The informal sector is often seen as being composed of a lump sum of people's failures, or is defined as arising out of limitations in the formal sector itself: It is, as a consequence, looked upon as stagnant. However, the informal sector can also be seen as being constantly built upon and transformed by people 's own organised responses to given situations, often at times of crisis. This article aims to examine street vending as an informal sector activity undertaken by women in general and in the contextof Chilefrom thisperspective.Moreover,women instreetvending challenge cultural valuesandbeliefsthat reinforce the stereotypes. Thus the street as a physical and symbolic space becomes the scenario upon whichl women defy the values which reinforce their subordination.

This paper investigates a moment of shift in urban neoliberal governance strategies under the purview of a new municipal Chief of Government of Buenos Aires at the end of the 2000s: the introduction of a regime of public space that has had implications for the waste management sector (and particularly informal recyclers or cartoneros). I document government attempts to re-represent the city as a modern, hygienic centre that is receptive to investment and tourism, drawing on discursive framings of public space that seek to redefine legitimate users and uses of the city. Such framings are exclusionary of cartoneros and other marginalized urbanites. As with most forms of actually existing neoliberalism, this regime is contradictory and unstable, both containing and provoking challenges to its coherence. This case study of ‘actually existing neoliberalism’ in Buenos Aires encourages analytical focus on moments of shift and renewal in urban processes of neoliberalization. In this case the shift marked by the introduction of the regime of public space reveals the priorities and agendas of urban elites as championed by municipal governments, makes visible the paradoxes and contradictions inherent to neoliberal urbanisms, and also exposes openings for resistance, opposition, and renegotiation of urban neoliberal agendas (including protest, discursive reframings of the city and its uses, and the forging of indeterminate alliances).

Recent scholarship contends that the rise of shopping malls, gated communities, and gentrification as well as citizens' withdrawal to the private realm have eroded public life in U.S. and Latin American cities. Malls' suburban location and security policies exclude the poor and restrict free speech; residents and fences in gated communities exclude outsiders; and police and businesses in downtowns and high-rent districts limit poor people's access to public areas. I expand this discussion with an analysis of the accessibility of Santiago, Chile's retail areas, the social relationships present there, and marginalized groups' informal resistance to their exclusion. The city's distinct segregation pattern, transit system, and state-licensed street markets permit greater contact between rich and poor and foster vital public spaces. I adapt Lofland's typology of fleeting, quasi-primary, and intimate secondary relations in public to examine social interactions in street markets, flea markets, and shopping malls. The distinct mix of relationships within these markets reflects the characteristics of users, varying degrees of accessibility to diverse populations, and state policies toward markets. Marginalized groups' informal resistance is pervasive in each setting. In contrast to the dominant view that public space is declining in contemporary cities, Santiago residents are not universally reclusive, antisocial, or reluctant to engage in cross-class public encounters, and the city retains vital public areas. The findings demonstrate that our understanding of public space is incomplete without an awareness of social relationships and informal resistance alongside structural constraints to the accessibility of urban locales.

The increasing involvement of the private sector in the design and management of urban public space has prompted some critical scholars to predict the ‘end of public space’. This study reassesses the implications of private sector involvement through a comparative analysis of British and Dutch urban spaces, based on a threefold critique of the existing literature on the privatization of public space. The analysis is governed by a new model of pseudo-public space that consists of four dimensions of ‘publicness’: ownership, management, accessibility and inclusiveness (OMAI). The findings suggest that, while there are significant differences between the British and the Dutch cases, neither context supports the notion of a possible ‘end of public space’ in any literal sense.

Informal commerce, characterized by market and street trading activities, thrives in the central areas of many Latin American cities. Focusing on the neglected spatial dimension of informal commerce, the paper traces its considerable expansion in the historic centre of Quito in Ecuador since the early 1970s and examines the issues which have prompted municipal intervention. An early municipal response involves some attempts at redistribution of informal commerce, justified by essentially functional issues such as hygiene and congestion. However, the introduction of conservation policy and the way this policy evolved to embrace a broad concern for the urban environment is associated with the emergence of an aesthetic/cultural discourse in attitudes towards informal commerce. The authorities are increasingly motivated towards ‘selling’ a new image of the historic centre and encouraging new economies oriented towards the tourist and a relatively wealthy clientele. Moves to exclude informal commerce have concentrated on the most visible spaces, particularly those of the principal squares. Although informal trade hidden from view continues to thrive, only time and further research will show whether the re‐presentation of the historic centre and the promotion of new economies will finally effect the exclusion of informal commerce as a culmination of long‐term efforts to control its occupation of space.

This paper examines the interplay between informal social control, civil unrest and local crime management in Belfast. Official crime management is the responsibility of the police, but where this role is contested, 'popular' or local forms of crime management occur. The local management of crime is accomplished in certain localities in Belfast by several mechanisms that extend beyond the policing role of the paramilitaries, and popular crime management is rooted in social processes, such as the survival of community structures, extended family kinship patterns, neighbourliness and legitimate authority accorded to community representatives, which constitute important informal social controls. Informal social control is recognized as important in inhibiting crime, but this paper reports on its role in the management of crime in the absence of reporting it to the police. These informal social controls are localized, being mediated by class, communal redevelopment, civil unrest and other social transformations affecting the locality. In this respect, political violence has helped, locally, to protect some areas from the worst vagaries of community breakdown and dislocation, with a positive effect on crime management. These issues are explored ethnographically by means of in-depth qualitative research.

In this paper, I adopt a concept of informal public space from socialist social life as part of the language of postsocialism to explore changing uses of social space by women in contemporary Hồ Chí Minh City. Following Zdravomyslova and Voronkov, I describe the informal public as the space in culture where urbanites are able to demonstrate normality and belonging by participating in neighborhood life. I argue that the use of informal public space has been adapted to meet the new conditions of the post-reform era. Because of this, the informal public is simultaneously a space where urbanites not only can demonstrate belonging but also can mark relative social position by producing or mitigating social distance.

The paper explores the extent to which inhabitants of Abu Dhabi find ways circumvent official notions of order as it pertains to the use of open public spaces in the city. To that effect, the study focuses on informal modes of urbanity examining and mapping various forms of informal activities that still persist in the city. The study relies on field research carried out in Abu Dhabi's central area, content analysis of media reports, and interviews with officials and city residents. This will be contextualized and situated within the overall urban development Abu Dhabi. These contemporary modes of informal urbanism will be mapped through a survey of the city's public spaces. A series of vignettes offers a portrayal of the diverse ways in which residents have constructed an alternative order. The overall aim is to construct a 'narrative of informality'—a view from below offering a more substantive assessment of people's interaction with, and relation to, the built environment. The paper begins with a theoretical framework aiming at situating the study within the overall discourse known as 'informal urbanism' the study of the everyday which, while prevalent to various degrees within urban theory, has been receiving renewed emphasis. The overall value for mapping activities both at the level of urban theory and for the urban development of Dhabi is discussed in the conclusion.

During the last two decades the literature on public space has registered the emergence of alternative forms of pubic space provision that depart from the traditional model of direct state ownership and management. The picture that emerges is a complex one, not so much one of privatization, but instead one of complex redistribution of roles, rights and responsibilities in public space governance to a range of social actors beyond the state. This paper discusses an approach to understanding the forms of publicness implicit in alternative forms of public space governance. Issues of rights, access, accountability and control could be examined in public space governance arrangements based on contracts, legal agreements and performance management mechanisms involving private and voluntary entities instead of the traditional public sector processes of policy delivery and accountability. The paper proposes a framework for investigating how ‘publicness’ is constructed and maintained through these arrangements.

In recent years, public space in many North American cities has been physically and socially layered through the construction of gradeseparated pedestrian systems. Case studies of downtown Houston, Minneapolis, and Toronto investigate the emerging geography of the grade-separated city by examining: how the growth of skyway and tunnel systems reconfigures the proximity of downtown activities to one another; how quasi-public space within these systems is designed and controlled by the private sector; and the way that downtown spaces-both on the street and within these systems-are used by the general public. A common set of patterns reveals the challenges to social diversity in the heart of the North American city.

Using evidence from Cusco, Peru, the paper examines the effects of the planned displacement of informal traders from city-centre streets. Although more than 3500 traders were relocated to new off-centre markets, the research identifies the emergence of 'unplanned' alternative city-centre locations for informal trade, especially the new courtyard markets. The municipal-led changes, influenced strongly by concerns to enhance tourism, reveal a process which displays many of the hallmarks of gentrification. Lower-class traders were displaced from city-centre streets for the benefit of middle-class tourists and local people. There was also gentrification of the trading activity itself: by manipulating stall allocation and pricing structures to exclude the poorest traders from the new higher-quality municipal markets. The changing pattern of informal trading can be viewed as an unconventional 'barometer' of the progress of policy-led gentrification, applicable to other cities in the developing world.

Gulf cities have witnessed rapid urban growth where new migrant communities from various cultural backgrounds
have been evolving over the last two decades. This paper explores perceptions of liveable urban environments in
Qatar’s capital city, Doha. An attitude survey of 280 migrant professionals from different cultural backgrounds
engaged in the high service sector was conducted. A profile for each cultural group including westerners, middle
easterners, Indians and Southeast Asians was developed to analyse the way in which the key liveability factors are
perceived. Factors were classified into two overarching categories: urban life and urban spaces. Urban life category
included aspects that pertain to traffic and movement experience, residential satisfaction, shopping experience,
and satisfaction regarding leisure and service spaces. Urban space category included attractiveness, iconicity and
familiarity, which were attitudinally explored in four public open spaces. The inquiry has uncovered a number of
concerns related to traffic experience, housing quality, parking spaces, school facilities and shopping opportunities.
This may stymie the city’s global attractiveness success on the global stage while warranting the need for addressing
liveability as a part of future development plans.

Although informality is typically associated with developing countries, this article argues that informal activities are an integral part of U.S. cities and should be addressed in planning curricula. It focuses on planning education and suggests a possible course, which includes a seminar covering academic literature on informality in both developing and developed countries, and fieldwork-based, case study research by students. It also suggests that the course can be an important avenue for students to understand inequality and poverty and an excellent method for preparing them to think about institutions and regulations in complex and sophisticated ways.

In this article I explore how an integrated approach to the anthropological study of urban space would work ethnographically. I discuss four areas of spatial/cultural analysis—historical emergence, sociopolitical and economic structuring, patterns of social use, and experiential meanings—as a means of working out of the methodological implications of broader social construction theoretical perspectives. Two plazas in San Jose, Costa Rica, furnish ethnographic illustrations of the social mediating processes of spatial practices, symbolic meaning, and social control that provide insight into the conflicts that arise as different groups and sociopolitical forces struggle to claim and define these culturally significant public spaces.

The resurgence of informal street trading poses serious challenges for local officials responsible for the maintenance of public space. This article contextualises the tension between public space recuperation and informality, providing a detailed case study of Bogotá, Colombia (population 7.6 million). From 1988 to 2003, Bogotá's mayors implemented one of the most ambitious public space campaigns in Latin America. The 'tipping-points' behind Bogotá's transition are illuminated with emphasis on the introduction of free mayoral elections and the enervation of informal vendor unions. Using a cohort panel design, this research also examines the working conditions and occupational hazards faced by vendors both before and after relocation to government-built markets. It reveals how formalised vendors experienced declining income levels, but improved working conditions. The final section examines public policy implications and the extent to which Bogotá's experience follows traditional models of public space planning in Latin America and the Caribbean.

Street hawking is generally considered as a "menace" or an "eyesore" that prevents the development of Mumbai as a world-class city. But this article explores the essential presence of hawkers in a city, which requires a critical understanding of the functioning of public space. The experiences of hawkers in Mumbai, as elsewhere in India, have taught them not to fear a regulatory state, but a predatory one, a state that constantly demands bribes and threatens demolition, against which a licence provides security.

Recent work on entrepreneurial urban governance has focused on the new forms of exclusion produced by neoliberal entrepreneurial urban strategies, arguing that local forms of social–spatial organization are being dismantled through practices ranging from the privatization of urban public space to the emergence of gated communities. By exploring the role of agency amid these changing structures of constraints, this article interrogates processes of socio-spatial exclusion under entrepreneurial forms of urban governance. I argue that despite constraints placed upon different groups of affected citizens, excluded groups develop survival strategies that enable them to maintain a livelihood and in some cases empower them to thrive. I use the case of a recently implemented entrepreneurial policy in Mexico City called the Programa de Rescate (The Rescue Program). The prime objective of the policy is to revitalize and beautify the streets, buildings and central plaza of the city's Historic Center. Although this policy seeks an improvement in the quality of life for the local population, it excludes particular forms of social interaction that are central to the well-being of a large sector of the population, particularly street vendors who rely on public spaces for their daily survival. I use the case of the Programa to show how street vendors have struggled to remain on the streets of Mexico City's Historic Center.

New York City has actively engaged the private sector in providing publicly accessible spaces through the use of density bonuses and other mechanisms since 1961. In this article, we examine how the changing regulatory environment, promulgated by zoning reforms of the mid-1970s that advocated for increased amenity creation, has impacted the use, design and management of privately owned public space (POPS). We examine 123 POPS – 47 constructed before the mid-1970s reforms, 76 built after the reforms – using an index to measure levels of control or openness in publicly accessible space. We find that compared with prereform spaces, post-reform spaces encourage use through the introduction of design features and signage, but discourage use by decreasing accessibility of the space and increasing the amount of subjective rules and regulations. We also find that the reforms had no significant impact on use or sociability. Our findings can help guide planners and policymakers in New York City and elsewhere to understand how they can not only encourage better privately owned spaces, but perhaps even mandate them.

Privately owned public spaces are frequently criticized for diminishing the publicness of public space by restricting social interaction, constraining individual liberties, and excluding undesirable populations. This study empirically determines whether, as is commonly believed, privately owned public spaces are more controlled than publicly owned spaces. To frame our empirical work, we propose a conceptual model that identifies publicness as the interaction between the ownership, management, and uses/users of a space. We then examine the management dimension using an observation-based index to assess spatial management paradigms in publicly and privately owned spaces. We find that the use of the private sector to provide publicly accessible space leads to increased control over use, behavior, and access. Furthermore, while both publicly and privately owned public spaces tend equally to encourage public use and access, managers of privately owned spaces tend to employ more features that control behavior within those spaces. More specifically, spatial control in privately owned spaces is normally achieved through the use of surveillance and policing techniques as well as design measures that ‘code’ spaces as private. Important findings are presented for planners, policy makers, and others concerned with the future of publicly accessible spaces.

This paper introduces ‘fourth places’ as an additional category of informal social settings alongside ‘third places’. Through extensive empirical fieldwork on where and how social interaction among strangers occurs in the public and semi-public spaces of a contemporary masterplanned neighbourhood, this paper reveals that ‘fourth places’ are closely related to ‘third places’ in terms of social and behavioural characteristics, involving a radical departure from the routines of home and work, inclusivity and social comfort. However, the activities, users, locations and spatial conditions that support them are very different. They are characterized by ‘in-betweenness’ in terms of spaces, activities, time and management, as well as a great sense of publicness. This paper will demonstrate that the latter conditions are effective in breaking the ‘placelessness’ and ‘fortress’ designs of newly designed urban public spaces and that, by doing so, they make ‘fourth places’ sociologically more open in order to bring strangers together. The recognition of these findings problematizes well-established urban design theories and redefines several spatial concepts for designing public space. Ultimately, the findings also bring optimism to urban design practice, offering new insights into how to design more lively and inclusive public spaces.
