This article examines two different models of space management, devised by NGOs to confront the marketization of public space in New York City through privatizing the land of community gardens. The Trust for Public Land promotes a model that emphasizes community ownership, while the New York Restoration Project promotes a model that emphasizes the preservation of land. The article compares the two models of NGO management of community gardens particularly through the lens of community participation, sense of ownership and control over space, and argues that both models transform the meaning of public space in ways that undermine its opportunity to develop as an autonomous community space.

In the mid-1990s, New York City initiated what would prove to be a long, highly visible struggle involving rights claims related to property, housing, and public space in the form of community gardens. The competing discourses of rights were part of a struggle over the kind of city that New York was to become, and more specifically, whether it would be one in which difference is accepted and in which access to the city and the public realm would be guaranteed. Using interviews with participants in the conflict over community gardens, we evaluate how the resolution to the gardens crisis, which in part occurred through the privatization of what are often taken to be public or community rights to land, transform not only the legal status of the gardens but also, potentially, their role as places where different ‘publics’ can both exercise their right to the city and solidify that right in the landscape.

This paper reports on a pilot project to examine the concept of wellbeing as expressed locally by public reaction to the Peace Gardens refurbishment in the city centre of Sheffield completed in 1999. It was immediately popular with the public, but the aim was to find out what benefit people felt they derived from using the space. The study was conducted via a questionnaire delivered on site to pedestrian traffic over three weeks one summer. Over a thousand users of the space were asked one very simple question: How do the Peace Gardens make you feel? The authors’ interpretation of the responses indicates a very high level of approval. Users of the space reported high satisfaction across four themes: wellbeing, safety, community and respite. While these findings largely accord with the literature, further planned city-centre development threatens the success of the Peace Gardens. The paper considers whether the planning of such spaces is designed to empower users to meet others on their own terms, or whether planners recognize that social needs require to be more controlled in busy urban environments.

A healthy built environment is one which connects citizens together to create a sense of community. These are influential determinants of good mental and physical health. This paper presents an overview of key research on how the built environment supports the development of community as part of creating and sustaining places for health and well-being. Formal public places such as town squares, plazas, parks and gardens cultivate community in numerous ways. Informal public places such as those in between buildings, on the street, at the train station and bus stop are also important for social encounters and interaction. Careful design of open space, neighbourhood streets and buildings can encourage human interaction as part of community creation. Evidence is presented here as a ‘Places Framework’ to illuminate the ways in which place strengthens community. The paper concludes by discussing and critically evaluating policy implications for urban planners and designers. Major gaps in the research are identified and suggestions made for future investigative work to strengthen the evidence for building healthy communities through built environment interventions.

Temporary uses of vacant urban spaces are usually not foreseen in conventional urban planning and have often been linked to economic or political disturbances. In New Zealand, Christchurch’s vacant spaces came into existence after the city was hit by several devastating earthquakes in 2010 and 2011. Parallel to the ‘official’ rebuild dis- course, temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Based on the review and analysis of exemplary transitional community-initiated open spaces and correlated literature, the paper looks at how the post-disaster urban context in Christchurch has influenced particular aspects of temporary urbanism in comparison with case studies in non-disaster environments. By focusing on the anticipated benefits of community-initiated open spaces, the paper dis- cusses the relevance of temporary uses of vacant urban spaces for urban sustainability in relationship to concepts of community resilience and raises questions about possible long-term values.

In recent years, local activists in the Global North and South have been organizing to improve degraded and abandoned spaces in marginalized neighborhoods by creating parks, playgrounds, urban farms, or community gardens. This paper integrates existing knowledge on urban place attachment and sense of community with scholarship on environmental justice in order to understand the role of place attachment in environmental mobilization in distressed neighborhoods across political systems and urbanization contexts. It examines the different forms of connections that activists develop and express toward neighborhoods with long-time substandard environmental conditions and how their experience of the neighborhood shapes their engagement in environmental revitalization projects. This comparison of three neighborhoods in Barcelona, Boston, and Havana shows that activists in all three places intend for their environmental endeavors to express grief at the loss of community, fears of erasure, and emotional connection and feelings of responsibility to place. To address environmental trauma, they aim to construct nurturing, soothing, “safe havens,” recreate rootedness, and remake place for residents.

This study investigates the degree to which community can be found in Dutch neighbourhoods and attempts to explain why there is more community in some neighbourhoods than in others. We apply a perspective on community which assumes that people create communities with the expectation to realize some important well-being goals. Conditions that account for the creation of a local community are specified, i.e. the opportunity, ease, and motivation to do so. These conditions are realized when (i) neighbourhoods have more meeting places; (ii) neighbours are, given their resources and interests, motivated to invest in local relationships; (iii) neighbours have few relations outside of the neighbourhood, and (iv) neighbours are mutually interdependent. Data from the Survey of Social Networks of the Dutch on 1,007 respondents in 168 neighbourhoods are used. Results show that there is a sizeable amount of community in Dutch neighbourhoods and that all the four conditions contribute to the explanation, while interdependencies among neighbours have the strongest impact on the creation of community.

Leisure preferences and open space needs were explored within a discrete, homogeneous ethnic community: the Chinese Americans of Chicago's Chinatown. Face-to-face interviews and focus group discussions were used to identify outdoor leisure patterns and preferences, in general, and with respect to new park development being planned for the community. Findings show that although some popular activities are no different from what might be expected for the mainstream Anglo American population, the meaning and significance of these activities have clear and unique ties to Chinese culture. Preferences for the new Chinatown park development mirror activity preferences, emphasizing facilities that enhance the natural environment for passive activities. Notable differences in activity preferences were found within the sample of respondents according to age, generational status, and other factors. Park planning considerations and future research needs are identified.

This research examined the effect of concealment (environmental cues), presence or absence of people recreating (social cues), and gender on individuals’ fear of crime in a community park setting. Using a 7-point single- item indicator, 732 participants from two samples (540 park visitors and 192 college students) rated their estimates of fear of crime to 24 photographic representations of a community park. All three, two-factor interaction effects were significant in the park visitor sample, but in the student sample, only the Presence of People Recreating × Gender effect was significant. These results suggest that social and environmental cues may jointly affect fear experiences and that the presence of other people recreating in a park environment and the gender of an individual may influence fear of crime when recreating alone in a park setting. Implications include design and management techniques that promote safe park environments.

In recent years, a greater emphasis on user analysis and public participation in park planning has resulted in a greater scrutiny of the standards and guidelines used to establish and/or develop park areas within a community. The insensitivity of past "service area" approaches to meet the needs of neighborhood constituencies has created a demand to examine alternative approaches to defining neighborhood boundaries and the subsequent location of neighborhood parks. Two techniques that have been useful in accurately defining neighborhood boundaries and predicting use and nonuse of existing park facilities are examined.

This article examines the role of animals in the processes of social inclusion and exclusion in a gentrifying neighborhood. Residents who move into mixed-income, inner-city neighborhoods generally express a taste for diversity while simultaneously attempting to distance themselves from “undesirables.” Dogs allow newcomers to manage these tensions. The urge to control public spaces leads to the creation of new and quasi-exclusionary places, such as dog runs. At the same time, in the process of creating them, residents produce the neighborhood's image as a “diverse community.” Based on fieldwork conducted in a neighborhood of a large city in the northeastern United States, the author uses a wide range of discourse settings and genres to demonstrate that discursive production is part-and-parcel of the process of making places.

Recent case studies of receiving communities have established that translocal immigrants are transforming their neighbourhoods, producing spaces of identity. While these studies have focused on the reshaping of local power dynamics, less attention has been given to the spaces, themselves, and the qualities that influence identity. This study utilises place identity literature, from environmental psychology, to explore the remaking of MacArthur Park, a public space at the centre of a Mexican and Central American immigrant community in Los Angeles, California. We find that new ‘place identities’ are influenced by the specific physical, social, and cultural elements of the park, as study participants attempt to maintain identities influenced by important places in their sending communities. The result is a park that has emotional significance for participants, significance that leads to agency – everyday and political practices – to protect the park, sometimes in the face of immense challenges.

Vacant land located in deteriorating neighborhoods collects physical detritus and social malaise; overt signifiers of urban blight, these spaces often become gathering places for garbage instead of people, illicit activity instead of civility. This essay deconstructs what happens when community activists appropriate, develop, and continually manage vacant land in manners that align with and express their community’s culture. Moreover, it deconstructs the metamorphosis of vacant land into public space. Part of a larger research project exploring the roles public space plays in neighborhood change, this ethnography centers in Sunnyside, a gentrifying neighborhood in Denver, Colorado. Combining ethnographic and archival methods, I explore how the physical, regulatory, and cultural facets interrelate to form something rather remarkable—public space on private property. The ‘‘Troy’’ Chavez Memorial Peace Garden is at once a community garden, a pedagogical space, and a memorial to the 108 youths who died in Denver’s 1993 ‘‘summer of violence’’. Twenty years later it is still cherished as a garden and a memorial, as a living artifact of Aztec culture, and as a publicly accessible space that contributes to the cooperation between neighborhood old-timers and newcomers. Turning scholarly discourse of the privatization of public space on its head, I unpack the processes contributing to the publicizing private space.

Definitions of neighbourhood in the Social Sciences are complex, varying in their characteristics (for example, perceived boundaries and content) and between residents of that neighbourhood (for example, by class and ethnicity). This study employs an under-utilised methodology offering strong potential for overcoming some of the difficulties associated with neighbourhood definitions. A mental mapping exercise involving local residents is showcased for an ethnically diverse working-class neighbourhood in south Liverpool. The results demonstrate distinctions between residents in the geographical demarcation of the area and the features included, with important implications for how neighbourhood is best measured and understood. We suggest that one size does not fit all in definitions of neighbourhood, and that mental mapping should form a more common part of a neighbourhood researcher’s toolkit.

There are numerous ways in which people make illegal or unauthorized alterations to urban space. This study identifies and analyzes one that has been largely ignored in social science: explicitly functional and civic-minded informal contributions that I call “do-it-yourself urban design.” The research, which began as an investigation into more “traditional” nonpermissable alterations, uncovered these cases—from homemade bike lanes and street signs to guerrilla gardens and development proposals—that are gaining visibility in many cities, yet are poorly accounted for by existing perspectives in the literature. This article examines the existing theories and evidence from interviews and other fieldwork in 14 cities in order to develop the new analytical category of DIY urban design. I present findings on the creators of these interventions, on their motivations to “improve” the built environment where they perceive government and other development actors to be failing, and on the concentration of their efforts in gentrifying areas. This introduces the possibility of conflict and complicates their impact. I argue that DIY urban design has wide-ranging implications for both local communities and broader urban policy.

Recent studies of public space in US central cities tend to focus either on (1) market-driven placemaking (privatized parks, hipster shops) in gentrifying enclaves
or (2) street cultures (community gardens, hip-hop) in low-income neighborhoods. Neither focus adequately frames the ability of African Americans to shape public space as the white middle class returns to central cities. In this case study of downtown Detroit, I theorize a dialectic: the history of clashes between racial capitalism and social movements in public space reappears in the contradictory design of market-driven placemaking, which suppresses and displays cultures of resistance. White business and real-estate interests showcase downtown spaces to counter news of disinvestment and suffering in low-income neighborhoods. The legal and political legacies of civil rights and black power struggles–– combined with consumer demand (black culture sells)––force them to involve black entrepreneurs, professionals and artists in placemaking. This placemaking subordinates the black urban poor, even as it incorporates their street cultures. The contradictions of placemaking shape possibilities for resistance, as shown in mundane subversions and street protests that use the downtown spotlight to call for social justice citywide. This analysis contributes to research on public space at a time when new movements are challenging public order in the financial core of US cities.

This article examines cultural practices and social life in urban public spaces of postreform China, focusing on the everyday leisure, entertainment, and cultural activities spontaneously organized by grassroots residents or groups. It examines performativity in constituting cultural meanings, reproducing everyday identities, and building up mutual engagements, and unravels the ways in which ordinary people devote resources, labor, and energy to keep alive individual or collective identities. Performances of cultural identities in public spaces entail improvised and temporary social relations which emerge from the immediate contexts of mundane spatial practices. Empirical analyses of public performativity in Guangzhou identify three scenarios, namely, the performativity of public teaching, public shows and performances, and the performative displays of cultural difference between carnivalesque dancing and “high-end culture” in public leisure.

People reside in homes; however, they live in neighbourhoods comprised of parks, sidewalks, restaurants, shops and other everyday places. Whether current or potential neighbourhood residents feel at home in these places remains an under theorised aspect of neighbourhood change. Rather than housing policy or real estate development, this essay explores public space as a mechanism of neighbourhood change. Drawing from ethnographic research in the Latino barrios of North Denver, It deconstructs the history of one small yet vital public space—la Raza Park. During the 1970s, this park, its pool and the many events it grounded, built community cohesion and fostered cultural identity. In 1981, city authorities went so far as to deploy a SWAT team to la Raza Park to enforce a permit violation. The following summer, they demolished its pool. North Denver is now gentrifying rapidly. This essay stitches these disparate-seeming events into a story of neighbourhood change.

A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”
