Latino immigrant presence in urban neighborhoods has been linked with reduced neighborhood cohesion in social disorganization-based ethnic heterogeneity hypotheses and enhanced cohesion in immigration revitalization approaches. Using the 2000–2002 Los Angeles Family and Neighborhood Survey and the 1994–1995 Project on Human Development in Chicago Neighborhoods Community Survey, we explore the association between Latino immigrant concentration and both levels of, and agreement about, neighborhood collective efficacy. Findings from multilevel models with heteroskedastic variance indicate that Latino immigrant concentration exhibits a nonlinear association with collective efficacy. At low levels, increases in Latino immigrant concentration diminish collective efficacy, consistent with a heterogeneity hypothesis. The negative association between Latino immigrant concentration and collective efficacy declines in magnitude as immigrant concentration increases and, particularly in LA, becomes positive beyond a threshold, consistent with an immigration revitalization effect. We also find an inverse nonlinear pattern of association with the variance of collective efficacy. At low levels, increasing Latino immigrant concentration increases the variance of collective efficacy (reflecting more disagreement), but beyond a threshold, this association becomes negative (reflecting increasing agreement). This pattern is observed in both LA and Chicago. The prevalence of social interaction and reciprocated exchange within neighborhoods explains a modest proportion of the Latino immigrant concentration effect on mean levels of collective efficacy in Chicago, but does little to explain effects on the mean in LA or effects on the variance in either LA or Chicago. These findings offer insight into the complex role Latino immigrant presence plays in shaping neighborhood social climate.

Photographs of 17 urban recreation sites in Chicago and Atlanta were evaluated by college strudents (n=68) in Illinois, Georgia, and Michigan, for either perceived security, scenic quality or both. For most raters, high visibility and developed park features significantly enhanced perceived security. Scenic quality, on the other hand, was enhanced for the majority of evaluators by a high degree of naturalness and vegetation. For both perceived safety and scenic quality a small minority of raters held preferences quite different from the majority.

Fear in public spaces negatively impacts women’s lives. Even when danger is low, the idea of women as endangered in public space endures—due, in part, to its centrality in the construction of gender identity for men and women. In this article, the author examines the construction of contemporary, masculine gender identities and men’s perceptions of women as fearful and endangered in public space. Through interviews with 82 male students in Irvine, California, USA, the author examines how men’s construction of masculine identities builds upon perceptions of women as fearful and endangered in Irvine public spaces. Though they regard Irvine as safe, men see women as vulnerable there. The author investigates this apparent inconsistency in light of men’s performances of two masculine identities—the youthful ‘badass’ and the chivalrous man—which depend for their construction on opposition with women as fearful. Recommendations include suggestions for continued research on the spatial construction of masculine identities.

Urban design scholars denounce the recent trend towards the privatization of US public space. Critics emphasize the negative consequences of privatized public space, tied to private ownership, an emphasis on consumption, leisure and security, a targeted audience, and controlled behaviour and design. Yet these key qualities of privatized public spaces have meaning only in the context of one's identity. The same qualities shape experiences of privatized public spaces that can be understood as constrained, as constraining or as a form of resistance, depending on one's gender, race, class and sexuality. This paper challenges the prevailing design critique by examining women's experience of privatized public spaces, drawing on interviews with 43 middle- class women and behavioural mapping in five privatized public spaces in Orange County, California. Recommendations address changes to research and practice to better reflect and accommodate diverse experiences of public space.

This paper explores the place-based meanings of an urban public space, MacArthur Park, in a Latino and immigrant neighborhood in Los Angeles, California. Both quantitative and qualitative data analysis revealed a broad range of park experiences that were both positive and negative and produced meanings that were individual, social, cultural, and political. The study found that MacArthur Park affirms traditional national, cultural, and ethnic identities for immigrants and supports their construction of a new, translocal and Central American identity in Los Angeles. Although the study found that the park also serves as a restorative, entertaining, and social space for park goers, these positive experiences were accompanied by negative experiences and meanings of the park related to maintenance and crime and conflicts associated with inequality and access, confirming the importance of considering the full range of social, cultural, and political meanings associated with place.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

Results from an inner-city teen focus group on parks and urban green space in Los Angeles, California and responses to parallel questions posed to adults from the same area show striking differences. While adults focused on activities and cited a need for additional recreation-oriented parks for teens, teenagers themselves focused on greened spaces suitable for socializing and relaxing. Teens were also keenly interested in local parks, aware of maintenance issues, and concerned about personal safety.

This article asks whether locality and the varied resources, networks and racialized histories of local actors make a difference in the experience of immigrants and their transnational practices. Such questions are typically explored in metropolitan centers and global cities, but the present work results from an ethnographic study of a previously all‐white rural Illinois town, where the meat processing industry recruited a labor force translocally among Latin Americans and West Africans. The article reports on the experience of this rapidly diversifying town where both formal politics and the liberal‐democratic channels of citizens' participation in governance remain exclusionary. Despite this, the diverse immigrant populations have achieved a certain inclusion in public institutions and public spaces. Paying attention to the dynamics developing across immigrant groups through everyday spaces of interaction within their residential community, I argue that the kinds of mediating spaces local context offers are critical to the ability of diverse immigrant groups to renegotiate the interracial social and spatial relations they encounter in a highly contested and constrained context where a global corporation is the sole local employer.

This study examines how the availability of nature influences the use of outdoor public spaces in two Chicago public housing developments. Ninety-six observations were collected of the presence and location of trees and the presence and location of youth and adults in semiprivate spaces at one high-rise and one low-rise public housing development. Results consistently indicated that natural landscaping encourages greater use of outdoor areas by residents. Spaces with trees attracted larger groups of people, as well as more mixed groups of youth and adults, than did spaces devoid of nature. In addition, more dense groupings of trees and trees that are located close to public housing buildings attracted larger groups of people. These findings suggest that natural elements such as trees promote increased opportunities for social interactions, monitoring of outdoor areas, and supervision of children in impoverished urban neighborhoods.

Recent case studies of receiving communities have established that translocal immigrants are transforming their neighbourhoods, producing spaces of identity. While these studies have focused on the reshaping of local power dynamics, less attention has been given to the spaces, themselves, and the qualities that influence identity. This study utilises place identity literature, from environmental psychology, to explore the remaking of MacArthur Park, a public space at the centre of a Mexican and Central American immigrant community in Los Angeles, California. We find that new ‘place identities’ are influenced by the specific physical, social, and cultural elements of the park, as study participants attempt to maintain identities influenced by important places in their sending communities. The result is a park that has emotional significance for participants, significance that leads to agency – everyday and political practices – to protect the park, sometimes in the face of immense challenges.

The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.

This research, which uses an intersectional feminist methodological approach, explores the relationships and intersections among women, public urban space, and bicycling, and the gendered processes through which the use of space is claimed, negotiated, and constrained. It builds on the existing scholarship on the gendered nature of public space, and uniquely uses bicycling as the site of inquiry. Drawing primarily from interviews with women cyclists in Chicago, this article explores how gender and other social identities are constructed, challenged, and constituted through an interaction with public space, urban processes and structures, and societal expectations and attitudes. It brings to the forefront and centers these narratives and empirically contextualizes them by linking the scholarship on the gendered (and raced, classed, and sexualized) nature of public space with the scholarship on women’s participation rates and barriers to bicycling. This research examines, through the everyday lived experiences of bicyclists and their multiple subject positions and privileges, how the gendered nature of public space affects the participation and experiences of women cyclists; how public space is negotiated and constrained; and how gender can be both (re)produced and challenged in and through urban space via women bicyclists’ actions. In particular, the research findings explore how women bicyclists must demand and negotiate public space; how their movement and activities are constrained in public space; how gender roles and social reproduction issues intersect with bicycling; and how social, quasi-advocacy group bicycle rides are used as a strategy, with mixed results, to address barriers to women bicyclists’ mobility.

Children growing up in the inner city are at risk for a range of negative developmental outcomes. Do barren, inner-city neighborhood spaces compromise the everyday activities and experiences necessary for healthy development? Sixty-four urban public housing outdoor spaces (27 low vegetation, 37 high vegetation) were observed on four separate occasions. Overall, inner-city children's everyday activities and access to adults appeared remarkably healthy; of the 262 children observed, most (73%) were involved in some type of play, and most groups of children (87%) were supervised to some degree. In relatively barren spaces, however, the picture was considerably less optimistic: Levels of play and access to adults were approximately half as much as those found in spaces with more trees and grass, and the incidence of creative play was significantly lower in barren spaces than in relatively green spaces

Public markets were once essential parts of the cityscape and they are becoming so again. Markets serve several purposes, social, political, and economic, and so planners interested in multipurpose tools for development will be interested in public markets. Markets can help achieve a variety of goals including place-making, employment, and entrepreneurship. This article focuses on markets as tools of business incubation. Archival data and literature shows how important markets once were to cities. Ethnographically collected data from Chicago's Maxwell Street market illustrates the individual and structural factors that account for businesses created at the market. Rural and urban markets are emerging or being rehabilitated all over the country — this research helps planners understand the history of markets, their multi-disciplinary nature, and the circumstances of people creating businesses at markets.

An attempt is made to record conditions under which various forms of racial integration occur in a changing community and the relationship between those conditions and the means by which members of the two races attempt to cope with the challenges of sharing biracial social environments. Racial headcounts are reported for various kinds of social settings and impressions are provided of the nature and differential consequences on blacks and whites of biracial interaction in such environments. Racial integration is found to be very limited in frequency and intensity, despite biracial propinquity. It is especially limited in those circumstances where interpersonal behavior is ordinarily informal, spontaneous or intense. Transracial solidarity occurs only in circumstances in which cross-racial cues of similarity, reliability and trust are strong relative to other opportunities for social solidarity.

Existing research typically examines fear in public space from women’s perspectives. To date, environment–behavior researchers have largely overlooked men’s fear in public space, and the role of masculinity in shaping men’s perceptions of fear and safety. This paper investigates the intersections of traditional, dominant masculinity—or masculinism—and men’s fear in public space, based on interviews with 82 undergraduate men students. Masculinism features qualities such as control, competition, aggression, and physical strength. We argue that, for many men, public spaces and situations that challenge this masculinist identity may generate fear. Similarly, spaces and situations that promote feelings of safety do so, in part, by bolstering this identity. We employ the lens of masculinity to explore men’s feelings of fear of the unknown, heightened awareness and safety, fear of confrontation, and safety in numbers. Conclusions examine implications for the development of masculinity and recommendations for future research.

Public policies supporting market-oriented strategies to develop mixed-income communities have become ascendant in the United States and a number of other countries around the world. Although framed as addressing both market goals of revitalization and social goals of poverty deconcentration and inclusion, these efforts at 'positive gentrification' also generate a set of fundamental tensions - between integration and exclusion, use value and exchange value, appropriation and control, poverty and development - that play out in particular concrete ways on the ground. Drawing on social control theory and the 'right to the city' framework of Henri Lefebvre, this article interrogates these tensions as they become manifest in three mixed-income communities being developed to replace public housing complexes in Chicago, focusing particularly on responses to competing expectations regarding the use of space and appropriate normative behavior, and to the negotiation of these expectations in the context of arguments about safety, order, what constitutes 'public' space, and the nature and extent of rights to use that space in daily life.

This study introduces theory about how deficits in social support motivate consumers to replace lost social resources by forming relationships with customers and employees in commercial “third places.” The authors demonstrate sup- port for a multiple-indicator, multiple-cause model that illustrates how six common events that destroy or erode a person’s social support can cause the person to obtain emotional support and companionship in a third place. The model supports the linkage between commercial social sup- port and a consumer’s sense of attachment to a third place that harbors his or her social support network. The authors also propose and test hypotheses that reveal that consumers obtain social support in a third place to the extent to which they lost it outside the place. In essence, third-place patrons match their lost support to their commercial support, thus remedying negative symptoms associated with isolation. The article concludes with a discussion of managerial implications and limitations.

Research has identified several factors that affect fear of crime in public space. However, the extent to which gender moderates the effectiveness of fear-reducing measures has received little attention. Using data from the Chicago Transit Authority Customer Satisfaction Survey of 2003, this study aims to understand whether train transit security practices and service attributes affect men and women differently. Findings indicate that, while the presence of video cameras has a lower effect on women's feelings of safety compared with men, frequent and on-time service matters more to male passengers. Additionally, experience with safety-related problems affects women significantly more than men. Conclusions discuss the implications of the study for theory and gender-specific policies to improve perceptions of transit safety.
