Postmodernity and economic globalization incite countries, regions, and cities to compete for investments, consumers, and resources. In aspiring for a new position in this global market, cities utilize new urban practices that lead them to rediscover and reinvent identities and traditions. In Rio de Janeiro, the mythical dimension of the South Zone is inseparably incorporated to its identity. In evaluating the history of the imagery linked to the beaches and the projects for the waterfront, one may observe a social construction of a reality that is marked by a continuous redesigning of symbols but also by a discontinuity in the history of urban interventions. Although tourism and marketing continually praise the waterfront as a fundamental factor in the image of the city, a continuous public management process never really existed. The city managers must understand the beaches, the waterfront, and development along the shoreline as important resources in a continuous process of social construction of a reality that should not only address their images as commodities but should treat them as inseparable from the city's daily public and social lives.
This paper analyses the importance of commercial signs in contemporary cities, and explores the theoretical concepts that might be helpful in understanding the operation of commercial signage controls in historic places. The focus is on issues that cluster around theories of consumer culture, as well as on the practices of city centre management, city marketing and urban tourism. The discussion is predominantly concerned with commercial city centres because these are places where different functions and meanings coexist. They are often places where different commercial and non-commercial interests have to be managed or reconciled. City centres are also public areas where human experience is given meaning and valorised through signs, symbols and patterns of behaviour, which result from a combination of physical and symbolic factors of the built environment. In many cases, the commercial city centre
coincides with the historic core of a city, and the challenge of the local authority is to combine all functions with the preservation of historic buildings and places. At the end, this paper discusses how forms of aesthetic control over commercial signage can be applied to preserve local identity and stimulate commercial and touristic activities simultaneously.
Focusing on imaginaries of the ideal city is an important method to illustrate the power of ideas, imagination, representations, and even visions, and how these dimensions influence the way in which cities are organized and lived. In this article, we argue that one current and important city imaginary in a Swedish context is the gender-equal city. In this imaginary, the gender-equal city becomes a symbol for the open, tolerant, bustling, safe city, a city aiming to attract the middle and creative classes. However, at the same time, the imaginary of the ideal, gender-equal city is highly ambiguous. The ambiguity will be discussed throughout the article. Based on present planning projects in the city of Umea in Sweden, we will discuss how the imaginary of the gender-equal city is presented, filled with meaning and used in place marketing, with the overall ambition of discussing the possibilities and pitfalls of what we call the gender-equality planning strategy. The aim of the article is to study how the city of Umeå is acting to create a gender-equal city and what kind of imaginaries these practices build on. The material consists primarily of a case study focusing on projects that aim to create an equal city, and also includes analyses of policy documents and media reports. This study illustrates how imaginaries are produced through local projects and different imaginaries provide different spaces for politicizing gendered power relations.
Public spaces constitute one of the first urban elements to be threatened in times of instability. Their efficient supply
and management becomes a concern for both public authorities and individual users. This paper examines the role and objectives of social entrepreneurs in supplying temporary public spaces within an unstable setting and focuses on small group collective action. The mechanisms used to identify potential land, negotiate use-rights and promote these
spaces are discussed for the case of Beirut, Lebanon, a society segregated by the effects of war and political upheaval.
The case of an organic food market is used to illustrate temporary public spaces in the critical period of 2005–2007,
when political instability reigned in the country and rendered conventional public spaces undesirable. The paper
concludes by drawing lessons for land readjustment in crisis situations from the movement of temporary public
spaces within a city while still attracting people that formerly had difficulties meeting elsewhere.
Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.
Scholarship in urban sociology has pointed to the reliance of city governments on ever-more market mechanisms for organizing social and economic policy. This form of governance involves prioritizing cities’ cultural and social assets for their value in a global competition of urban “brands,” each competing for new infusions of human and investment capital. At the same time, however, cities have been at the center of seemingly progressive policy efforts aimed at promoting innovation, sustainability, and creativity. These themes represent a newly dominant planning discourse in cities across the globe. While researchers have thoroughly examined how “creative classes” and “creative cities” may exclude everyday, working-class, or poor residents, new urban imaginaries focused on sustainability potentially imply less stratified urban outcomes. Analyzing two high-profile interventions in Buenos Aires, Argentina—a sustainable urban regeneration plan for the historic downtown, and the creation of an arts cluster in the impoverished south of the city—this paper argues that despite divergent narratives, creative and sustainable urban projects suggest similar policy agendas, planning assumptions, and relationships to market mechanisms. Increasingly, global policies, whose design and objectives may appear to contradict market logics, may have outcomes that further them.
Parallel to the recent rise in interest in public spaces, the proliferation of alluring, distinctive and exclusive public spaces in many post-industrial cities raises the question of how far these environments are truly ‘public’. This paper discusses the question of the ‘publicness’ of contemporary public spaces in Britain, where they have been placed at the top of the political agenda of the Labour Governments since the late- 1990s. Studying in depth the changing ‘publicness’ of the Grey’s Monument Area (GMA), a public space recently refurbished in the city centre of Newcastle upon Tyne, regarding the dimensions of ‘access’, ‘actor’ and ‘interest’, the paper seeks to show that, contrary to the wide recognition of diminishing ‘publicness’ of contemporary public spaces in urban design and planning literature, the recent refurbishment has in fact had both positive and negative impacts on the ‘publicness’ of the GMA. The paper concludes that contemporary public spaces may show different shades of ‘publicness’, in which degrees of ‘access’, ‘actor’ and ‘interest’ can vary widely, and seeks to underline the emerging trends and threats of: (i) the blurring distinction between public and private spaces, and (ii) image-led regeneration strategies dominating everyday society’s needs and civic functions of genuine ‘public’ spaces, and ultimately violating the ‘publicness’ of public realms in post-industrial cities.

Much of the recent interest in urban design has focused on the creation and management of public spaces of cities. My aim in this paper is to explore the nature and role of public space and its significance for cities today. I look at how the promotion of public space is, on the one hand, a concern for social and functional integration in response to social and spatial segregation of cities and the privatization of public space and, on the other hand, a vehicle of marketing localities and consuming places, all leading to multiple representations and meanings. I argue that it is important that the development of urban public space, as part of a larger, often despatialized public sphere, addresses these tensions and contributes to the emergence of an urbanism which promotes social integration and tolerance.
For Friedmann and Wolff, the citadel's physical form—physically defended enclaves in the global city—shapes relations between citadels and outsiders. Subsequent work claims that the designs of citadels produce simulated community life, exclude the city and sanitise public spaces. However, such claims have been based on relatively brief observations. This ethnography assesses the impact of design by examining the quintessential citadel of Battery Park City, in New York City, while the community mobilised against plans for a highway tunnel bordering their community during redevelopment of the neighbouring World Trade Center site. Community life is robust. However, the influence of the physical design is borne out in previously unrecognised ways: residents are identified as a crucial new constituency promoting exclusivity in the global city.

The notion of a hidden city of social reproduction, suggests that the uneven relations and material practices of social reproduction are respectively hidden and targeted by a neo-liberal urban agenda. A discussion of the public-private Grand Central Partnership in New York City, reveals some of the ways that this agenda is pursued through preservation, and addresses how particular social actors and their activities are removed from view in the interests of ensuring "orderly," "clean," and "safe" public space.
Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government,
variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.
City beaches are produced by spreading sand, deckchairs and umbrellas onto industrial brownfields, parking lots, rights-of-way or other under-utilized open spaces. Where major reinvestment projects are lacking, these informal developments offer great amenity. This approach to placemaking is post-Fordist. It is highly flexible, even mobile. It involves complex, temporary networks of people and resources. It focuses on ‘soft’ content—services, programmes, themes, atmosphere—rather than inflexible built form. This enables rapid innovation. Through four case studies, the paper explores the roles and relationships among diverse actors—city mayors, entrepreneurs, property developers, grass-roots organizations, think-tanks and planners—in the production of city beaches, and identifies what new policies, tools and management approaches they require.
The city of Singapore has a very short history of 185 years. However, since 1972 , Singapore has been confronting significant transformations owing to different agendas and priorities of the city government. The present morphology of the city can be best described as the accumulation of different layers, carefully controlled and manipulated by the State through planning and design. Hence, the public spaces within the city are formed as a result of the interactions among these layers. The inclusion of each layer not only shapes the physical form of the public space, but also adds a newer set of meaning by adding new functional role within the existing fabric. This article is a result of the preliminary investigation of a research project that observes the urban transformation of Singapore from 1972 to 2005 within the framework of this layered morphology. It will delve deeper to discern and identify the layers that act as the main determinant for shaping the urban public spaces in Singapore.
In the mid-1990s, New York City initiated what would prove to be a long, highly visible struggle involving rights claims related to property, housing, and public space in the form of community gardens. The competing discourses of rights were part of a struggle over the kind of city that New York was to become, and more specifically, whether it would be one in which difference is accepted and in which access to the city and the public realm would be guaranteed. Using interviews with participants in the conflict over community gardens, we evaluate how the resolution to the gardens crisis, which in part occurred through the privatization of what are often taken to be public or community rights to land, transform not only the legal status of the gardens but also, potentially, their role as places where different ‘publics’ can both exercise their right to the city and solidify that right in the landscape.
Public squares and open spaces for promenade have been a feature of Continental European cities since the Renaissance. In the seventeenth century purely recreational urban spaces began to be created in Britain and Ireland. The development of Dublin's green spaces, however, was delayed until after the Restoration, which saw the city transformed from a medieval walled city into a large, modern conurbation. Some of Dublin's open spaces were completely lost to development; others were embedded into the fabric of the new city. Green spaces were regularized into geometric shapes and used to entice developers and attract smart residents to new areas. The paper examines the development and metamorphosis of Dublin's ancient public spaces, looking at the activities that took place on these sites and their evolution from utilitarian areas of commonage to fashionable squares for promenade
While public spaces in city centres still provide for the traditional uses for which they were created, today - as the example of the sidewalk cafe shows - their attraction lies more in their ability to generate individual pleasure and play.
Street hawking is generally considered as a "menace" or an "eyesore" that prevents the development of Mumbai as a world-class city. But this article explores the essential presence of hawkers in a city, which requires a critical understanding of the functioning of public space. The experiences of hawkers in Mumbai, as elsewhere in India, have taught them not to fear a regulatory state, but a predatory one, a state that constantly demands bribes and threatens demolition, against which a licence provides security.
Throughout late antiquity, long after the collapse of the Roman administrative system, Augusta Emerita (Mérida, Spain) retained its role as a primary center for economic, political, religious, and social exchanges. However, the nature and the physical setting of many of those interactions changed significantly in this period. In particular, Emerita’s archaeological record from the fourth and fifth centuries confirms a trend away from the classical ideals that had contributed to the city’s early urban structure. This article argues that the sweeping urban changes experienced by the city are not just symptomatic of economic decline but that these changes should also be taken as important examples of the ongoing vitality of the Late Antique city center. As residents and officials encountered a new set of economic, political, religious, and social demands, they reshaped their urban environment to adapt to these new circumstances. The end result is most clearly distinguished in the remains of the late fifth-century city, but this post-Roman city has its roots in the Late Roman context of the fourth century.
In a context of increased urban competition, art and culture are often used by cities world-wide as tools to improve their image and make urban spaces attractive. In that process, art is—as we will argue—becoming a new urban norm, which is normalizing not only urban space and experience, but also art itself. By contributing to the pacification or securization of public spaces, art could encourage some behaviors or, on the contrary, discourage others. Reversely, this normative dimension of urban art could impact art itself, especially by redefining the limit between artistic forms that are either inclusive or exclusive, dominant or subversive. Through examples found during PhD fieldwork in Montreal and Johannesburg, we will demonstrate that this normalization of the city through art and of art through the city takes place in various urban contexts, that it questions the distinction between Northern and Southern cities, and the definition of a (global) city itself.
