Increasing amounts of information processing capacity are embedded in the environment around us. The informational landscape is both a repository of data and also increasingly communicates and processes information. No longer confined to desk tops, computers have become both mobile and also disassembled. Many everyday objects now embed computer processing power, while others are activated by passing sensors, transponders and processors. The distributed processing in the world around us is often claimed to be a pervasive or ubiquitous computing environment: a world of ambient intelligence, happening around us on the periphery of our awareness, where our environment is not a passive backdrop but an active agent in organizing daily lives. The spaces around us are now being continually forged and reforged in informational and communicative processes. It is a world where we not only think of cities but cities think of us, where the environment reflexively monitors our behaviour. This paper suggests that we need to unpack the embedded politics of this process. It outlines the three key emerging dynamics in terms of environments that learn and possess anticipation and memory, the efficacy of technological mythologies and the politics of visibility. To examine the assumptions and implications behind this the paper explores three contrasting forms of ‘sentient’ urban environments. The first addresses market-led visions of customized consumer worlds. The second explores military plans for profiling and targeting. Finally, the third looks at artistic endeavours to re-enchant and contest the urban informational landscape of urban sentience. Each, we suggest, shows a powerful dynamic of the environment tracking, predicting and recalling usage.
This paper explores the place-based meanings of an urban public space, MacArthur Park, in a Latino and immigrant neighborhood in Los Angeles, California. Both quantitative and qualitative data analysis revealed a broad range of park experiences that were both positive and negative and produced meanings that were individual, social, cultural, and political. The study found that MacArthur Park affirms traditional national, cultural, and ethnic identities for immigrants and supports their construction of a new, translocal and Central American identity in Los Angeles. Although the study found that the park also serves as a restorative, entertaining, and social space for park goers, these positive experiences were accompanied by negative experiences and meanings of the park related to maintenance and crime and conflicts associated with inequality and access, confirming the importance of considering the full range of social, cultural, and political meanings associated with place.
The goal of this article is two-fold: to introduce the concept of augmented deliberation and to demonstrate its implementation in a pilot project.We look specifically at a project called Hub2. This community engagement project employed the online virtual world Second Life to augment community deliberation in the planning of a neighborhood park in Boston, Massachusetts. The local community was invited to gather in a physical space and a virtual space simultaneously, and a physical moderator and virtual designer orchestrated deliberation.This project demonstrates the design values central to augmented deliberation: (1) it is a multimedia group communication process which balances the specific affordances of digital technologies with the established qualities of face-to-face group deliberation; (2) it emphasizes the power of experience; and (3) it promotes sustainability and reproducibility through digital tracking. Augmented deliberation, when properly designed, provides a powerful mechanism to enable productive and meaningful public deliberation. The article concludes with directions for further research.
Over recent decades, cities have been radically transformed by information and communication technologies (ICTs) that modify people’s daily lives by reorganising mobility, infrastructure sys- tems and physical spaces. However, in addition to the role that technology plays in the develop- ment of the infrastructure in our cities, it is also being used ‘as a means of control’. This view of technology as a disciplinary tool that restructures space, time and the relations among activities has been promoted by scholars who have shown that technology is also a means of saturating and sustaining contemporary capitalist societies and deepening inequalities. However, the situa- tion is far more complex than that. Technology is not only used top-down but also bottom-up, with individuals using technological devices to share and enhance their visibility in space. This bidirectional paradigm – of vertical surveillance and horizontal sharing – contributes to a sense of ‘being exposed’ in public space that normalises practices of sharing personal data by individuals and thus results in diminished privacy. This argument is supported by an experiment conducted on smartphone users that includes personal interviews and the use of a smartphone Android application that combines online tracking with experience sampling. The findings show a conver- gence between the online and offline worlds (a ‘public’ situation in the offline world is also consid- ered as such in the online world), which is a condition that contributes to the normalisation of ‘asymmetrical visibility’. Based on these results, the paper ends with a discussion of the contem- porary meaning of public space.

The collection of large-scale administrative records in electronic form by many cities provides a new opportunity for the measurement and longitudinal tracking of neighborhood characteristics, but one that will require novel methodologies that convert such data into research-relevant measures. The authors illustrate these challenges by developing measures of “broken windows” from Boston’s constituent relationship management (CRM) system (aka 311 hotline). A 16-month archive of the CRM database contains more than 300,000 address-based requests for city services, many of which reference physical incivilities (e.g., graffiti removal). The authors carry out three ecometric analyses, each building on the previous one. Analysis 1 examines the content of the measure, identifying 28 items that constitute two independent constructs, private neglect and public denigration. Analysis 2 assesses the validity of the measure by using investigator-initiated neighborhood audits to examine the “civic response rate” across neighborhoods. Indicators of civic response were then extracted from the CRM database so that measurement adjustments could be automated. These adjustments were calibrated against measures of litter from the objective audits. Analysis 3 examines the reliability of the composite measure of physical disorder at different spatiotemporal windows, finding that census tracts can be measured at two-month intervals and census block groups at six-month intervals. The final measures are highly detailed, can be tracked longitudinally, and are virtually costless. This framework thus provides an example of how new forms of large-scale administrative data can yield ecometric measurement for urban science while illustrating the methodological challenges that must be addressed.
