We explore whether there is evidence of property rights among the homeless, and if so, how these rights are governed. By conducting interviews with 52 homeless people in Cape Town, we show that although the homeless are able to derive some value from assets, and can exclude other members of their community, these rights are precarious and dependent upon state agents not seizing the ‘property’ and overriding the community’s rules of the game. We demonstrate the intersectionality of claims with respect to the same physical property from the varying perspectives of the claimants involved and how this differs depending on the property. Homeless people rely on a community logic to develop rules of the game which results in the appearance of a market logic. In the absence of formal institutions effectively operating in their spaces, they have constituted social norms which provide some semblance of property rights respected intra-group.

Informal commerce, characterized by market and street trading activities, thrives in the central areas of many Latin American cities. Focusing on the neglected spatial dimension of informal commerce, the paper traces its considerable expansion in the historic centre of Quito in Ecuador since the early 1970s and examines the issues which have prompted municipal intervention. An early municipal response involves some attempts at redistribution of informal commerce, justified by essentially functional issues such as hygiene and congestion. However, the introduction of conservation policy and the way this policy evolved to embrace a broad concern for the urban environment is associated with the emergence of an aesthetic/cultural discourse in attitudes towards informal commerce. The authorities are increasingly motivated towards ‘selling’ a new image of the historic centre and encouraging new economies oriented towards the tourist and a relatively wealthy clientele. Moves to exclude informal commerce have concentrated on the most visible spaces, particularly those of the principal squares. Although informal trade hidden from view continues to thrive, only time and further research will show whether the re‐presentation of the historic centre and the promotion of new economies will finally effect the exclusion of informal commerce as a culmination of long‐term efforts to control its occupation of space.
The main public spaces in European cities are the focus of much attention, whereas marginal public spaces are places of neglect and decline. The concentration of disadvantaged and vulnerable groups in limited spaces creates a sense of entrapment. The social fragments that have been put next to each other in deprived neighbourhoods, either by market forces or by public planning, start to crack in public places of these neighbourhoods. On the one hand, intensive use of space by some groups excludes and intimidates others. On the other hand, the limited amount of public space is under the threat of encroachment by other demands on a finite commodity. In these places of fragmentation and competition, communication is often difficult, if not impossible, as different social groups speak different languages, have different attitudes and have different frameworks. A public space that allows this diversity to become aware of itself through free expression can be a significant asset for such a diverse population. Improving public places can improve the actual conditions of life in these neighbour- hoods, while injecting a sense of hope and a better image in the eyes of residents and the outside world. Although a key part of good governance, there is no doubt that this should be put in perspective, as one among a number of issues that need addressing.
Increasing amounts of information processing capacity are embedded in the environment around us. The informational landscape is both a repository of data and also increasingly communicates and processes information. No longer confined to desk tops, computers have become both mobile and also disassembled. Many everyday objects now embed computer processing power, while others are activated by passing sensors, transponders and processors. The distributed processing in the world around us is often claimed to be a pervasive or ubiquitous computing environment: a world of ambient intelligence, happening around us on the periphery of our awareness, where our environment is not a passive backdrop but an active agent in organizing daily lives. The spaces around us are now being continually forged and reforged in informational and communicative processes. It is a world where we not only think of cities but cities think of us, where the environment reflexively monitors our behaviour. This paper suggests that we need to unpack the embedded politics of this process. It outlines the three key emerging dynamics in terms of environments that learn and possess anticipation and memory, the efficacy of technological mythologies and the politics of visibility. To examine the assumptions and implications behind this the paper explores three contrasting forms of ‘sentient’ urban environments. The first addresses market-led visions of customized consumer worlds. The second explores military plans for profiling and targeting. Finally, the third looks at artistic endeavours to re-enchant and contest the urban informational landscape of urban sentience. Each, we suggest, shows a powerful dynamic of the environment tracking, predicting and recalling usage.
This article examines the effects of walkability on property values and investment returns. Walkability is the degree to which an area within walking distance of a property encourages walking for recreational or functional purposes. We use data from the National Council of Real Estate Investment Fiduciaries and Walk Score to examine the effects of walkability on the market value and investment returns of more than 4,200 office, apartment, retail and industrial properties from 2001 to 2008 in the United States. We found that, all else being equal, the benefits of greater walkability were capitalized into higher office, retail and apartment values. We found no effect on industrial properties. On a 100-point scale, a 10-point increase in walkability increased values by 1–9%, depending on property type. We also found that walkability was associated with lower cap rates and higher incomes, suggesting it has been favored in both the capital asset and building space markets. Walkability had no significant effect on historical total investment returns. All walkable property types have the potential to generate returns as good as or better than less walkable properties, as long as they are priced correctly. Developers should be willing to develop more walkable properties as long as any additional cost for more walkable locations and related development expenses do not exhaust the walkability premium.
This study explores the potentiality of markets as public space where multiple forms of sociality are enacted. Research was conducted in eight UK markets. The research revealed that markets represented a significant public and social space for different groups in the locality as a site for vibrant social encounters, for social inclusion and the care of others, for 'rubbing along' and for mediating differences. The article concludes by arguing that the social encounters and connections found in markets contradict pessimistic accounts of the decline of social association, offering a contrast to the shopping mall and providing the possibility for the inclusion of marginalised groups and for the co-mingling of differences where these are increasingly relegated to more private spheres.
This thesis sets out to examine whether incorporating local independent or small regional chain retailers and restaurants along with national chain stores in new large scale open-air retail developments can help add to a “sense of place” in these projects and thus make them more successful. New retail developments of the past two decades, often called Lifestyle Centers, Urban Entertainment Centers, Town Centers or New Main Streets, attempt through design to create a “place.” However, unlike traditional Main Streets or other locales that come to mind when thinking of distinctive “places” to shop, the tenants in these centers seem to be largely the same as those in regional malls—ubiquitous national chain stores. Due to this lack of local, unique content, these projects in many cases seem to be more a repackaging of the regional mall formula than truly successful attempts at place making. However, despite several challenges to tenanting independent businesses, some owners of new, what I refer to as, Place Making Centers have nonetheless taken a more proactive role in varying their tenant mix so as to better differentiate and reflect the local character of these projects; consciously dedicating a substantial percentage of their retail space for smaller local or regional retailers. This suggests that for some developers and projects these obstacles can be overcome, and that there is some perceived added value, place making or otherwise, to incorporating these businesses. In this thesis, I argue that place making, besides a physical act, also involves an intangible social and cognitive quality. I also assert that independent business can contribute to sense of place by contributing spaces more likely to promote social interaction and adapt over time and by providing a sense of uniqueness, rootedness and authenticity. Furthermore, the characteristics that contribute to the likelihood and/or viability of incorporating independent businesses in a project fall into three categories—owner characteristics, project financing and economics, and market characteristics. In projects that successfully overcome these obstacles, independent businesses are shown to further place making’s aim of overall and long-term value creation, suggesting that incorporation of these retailers should be strongly considered by developers of new retail formats.
Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.
Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.
The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.
Residential neighbourhoods developed using various techniques in Kathmandu by both the public and private sectors have not only provided a poor urban setting and failed to address socio‑cultural needs, but are also poor at building a community and creating links to the built environment, with the result that the planned areas lack a sense of place and the inhabitants lack a feeling of home. Although traditional neighbourhoods in the historic core area had many features of a good residential neighbourhood in the past, they are currently undergoing rapid destruction. The residents of these neighbourhoods have little awareness of these issues. The existing legal and institutional frameworks are inadequate and ineffective and cannot address these problems, and so the formulation of design guidelines, their strict implementation, and enhancement of socio‑cultural events including social networking are recommended for future residential neighbourhood development.
For much of the last quarter of the 20th century debates on the state of public spaces in the UK concentrated on issues of neglect and abandonment. New public spaces, increasingly developed by private developers were of equal concern, seen simultaneously as creating privatized, socially exclusive enclaves and characterless ‘anywhere’ regeneration schemes, filled with the same retail outlets, coffee shops and anonymous pieces of public art. This paper addresses this latter concern of homogenization, examining the dynamics behind it and exploring whether local diversity can thrive in the face of such pressure. The paper further reports on a research project that was conducted on a series of prominent public spaces in North East England. The results of this study suggest that the spaces studied are far from passive recipients of global processes. Not only does the quality and quantity of public space often seem to have improved in the recent past, but that long standing locally significant traditions are thriving and new ones are being developed. So, while homogenization in retailing may be significant and harmful to some traditional shopping streets, it is not necessarily damaging the social and cultural lives of the public spaces in our towns and cities to the degree that may be expected.
Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

In many communities tourists and residents share shopping spaces. These common areas offer a setting for understanding how the host and guest populations utilize and perceive a leisure locale at one point in the tourism lifecycle. An investigation of tourists and residents of a US city explored the use of and attitudes towards the traditional shopping district. Four segments were developed based on whether the consumer was a tourist or a local and whether this person was a heavy or light user of the shopping place. Findings demonstrate that information from these four groups enhances understanding of tourism lifecycle models.
