This article discusses how ever-increasing video-surveillance is changing the nature of urban space. The article evaluates whether surveillance can be seen as a means of making space safer and ‘more available’. The main focus is on surveillance in publicly accessible spaces, such as shopping malls, city streets and places for public transport. The article explains how space under surveillance is formed, and how it is related to power structures and human emotions. Space is conceptualized from various viewpoints. Three concepts of space are postulated: space as a container, power-space and emotional space. The purpose is not to construct a meta-theory of space; rather, the concepts are used as ‘tools’ for exploring the issue of surveillance. It is argued that video-surveillance changes the ways in which power is exercised, modifies emotional experiences in urban space and affects the ways in which ‘reality’ is conceptualized and understood. Surveillance contributes to the production of urban space.

This article explores how indigenous migrants experience the sociopolitical and existential condition of “illegality” in the United States. Drawing on the experiences of Maya migrants from Yucat´an, Mexico, in the San Francisco Bay Area, I argue that the specter of state surveillance and the threat of law enforcement produce a particular politics of (im)mobility for indigenous migrants. This local politics of mobility takes form through spatial tactics of invisibility and visibility. Tracing migrants’ tactical maneuvers through public space, I show how their relations to space, place, and movement alter cultural sensibilities of tranquilidad (tranquility), and further instantiate “illegality” as a site of exclusion. This analysis of the experiential effects of anticipated surveillance provides a
deeper understanding of the power of the state to enforce migrant “illegality” even in cities that promise official sanctuary.

The World Trade Center site allows anthropologists and educators to reflect on the relationship of public space to culture, and to consider the symbolic importance of this site for imagining the public culture of the future. Public spaces in the city have the potential of being places of learning and democratic practice, but the trend toward increased surveillance and policing of these spaces, exaggerated by September 11, makes this potential difficult to realize. Anthropologists and educators interested in the nexus of education, place, and culture should consider becoming involved in this imagining process and insert themselves into the ongoing debate in order to preserve spaces for learning and democracy.

A case study of the renovation of New York City’s Bryant Park, this article revisits the end of public space thesis. The renovated park signifies not the end of public space but the new ends to which public space is oriented. In Bryant Park, a new logic of urban publicity was assembled and built into the landscape. The social and technical means by which this transformation was achieved are analyzed. New public spaces of this sort promulgate a conception of the public that is decoupled from discourses of democratization, citizenship, and self-development and connected ever more firmly to consumption, commerce, and social surveillance. If such places do not herald the end of public space, they do represent “publicity without democracy.”

There is growing evidence that residents are more likely to walk in attractive neighbourhoods, and that negative visual cues can deter residents from engaging in physical activity. This study explored the premise that house design and upkeep could inhibit the incidence of physical disorder in suburban streets, thus contributing to a more pleasant walking environment for pedestrians. Street segments (n 1⁄4 443) in new residential developments (n 1⁄4 61) in Perth, Western Australia, were audited for house attributes that facilitate natural surveillance (e.g., porch/verandah) or indicate territoriality (e.g., garden/ lawn upkeep), and physical incivilities. A composite index of street-level house attributes yielded highly significant associations with disorder (trend test p 1⁄4 0.001) and graffiti (trend test p 1⁄4 0.005), signifying that the cumulative effect of several key attributes had greater potential to discourage incivilities in the street than any single characteristic. The findings suggest house design and upkeep may contribute to the creation of safe, inviting streets for pedestrians.

The authors seek to extend the literature on inequalities and exclusion in the nighttime economy through a rhythmic analysis of visitor presence in public space in nightlife districts in the city centres of the Dutch cities of Groningen, Utrecht, and Rotterdam. Substantial inequalities in visitor presence, based on race/ethnicity and gender, are demonstrated. In the cities considered, racial/ethnic inequalities vary more in spatial terms, and gender inequalities fluctuate more heavily over the course of the night. Overall, however, the findings support the argument that exclusion from the nighttime economy needs to be understood in temporal—ecological terms. Multiple drivers, or pacemakers, of rhythmic inequalities rooted in race/ethnicity and gender are identified, including opening hours and revellers' collective habits. For advocates of greater diversity among nighttime-economy participants, the analysis suggests that neither a more varied supply of nightlife premises, nor more surveillance and policing, are straightforward solutions: a strong orientation of premises toward university students and urban professionals may promote gender-based inclusion, but deters nonwhite revellers, and more police on the street may empower women to move through a nightlife district unaccompanied yet reduce the inclination to do so among racial/ethnic minorities.

Privately owned public spaces are frequently criticized for diminishing the publicness of public space by restricting social interaction, constraining individual liberties, and excluding undesirable populations. This study empirically determines whether, as is commonly believed, privately owned public spaces are more controlled than publicly owned spaces. To frame our empirical work, we propose a conceptual model that identifies publicness as the interaction between the ownership, management, and uses/users of a space. We then examine the management dimension using an observation-based index to assess spatial management paradigms in publicly and privately owned spaces. We find that the use of the private sector to provide publicly accessible space leads to increased control over use, behavior, and access. Furthermore, while both publicly and privately owned public spaces tend equally to encourage public use and access, managers of privately owned spaces tend to employ more features that control behavior within those spaces. More specifically, spatial control in privately owned spaces is normally achieved through the use of surveillance and policing techniques as well as design measures that ‘code’ spaces as private. Important findings are presented for planners, policy makers, and others concerned with the future of publicly accessible spaces.

This article examines interstices in the urban fabric using the example of two urban leftover spaces in Paris. The article first analyzes the institutional mode of treating these spaces, which explains the ‘framing’ of the interstice as a temporary functionless space. It shows how interstices are not only institutionally created and controlled, as opposed to free, but also find a functional place as a temporary margin of maneuver in a process of decay, recycling and renewal enforced by landlords, the police and maintenance teams. Second, the article examines the improvised modes of action developed by diverse people in order to use the interstice. The article looks at what happens in the gaps of urban planning, when activities find a place in the interstice not in order to transform it, and bring it back into the realm of urban places, but to take advantage of its ‘in-between’ position in the city. In practice, such activities are led by individuals who have to be ‘just passing’, because the frame (Goffman, 1974) built by landlords and their agents prevents them from taking place. Under some conditions, ‘just passing’ can give way to another type of involvement described as ‘out of frame’, which in this case, allows a group of homeless people to settle in the interstice for a more durable period of time despite heavy surveillance.

Declines in children's independent mobility are frequently attributed to parents' fears about stranger danger, yet there is limited understanding of the factors that might aggravate (or ease) these concerns. We examined the social and built environment correlates of parents': (1) fears about strangers harming their child; and (2) perceptions of the likelihood this would actually happen. We also tested whether associations differed by area socio-economic status (SES) as parents in low income neighbourhoods, typically with more crime, may hold greater fears for their children's safety. Results suggest that regardless of SES, neighbourhood features that encouraged pedestrians, whilst minimising vehicle traffic, were most conducive to parents perceiving a safer neighbourhood. The natural surveillance generated by a more walkable neighbourhood may help alleviate parents' fears about strangers.

Over recent decades, cities have been radically transformed by information and communication technologies (ICTs) that modify people’s daily lives by reorganising mobility, infrastructure sys- tems and physical spaces. However, in addition to the role that technology plays in the develop- ment of the infrastructure in our cities, it is also being used ‘as a means of control’. This view of technology as a disciplinary tool that restructures space, time and the relations among activities has been promoted by scholars who have shown that technology is also a means of saturating and sustaining contemporary capitalist societies and deepening inequalities. However, the situa- tion is far more complex than that. Technology is not only used top-down but also bottom-up, with individuals using technological devices to share and enhance their visibility in space. This bidirectional paradigm – of vertical surveillance and horizontal sharing – contributes to a sense of ‘being exposed’ in public space that normalises practices of sharing personal data by individuals and thus results in diminished privacy. This argument is supported by an experiment conducted on smartphone users that includes personal interviews and the use of a smartphone Android application that combines online tracking with experience sampling. The findings show a conver- gence between the online and offline worlds (a ‘public’ situation in the offline world is also consid- ered as such in the online world), which is a condition that contributes to the normalisation of ‘asymmetrical visibility’. Based on these results, the paper ends with a discussion of the contem- porary meaning of public space.

This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. Urban regeneration programmes in the UK over the past 20 years have increasingly focused on attracting investors, middle-class shoppers and visitors by transforming places and creating new consumption spaces. Ensuring that places are safe and are seen to be safe has taken on greater salience as these flows of income are easily disrupted by changing perceptions of fear and the threat of crime. At the same time, new technologies and policing strategies and tactics have been adopted in a number of regeneration areas which seek to establish control over these new urban spaces. Policing space is increasingly about controlling human actions through design, surveillance technologies and codes of conduct and enforcement. Regeneration agencies and the police now work in partnerships to develop their strategies. At its most extreme, this can lead to the creation of zero-tolerance, or what Smith terms ‘revanchist’, measures aimed at particular
social groups in an effort to sanitise space in the interests of capital accumulation. This paper, drawing on an examination of regeneration practices and processes in one of the UK’s fastest growing urban areas, Reading in Berkshire, assesses policing strategies and tactics in the wake of a major regeneration programme. It documents and discusses the discourses of regeneration that have developed in the town and the ways in which new urban spaces have been secured. It
argues that, whilst security concerns have become embedded in institutional discourses and practices, the implementation of security measures has been mediated, in part, by the local socio-political relations in and through which they have been developed.

Defensible space is a model for residential environments which inhibits crime by creating the physical expression of a social fabric that defends itself. All the different elements which combine to make a defensible space have a common goal—an environment in which latent territoriality and sense of community in the inhabitants can be translated into responsibility for ensuring a safe, productive, and well-maintained living space. The potential criminal perceives such a space as controlled by its residents, leaving him an intruder easily recognized and dealt with. On the one hand this is target hardening—the traditional aim of security design as provided by locksmiths. But it must also be seen in another light. In middle-class neighborhoods, the responsibility for maintaining security has largely been relegated to the police. Upper-income neighborhoods—particularly those including high-rise apartment buildings—have supplemented police with doormen, a luxury not possible in other neighborhoods. There is serious self-deception in this posture. When people begin to protect themselves as individuals and not as a community, the battle against crime is effectively lost. The indifferent crowd witnessing a violent crime is by now an American cliché. The move of middle- and upper-class population into protective high-rises and other structures of isolation—as well guarded and as carefully differentiated from the surrounding human landscape as a military post—is just as clearly a retreat into indifference. The form of buildings and their arrangement can either discourage or encourage people to take an active part in policing while they go about their daily business. “Policing” is not intended to evoke a paranoid vision but refers to the oldest concept in the Western political tradition: the responsibility of each citizen to ensure the functioning of the polis.
“Defensible space” is a surrogate term for the range of mechanisms—real and symbolic barriers, strongly defined areas of influence, and improved opportunities for surveillance—that combine to bring an environment under the control of its residents. A defensible space is a living residential environment which can be employed by inhabitants for the enhancement of their lives, while providing security for their families, neighbors, and friends. The public areas of a multi-family residential environment devoid of defensible space can make the act of going from street to apartment equivalent to running the gauntlet. The fear and uncertainty generated by living in such an environment can slowly eat away and eventually destroy the security and sanctity of the apartment unit itself. On the other hand, by grouping dwelling units to reinforce associations of mutual benefit; by delineating paths of movement; by defining areas of activity for particular users through their juxtaposition with internal living areas; and by providing for natural opportunities for visual surveillance, architects can create a clear understanding of the function of a space, and who its users are and ought to be. This, in turn, can lead residents of all income levels to adopt extremely potent territorial attitudes and policing measures, which act as strong deterrents to potential criminals.

Current projects to upgrade public spaces in Western cities seek to produce secured space by improving safety and decrease feelings of fear, and to produce themed space by promoting urban entertainment or fantasy. This study examines how ‘fear’ and ‘fantasy’ influence urban design and management of two public spaces in Rotterdam, the Netherlands. It traces social antecedents for the development of secured and themed public space, such as a growing differentiation of urban lifestyles, and proposes a new technique for analysing public spaces. The case studies differ in design and management: one is secured, the other themed. However, each secured space contains an element of ‘fantasy’, and each themed space an element of ‘fear’.

The current deployment of large screens in city centre public spaces requires a substantial rethinking of our understanding of the relationship of media to urban space. Drawing on a case study of the Public Space Broadcasting project launched in the UK in 2003, this article argues that large screens have the potential to play a significant role in promoting public interaction. However, the realization of this potential requires a far-reaching investigation of the role of media in the construction of complex public spaces and diverse public cultures.

This paper presents findings from a research project aimed at understanding children’s perceptions of play spaces, with an emphasis on safety and fun. Six places that were considered by the respondents of the first-stage research as having both attributes of safety and fun were observed. The findings show that these spaces are generally separated from motor vehicles and the child and adult users of these spaces show socially acceptable behaviours and a positive response toward children’s outdoor play. Nevertheless, the findings also point out the significant differences in the characteristics of the safe and fun play spaces in Tokyo, Japan, and Bandung, Indonesia, in terms of their user behaviour, space availability, play affordances and availability of natural elements.

Urban scholars lament the loss of public space due to heightened security and behavioral controls borne of economic priorities and anti‐terror concerns after September 11th 2001. Owners and managers of government buildings, banks and courthouses have closed streets and fitted the surrounding space with concrete barriers, bollards and moat‐like structures to prevent potential terror attacks. These are reasonable protections in emergency situations, but, as threat levels fall, these zones fail to incorporate a diversity of users, privatizing the space for those with security clearance. The ubiquity of these zones encourages us to consider them as a new type of land use. To test this statement, we describe the results of site visits to two high‐profile New York City neighborhoods (one with numerous civic buildings, the other populated with corporate headquarters). Using a simple tool we developed, we find that 27% of aggregate non‐building area in the two districts is now in a security zone. Interestingly, the percentage of space within each district that can be classed as a security zone is reasonably similar, providing insight into the way in which terror targets are internally and externally defined and justified. We argue that this new type of land use is an important and permanent feature of twenty‐first century global cities.

New York City has actively engaged the private sector in providing publicly accessible spaces through the use of density bonuses and other mechanisms since 1961. In this article, we examine how the changing regulatory environment, promulgated by zoning reforms of the mid-1970s that advocated for increased amenity creation, has impacted the use, design and management of privately owned public space (POPS). We examine 123 POPS – 47 constructed before the mid-1970s reforms, 76 built after the reforms – using an index to measure levels of control or openness in publicly accessible space. We find that compared with prereform spaces, post-reform spaces encourage use through the introduction of design features and signage, but discourage use by decreasing accessibility of the space and increasing the amount of subjective rules and regulations. We also find that the reforms had no significant impact on use or sociability. Our findings can help guide planners and policymakers in New York City and elsewhere to understand how they can not only encourage better privately owned spaces, but perhaps even mandate them.

There are two purposes to the present study. Our methodological purpose is to develop and test a procedure and instrument for assessing crime- and fear-related features of the urban residential environment. We examine three classes of cues: symbols of social and physical disorder, territorial functioning, and architectural 'defensible space' features. Past research examining the physical environment correlates of fear of crime has relied almost exclusively on subjective perceptions of the environment rather than on independent and objective measures thereof. Our theoretical purpose is to test the 'disorder' thesis of Skogan, and Wilson and Kelling, that actual physical incivilities erode resident's confidence in their neighborhood and lead them to infer that serious local problems, unrelated to the physical environment, are serious. We conducted environmental assessments and resident interviews (n = 412) on 50 blocks in 50 Baltimore neighborhoods. The assessments demonstrated high levels of inter-rater reliability and concurrent validity, controlling for social class. Regression analyses showed that physical incivilities were independently linked to perceptions of social and crime-related problems. The results show that reliable and valid assessment of crime- and fear-related environmental features can be conducted. They also support the central kernel of the Wilson and Kelling, and Skogan thesis, that the actual presence of disorder-related cues engender perceptions of social and crime problems.
