This paper focuses on the development and meaning of informal social control experiences when strangers intervene face-to-face in instances of child punishment in public. The central question is, in the absence of formal authority and institutional resources, how do strangers construe wrongful punishment, negotiate deviant import, and manage control outcomes? Thirty-seven interviews were conducted with people who intervened on at least one occasion, and seven more with witness-participants. Interviewees described the meanings, events, and circumstances surrounding 50 acts of face-to-face intervention. The analysis focuses on some of the micro-political forces, such as claim themes and audience norms, that shape control outcomes. The interpersonal predicament for interveners reflects the cultural tension created when approval of physical punishment is widespread, when distinctions between normal and deviant punishment are ambiguous, and when interaction rules for informal intervention are not institutionalized.

Since the 1970s, certain types of upscale restaurants, cafés, and stores have emerged as highly visible signs of gentrification in cities all over the world. Taking Harlem and Williamsburg as field sites, we explore the role of these new stores and services (“boutiques”) as agents of change in New York City through data on changing composition of retail and services, interviews with new store owners, and discursive analysis of print media. Since the 1990s, the share of boutiques, including those owned by small local chains, has dramatically increased, while the share of corporate capital (large chain stores) has increased somewhat, and the share of traditional local stores and services has greatly declined. The media, state, and quasi-public organizations all value boutiques, which they see as symbols and agents of revitalization. Meanwhile, new retail investors—many, in Harlem, from the new black middle class—are actively changing the social class and ethnic character of the neighborhoods. Despite owners’ responsiveness to community identity and racial solidarity, “boutiquing” calls attention to displacement of local retail stores and services on which long-term, lower class residents rely and to the state’s failure to take responsibility for their retention, especially in a time of economic crisis.
Models of urban planning after authoritarian modernism raise the question of democratic control over the city and the possibility of imagining as a collective act. The paper examines systemic hindrances to free-thinking, and thus free-acting, embedded in urban communities. Through the case study of recent work by the art collective Department of Play, it illustrates the rationale for engaging public imagination specifically via play as world-building; and it posits the potential implications and limits of such activity as an intervention into city planning processes. Interested in liminal spaces between territory, language and social affiliation, the collective advances an agenda of productive dissent in public space through play and performance. Department of Play begins from the position that we can only plan that which we imagine, and thus exists as an effort to free the public imagination from modes of thinking dictated by the capitalist context.
This paper reports the findings from a research project that examines the relationship between urban design and the physical environment, and aspects of social and communal life in suburbs. Australian suburbs are perceived to be lacking in vitality and sociability. To address this, three suburban commercial streets were selected for investigation. Through documents and maps of the residents’ activities and behaviour, this study aims to identify the popular zones of activity and investigate the physical characteristics that encourage a sociable atmosphere in activity zones. The observation of activities in the three streets has been registered in tables relative to the date and time of occurrence. According to the behavioural mappings, the zones of activity are mostly shaped around pavement cafes and popular everyday food stores. Since more than half the activities have been observed to be initiated from the pavement cafes, this paper will investigate how the physical qualities of commercial streets such as the width of the pavements, personalization, soft edges and greenery have contributed to the pavement café culture in the selected neighbourhood centres.
The success of a city’s retail core is largely dependent on the composition and organization of its merchant constituents. Not only should the price-point and products of a city’s retail align with its resident and visitor demographics, but the stores should be strategically balanced to maximize consumer spending and interest. Heritage destinations dependent on the tourism market should pay special attention to this issue, assuring their visitors a valuable shopping experience while simultaneously preserving the destination’s cultural appeal. This case study considers the rapidly evolving shopping district of Charleston, South Carolina, focusing specifically on the retail core’s recent influx of chain merchants to what was once predominantly a local main street. An historical account, paired with and an in-depth survey of merchants, is presented. The research builds upon previous studies that have considered the issue of merchant mix from the perspective of the city’s stakeholders, tourists and residents.
This thesis sets out to examine whether incorporating local independent or small regional chain retailers and restaurants along with national chain stores in new large scale open-air retail developments can help add to a “sense of place” in these projects and thus make them more successful. New retail developments of the past two decades, often called Lifestyle Centers, Urban Entertainment Centers, Town Centers or New Main Streets, attempt through design to create a “place.” However, unlike traditional Main Streets or other locales that come to mind when thinking of distinctive “places” to shop, the tenants in these centers seem to be largely the same as those in regional malls—ubiquitous national chain stores. Due to this lack of local, unique content, these projects in many cases seem to be more a repackaging of the regional mall formula than truly successful attempts at place making. However, despite several challenges to tenanting independent businesses, some owners of new, what I refer to as, Place Making Centers have nonetheless taken a more proactive role in varying their tenant mix so as to better differentiate and reflect the local character of these projects; consciously dedicating a substantial percentage of their retail space for smaller local or regional retailers. This suggests that for some developers and projects these obstacles can be overcome, and that there is some perceived added value, place making or otherwise, to incorporating these businesses. In this thesis, I argue that place making, besides a physical act, also involves an intangible social and cognitive quality. I also assert that independent business can contribute to sense of place by contributing spaces more likely to promote social interaction and adapt over time and by providing a sense of uniqueness, rootedness and authenticity. Furthermore, the characteristics that contribute to the likelihood and/or viability of incorporating independent businesses in a project fall into three categories—owner characteristics, project financing and economics, and market characteristics. In projects that successfully overcome these obstacles, independent businesses are shown to further place making’s aim of overall and long-term value creation, suggesting that incorporation of these retailers should be strongly considered by developers of new retail formats.

Problem, research strategy, and findings: Around the globe, streets and sidewalks in cities are being contested as spaces that should be used for more than transportation. This article challenges our understanding of both property rights and public space by applying a property rights framework to situate sidewalk use debates. It analyzes and maps the sidewalk property regimes of Ho Chi Minh City, Vietnam, through a novel integration of surveying and ethnography. The case illuminates the feasibility of a mixed-use sidewalk that can be shared between various kinds of uses and users. A mixed-use sidewalk that is both cooperative and livable is possible if planners incorporate time into planning space in order to expand the sidewalk's flexibility and if local society can renarrate and enforce new legitimacies on the sidewalk. Takeaway for practice: Sidewalk space deserves more attention as an important public space. In our era of historic urbanization, we should reconceive sidewalks as a mixed-use space rather than an exclusively pedestrian zone. Moreover, North American planners would benefit from engaging with public space experiments happening in cities in the developing world. By measuring twenty streetscape features and numerous other variables for 588 blocks in New York City, we were able to identify variables that explain pedestrian traffic volumes. We found significant positive correlations between three out of twenty streetscape features with pedestrian counts after controlling for density and other built environmental variables. The significant streetscape features are the proportion of windows on the street, the proportion of active street frontage, and the number of pieces of street furniture. This study provides guidance for streetscape projects that aim to create walkable streets and pedestrian-friendly environments.
The development of downtown public space has been increasingly defined by agreements negotiated between the public and private sectors. In the last decades the majority of downtown public space has occurred in the form of urban plazas, built as integral parts of privately owned office and retail complexes. In this paper we document the private production of public open space in the downtown areas of Los Angeles and San Francisco - two cities that have used distinctively different policy approaches in forming public-private partnerships. We examine how the process of public open space creation is affected by the culture of planning and development, and discuss similarities and differences in the imagery and form of plazas in the two cities. It is found that urban plazas are the reflection of a market-driven urbanism. As such they are quite homoge- neous in their form despite differences in the planning style and development process encountered in the two California cities.
Business improvement districts (BIDs), which are formed when spaces that are legally public are put under private or semi-private forms of administration, have become increasingly prominent features of many cities internationally. This paper provides an in-depth, empirically grounded analysis of the practices of political activism and issue advocacy in one widely admired BID (Church Street Marketplace, Burlington, Vermont) in light of recent theoretical concerns about the decline of ‘public’ space within the current neo-liberal context of privatisation. The paper examines the ways in which various kinds of political activity are constructed by Marketplace management as either assets or liabilities, and how different forms of activism are differentially regulated and policed in pursuit of maintaining the carefully themed environment of the BID. The research raises important questions about the extent to which downtown (and other) spaces that have been (re)organised as BIDs can fulfil the role of public space in democratic societies.
Business Improvement Districts (BIDs) provide supplemental services to urban commercial corridors using funds from member assessments. They have become a very popular urban revitalization tool, but their formation is still largely unexplained. Theory implies that BIDs will form if they add to aggregate welfare and if the marginal net benefit of membership is positive. I test this for the neighborhood overall and at the BID boundary. Using unique, micro-level and longitudinal data from New York City, I employ survival analysis methods to estimate the likelihood of a neighborhood forming a BID. I then estimate the likelihood of the marginal property’s BID membership by comparing the characteristics of properties located immediately inside and outside of the BID boundaries. I find that BIDs are more likely to form when there is more commercial space over which the BID benefits can be capitalized and when there is homogeneity in service and spending preferences across properties. BIDs also tend to form in neighbor- hoods that possess signs of appreciation and growth. Generally, BIDs are more likely to form in neighbor- hoods with higher valued properties with the exception of very wealthy areas. The BID boundary, however, is comprised of relatively less valuable properties.

The collection of large-scale administrative records in electronic form by many cities provides a new opportunity for the measurement and longitudinal tracking of neighborhood characteristics, but one that will require novel methodologies that convert such data into research-relevant measures. The authors illustrate these challenges by developing measures of “broken windows” from Boston’s constituent relationship management (CRM) system (aka 311 hotline). A 16-month archive of the CRM database contains more than 300,000 address-based requests for city services, many of which reference physical incivilities (e.g., graffiti removal). The authors carry out three ecometric analyses, each building on the previous one. Analysis 1 examines the content of the measure, identifying 28 items that constitute two independent constructs, private neglect and public denigration. Analysis 2 assesses the validity of the measure by using investigator-initiated neighborhood audits to examine the “civic response rate” across neighborhoods. Indicators of civic response were then extracted from the CRM database so that measurement adjustments could be automated. These adjustments were calibrated against measures of litter from the objective audits. Analysis 3 examines the reliability of the composite measure of physical disorder at different spatiotemporal windows, finding that census tracts can be measured at two-month intervals and census block groups at six-month intervals. The final measures are highly detailed, can be tracked longitudinally, and are virtually costless. This framework thus provides an example of how new forms of large-scale administrative data can yield ecometric measurement for urban science while illustrating the methodological challenges that must be addressed.
