The aim of this article is to explore new ways of integrating technology, nature and infrastructures into urban public spaces. This is done through a case study, the design of General Vara del Rey, which is offered here as a model to explore a novel urban political ecology that calls into question dominant definitions of public spaces as self‐contained sites operating independently of natural and infrastructural spaces. Through the double movement of ‘the technification of public space’ and ‘the publicization of infrastructures’, the square aims to rethink the political ecology of urban public spaces by enabling the effective incorporation and participation of infrastructural and natural elements as active actors into the public and political life of the community. It is argued that the transformation of infrastructures into fully visible, public and political agents provides a useful model to address the growing proliferation of infrastructural and technological elements onto contemporary urban surfaces and to open up the possibility of new forms of civic participation and engagement.

This study examines the extent to which specific social and environmental objectives have been achieved in the new urbanist community of Orenco Station (Portland, Oregon). House-level surveys were conducted in Orenco Station, as well as a traditional suburb and two long- established urban neighborhoods. Survey data reveal high levels of social interaction in the new urbanist community, as compared to the comparison neighborhoods. The analysis also reveals a higher level of walking, and an increase in the occasional use of mass transit, in the new urbanist community. However, the majority of residents in all four neighborhoods (including the new urbanist neighborhood) rely on single occupancy vehicles for their regular commute. In sum, this study shows that Orenco Station is very effective in achieving its social objectives, modestly effective in encouraging waling and the occasional use of mass transit–but not very effective in increasing primary reliance on mass transit for commuting.

Critics have long denounced the design of suburban communities for fostering political apathy. We disaggregate the concept of suburban design into four distinct attributes of neighborhoods. We then use tract-level Census data, the Social Capital Community Benchmark Survey, and multilevel models to measure the relationship between these design features and political participation. Certain design aspects common in suburban neighborhoods are powerful predictors of reduced political activity, illustrating a potential link between neighborhood design and politics. Yet low-density environments appear to facilitate some types of participation. Suburban designs vary, and so do their likely impacts on political participation.

This study compares community-park design and residents' perceptions of safety in two subdivision communities in The Woodlands, Texas. The communities were built following two different planning approaches—the ecological approach and the conventional approach. Surveys have shown that residents generally feel safer in community parks built according to the latter approach. Using landscape metrics and home-to-park proximity indicators, we examine how different planning approaches affect park design and, as a result, influence residents' perceptions of safety. We cross-validated the results with survey studies conducted over several years. The study findings suggest that park location, spatial configuration of woody vegetation, and management of understory can be important design considerations that impact residents' perceived levels of safety. Park designers and managers should also consider providing parks that meet diverse needs and balance the requirements of ecological preservation, aesthetics, and cultural preference.

Throughout late antiquity, long after the collapse of the Roman administrative system, Augusta Emerita (Mérida, Spain) retained its role as a primary center for economic, political, religious, and social exchanges. However, the nature and the physical setting of many of those interactions changed significantly in this period. In particular, Emerita’s archaeological record from the fourth and fifth centuries confirms a trend away from the classical ideals that had contributed to the city’s early urban structure. This article argues that the sweeping urban changes experienced by the city are not just symptomatic of economic decline but that these changes should also be taken as important examples of the ongoing vitality of the Late Antique city center. As residents and officials encountered a new set of economic, political, religious, and social demands, they reshaped their urban environment to adapt to these new circumstances. The end result is most clearly distinguished in the remains of the late fifth-century city, but this post-Roman city has its roots in the Late Roman context of the fourth century.

In 2003, for the second year running, the Paris municipality entrusted a young theater designer with the transformation of one stretch of the banks of the Seine River—normally congested with heavy traffic—into an open space evocative of the seaside. Paris in August is therefore Paris by the seaside. The objective of our study is to examine the entire operation, from the moment the political decision was taken by the municipality to the many and varied activities of all those who participated. Through this study, we attempt to highlight the different forms of material and symbolic (re)creation of Paris being undertaken today. We show that in a situation such as this, a reflection on the fieldwork undertaken and the production of ethnographic knowledge is in fact the key factor in the analysis.

In this symposium, we explore how urban citizenship is about expressing, if not producing, difference, and how fragmentation of claims affects urban citizenship and right to the city movements with their universal, all-inclusive ideals. Investigating social movements, political participation and conflicting diversities in public space in Tel Aviv and Berlin, we see a trend towards a diversification of interests, a weakening of movements, and even a competition over rights and resources rather than a development of mutual support and solidarities among various groups on the pathway to a livable city. This tension, we
argue, deserves attention. Radical urban scholarship and politics need to better understand the historical and place-specific contexts that structure the formation of citizenship claims and the courses that citizenship struggles take. Celebrations of urban citizenship as a more contextualized, community oriented, and bottom-up framework (in comparison to national citizenship) should therefore be complemented by a careful investigation of their fragmented and fragmenting practices.

Public spaces constitute one of the first urban elements to be threatened in times of instability. Their efficient supply
and management becomes a concern for both public authorities and individual users. This paper examines the role and objectives of social entrepreneurs in supplying temporary public spaces within an unstable setting and focuses on small group collective action. The mechanisms used to identify potential land, negotiate use-rights and promote these
spaces are discussed for the case of Beirut, Lebanon, a society segregated by the effects of war and political upheaval.
The case of an organic food market is used to illustrate temporary public spaces in the critical period of 2005–2007,
when political instability reigned in the country and rendered conventional public spaces undesirable. The paper
concludes by drawing lessons for land readjustment in crisis situations from the movement of temporary public
spaces within a city while still attracting people that formerly had difficulties meeting elsewhere.

The World Gay Pride week convened in Rome in July 2000 at the same time the Catholic Church planned on celebrating its Holy Year Jubilee. Thousands of gays came together, and by the end of the week more than 200,000 marched through the streets of Rome's historical centre. This unique event provides an opportunity to examine the causal relationship of the gay movement acquiring a political identity of its own while the city of Rome was trying to assert a `proper' identity for its public spaces. Acting in solidarity for the first time since its formation, the gay movement drew attention to the difficulties in securing unrestricted access to Rome's public spaces. Conservative sectors of society challenged the right to demonstrate, as guaranteed in Italy's Constitution, which resulted in the delay of obtaining the necessary permit. On the one hand, this revealed the existence of sectors of society not yet willing to acknowledge gay rights or even discuss gay issues in public; on the other, it helped make clear that the process for building Rome's identity is governed by a specific political design. In particular, policies for the privatisation of urban space in conjunction with discriminatory planning processes in the city's historical centre, point to tourism as a powerful tool to control urban space. Resisting this spatial marginalization the gay movement has significantly widened the scope of its social and political action in order to contest prevailing practices and trends which are shaping the city.

This paper explores the place-based meanings of an urban public space, MacArthur Park, in a Latino and immigrant neighborhood in Los Angeles, California. Both quantitative and qualitative data analysis revealed a broad range of park experiences that were both positive and negative and produced meanings that were individual, social, cultural, and political. The study found that MacArthur Park affirms traditional national, cultural, and ethnic identities for immigrants and supports their construction of a new, translocal and Central American identity in Los Angeles. Although the study found that the park also serves as a restorative, entertaining, and social space for park goers, these positive experiences were accompanied by negative experiences and meanings of the park related to maintenance and crime and conflicts associated with inequality and access, confirming the importance of considering the full range of social, cultural, and political meanings associated with place.

Urban public marketplaces in Global South cities host a vibrant mix of retail and wholesale trade. Yet local-to-national governments increasingly promote sanitized and privatized urban spaces by privileging modern retail outlets (malls and supermarkets) and discouraging “traditional” livelihoods (street vending and market stalls). These political decisions dramatically disrupt the public market trade that has provisioned urbanites for decades. To address this issue, this article analyzes how retailers working in the renowned Baguio City Public Market, northern Philippines, sustain their livelihoods given that Baguio City’s first phase of market redevelopment failed to meet their needs (e.g., insufficient store size and banning enterprises). Problematizing legal–illegal work and urban public space use, I argue that public marketers engage everyday and insurgent public space activism to protest their disenfranchisement. Although marketers generally have achieved selected demands, some have benefited more than others. Thus, I suggest that we consider not only marketers’ resistance but also the uneven political landscape within which they work—the power differentials among and between marketers and the state. The extent to which variously positioned marketers can realize livelihood rights highlights the unpredictability of civic engagement and “extralegality” when competing
ideologies clash over access to urban public space, legal–illegal practice, and appropriate urban provisioning.

This paper develops an analytical framework to place the rise of open source urbanism in context, and develops the concept of the ‘right to infrastructure’ as expressive of new ecologies of urban relations that have come into being. It describes, first, a genealogy for open source technology, focusing in particular on how open source urban hardware projects may challenge urban theory. It moves then to describe in detail various dimensions and implications of an open source infrastructural project in Madrid. In all, the paper analyses three challenges that the development of open source urban infrastructures is posing to the institutions of urban governance and property: the evolving shape and composition of urban ecologies; the technical and design challenges brought about by open source urban projects; and the social organisation of the ‘right to infrastructure’ as a political, active voice in urban governance. In the last instance, the right to infrastructure, I shall argue, signals the rise of the ‘prototype’ as an emerging figure for contemporary sociotechnical designs in and for social theory.

Urban designers and their design process remain largely outside the literature on public space. Either designers are cast as simple tools of capitalist social relations, producing exclusionary public spaces, or they figure as entrepreneurs that complement economic renewal schemes through beautification measures that bring business and jobs to the city. This paper analyzes both of these arguments, through an ethnographic analysis of the urban design process behind the redevelopment of a public square in Syracuse, NY. I argue that aesthetic considerations most often derive from economic and political pressures, pressures that draw upon the social contexts of urban designers within an international division of labor and their relationship to class struggle. Because public space serves such an important role in political and social life, its status as a product of urban design should therefore act as a crucial component in any discussion of rights to the city.

Temporary uses of vacant urban spaces are usually not foreseen in conventional urban planning and have often been linked to economic or political disturbances. In New Zealand, Christchurch’s vacant spaces came into existence after the city was hit by several devastating earthquakes in 2010 and 2011. Parallel to the ‘official’ rebuild dis- course, temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Based on the review and analysis of exemplary transitional community-initiated open spaces and correlated literature, the paper looks at how the post-disaster urban context in Christchurch has influenced particular aspects of temporary urbanism in comparison with case studies in non-disaster environments. By focusing on the anticipated benefits of community-initiated open spaces, the paper dis- cusses the relevance of temporary uses of vacant urban spaces for urban sustainability in relationship to concepts of community resilience and raises questions about possible long-term values.

Analyzing the spatial genealogy of the student riots in May 1960 in Ankara, the capital city of Turkey, this article investigates the relation between space and identity politics. Besides the social practices it contains, the “publicness” of space is also marked by the meanings and values attributed to the space by various social actors. The political participation of the social groups in public sphere becomes possible through spatial appropriation, which does not only mean the practical occupation of space but also the appropriation of the image of the (public) space. In the context of Ankara, the student riots transform Kizilay Square, which had been the prestigious center of a wealthy neighborhood, into a site of contesting spatial imageries and social identities.

The ground floors of buildings are a key element of the urban experience, yet the dynamics that shape frontages are largely unknown. This article delves into the forces and patterns behind the transforming relationship between architecture and public space in Western urban cores over the past century. After defining a methodology for structurally measuring the interactivity of ground floor frontages over time, the study focuses on two case study urban cores of Detroit, Michigan and The Hague, Netherlands. Through a combination of narra- tive historiography, detailed mapping and statistical studies a set of recommendations is generated to help urban designers and planners better understand and counter frontage decline. The two seemingly disparate cities are demonstrated to have undergone remarkably similar patterns of frontage interactivity erosion, with outcomes diverging as a result of an often reinforcing set of forces. Only upon understanding frontages as social, economic, cultural, political and technological constructs with physical, functional and connotative effects on public space will the profession be able to effectively steer the future of the architecture of public life.

Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.

Business improvement districts (BIDs), which are formed when spaces that are legally public are put under private or semi-private forms of administration, have become increasingly prominent features of many cities internationally. This paper provides an in-depth, empirically grounded analysis of the practices of political activism and issue advocacy in one widely admired BID (Church Street Marketplace, Burlington, Vermont) in light of recent theoretical concerns about the decline of ‘public’ space within the current neo-liberal context of privatisation. The paper examines the ways in which various kinds of political activity are constructed by Marketplace management as either assets or liabilities, and how different forms of activism are differentially regulated and policed in pursuit of maintaining the carefully themed environment of the BID. The research raises important questions about the extent to which downtown (and other) spaces that have been (re)organised as BIDs can fulfil the role of public space in democratic societies.

This paper assesses and synthesizes the cumulative results of a new “neighborhood-effects” literature that examines social processes related to problem behaviors and health-related outcomes. Our review identified over 40 relevant studies published in peer-reviewed journals from the mid-1990s to 2001, the take-off point for an increasing level of interest in neighborhood effects. Moving beyond traditional characteristics such as concentrated poverty, we evaluate the salience of social-interactional and institutional mechanisms hypothesized to account for neighborhood-level variations in a variety of phenomena (e.g., delinquency, violence, depression, high-risk behavior), especially among adolescents. We highlight neighborhood ties, social control, mutual trust, institutional resources, disorder, and routine activity patterns. We also discuss a set of thorny methodological problems that plague the study of neighborhood effects, with special attention to selection bias. We conclude with promising strategies and directions for future research, including experimental designs, taking spatial and temporal dynamics seriously, systematic observational approaches, and benchmark data on neighborhood social processes.

This paper empirically explores the management of privately owned public space. It examines 163 spaces produced through New York City’s incentive zoning programme, whereby developers provide and manage a public space in exchange for fl oor area ratio (FAR) bonuses. Developers of these bonus spaces employ a variety of management approaches, each correlating with common theories of spatial control in publicly owned spaces. However, as developer priorities are often fi scally driven, most approaches severely limit political, social and democratic functions of public space and produce a constricted defi nition of the public. As such, privately owned public spaces have deleterious effects on concepts of citizenship and representation, even as they become the new models for urban space provision and management.
