This article discusses how urban public space impacts upon children's socialization. There are two points of view on the relationship between children and the urban neighbourhood, whether one considers the position of children in urban public space or the position of this environment in children's socialization. One can define the relationship in terms of the need to protect children against the perils of the city; this results in a spatial segregation of children into separate (play) spaces. Alternatively, one can argue that children should be able to move independently and safely through urban public space in order to make full use of the socializing opportunities offered by the city; this results in criteria for a child-friendly city. Leaving aside abstract images of the ideal neighbourhood for children, urban public space should also be considered as a co-educator. Theories of urban public space as a co-educator require empirical information about the way in which this space impacts upon existing processes of socialization and the citizenship of children. Three cases from the city of Ghent are presented to illustrate this discussion.

Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

How might the urban structure and public space of Christchurch change as a result of the 2010 and 2011 earthquakes? This paper will look at council and community led post-earthquake urban space projects in Christchurch, New Zealand, to investigate the potential reconfiguration of urban public space and structure and the balance of top-down and bottom-up design processes for the delivery of these projects. This will be achieved by comparing the performance of the urban public space and structure of the city during the post-earthquake emergency and recovery phases, with a view to understanding the contribution that these elements can make to the resilience of Christchurch. The paper will argue that Christchurch’s nineteenth century urban structure served the population well during the emergency phases of the disaster and that post-earthquake community-led initiatives model innovative capabilities which may enhance urban design practice in the future.

Urban public space is a product of contestations by various actors. This paper focuses on the conflict between local level government and beggars to address the questions: How and why do government actors refuse or allow beggars access to public space? How and why do beggars appropriate public space to receive alms and adapt their strategies? How does this contestation contribute to the trends of urban public space in today's China? Taking the Southern metropolis of Guangzhou as a case study, I argue that beggars contest expulsion from public space through begging performances. Rising barriers of public space require higher investment in these performances, taking even more resources from the panhandling poor. The trends of public order are not unidirectional, however. Beggars navigate between several contextual borders composed by China's religious renaissance; the discourse on deserving, undeserving, and dangerous beggars; and the moral legitimacy of the government versus the imagination of a successful, "modern," and "civilised" city. This conflict shows the everyday production of "spaces of representation" by government actors on the micro level where economic incentives merge with aspirations for political prestige.

Urban public marketplaces in Global South cities host a vibrant mix of retail and wholesale trade. Yet local-to-national governments increasingly promote sanitized and privatized urban spaces by privileging modern retail outlets (malls and supermarkets) and discouraging “traditional” livelihoods (street vending and market stalls). These political decisions dramatically disrupt the public market trade that has provisioned urbanites for decades. To address this issue, this article analyzes how retailers working in the renowned Baguio City Public Market, northern Philippines, sustain their livelihoods given that Baguio City’s first phase of market redevelopment failed to meet their needs (e.g., insufficient store size and banning enterprises). Problematizing legal–illegal work and urban public space use, I argue that public marketers engage everyday and insurgent public space activism to protest their disenfranchisement. Although marketers generally have achieved selected demands, some have benefited more than others. Thus, I suggest that we consider not only marketers’ resistance but also the uneven political landscape within which they work—the power differentials among and between marketers and the state. The extent to which variously positioned marketers can realize livelihood rights highlights the unpredictability of civic engagement and “extralegality” when competing
ideologies clash over access to urban public space, legal–illegal practice, and appropriate urban provisioning.

Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting—or even destroying—the community centre. I use primary materials on Mexico City's Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.

China, like many other nations, struggled in the twentieth century with defining an indigenous landscape design tradition. This was particularly true in addressing urban open space design after China implemented the Open Door Policy in the late 1970s, when Chinese garden design traditions became largely neglected. The objective of this study is to determine whether the traditional design approach could still effectively serve as modern design inspiration. Built upon a previous study by Wu (1999), our study is a reflective critique on modern Chinese urban public space design. We compare major types of traditional and modern Chinese urban open spaces. The percentage areas of five landscape variables that Wu proposed (planting, water, rock, architecture and pavement) were quantified using Photoshop and ArcGIS software. Although Wu (1999) compared only scholars' gardens (a traditional model) with modern parks (a modern model), we include imperial gardens (another traditional model) and urban plazas (another modern model). In addition, we supplemented Wu's plan analysis with perspective view analysis (photographs). Our results suggest more similarities between traditional and modern landscapes than previously suggested. This article concludes by suggesting that traditional models can be relevant to contemporary urban public space design in China.

The increasing involvement of the private sector in the design and management of urban public space has prompted some critical scholars to predict the ‘end of public space’. This study reassesses the implications of private sector involvement through a comparative analysis of British and Dutch urban spaces, based on a threefold critique of the existing literature on the privatization of public space. The analysis is governed by a new model of pseudo-public space that consists of four dimensions of ‘publicness’: ownership, management, accessibility and inclusiveness (OMAI). The findings suggest that, while there are significant differences between the British and the Dutch cases, neither context supports the notion of a possible ‘end of public space’ in any literal sense.

This article focuses on the dynamics between migrant street vendors and public security forces and the complex social production of urban public space in Guangzhou. As an answer to daily contestation of public order, security agencies reluctantly open flexible windows of business opportunities to hawkers. Zones and periods of control, ‘soft’ approaches, and categories of ethnic belonging influence everyday governance and accessibility of public space. This results in a transient public space, fluid and continuously changing, which offers a new perspective on openness and functioning of public space in urban China.

Privatized public space reflects a current moment in the ongoing negotiation of the relationship between the state and the market that is a central concern of liberalism. The configuration of this relationship has consequences for the nature of citizenship and democracy in theory and practice. Emblematic of a shift to the privatization of urban public space, California Plaza provides a case by which to examine the multiscalar interests and machinations of the neoliberal state in practice. Exploring the meanings of public and private that are produced by a corporate plaza enables an assessment of how privatized public space helps constitute contemporary citizenship. Institutional and legal frameworks serve as a foundation for the relative publicness of the corporate plaza. Techniques of exclusion and control through design features and security measures exclude errant bodies and regulate the seamlessness of the desired public. At the same time, counter practices indicate the emergence of spaces and subjects that destabilize presumed notions of public and private.

Much of the recent interest in urban design has focused on the creation and management of public spaces of cities. My aim in this paper is to explore the nature and role of public space and its significance for cities today. I look at how the promotion of public space is, on the one hand, a concern for social and functional integration in response to social and spatial segregation of cities and the privatization of public space and, on the other hand, a vehicle of marketing localities and consuming places, all leading to multiple representations and meanings. I argue that it is important that the development of urban public space, as part of a larger, often despatialized public sphere, addresses these tensions and contributes to the emergence of an urbanism which promotes social integration and tolerance.

In summer 2011, Israel was swept by unprecedented political protest as multiple encampments occupied streets and mass rallies were held weekly in Tel Aviv and other cities. The article focuses on the spatial politics of this protest, analysing the particular strategies it used to activise urban public space. The protest initially reflected a specific urban context and limited agenda—namely, the lack of affordable housing in Tel Aviv. However, as it materialised and expanded in public space, it also became more inclusive, incorporating more marginalised publics and places, addressing long-standing socio-spatial inequalities between Israel’s ‘centre’ and ‘periphery’, and advancing a message of ‘social justice’—with the noted exception of Palestinians in the Occupied Territories. The analysis of the Israeli protest foregrounds some dynamics that it shares with other ‘global’ protests in 2011, from Tahrir Square to Occupy Wall Street, pointing to the spatial politics of centrality, multiplicity and ‘media-space’, a mutually enforcing relationship between physical public space and mainstream and social media.

This paper explores the place-based meanings of an urban public space, MacArthur Park, in a Latino and immigrant neighborhood in Los Angeles, California. Both quantitative and qualitative data analysis revealed a broad range of park experiences that were both positive and negative and produced meanings that were individual, social, cultural, and political. The study found that MacArthur Park affirms traditional national, cultural, and ethnic identities for immigrants and supports their construction of a new, translocal and Central American identity in Los Angeles. Although the study found that the park also serves as a restorative, entertaining, and social space for park goers, these positive experiences were accompanied by negative experiences and meanings of the park related to maintenance and crime and conflicts associated with inequality and access, confirming the importance of considering the full range of social, cultural, and political meanings associated with place.

Safety and security are essential components of urban public space management, particularly since September 11, 2001. Although security is necessary for creating spaces the public will use, making it a top priority is often criticized for restricting social interaction, constraining individual liberties, and unjustly excluding certain populations. This study examines legal, design, and policy tools used to exert social and behavioral control in publicly accessible urban spaces. Based on a review of the relevant literature and extensive site visits to spaces in New York City, we create an index that uses 20 separate indicators in four broad categories to quantify the degree to which the use of a space is controlled. Since comparable instruments do not exist, we propose our index be used to evaluate publicly accessible spaces. We suggest several potential applications useful in planning practice and for testing theories about public space.

This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. This paper problematises public artopia, in other words the collection of claims in academic literature concerning the allegedly physical-aesthetic, economic, social, and cultural-symbolic roles of art in urban public space. On the basis of interviews with public-art producers (artists, public officials, investors, and participating residents) in a flagship and a community-art project in Amsterdam, we analyse the situatedness of their public-art claims according to actors’ roles, geographical context, and time. The research suggests that public-art theory and policy suffer from three deficiencies. Theoretical claims about public-art and policy discourse feature, first, a failure to recognise different actors’ perspectives: claims fail to locate situated knowledges that are intrinsically (re)constituted by actors’ roles articulating with one another in time and space. Second is the lack of geographical contextuality: claims do not elaborate appropriately on distinct discourses about art projects’ spatial settings. Third is the lack of temporal perspective. Claims neglect the practice of public-art realisation: that is, the evolution of claims and claim coalitions over the time horizon of the art projects: preparation, implementation, and evaluation.

Since the 1970s, in the Philippines, increasing rural to urban migration and a lack of income-generating employment have led to new forms of livelihood characterized by complex intersections of formal/informal and legal/illegal work and public space use. This paper uses Baguio City’s new Harrison Road Night Market to argue that both street vendors and city officials are complicit in reconfiguring informality and legality as urban organizing logics—unmapping and remapping urban public space and livelihoods to their mutual advantages—increased rental income for the city and viable jobs for vendors. To this end, street vendors use everyday and insurgent public space activism to secure their right to street-based work. Simultaneously, the municipal government,
variably tolerates, regularizes, or penalizes street trade as it gauges its potential to enrich city coffers. Such political-economic manoeuvering by both parties, moreover, also reveals insights about the intersection of different forms of power—that between vendors and the city, between vendor associations, and among vendors themselves. By successfully securing government permission to establish a “legal” used clothing night street market on Harrison Road, a main city artery, Baguio City’s previously marginalized street vendors visibly assert their legitimacy and rights to livelihood in arenas of power from which they have been largely excluded.

Recent work on entrepreneurial urban governance has focused on the new forms of exclusion produced by neoliberal entrepreneurial urban strategies, arguing that local forms of social–spatial organization are being dismantled through practices ranging from the privatization of urban public space to the emergence of gated communities. By exploring the role of agency amid these changing structures of constraints, this article interrogates processes of socio-spatial exclusion under entrepreneurial forms of urban governance. I argue that despite constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. I use the case of a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city's Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors who rely on public spaces for their daily survival. I use the case of the Programa to show how street vendors have struggled to remain on the streets of Mexico City's Historic Center.

After three decades of urban renewal in China, public spaces used by average residents have not been improved proportionally and, in some cases, have even deteriorated. Three problems can be identified. ‘Window-dressing’ prevails in government- developed squares and parks. Their locations and monumentality have made residents less willing to use these spaces. ‘Privatization’ describes how private developers maximize profits at the cost of public life in the urban environment surrounding their projects. ‘Gentrification’, different from its meaning in the West, refers to the tendency to ignore the needs of mid- and low-income residents in public facilities. Not entirely a repetition of the 1950s Western urban renewal, the Chinese cases reflect a society changing from a socialist system to a capitalist one.
