Public art is an artistic expression created in streets, squares and other public spaces, including parks. Using the two popular public parks in the New York City, Central Park and the High Line, this paper explores the affordances offered by public art in these two urban environments, with a focus on physical, intellectual and emotional connections between the visitor, the artwork and the landscape setting. Using affordance theory as a framework, it considers the design of the landscape as a behaviour setting that affords viewing, acknowledgement and reflection of the artwork within the contemporary cultural context. Using preliminary qualitative observations of six artworks within the two parks, this research suggests that public art has the potential to afford such diverse opportunities for public park visitors. In order for these affordances to be actualised, the design of the park and the artwork’s intentions should be coordinated to ensure that the experiences of the visitor align with the claimed benefits of public art.
The Knowledge Viennese have of their public parks and private gardens re-enforces their sense of belonging to the city. While place attachment may account for identification with a neighborhood or district, the sense of connection to the larger metropolis is another matter. Identification becomes possible through a "metropolitan project"— a mission or goal set by city leaders. The project's emphasis changes over time, yet commitment to it often transcends class, gender and ethnicity. Parks and gardens are shaped by the same forces that shape the metropolitan project in any given era. Green spaces become a medium through which their designers or gardeners express identification with the project, and through it, with the metropolis as a whole.
This paper investigates the growing inequality of public spaces in contemporary cities. In the era of neoliberal urbanism, stratified economic and cultural resources produce a spectrum of unevenly developed public parks, ranging from elite, privatized public spaces in wealthy districts to neglected parks in poor neighborhoods. Contemporary economic and cultural practices in public space are equally segmented, as privileged public spaces such as New York’s High Line reflect the consumption habitus of the new urban middle class, while violence, disinvestment, and revanchist policing permeate public spaces on the urban periphery. Using New York’s High Line as an archetypal neoliberal space, I trace its redevelopment from a decaying railroad viaduct to a celebrated public park. I argue that contemporary parks and public spaces are best analyzed on a continuum of privilege.
In this paper I present childhood biographies of three people who grew up in or near a public housing development located on the border between the contrasting communities of Yorkville and East Harlem in New York City. Stories of their middle childhood (ages 11-13) poignantly capture the social and spatial evolution of play and recreation in New York City from the 1930s until present time. Based on in-depth childhood autobiographies and archival materials from the New York Times, I demonstrate changes in children’s access to play and recreation space, how children negotiate their lived experiences in these spaces, and how these spaces reflect differing representations of childhood over time. While play and recreation are, of course, a broad range of activities that occur in multiple settings and under various forms of supervision, the focus of this paper is upon the role of the streets, public parks and playgrounds in children’s everyday lives. Preliminary results suggest that children’s access to public play spaces in New York City has declined over time. This decline can be attributed to public disinvestment in neighborhood parks and playgrounds, perceived (and real) violence in these spaces, and more recently, to the commercialization and privatization of playtime activities.

Situating itself in encounter and public space debates and borrowing from non‐representational theory approaches, this paper uses data from the authors' 2‐year Economic and Social Research Council research project to consider how local urban parks can work as sites of routine encounter, mixity, and place belonging. The paper explores how parks as green public spaces are important as sites of inclusive openness while the materiality of parks is a key dynamic in affective encounter processes. Parks can work as animators of social interactions, participatory practices, and place affinities across ethnic and cultural difference. The paper concludes that the concept of convivial encounter can be extended to incorporate the concept of elective practices – choosing to be in shared public space can generate connective sensibilities that are not necessarily contingent on exchange. In using parks as a lens to examine localities and diversity, the paper critically reflects on research practices for understanding and describing heterogeneous formations of multiculture and outlines how the project's research design and the fieldwork methods sought to carefully and appropriately undertake research with complexly different places and populations.
The 2011 Occupy Movement has taught us that in seizing space, we can seize the imagination. In the name of austerity, public services and public spaces are under assault, our current political and economic moment is characterized by the privatization of the public. If enclosure is a fundamental aspect of our contemporary moment, then occupation—a reclaiming of public space—is its countermovement. The Occupy encampments became a metonym for the larger struggle over privatization and austerity, public access and public demonstrations, and even for the embattled concept of “The Public” itself. Occupation as a tactic against privatization and austerity revealed the depths to which the supposed Public was already privatized, revealing the depth to which spaces, institutions, and the very conception of the public itself had already been enclosed, had become privately operated public spaces. It demonstrated the way in which the democratic possibilities of these supposedly common resources had already been foreclosed upon.
This research examined the effect of concealment (environmental cues), presence or absence of people recreating (social cues), and gender on individuals’ fear of crime in a community park setting. Using a 7-point single- item indicator, 732 participants from two samples (540 park visitors and 192 college students) rated their estimates of fear of crime to 24 photographic representations of a community park. All three, two-factor interaction effects were significant in the park visitor sample, but in the student sample, only the Presence of People Recreating × Gender effect was significant. These results suggest that social and environmental cues may jointly affect fear experiences and that the presence of other people recreating in a park environment and the gender of an individual may influence fear of crime when recreating alone in a park setting. Implications include design and management techniques that promote safe park environments.

Safety and security are essential components of urban public space management, particularly since September 11, 2001. Although security is necessary for creating spaces the public will use, making it a top priority is often criticized for restricting social interaction, constraining individual liberties, and unjustly excluding certain populations. This study examines legal, design, and policy tools used to exert social and behavioral control in publicly accessible urban spaces. Based on a review of the relevant literature and extensive site visits to spaces in New York City, we create an index that uses 20 separate indicators in four broad categories to quantify the degree to which the use of a space is controlled. Since comparable instruments do not exist, we propose our index be used to evaluate publicly accessible spaces. We suggest several potential applications useful in planning practice and for testing theories about public space.

This article discusses successful common grounds for children public settings that enable the harmonious intermingling of children of different backgrounds, races, and ethnicities and that encourage their social interchange, play, educational development, and collaboration. Our study focused on three types of public space that tend to bring these children together: the public school, the park, and the neighborhood community center. The research employed a variety of methods to study the interaction of children 9 to 12 years of age. Field work took place at four sites in West Los Angeles, Santa Monica, and the San Fernando Valley that enjoy a high level of intermixing and have a reputation for promoting diversity. Subjects in the research included children, teachers, and administrators. The article highlights the findings of the field work and concludes with a comparative analysis of the different settings and a discussion of the environmental and programmatic attributes that contribute to their success.
