The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.

Internal migration within Asian countries and international migration to, within, and out of Asia have been on the rise throughout the past decades. As types and pathways of migration, migrants’ sociocultural and socioeconomic backgrounds, and their transnational and translocal trajectories become increasingly diverse, a majority of them move to cities. Diverging power geometries and relations are constantly negotiated and (re)produced in the sociospatial dialectic of the city. Through their individual and collective agency, assets, and knowledge, mobile subjects have become important agents in the (re)production of spaces in cities, whereas the socio-political and physical conditions of spaces frame their livelihoods, opportunities, and agency. Research on migrants’ agency has intensified recently, but the specific modes through which agency operates in the socio-spatial dialectic still need to be conceptualised. We develop a framework that outlines different modes through which agents and space interact. The framework is exemplified through papers on case studies from Dhaka and the Pearl River Delta (PRD) that are part of this special issue. Dhaka and the PRD have been characterised by accelerated growth throughout the past decades, particularly due to the influx of rural-to-urban migrants, but they also receive an increasing number of international migrants. We conclude that through their diverse, multi-sited, and translocal relations and activities stretching beyond the receiving cities in a context of constant transformation, migrants’ practices contribute to the emergence of a specific type of urban spaces that we delineate as transient urban spaces.

The recent flurry of research about arts‐led regeneration initiatives illuminates how contemporary arts festivals can become complicit in the production of urban inequality. But researchers rarely engage with detailed empirical examples that shed light on the contradictory role that artists sometimes play within these spectacularized events. Similar research in performance studies connects the political limits and potential of social practice arts — interventions that encourage artists and non‐artists to co‐produce work — as civic boosters strive to stage cities in order to attract investment. In this article, I explore the case study of Streetscape: Living Space at Regent Park, a participatory artistic intervention programmed in a public housing neighbourhood that is undergoing redevelopment in Toronto, Canada. Streetscape was part of the Luminato festival, an elite booster coalition‐led festival of ‘creativity’. I refer to these arts interventions to demonstrate how artists engaging in social practice arts can become complicit in naturalizing colonial gentrification processes at multiple scales. But I also reveal how artists can leverage heterogeneous arts‐led regeneration strategies to make space for ‘radical social praxis’ (Kwon, 2004), interventions that challenge hegemonic regimes. I conclude by interrogating the effectiveness of place‐based efforts in unsettling the ‘creative city’.

The socio-legal technology of licensing is one of the primary tools governments use to manage spaces and practices deemed risky or threatening to public order. Licensing requirements thus play a crucial role in shaping routine experiences in public space as well as the trajectories of emerging forms of public life. Yet licensing laws have largely been ignored in critical urban scholarship: too often concerned with the interpretation and critique of popular practices and public spaces, the mundane operations of urban governance are often left to practitioners and policy researchers. This article demonstrates how paying closer attention to licensure can provide valuable and unexpected insights into matters of social equality, urban amenity and economic opportunity. It does so through a comparative inquiry into practices of street food vending in New York City, Seattle, and Portland, Oregon. Drawing on ethnographic study and interviews, the article demonstrates how licensing can be involved in the production of quite peculiar and unjust geographies of practice, but also how shifts in popular culture can force a reconsideration of taken-for- granted laws. In conclusion, it is argued that a focus on licensing offers a productive pathway for new forms of critical urban research and provides a potential point of leverage in efforts to configure better and more democratic forms of urban public life.
Based primarily on an observational study, this paper addresses privately owned and managed public space at the Tjuvholmen waterfront development in Oslo. To date, no other research has been published internationally on external private-public space in a Nordic context. The four factors or processes dealt with are planning and development, design, management and, in particular, use. The main finding is that Tjuvholmen’s public spaces are characterized by ‘tightness’ and reduced publicness. As such, they share key characteristics with private-public spaces described in the literature from the US and the UK, while in some other respects they also deviate from these.

Strategies of localism have constituted the community as a metaphor for democracy and empowerment as part of a wider reordering of state institutions and state power. In conflating the smallest scale with increased participation, however, community localism provides a framework through which the power of sociospatial positioning might be made vulnerable to resistance and change. This paper identifies four spatial practices through which marginalised communities apply the technology of localism to challenge the limitations of their positioning and imprint promises of empowerment and democracy on space. Drawing on the work of Judith Butler, the paper theorises these practices as the incursion into the public realm of regulatory norms related to domestic and private spaces, rendering political space familiar and malleable, and suggesting that power and decision making can be brought within reach. It is argued that these spatial practices of community rehearse a more fundamental transformation of the political ordering of space than that authorised by the state strategies of localism.

This article asks whether locality and the varied resources, networks and racialized histories of local actors make a difference in the experience of immigrants and their transnational practices. Such questions are typically explored in metropolitan centers and global cities, but the present work results from an ethnographic study of a previously all‐white rural Illinois town, where the meat processing industry recruited a labor force translocally among Latin Americans and West Africans. The article reports on the experience of this rapidly diversifying town where both formal politics and the liberal‐democratic channels of citizens' participation in governance remain exclusionary. Despite this, the diverse immigrant populations have achieved a certain inclusion in public institutions and public spaces. Paying attention to the dynamics developing across immigrant groups through everyday spaces of interaction within their residential community, I argue that the kinds of mediating spaces local context offers are critical to the ability of diverse immigrant groups to renegotiate the interracial social and spatial relations they encounter in a highly contested and constrained context where a global corporation is the sole local employer.
Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.
