The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.
Models of urban planning after authoritarian modernism raise the question of democratic control over the city and the possibility of imagining as a collective act. The paper examines systemic hindrances to free-thinking, and thus free-acting, embedded in urban communities. Through the case study of recent work by the art collective Department of Play, it illustrates the rationale for engaging public imagination specifically via play as world-building; and it posits the potential implications and limits of such activity as an intervention into city planning processes. Interested in liminal spaces between territory, language and social affiliation, the collective advances an agenda of productive dissent in public space through play and performance. Department of Play begins from the position that we can only plan that which we imagine, and thus exists as an effort to free the public imagination from modes of thinking dictated by the capitalist context.
Throughout recent decades, socially-mixed neighborhoods have become a key element of urban policy and debate. This paper argues, with Amsterdam as an empirical case, that the design, layout and everyday use of social space—including public and private space—is of key importance in understanding the experiences and perspectives of social- mix policies amongst ‘urban practitioners’, such as planners, architects and management personnel. While the promotion of ‘liveability’, through the management of social problems, is often highlighted as a key element of social-mix policies, the findings presented indicate the degree to which the mixing of different groups according to ethnicity, race and social class presents a number of new challenges for liveability and management within both public and private space. Furthermore, it is argued that these challenges play a significant role in dictating the scale at which social mixing takes place, from the urban block to the street and at the neighbourhood level. It is concluded that a greater amount of attention is needed to such factors in understanding the dynamics of social interaction in public and private communal space when seeking to understand the everyday realities of socially- mixed neighborhoods.
This paper investigates a moment of shift in urban neoliberal governance strategies under the purview of a new municipal Chief of Government of Buenos Aires at the end of the 2000s: the introduction of a regime of public space that has had implications for the waste management sector (and particularly informal recyclers or cartoneros). I document government attempts to re-represent the city as a modern, hygienic centre that is receptive to investment and tourism, drawing on discursive framings of public space that seek to redefine legitimate users and uses of the city. Such framings are exclusionary of cartoneros and other marginalized urbanites. As with most forms of actually existing neoliberalism, this regime is contradictory and unstable, both containing and provoking challenges to its coherence. This case study of ‘actually existing neoliberalism’ in Buenos Aires encourages analytical focus on moments of shift and renewal in urban processes of neoliberalization. In this case the shift marked by the introduction of the regime of public space reveals the priorities and agendas of urban elites as championed by municipal governments, makes visible the paradoxes and contradictions inherent to neoliberal urbanisms, and also exposes openings for resistance, opposition, and renegotiation of urban neoliberal agendas (including protest, discursive reframings of the city and its uses, and the forging of indeterminate alliances).
A growing literature examines the extent to which the criminal justice system perpetuates poverty and inequality. This research examines how anti-homeless laws produce various forms of police interactions that fall short of arrest, yet have wide-ranging impacts on the urban poor. Our analysis draws on a citywide survey of currently and recently homeless people, along with 43 in-depth interviews, to examine and reveal the mechanisms through which consistent punitive interactions, including move-along orders, citations, and destruction of property, systematically limit homeless people’s access to services, housing, and jobs, while damaging their health, safety, and well-being. Our findings also suggest that anti-homeless laws and enforcement fail to reduce urban disorder, but create instead a spatial churn in which homeless people circulate between neighborhoods and police jurisdictions rather than leaving public space. We argue that these laws and their enforcement, which affected the majority of study participants, constitute a larger process of pervasive penality—consistent punitive interactions with state officials that rarely result in arrest, but that do material and psychological harm. This process not only reproduces homelessness, but also deepens racial, gender, and health inequalities among the urban poor.
