This paper examines the interplay between informal social control, civil unrest and local crime management in Belfast. Official crime management is the responsibility of the police, but where this role is contested, 'popular' or local forms of crime management occur. The local management of crime is accomplished in certain localities in Belfast by several mechanisms that extend beyond the policing role of the paramilitaries, and popular crime management is rooted in social processes, such as the survival of community structures, extended family kinship patterns, neighbourliness and legitimate authority accorded to community representatives, which constitute important informal social controls. Informal social control is recognized as important in inhibiting crime, but this paper reports on its role in the management of crime in the absence of reporting it to the police. These informal social controls are localized, being mediated by class, communal redevelopment, civil unrest and other social transformations affecting the locality. In this respect, political violence has helped, locally, to protect some areas from the worst vagaries of community breakdown and dislocation, with a positive effect on crime management. These issues are explored ethnographically by means of in-depth qualitative research.

In the last ten years environmental sociologists have started to explore the relations between human behavior and the physical environment. This study tests some of the ideas of Jane Jacobs on how neighboring and crime are affected by physical diversity in cities. While neighboring and crime are found to be related to diversity as defined by Jacobs, neighboring is not related to crime, which is also predicted by her theory. The implications for urban planning are considered.

This research examined the effect of concealment (environmental cues), presence or absence of people recreating (social cues), and gender on individuals’ fear of crime in a community park setting. Using a 7-point single- item indicator, 732 participants from two samples (540 park visitors and 192 college students) rated their estimates of fear of crime to 24 photographic representations of a community park. All three, two-factor interaction effects were significant in the park visitor sample, but in the student sample, only the Presence of People Recreating × Gender effect was significant. These results suggest that social and environmental cues may jointly affect fear experiences and that the presence of other people recreating in a park environment and the gender of an individual may influence fear of crime when recreating alone in a park setting. Implications include design and management techniques that promote safe park environments.

This study examined what factors best predict residents’ concerns about neighborhood safety. One-hundred and twenty-two participants were selected from a large, Midwestern metropolitan area. All participants lived in high crime areas. Participants completed a 22-item questionnaire that assessed their perceptions of neighborhood safety and vigilance. These items were clustered as: 1) Community care and vigilance, 2) neighborhood safety concerns, 3) physical incivilities, and 4) social incivilities. Police crime data were also used in the analyses. Our findings suggest that aspects of the broken window theory, collective efficacy, and place attachments/territoriality play a role in affecting residents’ concerns about neighborhood safety.

This article assesses the sources and consequences of public disorder. Based on the videotaping and systematic rating of more than 23,000 street segments in Chicago, highly reliable scales of social and physical disorder for 196 neighborhoods are constructed. Census data, police records, and an independent survey of more than 3,500 residents are then integrated to test a theory of collective efficacy and structural constraints. Defined as cohesion among residents combined with shared expectations for the social control of public space, collective efficacy explains lower rates of crime and observed disorder after controlling neighborhood structural characteristics. Collective efficacy is also linked to lower rates of violent crime after accounting for disorder and the reciprocal effects of violence. Contrary to the “broken windows” theory, however, the relationship between public disorder and crime is spurious except perhaps for robbery.

Current projects to upgrade public spaces in Western cities seek to produce secured space by improving safety and decrease feelings of fear, and to produce themed space by promoting urban entertainment or fantasy. This study examines how ‘fear’ and ‘fantasy’ influence urban design and management of two public spaces in Rotterdam, the Netherlands. It traces social antecedents for the development of secured and themed public space, such as a growing differentiation of urban lifestyles, and proposes a new technique for analysing public spaces. The case studies differ in design and management: one is secured, the other themed. However, each secured space contains an element of ‘fantasy’, and each themed space an element of ‘fear’.

Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.

Safety and security are essential components of urban public space management, particularly since September 11, 2001. Although security is necessary for creating spaces the public will use, making it a top priority is often criticized for restricting social interaction, constraining individual liberties, and unjustly excluding certain populations. This study examines legal, design, and policy tools used to exert social and behavioral control in publicly accessible urban spaces. Based on a review of the relevant literature and extensive site visits to spaces in New York City, we create an index that uses 20 separate indicators in four broad categories to quantify the degree to which the use of a space is controlled. Since comparable instruments do not exist, we propose our index be used to evaluate publicly accessible spaces. We suggest several potential applications useful in planning practice and for testing theories about public space.

Strategies that reduce fear of crime may contribute to improved health outcomes; however interventions require a better understanding of the neighbourhood correlates of both emotional responses to crime (i.e., fear of crime) and cognitive assessments of crime (i.e., perceived crime risk). This study explored the association between objective measures of suburban design and two safety outcomes: perceived crime risk and fear of crime, for participants who lived in new suburban housing developments in Perth, Western Australia. The characteristics of a walkable neighbourhood, particularly retail land, were associated with less fear of crime, but greater perceived crime risk. One interpretation is that ‘strangers’, attracted to the neighbourhood by diverse land-uses, might influence the emotional and cognitive as- pects of ‘fear of crime’ differently. Researchers interested in the impact of the built environment on ‘fear of crime’, and any subsequent influence of these perceptions on health, should be mindful that the environment appears to impact these constructs differently.

Men are at significantly greater risk than women to violent crime victimization in the US, especially in the public sphere. Despite this, their fears and vulnerabilities have received considerably less attention in recent social discourse than have women. Men's risk in, and fear of, public space is overshadowed by their apparent fearlessness in public space. This paper begins to address this apparent paradox using the conceptual lenses of masculinity and control. I explore fear and fearlessness among men as objects and subjects of masculinity. Stated fearlessness among men is counterbalanced by a chronic fear of violent crime victimization. Conditioned fearlessness combines with actual risk and chronic fear to shape men's experiences in the public sphere. I study the dynamics of men's fear using data gathered from a group of young men and women in Philadelphia. Gendered differences in fear and how environments are perceived and judged as to their relative safety are demonstrated and explored. Compared to women's fears and perceived geographical vulnerabilities, the men of this study demonstrate a persistent and chronic wariness of their environmental context that precedes any judgment of perceived safety. Violence and fear among both men and women in this study is further explained as a function of racism and economic marginalization.

Defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal—an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space. The potential criminal perceives such a space as controlled by its residents, leaving him an intruder easily recognized and dealt with. On the one hand this is target hardening—the traditional aim of security design as provided by locksmiths. But it must also be seen in another light. In middle-class neighborhoods, the responsibility for maintaining security has largely been relegated to the police. Upper-income neighborhoods—particularly those including high-rise apartment buildings—have supplemented police with doormen, a luxury not possible in other neighborhoods. There is serious self-deception in this posture. When people begin to protect themselves as individuals and not as a community, the battle against crime is effectively lost. The indifferent crowd witnessing a violent crime is by now an American cliché. The move of middle- and upper-class population into protective high-rises and other structures of isolation—as well guarded and as carefully differentiated from the surrounding human landscape as a military post—is just as clearly a retreat into indifference. The form of buildings and their arrangement can either discourage or encourage people to take an active part in policing while they go about their daily business. “Policing” is not intended to evoke a paranoid vision but refers to the oldest concept in the Western political tradition: the responsibility of each citizen to ensure the functioning of the polis.
“Defensible space” is a surrogate term for the range of mechanisms—real and symbolic barriers, strongly defined areas of influence, and improved opportunities for surveillance—that combine to bring an environment under the control of its residents. A defensible space is a living residential environment which can be employed by inhabitants for the enhancement of their lives, while providing security for their families, neighbors, and friends. The public areas of a multi-family residential environment devoid of defensible space can make the act of going from street to apartment equivalent to running the gauntlet. The fear and uncertainty generated by living in such an environment can slowly eat away and eventually destroy the security and sanctity of the apartment unit itself. On the other hand, by grouping dwelling units to reinforce associations of mutual benefit; by delineating paths of movement; by defining areas of activity for particular users through their juxtaposition with internal living areas; and by providing for natural opportunities for visual surveillance, architects can create a clear understanding of the function of a space, and who its users are and ought to be. This, in turn, can lead residents of all income levels to adopt extremely potent territorial attitudes and policing measures, which act as strong deterrents to potential criminals.

This study compares community-park design and residents' perceptions of safety in two subdivision communities in The Woodlands, Texas. The communities were built following two different planning approaches—the ecological approach and the conventional approach. Surveys have shown that residents generally feel safer in community parks built according to the latter approach. Using landscape metrics and home-to-park proximity indicators, we examine how different planning approaches affect park design and, as a result, influence residents' perceptions of safety. We cross-validated the results with survey studies conducted over several years. The study findings suggest that park location, spatial configuration of woody vegetation, and management of understory can be important design considerations that impact residents' perceived levels of safety. Park designers and managers should also consider providing parks that meet diverse needs and balance the requirements of ecological preservation, aesthetics, and cultural preference.

Against a backdrop of widespread panic about children's safety and the unruliness of teenagers, efforts to remove young people from public space are becoming increasingly pervasive. Public space is being constructed as adult space through legal mechanisms such as curfews, which seek to curtail young people's spatial freedoms and contain them within their homes. Ostensibly motivated by a desire to reduce youth crime and victimisation, curfews reflect a contemporary preoccupation with achieving social control through the control of space. This is certainly the case in the US – the Western nation where juvenile curfews are most prevalent, despite rhetoric about the `fundamental' nature of individual freedoms. In this paper, critical discussion of the American situation provides a backdrop for considering curfews recently imposed in Paeroa and Te Kuiti, two New Zealand towns. It is contended that these curfews were as much about enforcing a particular notion of `parental responsibility' as controlling young people themselves. We conclude that a discourse of rights provides a particularly strong foundation for arguing against curfews.

The policing of the anti-poll tax campaign allows an insight into how protest is incorporated. Protestors were both accommodated and coerced as police sought to balance various threats of 'trouble.' Concessions and overt assistance were offered as a means of 'winning over' the protest organizers, whilst legal conditions were imposed to ensure that any threat of disorder was contained. This analysis suggests that notions of an ubridled shift towards a more confrontational style of policing in the wake of the Public Order Act are unfounded. It illustrates the relationship between institutional and interactional social processes, for institutional considerations limit the police's room for manoeuvre, whilst low-level decisions by police officers themselves have implications for those institutions.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

This paper examines recent responses to 'problematic street culture' in England, where increasing pressure has been exerted to prevent people from begging and street drinking in public spaces, with rough sleeping also targeted in some areas. Drawing upon in-depth interviews with enforcement agents, support providers and targeted individuals, it assesses the extent to which the strategies employed are indicative of a Revanchist expulsion' of the deviant Other and/or an expression of 'coercive care' for the vulnerable Other. It concludes that, whilst the recent developments appear, at first glance, to be symptomatic of revanchist sanitisation of public space, closer examination reveals that the situation is actually much more complex than a revanchist reading of the situation might suggest, and perhaps not as devoid of compassion.

Following the distinction proposed by Banton, police work consists of two relatively different activities: "law enforcement" and "keeping the peace." The latter is not determined by a clear legal mandate and does not stand under any system of external control. Instead, it developed as a craft in response to a variety of demand conditions. One such condition is created by the concentration of certain types of persons on skid-row. Patrolmen have a particular conception of the social order of skid-row life that determines the procedures of control they employ. The most conspicuous features of the peace keeping methods used are an aggressively personalized approach to residents, an attenuated regard for questions of culpability, and the use of coercion, mainly in the interest of managing situations rather than persons.

This study systematically examines the physical context of crime on urban residential blocks. A conceptual framework for understanding the relationship of the objective permanent (defensible space) and transient (territorial markers and incivilities) physical environment and the subjective environment to crime is presented. Forty-eight blocks were selected from three working-class urban neighborhoods. Data were obtained from four sources: a telephone survey of 1081 randomly sampled residents, a 15-month follow-up survey (n = 471), block-level police records of 1190 crime complaints, and the Block Booster Environmental Inventory--a new procedure for objectively measuring physical signs of disorder, territoriality and the built environment of 576 homes on all 48 blocks. Five different indicators of block crime were used: perceived crime and delinquency, reported serious and 'quality-of-life' crimes, and surveyed victimization rate. All data were aggregated to the block level. Although the various measures of crime were not consistently intercorrelated, objective environmental items correlated more strongly and consistently with the crime indicators than did the subjective environment, even after controlling for the demographic profile of the block. Defensible space features of the built environment, demographics and, to a lesser extent, the transient environment (disorder and territoriality) contributed significant variance to a series of regression equations explaining up to 60% of the variance in block crime. Implications for environmental criminology and for community policing and crime prevention are discussed.
