In the networked information and knowledge-based economy and society, the notions of ‘open’ and ‘openness’ are used in a variety of contexts; open source, open access, open economy, open government, open innovation – just to name a few. This paper aims at discussing openness and developing a taxonomy that may be used to analyse the concept of openness. Are there different qualities of openness? How are these qualities interrelated? What analytical tools may be used to understand openness? In this paper four qualities of openness recurrent in literature and debate are explored: accessibility, transparency, participation and sharing. To further analyse openness new institutional theory as interpreted by Williamson (2000) is used, encompassing four different institutional levels; cultural embeddedness, institutional environment, governance structure and resource allocations. At what institutional levels is openness supported and/or constrained? Accessibility as a quality of openness seems to have a particularly strong relation to the other qualities of openness, whereas the notions of sharing and collaborative economics seem to be the most complex and contested quality of openness in the knowledge-based economy. This research contributes to academia, policy and governance, as handling of challenges with regard to openness vs. closure in different contexts, territorial, institutional and/or organizational, demand not only a better understanding of the concept, but also tools for analysis.
Preferences for urban spaces were studied as a function of spatial category and nine predictor variables: spaciousness, refuge, enclosure, coherence, legibility, complexity, mystery, typicality, and age. A non-metric factor analysis of the preference ratings yielded four categories of urban spaces: Open-Undefined, Well- Structured, Enclosed Settings, and Blocked Views. These categories are similar to the spatial categories proposed for natural environments by S. Kaplan (1979, Assessing Amenity Resource Values. USDA Forest Service General Technical Report RM-68), who stressed openness and spatial definition as bases for categorization. The Well-Structured category was best liked, with the other categories not very well liked and about equal in preference. Regression analyses revealed three variables as consistent predictors of preference. Coherence and complexity were positively related to preference, and age was negatively related. Overall, the results support the Kaplans' proposal that both spatial and non-spatial factors are important in categorizing environments and in explaining environmental preferences.
This article focuses on the dynamics between migrant street vendors and public security forces and the complex social production of urban public space in Guangzhou. As an answer to daily contestation of public order, security agencies reluctantly open flexible windows of business opportunities to hawkers. Zones and periods of control, ‘soft’ approaches, and categories of ethnic belonging influence everyday governance and accessibility of public space. This results in a transient public space, fluid and continuously changing, which offers a new perspective on openness and functioning of public space in urban China.
Thermal comfort is an important issue to be considered in the design of urban squares. This study hypothesized that thermal experience can be affected by the perception of spatial structures and materials, which can be influenced by urban design. Therefore, surveys were conducted in three Dutch squares (in Den Haag, Eindhoven and Groningen, respectively) to identify relationships between people’s long-term thermal experience and three factors: width of the square, spatial openness and appearance of materials. The results reveal that all three factors have an influence: Dutch people experience thermal discomfort when spaces are ‘too wide’, ‘too open’ and consist of ‘cold’ materials.
New York City has actively engaged the private sector in providing publicly accessible spaces through the use of density bonuses and other mechanisms since 1961. In this article, we examine how the changing regulatory environment, promulgated by zoning reforms of the mid-1970s that advocated for increased amenity creation, has impacted the use, design and management of privately owned public space (POPS). We examine 123 POPS – 47 constructed before the mid-1970s reforms, 76 built after the reforms – using an index to measure levels of control or openness in publicly accessible space. We find that compared with prereform spaces, post-reform spaces encourage use through the introduction of design features and signage, but discourage use by decreasing accessibility of the space and increasing the amount of subjective rules and regulations. We also find that the reforms had no significant impact on use or sociability. Our findings can help guide planners and policymakers in New York City and elsewhere to understand how they can not only encourage better privately owned spaces, but perhaps even mandate them.

Battles over public space involve conflicts of values that express themselves in planning policies as well as the built environment. However, the dominant conceptions of public space in planning practice and the academic literature support a limited range of those values. I argue that conceptions based on openness and accessibility play into a particular construction of public life that emphasises casual interactions and downplays purposive, political ones. Following a conceptual analysis of the public–private distinction, the paper offers a novel, threefold account of public space; argues that democracy requires a particular kind of publicness not recognised by the commonly accepted definition; and deploys a simple content analysis to highlight the conceptual emphases and absences in planning policy in the political heart of London. I argue that some advocates of public space are unwittingly supporting restrictive planning and design practices that limit important kinds of democratic expression.

Situating itself in encounter and public space debates and borrowing from non‐representational theory approaches, this paper uses data from the authors' 2‐year Economic and Social Research Council research project to consider how local urban parks can work as sites of routine encounter, mixity, and place belonging. The paper explores how parks as green public spaces are important as sites of inclusive openness while the materiality of parks is a key dynamic in affective encounter processes. Parks can work as animators of social interactions, participatory practices, and place affinities across ethnic and cultural difference. The paper concludes that the concept of convivial encounter can be extended to incorporate the concept of elective practices – choosing to be in shared public space can generate connective sensibilities that are not necessarily contingent on exchange. In using parks as a lens to examine localities and diversity, the paper critically reflects on research practices for understanding and describing heterogeneous formations of multiculture and outlines how the project's research design and the fieldwork methods sought to carefully and appropriately undertake research with complexly different places and populations.
In this study we examine the spatial practices and lived experiences of an understudied subgroup, observant Muslim women of Arab descent, to explore the extent to which they experience representation and inclusion in the context of Brooklyn, New York. In an attempt to provide a more in-depth understanding of space, we utilize a phenomenological approach in which gender is central. We conceptualize our analysis based on Lefebvre’s spatial triad. The narratives of the women in this study elucidate how they interpret and navigate publicly accessible urban spaces as women marked by both ethnicity and religious difference in a multicultural city such as New York. Our study finds that the physical accessibility of public spaces, the aspect that planners tend to emphasize, matters for the observant Muslim women in this study both in ways with which planners are familiar and in other ways. The main aspects of physical accessibility that facilitated
their sense of inclusion and engagement in Bay Ridge public spaces are the ease of getting around, often called ‘walkability’ in planning circles, the extent of access to mass transit, and the types of destinations in the area. Streetlights and the openness of public spaces were also critical to participants’ lived experiences, as was the presence of a number of women wearing the Islamic headscarf. The latter enabled participants to become active actors in space because they marked a place as culturally, religiously, and socially appropriate for them. Participants’ lived experiences (representational space) in turn shaped and were shaped by the characteristics of physical space. For example, well-lit open spaces enabled their spatial engagement because this made them visible to the community and at the same time allowed them to see the community. For immigrant women the Arabic landscape of the neighborhood marked by the Arabic signage, the Arabic language being spoken, and women wearing the Islamic headscarf provided them an opportunity to communicate with other women who share their cultural and religious values (spatial practice), and thereby to experience a safe space of normalcy (representational space).
Residents in a neighborhood view physical disorders as a potential incubator for negative incidents. Even though the disorders may not directly bring serious crime to the neighborhood, the poor physical conditions may affect residents in other ways, including increases in perceived physical disorder and fear of crime and decreases in neighborhood satisfaction. Focusing on the effects of physical disorder, this study examined the underlying associations between the actual upkeep, perceived upkeep, and neighborhood satisfaction using a structural equation model. The findings confirmed interrelationships be- tween factors; confirmed that as some categories of actual upkeep improved, perceived upkeep and neighborhood satisfaction improved; confirmed that as perceived upkeep improved, perceived safety from crime and neighborhood satisfaction improved; and confirmed that as perceived safety from crime improved, neighborhood satisfaction improved. The structural equation model showed that actual physical upkeep factors each had indirect effects on perceived upkeep, safety from crime, and neighborhood satisfaction.
