The current debate on the tourism-development nexus has a rather static and narrow focus on the impact of tourism and overlooks that tourism has become strongly dependent on links between different localities. This article eschews these place-bounded approaches and focuses on linkages and the interplay between the social and the spatial within tourism developments. Drawing on the empirical case of street vendors in the tourist centre of Cusco, it explores how social capital and the way street vendors manoeuvre themselves in and through global and local environments offer new opportunities for tourism to contribute to poverty alleviation. It is maintained that social capital and interconnectivity are of fundamental importance in gaining a better understanding of the development potential of tourism.
‘Urban identity’ is high on the policy agenda and pervades the discourse of the planning community on the value of historical city centres. Unfortunately, there seems to be, until today, no proposal in scholarly literature of any unified conceptual framework or any tools to make identity operational. ‘Tourism’ takes advantage of this process, by seeking the qualities of the place, its authenticity and its perceived uniqueness that is grounded on the physical features as well as on the presence of local communities – their way of living and investing in the place. The interdependence between identity as perceived by tourists (external observer) and the identity of the
residents rooted in the relationship with the place (in-group) are key to addressing the identity of historic urban areas. These issues are addressed in the context of the growing attractiveness of Lisbon, Portugal, using a historic neighbourhood as a case study. The findings, which are on a set of interviews with different groups of users, showed the points of convergence and divergence between the different groups’ views of the neighbourhood’s
identity. This actor-oriented approach is pivotal to understanding the process and to produce knowledge for informed action.

In many communities tourists and residents share shopping spaces. These common areas offer a setting for understanding how the host and guest populations utilize and perceive a leisure locale at one point in the tourism lifecycle. An investigation of tourists and residents of a US city explored the use of and attitudes towards the traditional shopping district. Four segments were developed based on whether the consumer was a tourist or a local and whether this person was a heavy or light user of the shopping place. Findings demonstrate that information from these four groups enhances understanding of tourism lifecycle models.
The British premarital stag tour to Central and Eastern European destinations is commonly associated with drunk and unruly behaviour. This link frequently focuses on the inappropriate use of public spaces by stag tour groups. Drawing on participant observation with British stag tourists Krakow, Poland, it is suggested that the meanings attributed to stag tour destinations are collectively defined within the group. A distinction is made between place, which is how the destination is anticipated and imagined, and space, which is how the city is engaged with physically and socially on the ground. Within this the definition of place and space created by stag tour participants is antagonistic and both directly and indirectly contested by other actors within the spatial setting.
Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.
The success of a city’s retail core is largely dependent on the composition and organization of its merchant constituents. Not only should the price-point and products of a city’s retail align with its resident and visitor demographics, but the stores should be strategically balanced to maximize consumer spending and interest. Heritage destinations dependent on the tourism market should pay special attention to this issue, assuring their visitors a valuable shopping experience while simultaneously preserving the destination’s cultural appeal. This case study considers the rapidly evolving shopping district of Charleston, South Carolina, focusing specifically on the retail core’s recent influx of chain merchants to what was once predominantly a local main street. An historical account, paired with and an in-depth survey of merchants, is presented. The research builds upon previous studies that have considered the issue of merchant mix from the perspective of the city’s stakeholders, tourists and residents.
A recent approach to place development is to construct integrated systems for managing cultural and identity
resources so that they can be enjoyed through ‘experiential itineraries’. These itineraries are designed on the basis of
a survey of existing heritage, with a view to support creative industries or to help develop new ones. Visitor
experience of a place can be further enhanced and virtualised using smart technologies. The aim of this paper is to
illustrate the studies on experiential itineraries. The studies are rooted in the disciplines of psychology and economy,
and, more recently, in disciplines that study places. The author proposes an analysis and design software tool for
identification and enhancement of cultural and identity resources. The tool is a dynamic and interactive platform for
complex and sensitive management of qualitative data of a place. It is conceived as a single platform with different
entry points, both private and public, for local authorities, professionals and citizens. The paper concludes with a
brief presentation of case studies carried out in the historical centres of Palestrina and Gaeta in Italy, both
characterised by low-impact tourism. The main objective of these studies was to achieve smart experiential
knowledge of a place allowing sustainable enjoyment of its resources.
Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.
This paper analyses the importance of commercial signs in contemporary cities, and explores the theoretical concepts that might be helpful in understanding the operation of commercial signage controls in historic places. The focus is on issues that cluster around theories of consumer culture, as well as on the practices of city centre management, city marketing and urban tourism. The discussion is predominantly concerned with commercial city centres because these are places where different functions and meanings coexist. They are often places where different commercial and non-commercial interests have to be managed or reconciled. City centres are also public areas where human experience is given meaning and valorised through signs, symbols and patterns of behaviour, which result from a combination of physical and symbolic factors of the built environment. In many cases, the commercial city centre
coincides with the historic core of a city, and the challenge of the local authority is to combine all functions with the preservation of historic buildings and places. At the end, this paper discusses how forms of aesthetic control over commercial signage can be applied to preserve local identity and stimulate commercial and touristic activities simultaneously.
As one of 725 UNESCO World Heritage Properties, Antigua, Guatemala, is subject to local international regulations related to building codes and how streets and public places are occupied. These regulations are discussed within the theoretical framework of spatial governmentality to explore that relationship between governance and Maya street vendors’ economic practices. I situate the scholarly discussion of spatial governmentality within a specific economic context by highlighting how street economies are affected by what Foucault calls the “era of ‘governmentality,’” especially in an ethnographic context. In this article, I argue that horizontal and vertical forms of governmentality affect the economic practices of street vendors within Antigua’s sociopolitically constructed spaces. Understanding how spatial governmentalities work in a particular place helps explain why street economies persist and why new ones emerge. In Antigua’s case, a new mobile form of street vending emerged because of newly implemented municipal regulations and policing priorities.
This paper investigates a moment of shift in urban neoliberal governance strategies under the purview of a new municipal Chief of Government of Buenos Aires at the end of the 2000s: the introduction of a regime of public space that has had implications for the waste management sector (and particularly informal recyclers or cartoneros). I document government attempts to re-represent the city as a modern, hygienic centre that is receptive to investment and tourism, drawing on discursive framings of public space that seek to redefine legitimate users and uses of the city. Such framings are exclusionary of cartoneros and other marginalized urbanites. As with most forms of actually existing neoliberalism, this regime is contradictory and unstable, both containing and provoking challenges to its coherence. This case study of ‘actually existing neoliberalism’ in Buenos Aires encourages analytical focus on moments of shift and renewal in urban processes of neoliberalization. In this case the shift marked by the introduction of the regime of public space reveals the priorities and agendas of urban elites as championed by municipal governments, makes visible the paradoxes and contradictions inherent to neoliberal urbanisms, and also exposes openings for resistance, opposition, and renegotiation of urban neoliberal agendas (including protest, discursive reframings of the city and its uses, and the forging of indeterminate alliances).
The World Gay Pride week convened in Rome in July 2000 at the same time the Catholic Church planned on celebrating its Holy Year Jubilee. Thousands of gays came together, and by the end of the week more than 200,000 marched through the streets of Rome's historical centre. This unique event provides an opportunity to examine the causal relationship of the gay movement acquiring a political identity of its own while the city of Rome was trying to assert a `proper' identity for its public spaces. Acting in solidarity for the first time since its formation, the gay movement drew attention to the difficulties in securing unrestricted access to Rome's public spaces. Conservative sectors of society challenged the right to demonstrate, as guaranteed in Italy's Constitution, which resulted in the delay of obtaining the necessary permit. On the one hand, this revealed the existence of sectors of society not yet willing to acknowledge gay rights or even discuss gay issues in public; on the other, it helped make clear that the process for building Rome's identity is governed by a specific political design. In particular, policies for the privatisation of urban space in conjunction with discriminatory planning processes in the city's historical centre, point to tourism as a powerful tool to control urban space. Resisting this spatial marginalization the gay movement has significantly widened the scope of its social and political action in order to contest prevailing practices and trends which are shaping the city.
This article examines the relationship between immigration and urban renewal in Naples during the 1990s through the conflicting representations and uses of Piazza Garibaldi, a large piazza located in front of the city’s central railway station. As well as the hub of the city’s public transport network, since the mid-1980s this piazza has been the multifunctional space for a number of immigrant groups. Re-envisioned as the ‘gateway’ to the city’s regenerated centro storico (historic centre) during the 1990s, the piazza became a focus of public debates on security, tourism and, in particular, immigration. I examine how these issues intersected with political discourses about a renewed sense of citizenship in redefining the piazza as a strategic but problematic public space. Drawing on ethnographic fieldwork and analysis of local newspaper reports, the article looks at the ways in which the piazza has been appropriated by different immigrant groups for social and economic purposes, and how, at the same time, they have been excluded from discourses about a ‘new’ Naples.
The 2002 government restoration of Suq al- Hamidiyya in Damascus led to disagreements between officials and merchants over acceptable spatial practice in the marketplace. Though both were vested in the Suq’s introduction to the historic Old City, they had different interpretations of this role. Officials emphasized a sanitized and ordered space whereas merchants focused on the commercial activities necessary in the marketplace over discipline. Eventually both interpretations, though at times contradictory, were included in the project. This article illustrates how the replication of modernity in a public space with inherent contradictions is a result of negotiations between formal and informal modernitites [sic].
All UNESCO urban World Heritage sites are strictly regulated. In Antigua, Guatemala, this includes building façades and streets, as well as the use of public places. Homeowners and building owners, however, challenge regulations by using unapproved paints, signs, and building materials. Residents modify building façades to accommodate cars and open walls to effectively blend home-based businesses with the street. At the same time, street vendors contest regulated public spaces by behaving inappropriately by selling goods on public streets rather than designated marketplaces. Rather than conceive of property owners and vendors behavior as outside and in contrast to the building and street vending regulations, I reframe their actions within what I am calling urban spatial permissiveness, a concept I derive from Roy’s (2004) theory of the unmapping—flexible regulation—of urban space. Antigua offers an ethnographic setting that shows how regulations are not always rigidly enforced but are negotiated to deal with everyday contingencies that relate to residents’ and vendors’ rights to the city (Harvey 2008). By way of conclusion I consider Foucault’s concept of governmentality as a negotiated process, in order to argue that relationships between building regulations and public space usage reveal the limits of legality and strict enforcement policies.
This study investigates outdoor recreation participation within a multifunctional landscape, a UNESCO Man and Biosphere Reserve. The reserve, the Kristianstad Vattenrike located in southern Sweden, has made a deliberate effort to make the experience of biodiversity possible for residents and visitors. Recreation is a key part of the biodiversity conservation effort in the area, represented by the infrastructure of the Kristianstad Vattenrike's 21 visitor sites. Given the biosphere reserve context, this study investigates the question of whether there is a relationship between outdoor recreation participation and place attachment. Survey data was collected using concurrent application of multiple sampling strategies including both probability and purposive sampling of local adult residents of the biosphere area. Quantitative analysis showed a significant positive relationship between the level of outdoor recreation participation and place attachment. Qualitative data supported this relationship with more details about place attachment within the studied area. The study confirms a relationship between place attachment and outdoor recreation and provides insight into how the biosphere reserve context supports this relationship. The results of this study show that significant biodiversity management in close conjunction with outdoor recreational opportunity can be achieved and provides opportunities for human engagement and experience of biodiversity. Management Implications: This research can help managers design recreational settings that support biodiversity conservation goals. Our research found that: • A leading motivation for outdoor recreation participation is nature experience and this motivation can be used by managers to highlight a biodiversity conservation interpretive message in the design of outdoor recreation infrastructure. • Providing proximate access to nature based outdoor recreation, to support deliberate and direct experience of biodiversity, is an important component of engaging the public in biodiversity conservation. • Recreation proximity alone will not create public engagement in biodiversity conservation. However, proximity as a part of a deliberate institutional design including biodiversity conservation, sustainable development, and logistic support for research and monitoring may be critical for public engagement.
