called ‘walkability’ in planning circles, the extent of access to mass transit, and the types of destinations in the area. Streetlights and the openness of public spaces were also critical to participants’ lived experiences, as was the presence of a number of women wearing the Islamic headscarf. The latter enabled participants to become active actors in space because they marked a place as culturally, religiously, and socially appropriate for them. Participants’ lived experiences (representational space) in turn shaped and were shaped by the characteristics of physical space. For example, well-lit open spaces enabled their spatial engagement because this made them visible to the community and at the same time allowed them to see the community. For immigrant women the Arabic landscape of the neighborhood marked by the Arabic signage, the Arabic language being spoken, and women wearing the Islamic headscarf provided them an opportunity to communicate with other women who share their cultural and religious values (spatial practice), and thereby to experience a safe space of normalcy (representational space).

Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.

Fear in public spaces negatively impacts women’s lives. Even when danger is low, the idea of women as endangered in public space endures—due, in part, to its centrality in the construction of gender identity for men and women. In this article, the author examines the construction of contemporary, masculine gender identities and men’s perceptions of women as fearful and endangered in public space. Through interviews with 82 male students in Irvine, California, USA, the author examines how men’s construction of masculine identities builds upon perceptions of women as fearful and endangered in Irvine public spaces. Though they regard Irvine as safe, men see women as vulnerable there. The author investigates this apparent inconsistency in light of men’s performances of two masculine identities—the youthful ‘badass’ and the chivalrous man—which depend for their construction on opposition with women as fearful. Recommendations include suggestions for continued research on the spatial construction of masculine identities.

Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.

Mega-projects are usually analyzed as state-led public–private partnerships and iconic architecture aiming at branding the city and attracting tourists and global investors. This article adopts a different approach, analyzing the construction of Helsinki's Kamppi mega-project in terms of the politics of property as a process of creating and distributing rights –– property rights, development rights and use rights. Although the Kamppi project did not follow ordinary planning regulations, this did not mean that there was no regulation; on the contrary, there was more than usual, but through contracts rather than planning. Regulation through contracts denied citizens any voice and negated the celebrated provision for participation in Finland's reformed planning legislation. The Kamppi contracts also show that property rights are negotiated, alienated, compensated, struggled over and constructed. Citizens protested against the demolition of historic buildings, but overlooked the series of Kamppi contracts, which limited their rights and introduced a whole new system in which use rights are connected to ownership. Finally, the long duration of the Kamppi project meant that many people also overlooked the privatization of formerly public space.

Urban design scholars denounce the recent trend towards the privatization of US public space. Critics emphasize the negative consequences of privatized public space, tied to private ownership, an emphasis on consumption, leisure and security, a targeted audience, and controlled behaviour and design. Yet these key qualities of privatized public spaces have meaning only in the context of one's identity. The same qualities shape experiences of privatized public spaces that can be understood as constrained, as constraining or as a form of resistance, depending on one's gender, race, class and sexuality. This paper challenges the prevailing design critique by examining women's experience of privatized public spaces, drawing on interviews with 43 middle- class women and behavioural mapping in five privatized public spaces in Orange County, California. Recommendations address changes to research and practice to better reflect and accommodate diverse experiences of public space.

The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.

The importance of the nearby natural environment was studied in the context of multiple-family housing. Residents at nine sites responded to a questionnaire about the kinds of natural areas near their home and the perceived adequacy of these facilities. While the nearby environment is often relegated to the category of "amenity," the findings suggest that the availability and adequacy of nearby natural elements is of far greater significance than such a characterization implies. Furthermore, different aspects of the natural environment need to be distinguished. Large open spaces, for example, played a minor role, at best, in residents' ratings of satisfaction with various aspects of the neighborhood. Opportunities to grow plants, by contrast, were significantly related to the sense of community. The most important factors in neighborhood satisfaction, however, were the availability of nearby trees, well-landscaped grounds, and places for taking walks. The data suggest that some of the psychological satisfactions traditionally associated with home ownership may be achieved even in the multiple-family housing context through the effective use of the natural environment.

The objective was to investigate associations between features of the physical environment and neighborliness. Measures of the physical environment, including sidewalks, front porches, traffic-calming devices, bars on windows, and the presence of litter or graffiti, were collected using a systematic audit instrument in 10 neighborhoods in Portland, Oregon. Generalized linear regression models were created to model the odds of increasing neighborliness given access to the physical-environment factors of interest. The authors observed a greater probability of higher levels of neighborliness as the total number of positive physical-environment characteristics increased (cumulative odds ratio [95% confidence interval] = 1.69 [1.16, 2.45]) and the results were unchanged after controlling for race, self-reported health, perception of safety, years of neighborhood residence, age of house, market value of house, and proportion of homeowners in neighborhood. Modifiable features of the physical environment may be one mechanism through which people can enhance neighborliness.

This article examines interstices in the urban fabric using the example of two urban leftover spaces in Paris. The article first analyzes the institutional mode of treating these spaces, which explains the ‘framing’ of the interstice as a temporary functionless space. It shows how interstices are not only institutionally created and controlled, as opposed to free, but also find a functional place as a temporary margin of maneuver in a process of decay, recycling and renewal enforced by landlords, the police and maintenance teams. Second, the article examines the improvised modes of action developed by diverse people in order to use the interstice. The article looks at what happens in the gaps of urban planning, when activities find a place in the interstice not in order to transform it, and bring it back into the realm of urban places, but to take advantage of its ‘in-between’ position in the city. In practice, such activities are led by individuals who have to be ‘just passing’, because the frame (Goffman, 1974) built by landlords and their agents prevents them from taking place. Under some conditions, ‘just passing’ can give way to another type of involvement described as ‘out of frame’, which in this case, allows a group of homeless people to settle in the interstice for a more durable period of time despite heavy surveillance.

Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.

This paper investigates the growing inequality of public spaces in contemporary cities. In the era of neoliberal urbanism, stratified economic and cultural resources produce a spectrum of unevenly developed public parks, ranging from elite, privatized public spaces in wealthy districts to neglected parks in poor neighborhoods. Contemporary economic and cultural practices in public space are equally segmented, as privileged public spaces such as New York’s High Line reflect the consumption habitus of the new urban middle class, while violence, disinvestment, and revanchist policing permeate public spaces on the urban periphery. Using New York’s High Line as an archetypal neoliberal space, I trace its redevelopment from a decaying railroad viaduct to a celebrated public park. I argue that contemporary parks and public spaces are best analyzed on a continuum of privilege.

In the past five years the numbers of enclosed neighbourhoods have significantly increased in South Africa. These are existing neighbourhoods that are closed off through gates and booms across the roads. Many of these neighbourhoods are fenced or walled off as well, with a limited number of controlled entrances/exits, manned by security guards in some cases. The roads within these neighbourhoods were previously, or still are public property and in most cases the local council is still responsible for public services to the community within the enclosed neighbourhoods. In this way public urban space is privatised, whether formally or informally. I will explore the distribution of enclosed neighbourhoods in South Africa on a national scale and within two metropolitan municipalities, viz., the cities of Johannesburg and Tshwane. Then I proceed to highlight the nature and impact of these neighbourhoods on the privatisation of public space and draw on a wide basis of empirical data obtained through a national survey and in-depth case studies. Finally I will conclude with examples of lessons learnt from South Africa and how these may relate to international experience and future research on gated communities.

The promotion of quality of life is becoming ever more important in a scenario of regional, national and even international competition among cities, triggered by globalization. Public sites, and green spaces in particular, which are available in varying extent in all urban areas, can bring important benefits to urban vitality and, as a consequence, to quality of life. However, cities are intricate entities and measuring their success in converting the potential for public green space usage into increased quality of life is a difficult task. In order to contribute to the objective of assessing the potential for public green space use, and its consequences on urban vitality, we applied the Data Envelopment Analysis technique to assess a total of 174 European cities. The results detect the best performing cities, and for the cities considered inefficient, a set of benchmarks is identified, whose best practices can be copied to support efforts of performance improvement.

The article focuses on public open space (POS) in small Slovenian cities. It highlights the importance of planning and designing high-quality, diverse POSs, which contribute to the quality of life and urban development in cities. POS is seen as a key physical element of a city and is defined as a non-built urban space that is, under equal terms, accessible to all. The article focuses on both green areas and civic space. Results derive from a physical analysis and survey conducted during research for a doctoral dissertation. Ten small Slovenian cities are selected, where detailed physical analysis and surveys were carried out. Designing high-quality POS for everyday activities is highlighted. The results show that the inhabitants most frequently use POS when going about their everyday business. The article highlights the importance of designing various types of POS for urban development of cities.

The global public spaces literature has been critical of contemporary manifestations of public space on a number of grounds. This article reports on a research project that attempted to gauge the validity of these critiques through an examination of new and regenerated public spaces in London. The article introduces the dominant critiques around public space before outlining the mixed-methods approach used to interrogate them. The key findings from this work are summarised before the nature of contempo- rary public space is re-theorised in a more avowedly positive and pragmatic manner than is often the case, one that celebrates a return of a public spaces paradigm through tentatively advancing a new narrative and set of normative principles for public space generation. The work concludes that a more balanced view of public space is required, one that recognises the multiple complex types, roles and audiences for public spaces in cities today.

This article is based on a cross-national qualitative study of homeless and street-involved youth living within Olympic host cities. Synthesizing a Lefebvrian spatial analysis with Debord's concept of 'the spectacle', the article analyses the spatial experiences of homeless young people in Vancouver (host to the 2010 Winter Olympics) and draws some comparisons to London (host to the 2012 Summer Olympics). Tracing encounters with police, gentrification and Olympic infrastructure, the article assesses the experiences of homeless youth in light of claims made by Olympic proponents that the Games will 'benefit the young'. By contrast, the authors argue positive Olympic legacies for homeless and street-involved young people living within host cities are questionable.

The popularity and impact of the High Line in New York mirrors the complex reality of contemporary provision of public space. The development of the project, its relation- ship to its surroundings and the evolving trend of elevated parks are analyzed in relation to the role of urban green space and impacts of Landscape Urbanism. The High Line shows the way to a new role for urban green space by utilizing aban- doned infrastructure. In analysing the narrative of the High Line, this article stresses the importance of understanding localities and connectivity. Based on observations as well as a review of the literature and media, the article concludes that great landscaping does not create great places without careful consideration of the surrounding commu- nity and residents.

The aim of this article is to explore new ways of integrating technology, nature and infrastructures into urban public spaces. This is done through a case study, the design of General Vara del Rey, which is offered here as a model to explore a novel urban political ecology that calls into question dominant definitions of public spaces as self‐contained sites operating independently of natural and infrastructural spaces. Through the double movement of ‘the technification of public space’ and ‘the publicization of infrastructures’, the square aims to rethink the political ecology of urban public spaces by enabling the effective incorporation and participation of infrastructural and natural elements as active actors into the public and political life of the community. It is argued that the transformation of infrastructures into fully visible, public and political agents provides a useful model to address the growing proliferation of infrastructural and technological elements onto contemporary urban surfaces and to open up the possibility of new forms of civic participation and engagement.
