In this article, I seek to combine the two areas of popular cultural studies and urban social history through a study of what I call street culture, including the use of the street as a public
arena, changes in the regulation of the street and the popular response to these changes, and the redefinition of street politics during the decades immediately prior to the [Chinese] Revolution of 1911.

Mega-projects are usually analyzed as state-led public–private partnerships and iconic architecture aiming at branding the city and attracting tourists and global investors. This article adopts a different approach, analyzing the construction of Helsinki's Kamppi mega-project in terms of the politics of property as a process of creating and distributing rights –– property rights, development rights and use rights. Although the Kamppi project did not follow ordinary planning regulations, this did not mean that there was no regulation; on the contrary, there was more than usual, but through contracts rather than planning. Regulation through contracts denied citizens any voice and negated the celebrated provision for participation in Finland's reformed planning legislation. The Kamppi contracts also show that property rights are negotiated, alienated, compensated, struggled over and constructed. Citizens protested against the demolition of historic buildings, but overlooked the series of Kamppi contracts, which limited their rights and introduced a whole new system in which use rights are connected to ownership. Finally, the long duration of the Kamppi project meant that many people also overlooked the privatization of formerly public space.
Outdoor advertising presents a unique case in that, unlike advertising in other media, an individual’s capacity to avoid exposure is inhibited. Unlike the private world of magazine and television advertising, outdoor advertising is displayed throughout public space, thus making regulation of the medium a pertinent public policy concern. The inescapable nature of outdoor advertising, compounded with the increasingly sexualised display of women within, demands that an active public policy response occurs. This paper draws from the disciplines of criminology, architecture, and feminist geography to argue that the continued sexualised portrayal of women in outdoor advertising works to illustrate and contribute to the social inclusion of men and the social exclusion of women in public space. I argue that these portrayals fuel women’s perceptions of fear and offence, and force them to limit their movements. I further suggest that such portrayals function to amplify masculine control of city spaces and reinforce women’s exclusion.
All UNESCO urban World Heritage sites are strictly regulated. In Antigua, Guatemala, this includes building façades and streets, as well as the use of public places. Homeowners and building owners, however, challenge regulations by using unapproved paints, signs, and building materials. Residents modify building façades to accommodate cars and open walls to effectively blend home-based businesses with the street. At the same time, street vendors contest regulated public spaces by behaving inappropriately by selling goods on public streets rather than designated marketplaces. Rather than conceive of property owners and vendors behavior as outside and in contrast to the building and street vending regulations, I reframe their actions within what I am calling urban spatial permissiveness, a concept I derive from Roy’s (2004) theory of the unmapping—flexible regulation—of urban space. Antigua offers an ethnographic setting that shows how regulations are not always rigidly enforced but are negotiated to deal with everyday contingencies that relate to residents’ and vendors’ rights to the city (Harvey 2008). By way of conclusion I consider Foucault’s concept of governmentality as a negotiated process, in order to argue that relationships between building regulations and public space usage reveal the limits of legality and strict enforcement policies.

Current projects to upgrade public spaces in Western cities seek to produce secured space by improving safety and decrease feelings of fear, and to produce themed space by promoting urban entertainment or fantasy. This study examines how ‘fear’ and ‘fantasy’ influence urban design and management of two public spaces in Rotterdam, the Netherlands. It traces social antecedents for the development of secured and themed public space, such as a growing differentiation of urban lifestyles, and proposes a new technique for analysing public spaces. The case studies differ in design and management: one is secured, the other themed. However, each secured space contains an element of ‘fantasy’, and each themed space an element of ‘fear’.
This paper explores some of the more extreme tendencies in the management of public space to consider whether current policy directions, in this case in central Scotland, are driven by a desire to empower or control users of such spaces. The title of the paper is taken from the theoretical lenses provided by Neil Smith and Sharon Zukin in their differential views on trends in the management and control of public spaces. The paper focuses on two local case studies to examine the possibility that a ‘revanchist’ element is emerging in policies towards public spaces in Britain. The paper concludes that programmes designed to deal with urban and public space are a reaction to both real and perceived problems. However, there has been a privileging of a policy discourse which celebrates the displacement of social problems rather their resolution. It is argued that such a discourse cannot ultimately provide sustainable policies for the regulation of public spaces and threatens the inclusion of some users of public spaces who may not be considered to be legitimate patrons. While this does more to foster fearful than inclusive public spaces, a thorny question remains over whether some degree of exclusion is a necessary price for policies which seek to secure public space and maintain a wider quality of life.
The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.
Public space plays an important role in sustaining the public realm. There is a renewed interest in public space with a growing belief that while modern societies no longer depend on the town square or the piazza for basic needs, good public space is required for the social and psychological health of modern communities. New public spaces are emerging around the world and old public space typologies are being retrofitted to contemporary needs. Good public space is responsive, democratic and meaningful. However, few comprehensive instruments exist to measure the quality of public space. Based on an extensive review of literature and empirical work, this paper creates a public space index to assess the quality of public space by empirically evaluating its inclusiveness, meaningfulness, safety, comfort and pleasurability. Four public spaces in downtown Tampa, Florida, are examined using the index and several applications for public space planners, designers and managers are suggested.
There are a series of discrete but related critiques of the contemporary public space situation, and it was these that the first part of this paper identified and organized. These drew on different scholarly traditions to highlight the key tensions at the heart of the contemporary public space debate. It revealed that critiques of public space could broadly be placed into two camps: those who argue that public space is over-managed, and those who argue that it is under-managed. This second part of the paper begins by arguing that both over and under-management critiques result in the same end, a homogenization of public space, although these outcomes may not be as stark as many of the critics would have us believe. What is clear is that the critiques reveal a range of public space types and means of classification. These are used in a final section of this paper to suggest a new typology of public space, one based on how public space is managed.
Discussions of public space and the public have become complicated in recent years. This article seeks to bring some clarity to these discussions by examining where participants in public space debates ‘locate’ the public – those spheres or realms where participants believe a public is constituted and where public interest is found. To identify the ways in which public space is conceptualized and located, we analyze the literature on public space, interviews with scholars actively involved in public space research, and interviews with participants in a series of public space controversies in the USA. We find that differing definitions of ‘the public’ that underlie these conceptualizations are rooted in strongly held political orientations and normative visions of democracy. But we also find that there is considerable overlap in how participants frame their understandings of publicity, and thus there is a basis for more thorough debate and even transformation of policy and practice.

This article focuses on the dynamics between migrant street vendors and public security forces and the complex social production of urban public space in Guangzhou. As an answer to daily contestation of public order, security agencies reluctantly open flexible windows of business opportunities to hawkers. Zones and periods of control, ‘soft’ approaches, and categories of ethnic belonging influence everyday governance and accessibility of public space. This results in a transient public space, fluid and continuously changing, which offers a new perspective on openness and functioning of public space in urban China.

How can the connection between public space and sense of community be evaluated? This paper asserts that, as a starting point, the measurement of the physical dimension of public space must be accomplished. Conceptually, the translation between public space and building sense of community, here defined as "the sense of belongingness, fellowship, 'we-ness,' identity, etc., experienced in the context of a [geographically based] collective" (Buckner, 1988:773),1 is seen as consisting of three interrelated dimensions. This paper describes the first dimension, the physical characteristics of public space, by offering a methodology for measuring public space differentials at the neighborhood level. Analysis of public space will thus be facilitated by a better characterization of the public domain: how does one neighborhood have "more" public space than another, constituting what some might view as a superior public realm? The method offered in this paper utilizes a particular vocabulary designed to measure aspects of the public realm which are seen, theoretically, as contributing to increased resident interaction and sense of community. The method builds on the work of Owens (1993) and Southworth and Owens (1993) to provide a practical measure of the "public realm." The goal is to facilitate the discussion of the use, meaning, and role of public space by delineating, in pragmatic terms, the geographic dimension of public life and how it varies from one neighborhood to the next. The basis of this differentiation are the public space design components embedded in new urbanist theory.
This paper explores the question what kind of educational work can be done in attempts to reclaim or reinvigorate the public sphere. Through a discussion of the intersection of public sphere and public space, it engages with the work of Hannah Arendt in order to outline a conception of the public sphere as a space for civic action based on distance and the conservation of a degree strangeness rather than on commonality and common identity. The discussion of the educational work that can be done to support the public quality of common spaces and places focuses on three interpretations of the idea of public pedagogy: that of public pedagogy as a pedagogy for the public, that of public pedagogy as a pedagogy of the public and that of public pedagogy as the enactment of a concern for the public quality of human togetherness. The latter form of public pedagogy neither teaches nor erases the political by bringing it under a regime of learning, but rather opens up the possibility for forms of human togetherness through which freedom can appear, that is forms of human togetherness which contribute to the ‘becoming public’ of spaces and places.
A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”
This research, which uses an intersectional feminist methodological approach, explores the relationships and intersections among women, public urban space, and bicycling, and the gendered processes through which the use of space is claimed, negotiated, and constrained. It builds on the existing scholarship on the gendered nature of public space, and uniquely uses bicycling as the site of inquiry. Drawing primarily from interviews with women cyclists in Chicago, this article explores how gender and other social identities are constructed, challenged, and constituted through an interaction with public space, urban processes and structures, and societal expectations and attitudes. It brings to the forefront and centers these narratives and empirically contextualizes them by linking the scholarship on the gendered (and raced, classed, and sexualized) nature of public space with the scholarship on women’s participation rates and barriers to bicycling. This research examines, through the everyday lived experiences of bicyclists and their multiple subject positions and privileges, how the gendered nature of public space affects the participation and experiences of women cyclists; how public space is negotiated and constrained; and how gender can be both (re)produced and challenged in and through urban space via women bicyclists’ actions. In particular, the research findings explore how women bicyclists must demand and negotiate public space; how their movement and activities are constrained in public space; how gender roles and social reproduction issues intersect with bicycling; and how social, quasi-advocacy group bicycle rides are used as a strategy, with mixed results, to address barriers to women bicyclists’ mobility.

The global public spaces literature has been critical of contemporary manifestations of public space on a number of grounds. This article reports on a research project that attempted to gauge the validity of these critiques through an examination of new and regenerated public spaces in London. The article introduces the dominant critiques around public space before outlining the mixed-methods approach used to interrogate them. The key findings from this work are summarised before the nature of contempo- rary public space is re-theorised in a more avowedly positive and pragmatic manner than is often the case, one that celebrates a return of a public spaces paradigm through tentatively advancing a new narrative and set of normative principles for public space generation. The work concludes that a more balanced view of public space is required, one that recognises the multiple complex types, roles and audiences for public spaces in cities today.
Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.
