Women's use of public space has been the subject of much recent research. Existing theory in environment-behavior studies is inadequate to explain these findings. This paper proposes the adoption of the feminist theory of the 'ethic of care' to synthesize and explain much existing research on women's experience of public space. The ethic of care is a model of moral development in which the highest moral imperative requires taking care of needs and sustaining relationships. This paper examines how the ethic of care creates constraints for women's use of public space, by encouraging women to put others first and by reinforcing women's primary responsibility for care-giving. The ethic of care constrains women's use of public space through the association of women with low status `caring' occupations, and through actions that extend restrictive caring to women. At the same time, through women's use of public space, the ethic of care generates possibilities for women to give and receive care from others and themselves, and creates possibilities for extending care to encompass public spaces. The ethic of care is explored in detail in light of two areas of environment-behavior research on women and public spaces: preference and fear of crime. In conclusion, the paper advocates the ethic of care as a framework for future activism, design, and scholarship concerning public spaces.

Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.

Outdoor advertising presents a unique case in that, unlike advertising in other media, an individual’s capacity to avoid exposure is inhibited. Unlike the private world of magazine and television advertising, outdoor advertising is displayed throughout public space, thus making regulation of the medium a pertinent public policy concern. The inescapable nature of outdoor advertising, compounded with the increasingly sexualised display of women within, demands that an active public policy response occurs. This paper draws from the disciplines of criminology, architecture, and feminist geography to argue that the continued sexualised portrayal of women in outdoor advertising works to illustrate and contribute to the social inclusion of men and the social exclusion of women in public space. I argue that these portrayals fuel women’s perceptions of fear and offence, and force them to limit their movements. I further suggest that such portrayals function to amplify masculine control of city spaces and reinforce women’s exclusion.

Fear in public spaces negatively impacts women’s lives. Even when danger is low, the idea of women as endangered in public space endures—due, in part, to its centrality in the construction of gender identity for men and women. In this article, the author examines the construction of contemporary, masculine gender identities and men’s perceptions of women as fearful and endangered in public space. Through interviews with 82 male students in Irvine, California, USA, the author examines how men’s construction of masculine identities builds upon perceptions of women as fearful and endangered in Irvine public spaces. Though they regard Irvine as safe, men see women as vulnerable there. The author investigates this apparent inconsistency in light of men’s performances of two masculine identities—the youthful ‘badass’ and the chivalrous man—which depend for their construction on opposition with women as fearful. Recommendations include suggestions for continued research on the spatial construction of masculine identities.

The aim of this paper is to study how women’s privacy needs are met through the physical form of public spaces in both old and new urban designs, using as a case study the city of Nablus, Palestine, which has been significantly influenced by the culture of gender separation. The findings will help develop a better understanding of the relationship between women’s privacy and the physical form of public spaces and will enhance the development of public spaces that women can use comfortably and actively to participate in the urban life. An environmental approach based on the concept of behavioural setting was used to examine women’s privacy issues in the chosen public spaces. Direct observations and questionnaires were used in the fieldwork, in addition to interviews with women and relevant people who influence the women’s privacy. Maps (GIS), sketches and SPSS techniques were used to interpret the data.

This article deals with women's use of public space and sense of place in El Raval, a neighbourhood located in the historical center of Barcelona. Attention will be paid to discover to what degree the existence of a quality public space fosters the creation of socially meaningful places, thus contributing to the construction of women's sense of place and urban identities. A qualitative approach, based on direct observation and in-depth interviews with women living in the neighbourhood, has allowed us to capture the main aspects of the building of a sense of place and belonging, that is the use of public space and facilities, the attitude towards living in the neighbourhood, etc.

This article focuses on how working-class women encounter and negotiate economic uncertainty, social vulnerability and sexually threatening public spaces in contemporary Karachi, showcasing women's everyday experiences of social and physical violence as a microcosm of the city's life in order to explore the possibilities of a future politics for cities like Karachi that are haunted by the possibility of violent eruptions. By concentrating on people's everyday practices, it proposes a different register by which to understand cities and their politics, a register constituted by an emergent politics that is not always dependent on an analysis of conflict and friction, but which instead focuses on living with disagreements. Hence the article uses the ethnographic depiction of women's lives to understand the mechanisms through which people continue to coexist, share resources and work together, despite the endemic personal, social and political violence in Karachi's working-class neighborhoods.

In this essay, I paint a portrait of women in public places and their concerns with crime prevention, based on a survey of the literature and in-depth interviews with women. I argue that there is a situationally appropriate self that crime-prevention advice literature suggests women adopt and that women attempt to adopt. This situated self, however, is sometimes constrained by the general character of public places and by the particular character of the belief system that women have and that the literature recommends with regard to crime prevention. In particular, I view normative beliefs about crime prevention as a "rhetoric" that involves negative contingencies for the woman's situated self in public, including frequent reliance on others, self-profanation, and lengthy or consuming preparations.

Men are at significantly greater risk than women to violent crime victimization in the US, especially in the public sphere. Despite this, their fears and vulnerabilities have received considerably less attention in recent social discourse than have women. Men's risk in, and fear of, public space is overshadowed by their apparent fearlessness in public space. This paper begins to address this apparent paradox using the conceptual lenses of masculinity and control. I explore fear and fearlessness among men as objects and subjects of masculinity. Stated fearlessness among men is counterbalanced by a chronic fear of violent crime victimization. Conditioned fearlessness combines with actual risk and chronic fear to shape men's experiences in the public sphere. I study the dynamics of men's fear using data gathered from a group of young men and women in Philadelphia. Gendered differences in fear and how environments are perceived and judged as to their relative safety are demonstrated and explored. Compared to women's fears and perceived geographical vulnerabilities, the men of this study demonstrate a persistent and chronic wariness of their environmental context that precedes any judgment of perceived safety. Violence and fear among both men and women in this study is further explained as a function of racism and economic marginalization.

This article explores women’s fear of urban violence from a spatial perspective. It is based on qualitative data collected in Finland. It shows first that women do not have to be fearful. Boldness is associated with freedom, equality, and a sense of control over, and possession of space. Secondly, the article considers how and why fear of violence undermines some women’s confidence, restricting their access to, and activity within, public space. Women’s fear is generally regarded as ‘normal’ and their boldness thought to be risky: the conceptualization of women as victims is unintentionally reproduced. However, a more critical view might regard fear as socially constructed and see how it is actually possible for women to be confident and take possession of space.

Urban design scholars denounce the recent trend towards the privatization of US public space. Critics emphasize the negative consequences of privatized public space, tied to private ownership, an emphasis on consumption, leisure and security, a targeted audience, and controlled behaviour and design. Yet these key qualities of privatized public spaces have meaning only in the context of one's identity. The same qualities shape experiences of privatized public spaces that can be understood as constrained, as constraining or as a form of resistance, depending on one's gender, race, class and sexuality. This paper challenges the prevailing design critique by examining women's experience of privatized public spaces, drawing on interviews with 43 middle- class women and behavioural mapping in five privatized public spaces in Orange County, California. Recommendations address changes to research and practice to better reflect and accommodate diverse experiences of public space.

Safety from crime in multifamily housing environments, where residents usually share hallways, common outdoor facilities, and parking spaces, has been a subject of research for decades. Strategies and tactics employed to enhance the safety of these environments may differ depending on residents' characteristics. This study explored residents' perceived and actual safety in multifamily environments in the United States and South Korea, as well as significant environmental variables. Using Newman's defensible space theory as the primary theoretical framework, we focused on how perceived safety in public and semipublic spaces relates to overall perceptions of safety in residential environments. We also examined crime experience in these environments and verified significant demographic and socioeconomic variables associated with residents' perceptions of safety. Data were collected from site visits and questionnaires administered to residents living in multifamily environments. The level of residents' safety perceptions differed between the two groups of residents. However, both groups exhibited strong correlations between perceived safety from crime in their communities and perceived safety in public spaces, such as recreational areas and parking lots, and semipublic spaces, such as building entrances and the vicinity. These findings underscore strong relationships among residents' perceptions of safety in different outdoor spaces, which the defensible space theory also supports. Based on these findings, we suggest ideas to improve residents' actual safety and perceptions of safety from crime.

Applying a gender perspective to cities reveals how spatial structure and social structure are mutually constitutive. This article reviews the ways cities have reflected and reinforced gender relations in the United States from the turn of the twentieth century to the present. First, I discuss ways in which women in industrial cities challenged the ideology of separate spheres. Next, I suggest that the post–World War II city was shaped by an era of high patriarchy similar to the architectural high modernism of the same era, and in the third section, I explore how that urban structure limited women's opportunities outside the home. In the fourth part, I examine changes in the concept of gender as it expanded beyond masculine and feminine categories to include lesbians, gays, and transgender individuals. The article ends with a review of how women's and gay rights movements, gentrification, and planning practices have shaped a more gender-neutral contemporary metropolis.

Existing research typically examines fear in public space from women’s perspectives. To date, environment–behavior researchers have largely overlooked men’s fear in public space, and the role of masculinity in shaping men’s perceptions of fear and safety. This paper investigates the intersections of traditional, dominant masculinity—or masculinism—and men’s fear in public space, based on interviews with 82 undergraduate men students. Masculinism features qualities such as control, competition, aggression, and physical strength. We argue that, for many men, public spaces and situations that challenge this masculinist identity may generate fear. Similarly, spaces and situations that promote feelings of safety do so, in part, by bolstering this identity. We employ the lens of masculinity to explore men’s feelings of fear of the unknown, heightened awareness and safety, fear of confrontation, and safety in numbers. Conclusions examine implications for the development of masculinity and recommendations for future research.

Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

What constructs are used to characterize public space? This paper analyzes residents’ percep- tions of public space, using data from Visakhapatnam (usually referred to as “Vizag”), India— a city of 1.3 million people on the Bay of Bengal. Extensive interviews, 37 in number, were conducted, using composite group sampling. The sample was drawn from all socioeconomic levels of employees, managers, and associates, at a large industrial plant. The interview sched- ules contained open-ended questions eliciting residents’ perceptions of public space, and their demographics. Qualitative analyses and quantitative tabulations were carried out. Concep- tualizing sense of place in terms of the distinguishing features of the urban environment, a comparison was made between the perception of public space in Vizag and in Western developed countries. The research indicates that lower socioeconomic status people have as complex a conception of public space as do those of high socioeconomic status, provided that the interview schedule is designed to elicit these data. Residents differentiated areas by socio- economic status, and by land use, i.e., industrial, commercial, and residential. Preeminent con- cerns—with pollution, crowding, health, and religion—represent much of what is psychologi- cally salient about public space in Vizag. These findings are in contrast with the salient characteristics of public space in Western cities, as found by prior research. We believe that these findings have policy implications for urban planners and leaders.

This paper presents a comparative case study of two northern suburbs in Melbourne, Australia, in order to analyze local perceptions of proximity, mobility, and spaces of community interaction within diverse neighborhoods experiencing socioeconomic and demographic transition. We first look at government policies concerning the two suburbs, which position one suburb within a narrative of gentrification and the other within a narrative of marginalization. We then draw on diverse residents’ experiences and perceptions of local space, finding that these “everyday geographies” operate independently of and often at odds with local policy narratives of demographic and socioeconomic transition. We conclude that residents’ “everyday geographies” reveal highly varied and contested experiences of sociospatial dimensions of local change, in contrast to policy narratives that are often neoliberally framed.

While research on business improvement districts (BIDs) has considered the constraints BIDs can place on the negotiation of public space and citizenship, little work has focused on the process of establishing neighborhood BIDs (NBIDs), and few scholars have examined perceptions of public space held by actual neighborhood constituents. This article analyzes a participatory mapping project and messages on a neighborhood e-mail list to compare the visions of place expressed by disempowered community members and by an NBID proposal. Our analysis illuminates how local power relations and inequalities can become inscribed in urban planning projects like NBIDs.
