Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.

The nature of public space in contemporary society is changing. This paper uses the turmoil over People's Park in Berkeley, California, as a means for exploring changing ideas about and practices in public space. I argue that as public space is increasingly privatized or otherwise brought under greater control, possibilities for democratic action are minimized. To make this claim, I provide a brief outline of the roots of the August 1991 riots at People's Park. I then examine the role that public space plays in modern democracies, and how ideas about public space have developed dialectically with definitions of who counts as "the public." In American democracy, "the public" is constituted by private individuals. In this paper, I suggest that the presence of homeless people in public spaces raises important contradictions at the heart of this definition of "the public." Many commentators suggest that these contradictions have led to "the end of public space" in contemporary cities, or at the very least, the removal of its political functions to the "space" of electronic communication. I examine what this move means for democratic action in the city and show that material public spaces remain a necessity for (particularly) oppositional political movements. This returns us to People's Park, as these were precisely the issues that structured the riots in 1991. I conclude the paper with a sketch of where People's Park and the issues raised by the riots now stand.

Contemporary mobile-phone technology is becoming increasingly similar around the world. However, cultural differences between countries may also shape mobile-phone practices. This study examines a group of variables connected to mobile-phone use among university students in Sweden, the USA and Japan. Key cultural issues addressed are attitudes towards quiet in public space, personal use of public space and tolerance of self-expression. Measures include the appropriateness of using mobiles in various social contexts and judgments of what respondents like most and like least about having a mobile phone. Analysis revealed a number of culturally associated differences, as well as a shared conflicting attitude towards the advantages and disadvantages of reachability by mobile phone.

Bogota’s public space policy is often credited with promoting inclusionary principles. In this article, I explore critically the content of Bogota’s articulation of equality in public space policy. In so doing, I present a critical view of the work Bogota’s insistence on equality does to mediate class relations in the city, relying on deeply held conceptions of both social extremes. This results in the construction of a version of social harmony in public space that at once depoliticizes the claims to public space of subjects such as street vendors and the homeless and claims a new role for the middle class in the city. The analysis focuses on two examples of community governance schemes, documenting the logics and methods used by communities to implement official visions of equality and
justify the exclusion of street vendors and homeless people from the area. By looking at the articulation of these exclusions in local class politics through seemingly inclusionary rhetoric, the article accounts for ‘post-revanchist’ turns in contemporary urban policy, while anchoring its production in local processes of community governance.

This article discusses how urban public space impacts upon children's socialization. There are two points of view on the relationship between children and the urban neighbourhood, whether one considers the position of children in urban public space or the position of this environment in children's socialization. One can define the relationship in terms of the need to protect children against the perils of the city; this results in a spatial segregation of children into separate (play) spaces. Alternatively, one can argue that children should be able to move independently and safely through urban public space in order to make full use of the socializing opportunities offered by the city; this results in criteria for a child-friendly city. Leaving aside abstract images of the ideal neighbourhood for children, urban public space should also be considered as a co-educator. Theories of urban public space as a co-educator require empirical information about the way in which this space impacts upon existing processes of socialization and the citizenship of children. Three cases from the city of Ghent are presented to illustrate this discussion.

Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.

This paper empirically explores the management of privately owned public space. It examines 163 spaces produced through New York City’s incentive zoning programme, whereby developers provide and manage a public space in exchange for fl oor area ratio (FAR) bonuses. Developers of these bonus spaces employ a variety of management approaches, each correlating with common theories of spatial control in publicly owned spaces. However, as developer priorities are often fi scally driven, most approaches severely limit political, social and democratic functions of public space and produce a constricted defi nition of the public. As such, privately owned public spaces have deleterious effects on concepts of citizenship and representation, even as they become the new models for urban space provision and management.

In the public-space discourse Los Angeles is usually portrayed as more "anti-city" than city. Its landscape is overrun by houses, "private-public" squares and plazas, theme parks, shopping malls, and so on and lacks inclusive public places. Yet this discourse has essentially disdained to contemplate a major public space that contradicts its general thesis: the Los Angeles coast. The coast is meaningful public place in two specific senses. First, it symbolizes Los Angeles as a whole and therefore provides a basis for regional public identity. Second, Angelinos themselves take the coast seriously as a public place, and they have striven to make it inclusive in prac- tice.

Existing research typically examines fear in public space from women’s perspectives. To date, environment–behavior researchers have largely overlooked men’s fear in public space, and the role of masculinity in shaping men’s perceptions of fear and safety. This paper investigates the intersections of traditional, dominant masculinity—or masculinism—and men’s fear in public space, based on interviews with 82 undergraduate men students. Masculinism features qualities such as control, competition, aggression, and physical strength. We argue that, for many men, public spaces and situations that challenge this masculinist identity may generate fear. Similarly, spaces and situations that promote feelings of safety do so, in part, by bolstering this identity. We employ the lens of masculinity to explore men’s feelings of fear of the unknown, heightened awareness and safety, fear of confrontation, and safety in numbers. Conclusions examine implications for the development of masculinity and recommendations for future research.

Battles over public space involve conflicts of values that express themselves in planning policies as well as the built environment. However, the dominant conceptions of public space in planning practice and the academic literature support a limited range of those values. I argue that conceptions based on openness and accessibility play into a particular construction of public life that emphasises casual interactions and downplays purposive, political ones. Following a conceptual analysis of the public–private distinction, the paper offers a novel, threefold account of public space; argues that democracy requires a particular kind of publicness not recognised by the commonly accepted definition; and deploys a simple content analysis to highlight the conceptual emphases and absences in planning policy in the political heart of London. I argue that some advocates of public space are unwittingly supporting restrictive planning and design practices that limit important kinds of democratic expression.

The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.

This article deals with women's use of public space and sense of place in El Raval, a neighbourhood located in the historical center of Barcelona. Attention will be paid to discover to what degree the existence of a quality public space fosters the creation of socially meaningful places, thus contributing to the construction of women's sense of place and urban identities. A qualitative approach, based on direct observation and in-depth interviews with women living in the neighbourhood, has allowed us to capture the main aspects of the building of a sense of place and belonging, that is the use of public space and facilities, the attitude towards living in the neighbourhood, etc.

This paper explores the relationship between public space and cultural politics in Hong Kong. There is a tendency to assert that public space is disappearing in the city, whether through overt control of the public sphere or the commodification of landscape. While similar views have been expressed in relation to many cities around the world, in Hong Kong these concerns are difficult to disentangle from post-colonial politics. This paper therefore situates anxieties about public space within an historical geography of the Central district. This contextual strategy is deployed to frame a contemporary case study of the imaged powerful and powerless in the city: Hong Kong Land, Central leading landlord and Filipino domestic workers who gather in Central on Sundays to enjoy their day off. It is suggested that this gathering and the political rallies it hosts disrupt normative understandings of public space by introducing a transnational element that helps us to see Hong Kong’s public spaces as contested. The paper concludes by pointing to the possibilities opened up by conceiving the public space of Central as
a cultural landscape and as a cosmopolitan space reflective of Hong Kong’s possible futures.

Street hawking is generally considered as a "menace" or an "eyesore" that prevents the development of Mumbai as a world-class city. But this article explores the essential presence of hawkers in a city, which requires a critical understanding of the functioning of public space. The experiences of hawkers in Mumbai, as elsewhere in India, have taught them not to fear a regulatory state, but a predatory one, a state that constantly demands bribes and threatens demolition, against which a licence provides security.

This paper plots the recent changes in the uses of public space in Hanoi, Vietnam. It is argued that the economic and social changes in contemporary Vietnam have paved the way for a dramatic transformation in the ways in which streets, pavements and markets are experienced and imagined by the populace. The efflorescence of individual mobility, street-trading and public crowding around certain popular events has led to the emergence of a distinct public sphere, one which is not immune from state control and censure but which is a flagrant rebuttal of the state's appeal. The immediate struggles over space herald a new discursive arena for the contest over Vietnamese national imagery as represented in cultural heritage and public space, memorials and state-controlled events which the public are rapidly deserting. The paper concludes by suggesting that the everyday cultural practices that have created a bustling streetlife in urban Vietnam will inevitably provide the vitality and spectacle for the destabilisation of state control in a struggle for meanings in public space.

Public space is a topic of great interest for urban scholars and urban planners. Such space, like parks, sidewalks, and plazas, it is argued, can provide the common grounds where the inhabitants of a city meet, exchange ideas, even engage in a variety of cultural performances. This article reports on fieldwork about the use of public space in Shanghai today. We find a great diversity of uses, ranging from vendors who sell their wares to people who engage in heated and extensive political discussions to performers of Beijing opera and ballroom dancing. We also find that the local authorities use a light, and sometimes covert, hand in their oversight of inhabitants in such spaces. Finally, we discover that powerful social differences and inequalities between native inhabitants and working-class migrants, which have emerged during the period of economic reform and market transition, are now actively in evidence in the quality and use of public space in Shanghai. The article puts these findings within a broader theoretical context, concluding in the end that for many—though not all—inhabitants public man is alive and well in Shanghai.

Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

While research on business improvement districts (BIDs) has considered the constraints BIDs can place on the negotiation of public space and citizenship, little work has focused on the process of establishing neighborhood BIDs (NBIDs), and few scholars have examined perceptions of public space held by actual neighborhood constituents. This article analyzes a participatory mapping project and messages on a neighborhood e-mail list to compare the visions of place expressed by disempowered community members and by an NBID proposal. Our analysis illuminates how local power relations and inequalities can become inscribed in urban planning projects like NBIDs.

This paper examines how the decentralization of state power and, advent of mayoral elections in Bogota ́, Colombia, enabled municipal government, with the help of a cadre of professional planners and designers, to transform the city socially and physically by reinventing civil society and public space. Three contiguous mayoral administrations used public space as a setting and tool to reinvent a culture of citizenship as well as to demonstrate competency on behalf of the mayors. The mayors’ strategy was largely successful as Bogota ́ has experienced a move from individualism to collective spirit, and citizens report improvements in civility, friendliness and quality of life. Much of the city’s success derives from the vision of the mayors and the important role urban planners and designers provide in implementing that vision. By examining Bogota ́’s transformation, it is possible to better understand how local politicians and planning and design administrators are key to that change.
