Informal commerce, characterized by market and street trading activities, thrives in the central areas of many Latin American cities. Focusing on the neglected spatial dimension of informal commerce, the paper traces its considerable expansion in the historic centre of Quito in Ecuador since the early 1970s and examines the issues which have prompted municipal intervention. An early municipal response involves some attempts at redistribution of informal commerce, justified by essentially functional issues such as hygiene and congestion. However, the introduction of conservation policy and the way this policy evolved to embrace a broad concern for the urban environment is associated with the emergence of an aesthetic/cultural discourse in attitudes towards informal commerce. The authorities are increasingly motivated towards ‘selling’ a new image of the historic centre and encouraging new economies oriented towards the tourist and a relatively wealthy clientele. Moves to exclude informal commerce have concentrated on the most visible spaces, particularly those of the principal squares. Although informal trade hidden from view continues to thrive, only time and further research will show whether the re‐presentation of the historic centre and the promotion of new economies will finally effect the exclusion of informal commerce as a culmination of long‐term efforts to control its occupation of space.
This article discusses how street design and traffic affect social relations in urban neighbourhoods. Three street types in the city of Basel, Switzerland were studied: a 50km/h street, a 30km/h street and three encounter zones (20km/h and pedestrian priority, also known as woonerven or home zones). The effects were measured in terms of neighbourhood interactions, use of public space and the personal feelings of belonging of residents. The study, standing in the tradition of Donald Appleyard’s liveable street research in the early 1970s, was carried out in the framework programme ‘Social Inclusion and Social Exclusion’ financed by the Swiss National Science Foundation and by the Swiss Federal Office of Sports. The results show that urban neighbourhoods are (still) very lively social places, despite their often lamented anonymity and individualisation. Streets with slow moving traffic, limited space for parking and good environmental qualities offer a large potential for personal development, contentment and social integration. Neighbourhood contacts in such streets are more frequent and more intensive and the separation effects are substantially smaller. Liveable streets in urban neighbourhoods can be great places for public life and social inclusion.

This article investigates the relationship between political identity and public space in the communities of the Colca Valley, in Peru’s rural Andes, by examining two moments in which the built environment became a medium for formatting and engaging a local indigeneity. The first is the colonial invasion, during which the reducci´on plan condensed and dispersed “unruly” native subjects around a public square and a church. The second is the contemporary moment, in which that same space is used to stage audits, evaluations, and competitions in the context of a development paradigm shifting from service provision to investing in indigeneity by financing the promotion of entrepreneurial and agricultural practices that organizations classify as typically indigenous. This article offers two arguments: (1) in the colonial era, notions of indigenous identity configured efforts to improve and regulate daily life—or, to achieve development; and (2) through changing historical contexts, the built environment is used as a medium for defining Colcan indigeneity, deploying it to generate strategic knowledge and regulatory force, and investing it with the potential for various kinds of salvation. This approach suggests that transnational paradigms do not simply “touch down,” but also, adjust and push existing dynamics through the local media at their disposal.

Problem, research strategy, and findings: Parks provide important physiological and psychological benefi ts to seniors, improving their quality of life; they are particularly important for low-income, inner-city seniors who lack access to open and green space. However, seniors do not often use parks partly because park design and programming are not responsive to their diverse needs and values. To identify what low-income, inner-city seniors seek and value in neighborhood parks, and to provide guidance to planners on how to better design senior-friendly parks, we conducted a literature review and held focus groups with 39 low-income, ethnically diverse seniors in an inner-city neighborhood in Los Angeles (CA). We asked these seniors about their preferences as well as the challenges and barriers they encounter in using neighborhood parks. Seniors report many impediments to park use; they are not provided appropriate programming that allows opportunities for socializing, safety, and security within the park and along access routes; opportunities for exercise and walking; and aesthetic and natural elements that provide contact with nature.Takeaway for practice: Park planners and designers should seek to incorporate senior voices in park design and programming in four ways by developing appropriate programming sensitive to diverse needs, accommodating the desire for �seniors-only� parks, promoting security and safety in the park and along access routes, and offering open and green space. We also fi nd the need for additional research on seniors from different racial and ethnic backgrounds.
Urban regeneration programmes in the UK over the past 20 years have increasingly focused on attracting investors, middle-class shoppers and visitors by transforming places and creating new consumption spaces. Ensuring that places are safe and are seen to be safe has taken on greater salience as these flows of income are easily disrupted by changing perceptions of fear and the threat of crime. At the same time, new technologies and policing strategies and tactics have been adopted in a number of regeneration areas which seek to establish control over these new urban spaces. Policing space is increasingly about controlling human actions through design, surveillance technologies and codes of conduct and enforcement. Regeneration agencies and the police now work in partnerships to develop their strategies. At its most extreme, this can lead to the creation of zero-tolerance, or what Smith terms ‘revanchist’, measures aimed at particular
social groups in an effort to sanitise space in the interests of capital accumulation. This paper, drawing on an examination of regeneration practices and processes in one of the UK’s fastest growing urban areas, Reading in Berkshire, assesses policing strategies and tactics in the wake of a major regeneration programme. It documents and discusses the discourses of regeneration that have developed in the town and the ways in which new urban spaces have been secured. It
argues that, whilst security concerns have become embedded in institutional discourses and practices, the implementation of security measures has been mediated, in part, by the local socio-political relations in and through which they have been developed.
Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government,
variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.

Recent work on entrepreneurial urban governance has focused on the new forms of exclusion produced by neoliberal entrepreneurial urban strategies, arguing that local forms of social–spatial organization are being dismantled through practices ranging from the privatization of urban public space to the emergence of gated communities. By exploring the role of agency amid these changing structures of constraints, this article interrogates processes of socio-spatial exclusion under entrepreneurial forms of urban governance. I argue that despite constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. I use the case of a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city's Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors who rely on public spaces for their daily survival. I use the case of the Programa to show how street vendors have struggled to remain on the streets of Mexico City's Historic Center.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.
Parallel to the recent rise in interest in public spaces, the proliferation of alluring, distinctive and exclusive public spaces in many post-industrial cities raises the question of how far these environments are truly ‘public’. This paper discusses the question of the ‘publicness’ of contemporary public spaces in Britain, where they have been placed at the top of the political agenda of the Labour Governments since the late- 1990s. Studying in depth the changing ‘publicness’ of the Grey’s Monument Area (GMA), a public space recently refurbished in the city centre of Newcastle upon Tyne, regarding the dimensions of ‘access’, ‘actor’ and ‘interest’, the paper seeks to show that, contrary to the wide recognition of diminishing ‘publicness’ of contemporary public spaces in urban design and planning literature, the recent refurbishment has in fact had both positive and negative impacts on the ‘publicness’ of the GMA. The paper concludes that contemporary public spaces may show different shades of ‘publicness’, in which degrees of ‘access’, ‘actor’ and ‘interest’ can vary widely, and seeks to underline the emerging trends and threats of: (i) the blurring distinction between public and private spaces, and (ii) image-led regeneration strategies dominating everyday society’s needs and civic functions of genuine ‘public’ spaces, and ultimately violating the ‘publicness’ of public realms in post-industrial cities.

The idea of ‘creative cities’ has gained prominence amongst urban planners and policymakers who often now find links between economic development and the ‘soft’ attributes of cities. While definitions of the ‘creative industries’ and the ‘creative class’ continue to be contested, many key urban policy actors continue to focus on developing strategic programmes and policies to boost ‘creativity’ and economic growth. In this article we review recent attempts to implement creative city ideas across five Australian state capitals. Following the analysis of interview material derived from contact with 100 key community and policymaker actors, we first develop a typology of approaches to creative city ideas: concerted action, engagement and strategic drift. We then move on to consider how the idea of the creative city provides a simultaneously criticized yet powerful organizing device that informs local strategies in relation to prosperity. Our analysis highlights a series of connected consequences around four key issues: (1) arts projects and gentrification; (2) housing affordability; (3) revanchist strands to public space management; and (4) relative rates of social investment. We find that the rhetoric of universal social potential accompanying creative city ideas continues to overlook those unable to participate in this new economy, as well as those who are more actively excluded.

Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. Privately owned public spaces are frequently criticized for diminishing the publicness of public space by restricting social interaction, constraining individual liberties, and excluding undesirable populations. This study empirically determines whether, as is commonly believed, privately owned public spaces are more controlled than publicly owned spaces. To frame our empirical work, we propose a conceptual model that identifies publicness as the interaction between the ownership, management, and uses/users of a space. We then examine the management dimension using an observation-based index to assess spatial management paradigms in publicly and privately owned spaces. We find that the use of the private sector to provide publicly accessible space leads to increased control over use, behavior, and access. Furthermore, while both publicly and privately owned public spaces tend equally to encourage public use and access, managers of privately owned spaces tend to employ more features that control behavior within those spaces. More specifically, spatial control in privately owned spaces is normally achieved through the use of surveillance and policing techniques as well as design measures that ‘code’ spaces as private. Important findings are presented for planners, policy makers, and others concerned with the future of publicly accessible spaces.
Against a backdrop of widespread panic about children's safety and the unruliness of teenagers, efforts to remove young people from public space are becoming increasingly pervasive. Public space is being constructed as adult space through legal mechanisms such as curfews, which seek to curtail young people's spatial freedoms and contain them within their homes. Ostensibly motivated by a desire to reduce youth crime and victimisation, curfews reflect a contemporary preoccupation with achieving social control through the control of space. This is certainly the case in the US – the Western nation where juvenile curfews are most prevalent, despite rhetoric about the `fundamental' nature of individual freedoms. In this paper, critical discussion of the American situation provides a backdrop for considering curfews recently imposed in Paeroa and Te Kuiti, two New Zealand towns. It is contended that these curfews were as much about enforcing a particular notion of `parental responsibility' as controlling young people themselves. We conclude that a discourse of rights provides a particularly strong foundation for arguing against curfews.
This study investigates the degree to which community can be found in Dutch neighbourhoods and attempts to explain why there is more community in some neighbourhoods than in others. We apply a perspective on community which assumes that people create communities with the expectation to realize some important well-being goals. Conditions that account for the creation of a local community are specified, i.e. the opportunity, ease, and motivation to do so. These conditions are realized when (i) neighbourhoods have more meeting places; (ii) neighbours are, given their resources and interests, motivated to invest in local relationships; (iii) neighbours have few relations outside of the neighbourhood, and (iv) neighbours are mutually interdependent. Data from the Survey of Social Networks of the Dutch on 1,007 respondents in 168 neighbourhoods are used. Results show that there is a sizeable amount of community in Dutch neighbourhoods and that all the four conditions contribute to the explanation, while interdependencies among neighbours have the strongest impact on the creation of community.
Defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal—an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space. The potential criminal perceives such a space as controlled by its residents, leaving him an intruder easily recognized and dealt with. On the one hand this is target hardening—the traditional aim of security design as provided by locksmiths. But it must also be seen in another light. In middle-class neighborhoods, the responsibility for maintaining security has largely been relegated to the police. Upper-income neighborhoods—particularly those including high-rise apartment buildings—have supplemented police with doormen, a luxury not possible in other neighborhoods. There is serious self-deception in this posture. When people begin to protect themselves as individuals and not as a community, the battle against crime is effectively lost. The indifferent crowd witnessing a violent crime is by now an American cliché. The move of middle- and upper-class population into protective high-rises and other structures of isolation—as well guarded and as carefully differentiated from the surrounding human landscape as a military post—is just as clearly a retreat into indifference. The form of buildings and their arrangement can either discourage or encourage people to take an active part in policing while they go about their daily business. “Policing” is not intended to evoke a paranoid vision but refers to the oldest concept in the Western political tradition: the responsibility of each citizen to ensure the functioning of the polis.
“Defensible space” is a surrogate term for the range of mechanisms—real and symbolic barriers, strongly defined areas of influence, and improved opportunities for surveillance—that combine to bring an environment under the control of its residents. A defensible space is a living residential environment which can be employed by inhabitants for the enhancement of their lives, while providing security for their families, neighbors, and friends. The public areas of a multi-family residential environment devoid of defensible space can make the act of going from street to apartment equivalent to running the gauntlet. The fear and uncertainty generated by living in such an environment can slowly eat away and eventually destroy the security and sanctity of the apartment unit itself. On the other hand, by grouping dwelling units to reinforce associations of mutual benefit; by delineating paths of movement; by defining areas of activity for particular users through their juxtaposition with internal living areas; and by providing for natural opportunities for visual surveillance, architects can create a clear understanding of the function of a space, and who its users are and ought to be. This, in turn, can lead residents of all income levels to adopt extremely potent territorial attitudes and policing measures, which act as strong deterrents to potential criminals.
Previous gang research has focused primarily on the attributes of individuals who join gangs. This ecological study of violent urban youth gangs examines the social, economic, and physical organization of places where gangs locate. Our goal is to understand those features of communities that either facilitate the formation of gangs or insulate an area from gang formation. By interviewing gang members and having them map places where they came together as a sociological group to “hang out,” we study what we label as the “set space” of gangs. Our study is analogous to criminological studies of where criminal acts occur rather than of the factors that lead an individual to commit criminal acts. This study indicates that gang set space is usually a very small geographic area, much smaller than neighborhoods or even census tracts. A probability (logit) model estimates the influence of various local area attributes on the presence of violent youth gangs in census block groups. Diminished social control—in the absence of capable guardians and physical abandonment of place—and underclass features increase the likelihood of observing violent youth gangs hanging out in a particular area.
This thesis sets out to examine whether incorporating local independent or small regional chain retailers and restaurants along with national chain stores in new large scale open-air retail developments can help add to a “sense of place” in these projects and thus make them more successful. New retail developments of the past two decades, often called Lifestyle Centers, Urban Entertainment Centers, Town Centers or New Main Streets, attempt through design to create a “place.” However, unlike traditional Main Streets or other locales that come to mind when thinking of distinctive “places” to shop, the tenants in these centers seem to be largely the same as those in regional malls—ubiquitous national chain stores. Due to this lack of local, unique content, these projects in many cases seem to be more a repackaging of the regional mall formula than truly successful attempts at place making. However, despite several challenges to tenanting independent businesses, some owners of new, what I refer to as, Place Making Centers have nonetheless taken a more proactive role in varying their tenant mix so as to better differentiate and reflect the local character of these projects; consciously dedicating a substantial percentage of their retail space for smaller local or regional retailers. This suggests that for some developers and projects these obstacles can be overcome, and that there is some perceived added value, place making or otherwise, to incorporating these businesses. In this thesis, I argue that place making, besides a physical act, also involves an intangible social and cognitive quality. I also assert that independent business can contribute to sense of place by contributing spaces more likely to promote social interaction and adapt over time and by providing a sense of uniqueness, rootedness and authenticity. Furthermore, the characteristics that contribute to the likelihood and/or viability of incorporating independent businesses in a project fall into three categories—owner characteristics, project financing and economics, and market characteristics. In projects that successfully overcome these obstacles, independent businesses are shown to further place making’s aim of overall and long-term value creation, suggesting that incorporation of these retailers should be strongly considered by developers of new retail formats.
