Although informality is typically associated with developing countries, this article argues that informal activities are an integral part of U.S. cities and should be addressed in planning curricula. It focuses on planning education and suggests a possible course, which includes a seminar covering academic literature on informality in both developing and developed countries, and fieldwork-based, case study research by students. It also suggests that the course can be an important avenue for students to understand inequality and poverty and an excellent method for preparing them to think about institutions and regulations in complex and sophisticated ways.
The article focuses on the relationship between street vendors and local authorities in Bangkok. We examine the goals, the means, and the effects of everyday regulation of street vending. We document how the district administration produces and maintains informality by creating a parallel set of rules where street vendors enjoy negligible rents and little competition. We provide detailed empirical evidence on earnings, rents, fines, and rules regarding commercial real estate. The district administration’s policy of “managed informality” results in a situation where more established informal vendors control less established ones. We hypothesize in the conclusion that the district administration’s parallel legal system adjusts to the population’s expectations in a political system where the law has little popular support.
Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government,
variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.
The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.

This is a study of Istanbul's periodic bazaars and an attempt to place them in the context of contestation over urban space, urban poverty and informality. The periodic bazaars in the city are either disappearing or being moved to the outskirts. These trends reflect and reproduce spatial unevenness in the city, manifesting new forms of social exclusion and polarization. The city's increasingly commodified urban space has become an arena of social and economic contestation. We address these questions by focusing on the story of the relocation of one of Istanbul's most popular periodic bazaars, the Tuesday bazaar in Kadıköy. Our analysis reveals that the relocation and reorganization of bazaars in Istanbul in the 2000s have largely been driven by rising real‐estate prices in the city: land has simply become too precious a commodity to be left to the bazaaris. Furthermore, in the context of a pervasive neoliberal discourse on urban renewal and modernization that promotes the notion of a hygienic city, the bazaaris, it seems, have become the new undesirables of the urban landscape, leaving them under double siege from the commodification of public land and from spatially defined social exclusion.
The paper explores the extent to which inhabitants of Abu Dhabi find ways circumvent official notions of order as it pertains to the use of open public spaces in the city. To that effect, the study focuses on informal modes of urbanity examining and mapping various forms of informal activities that still persist in the city. The study relies on field research carried out in Abu Dhabi's central area, content analysis of media reports, and interviews with officials and city residents. This will be contextualized and situated within the overall urban development Abu Dhabi. These contemporary modes of informal urbanism will be mapped through a survey of the city's public spaces. A series of vignettes offers a portrayal of the diverse ways in which residents have constructed an alternative order. The overall aim is to construct a 'narrative of informality'—a view from below offering a more substantive assessment of people's interaction with, and relation to, the built environment. The paper begins with a theoretical framework aiming at situating the study within the overall discourse known as 'informal urbanism' the study of the everyday which, while prevalent to various degrees within urban theory, has been receiving renewed emphasis. The overall value for mapping activities both at the level of urban theory and for the urban development of Dhabi is discussed in the conclusion.
Drawing on recent developments in field theory, this article analyzes the struggle for survival of São Paulo’s street vendors in the face of a massive eviction campaign. I conceive of street vending as a social field divided into two unequal categories—licensed street vendors and unlicensed street vendors—and show that responses to the campaign varied along group lines. Unlicensed peddlers either abandoned the field or drew on local networks to continue peddling under harsher conditions, whereas licensed street vendors relied on well-established ties to actors in the political field. After these ties proved ineffective, licensed street vendors survived thanks to the intervention of a non-governmental organization (NGO) that activated the judicial field and mobilized the legal capital vested in the licenses. The linkage role performed by this actor with cross-field networks and expertise shows the strategic import of interfield relations, which replicate and reinforce the unequal distribution of assets inside the field.
