Homelessness has been a perennial concern for sociologists. It is a confronting phenomenon that can challenge western notions of home, a discrete family unit and the ascetics and order of public space. To be without a home and to reside in public places illustrates both an intriguing way of living and some fundamental inadequacies in the functioning of society. Much homelessness research has had the consequence of isolating the ‘homeless person’ as distinct category or indeed type of individual.They are ascribed with homeless identities.The homeless identity is not simply presented as one dimensional and defining, but this imposed and ill-fitting identity is rarely informed by a close and long-term engagement with the individuals it is supposed to say something about. Drawing on a recent Australian ethnographic study with people literally without shelter, this article aims to contribute to understandings of people who are homeless by outlining some nuanced and diverse aspects of their identities. It argues that people can and do express agency in the way they enact elements of the self, and the experience of homelessness is simultaneously important and unimportant to understand this. Further, the article suggests that what is presumably known about the homeless identity is influenced by day-to-day lives that are on public display.
This article is based on a cross-national qualitative study of homeless and street-involved youth living within Olympic host cities. Synthesizing a Lefebvrian spatial analysis with Debord's concept of 'the spectacle', the article analyses the spatial experiences of homeless young people in Vancouver (host to the 2010 Winter Olympics) and draws some comparisons to London (host to the 2012 Summer Olympics). Tracing encounters with police, gentrification and Olympic infrastructure, the article assesses the experiences of homeless youth in light of claims made by Olympic proponents that the Games will 'benefit the young'. By contrast, the authors argue positive Olympic legacies for homeless and street-involved young people living within host cities are questionable.
We explore whether there is evidence of property rights among the homeless, and if so, how these rights are governed. By conducting interviews with 52 homeless people in Cape Town, we show that although the homeless are able to derive some value from assets, and can exclude other members of their community, these rights are precarious and dependent upon state agents not seizing the ‘property’ and overriding the community’s rules of the game. We demonstrate the intersectionality of claims with respect to the same physical property from the varying perspectives of the claimants involved and how this differs depending on the property. Homeless people rely on a community logic to develop rules of the game which results in the appearance of a market logic. In the absence of formal institutions effectively operating in their spaces, they have constituted social norms which provide some semblance of property rights respected intra-group.
A growing literature examines the extent to which the criminal justice system perpetuates poverty and inequality. This research examines how anti-homeless laws produce various forms of police interactions that fall short of arrest, yet have wide-ranging impacts on the urban poor. Our analysis draws on a citywide survey of currently and recently homeless people, along with 43 in-depth interviews, to examine and reveal the mechanisms through which consistent punitive interactions, including move-along orders, citations, and destruction of property, systematically limit homeless people’s access to services, housing, and jobs, while damaging their health, safety, and well-being. Our findings also suggest that anti-homeless laws and enforcement fail to reduce urban disorder, but create instead a spatial churn in which homeless people circulate between neighborhoods and police jurisdictions rather than leaving public space. We argue that these laws and their enforcement, which affected the majority of study participants, constitute a larger process of pervasive penality—consistent punitive interactions with state officials that rarely result in arrest, but that do material and psychological harm. This process not only reproduces homelessness, but also deepens racial, gender, and health inequalities among the urban poor.

Bogota’s public space policy is often credited with promoting inclusionary principles. In this article, I explore critically the content of Bogota’s articulation of equality in public space policy. In so doing, I present a critical view of the work Bogota’s insistence on equality does to mediate class relations in the city, relying on deeply held conceptions of both social extremes. This results in the construction of a version of social harmony in public space that at once depoliticizes the claims to public space of subjects such as street vendors and the homeless and claims a new role for the middle class in the city. The analysis focuses on two examples of community governance schemes, documenting the logics and methods used by communities to implement official visions of equality and
justify the exclusion of street vendors and homeless people from the area. By looking at the articulation of these exclusions in local class politics through seemingly inclusionary rhetoric, the article accounts for ‘post-revanchist’ turns in contemporary urban policy, while anchoring its production in local processes of community governance.
Using data from a national survey of public attitudes toward homeless people, this paper evaluates the applicability of the contact hypothesis to in-group/out-group relations that fail to meet the optimal conditions specified in the contact literature. Past efforts are extended by (1) moving beyond face-to-face encounters to consider multiple types of in-group exposure to a highly stigmatized out-group, (2) examining a variety of attitudinal outcomes, and (3) incorporating community context as a possible antecedent of such outcomes. Even after taking selection and social desirability processes into account, all types of exposure are found to affect public attitudes in the predicted (favorable) direction. Moreover, the size of the local homeless population—our primary measure of context—shapes opportunities for most forms of exposure and thus influences attitudes indirectly. These findings suggest that the scope of the contact hypothesis needs to be widened rather than narrowed.
This article examines interstices in the urban fabric using the example of two urban leftover spaces in Paris. The article first analyzes the institutional mode of treating these spaces, which explains the ‘framing’ of the interstice as a temporary functionless space. It shows how interstices are not only institutionally created and controlled, as opposed to free, but also find a functional place as a temporary margin of maneuver in a process of decay, recycling and renewal enforced by landlords, the police and maintenance teams. Second, the article examines the improvised modes of action developed by diverse people in order to use the interstice. The article looks at what happens in the gaps of urban planning, when activities find a place in the interstice not in order to transform it, and bring it back into the realm of urban places, but to take advantage of its ‘in-between’ position in the city. In practice, such activities are led by individuals who have to be ‘just passing’, because the frame (Goffman, 1974) built by landlords and their agents prevents them from taking place. Under some conditions, ‘just passing’ can give way to another type of involvement described as ‘out of frame’, which in this case, allows a group of homeless people to settle in the interstice for a more durable period of time despite heavy surveillance.

In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.

The nature of public space in contemporary society is changing. This paper uses the turmoil over People's Park in Berkeley, California, as a means for exploring changing ideas about and practices in public space. I argue that as public space is increasingly privatized or otherwise brought under greater control, possibilities for democratic action are minimized. To make this claim, I provide a brief outline of the roots of the August 1991 riots at People's Park. I then examine the role that public space plays in modern democracies, and how ideas about public space have developed dialectically with definitions of who counts as "the public." In American democracy, "the public" is constituted by private individuals. In this paper, I suggest that the presence of homeless people in public spaces raises important contradictions at the heart of this definition of "the public." Many commentators suggest that these contradictions have led to "the end of public space" in contemporary cities, or at the very least, the removal of its political functions to the "space" of electronic communication. I examine what this move means for democratic action in the city and show that material public spaces remain a necessity for (particularly) oppositional political movements. This returns us to People's Park, as these were precisely the issues that structured the riots in 1991. I conclude the paper with a sketch of where People's Park and the issues raised by the riots now stand.
