Ordinary kriging, a spatial interpolation technique, is commonly used in social sciences to estimate neighborhood attributes such as physical disorder. Universal kriging, developed and used in physical sciences, extends ordinary kriging by supplementing the spatial model with additional covariates. We measured physical disorder on 1,826 sampled block faces across four U.S. cities (New York, Philadelphia, Detroit, and San Jose) using Google Street View imagery. We then compared leave-one-out cross-validation accuracy between universal and ordinary kriging and used random subsamples of our observed data to explore whether universal kriging could provide equal measurement accuracy with less spatially dense samples. Universal kriging did not always improve accuracy. However, a measure of housing vacancy did improve estimation accuracy in Philadelphia and Detroit (7.9 percent and 6.8 percent lower root mean square error, respectively) and allowed for equivalent estimation accuracy with half the sampled points in Philadelphia. Universal kriging may improve neighborhood measurement.
Spatial synergy, as defined in this paper, is composed of characteristics of physical-spatial organization of the city which support the actions and behaviour of people, particularly in public space (supportiveness). Spatial synergy concerns the relationship between ‘things and things’, while supportiveness concerns the relationship between ‘people and things’. In the context of the city, things are buildings, technical facilities and plantings; people are the inhabitants and other users. Spatial synergy is achieved through a specific way of arranging buildings, technical facilities and plantings to form open spaces (space segments or places). It is achieved through the way these are interrelated (‘relation and communication’) within the urban fabric. It is also achieved through the degree of accessibility of all such defined places within a settlement unit (‘universal distance’). The physical-spatial characteristics that support actions and behaviour in public spaces (supportive characteristics) are simultaneously those towards which urban design should be directed, if it is to fulfil its purpose. In this context the author emphasizes the viewpoint, in contrast to the tradition of the Modern Movement, that public space has to be the decisive component in creating and developing settlement units that are habitable in the true sense.

In this symposium, we explore how urban citizenship is about expressing, if not producing, difference, and how fragmentation of claims affects urban citizenship and right to the city movements with their universal, all-inclusive ideals. Investigating social movements, political participation and conflicting diversities in public space in Tel Aviv and Berlin, we see a trend towards a diversification of interests, a weakening of movements, and even a competition over rights and resources rather than a development of mutual support and solidarities among various groups on the pathway to a livable city. This tension, we
argue, deserves attention. Radical urban scholarship and politics need to better understand the historical and place-specific contexts that structure the formation of citizenship claims and the courses that citizenship struggles take. Celebrations of urban citizenship as a more contextualized, community oriented, and bottom-up framework (in comparison to national citizenship) should therefore be complemented by a careful investigation of their fragmented and fragmenting practices.

The idea of ‘creative cities’ has gained prominence amongst urban planners and policymakers who often now find links between economic development and the ‘soft’ attributes of cities. While definitions of the ‘creative industries’ and the ‘creative class’ continue to be contested, many key urban policy actors continue to focus on developing strategic programmes and policies to boost ‘creativity’ and economic growth. In this article we review recent attempts to implement creative city ideas across five Australian state capitals. Following the analysis of interview material derived from contact with 100 key community and policymaker actors, we first develop a typology of approaches to creative city ideas: concerted action, engagement and strategic drift. We then move on to consider how the idea of the creative city provides a simultaneously criticized yet powerful organizing device that informs local strategies in relation to prosperity. Our analysis highlights a series of connected consequences around four key issues: (1) arts projects and gentrification; (2) housing affordability; (3) revanchist strands to public space management; and (4) relative rates of social investment. We find that the rhetoric of universal social potential accompanying creative city ideas continues to overlook those unable to participate in this new economy, as well as those who are more actively excluded.
The modern world is facing rapid urbanisation, increasing urban population, constant growth of cities and the construction of new neighbourhoods. Moreover, new neighbourhoods often lack the elements of identity in the context of the place and the people who live there. Therefore, it is necessary to construct these identities together with the physical and natural structure of place and the cultural identity of the people. The construction of spatial identities has been studied in two case studies of “new” neighbourhoods, Mađir (Banjaluka, Bosnia- Herzegovina) and Ilsvika (Trondheim, Norway), using a qualitative analysis method. The comparison makes use of a triangle model that includes three elements of identity construction as three points of analysis: a) spatial context, b) participation in processes of planning and construction and c) action in place. The two cultural contexts and two ways of constructing spatial identity in the new neighbourhoods studied show certain similarities and differences. The study points to the universal significance of this phenomenon and indicates that the process could be improved in each case by applying positive experiences from the other, with adaptation to the specific context. Considering the importance and interrelation of the three elements involved in construction of spatial identities, they should be harmonised in all stages of development.

The creation of public internet access facilities is one of the principal policy instruments adopted by governments in addressing ‘digital divide’ issues. The lack of plans for ongoing funding, in North America at least, suggests that this mode is regarded mainly as transitional, with private, home-based access being perceived as superior. The assumption apparently is that as domestic internet penetration rates rise, public access facilities will no longer be needed. Central to this issue are the varied characteristics of publicly provided and privately owned access sites and their implications for non-employment internet activities. What are the relative advantages and disadvantages of these two access modes? More fundamentally, how do people conceptualize public and private spaces and how does this perception influence their online activities? Finally, why do people choose one over the other, and how do they navigate between the two? This article attempts to answer these questions by drawing on data generated within the Everyday Internet Project, a ‘neighborhood ethnography’ of internet usage. It argues that the conventional view of private and public access facilities as immiscible, fixed alternatives is inadequate. Rather than ‘pure’ types, they are better understood as offering hybrid spaces whose identity and character are fluid, perceived differently by individuals in light of the activities being performed, life experiences, infrastructure and architecture. The picture emerging from our study is one where public and private access modes intertwine with each other in a variety of ways, their combination offering significant additional value for many users. From a public policy perspective, these findings suggest that if universal access is to be achieved, there is a continuing need for publicly supported broad-spectrum facilities with integrated technical support and learning opportunities, even if domestic penetration rates approach that of the telephone.
As one of 725 UNESCO World Heritage Properties, Antigua, Guatemala, is subject to local international regulations related to building codes and how streets and public places are occupied. These regulations are discussed within the theoretical framework of spatial governmentality to explore that relationship between governance and Maya street vendors’ economic practices. I situate the scholarly discussion of spatial governmentality within a specific economic context by highlighting how street economies are affected by what Foucault calls the “era of ‘governmentality,’” especially in an ethnographic context. In this article, I argue that horizontal and vertical forms of governmentality affect the economic practices of street vendors within Antigua’s sociopolitically constructed spaces. Understanding how spatial governmentalities work in a particular place helps explain why street economies persist and why new ones emerge. In Antigua’s case, a new mobile form of street vending emerged because of newly implemented municipal regulations and policing priorities.
