Urban public space is once again a 'hot' topic and figures strongly in place quality discourse. City spaces are being recycled, reinterpreted and reinvented in a drive for a competitive quality of place. This article illustrates the changing face of contemporary UK public space through a qualitative analysis of the perceptions held by public and professional-bureaucratic actors. Drawing on empirical case study research of five recent enhancement schemes at prominent nodes throughout the North East of England, the research explores the culture and economics of urban public space design. Tentative observations are expressed in terms of the links between cultural activity and economic vitality, and some reflections on policy and practice are put forward.

This article deals with women's use of public space and sense of place in El Raval, a neighbourhood located in the historical center of Barcelona. Attention will be paid to discover to what degree the existence of a quality public space fosters the creation of socially meaningful places, thus contributing to the construction of women's sense of place and urban identities. A qualitative approach, based on direct observation and in-depth interviews with women living in the neighbourhood, has allowed us to capture the main aspects of the building of a sense of place and belonging, that is the use of public space and facilities, the attitude towards living in the neighbourhood, etc.

The aim of this paper is to bring the concept of place identity into the context of intergroup relationships in urban place, using the social identity approach. A field study was conducted in four adjacent neighbourhoods in the city of Lisbon, in order to explore the influence of place identity on the perception of the participants’ own neighbourhood and its residents (in-group) and of the other neighbourhoods and their residents (out-groups). The results showed that place identity was highly correlated with neighbourhood satisfaction, relevant out-group differentiation, and favouritism to the in-group and depreciation of the relevant out-group. The results also enabled the identification of three types of possible relationships between the groups: a relevant out-group for comparison, an idealized reference group for approximation, and a devaluated group for avoidance. Moreover, in this study, we extend the predictions of SIA to the comprehension of specific distance estimation distortion patterns.

This thesis sets out to examine whether incorporating local independent or small regional chain retailers and restaurants along with national chain stores in new large scale open-air retail developments can help add to a “sense of place” in these projects and thus make them more successful. New retail developments of the past two decades, often called Lifestyle Centers, Urban Entertainment Centers, Town Centers or New Main Streets, attempt through design to create a “place.” However, unlike traditional Main Streets or other locales that come to mind when thinking of distinctive “places” to shop, the tenants in these centers seem to be largely the same as those in regional malls—ubiquitous national chain stores. Due to this lack of local, unique content, these projects in many cases seem to be more a repackaging of the regional mall formula than truly successful attempts at place making. However, despite several challenges to tenanting independent businesses, some owners of new, what I refer to as, Place Making Centers have nonetheless taken a more proactive role in varying their tenant mix so as to better differentiate and reflect the local character of these projects; consciously dedicating a substantial percentage of their retail space for smaller local or regional retailers. This suggests that for some developers and projects these obstacles can be overcome, and that there is some perceived added value, place making or otherwise, to incorporating these businesses. In this thesis, I argue that place making, besides a physical act, also involves an intangible social and cognitive quality. I also assert that independent business can contribute to sense of place by contributing spaces more likely to promote social interaction and adapt over time and by providing a sense of uniqueness, rootedness and authenticity. Furthermore, the characteristics that contribute to the likelihood and/or viability of incorporating independent businesses in a project fall into three categories—owner characteristics, project financing and economics, and market characteristics. In projects that successfully overcome these obstacles, independent businesses are shown to further place making’s aim of overall and long-term value creation, suggesting that incorporation of these retailers should be strongly considered by developers of new retail formats.

Planners and urban designers place high value on public open spaces, because of the latter's contribution to the quality of life and social interaction of residents in an urban development. Many urban theorists consider open space as an important component of a healthy urban environment. It is well established in the literature that the utilisation of public space varies from context to context. This article investigates whether the utilisation of open space at the neighbourhood level is more associated with the physical and functional properties of open space or if it varies across different cultures and contexts of cities. This research adopts the method of comparative analysis, involving three case studies from different cultures, and climatic and geographical contexts. In each of these three cities, the opinions of residents and visitors about public open space were obtained and observation surveys were conducted to measure the utilisation of these spaces. The research found that the utilisation of public space at various levels of neighbourhood significantly differs between cities because of the local context, such as culture, social values and climate, instead of just being due to the physical and functional properties of open space.

Public space is a topic of great interest for urban scholars and urban planners. Such space, like parks, sidewalks, and plazas, it is argued, can provide the common grounds where the inhabitants of a city meet, exchange ideas, even engage in a variety of cultural performances. This article reports on fieldwork about the use of public space in Shanghai today. We find a great diversity of uses, ranging from vendors who sell their wares to people who engage in heated and extensive political discussions to performers of Beijing opera and ballroom dancing. We also find that the local authorities use a light, and sometimes covert, hand in their oversight of inhabitants in such spaces. Finally, we discover that powerful social differences and inequalities between native inhabitants and working-class migrants, which have emerged during the period of economic reform and market transition, are now actively in evidence in the quality and use of public space in Shanghai. The article puts these findings within a broader theoretical context, concluding in the end that for many—though not all—inhabitants public man is alive and well in Shanghai.

Photographs of 17 urban recreation sites in Chicago and Atlanta were evaluated by college strudents (n=68) in Illinois, Georgia, and Michigan, for either perceived security, scenic quality or both. For most raters, high visibility and developed park features significantly enhanced perceived security. Scenic quality, on the other hand, was enhanced for the majority of evaluators by a high degree of naturalness and vegetation. For both perceived safety and scenic quality a small minority of raters held preferences quite different from the majority.

Within the International debates about the roles and relevance of planning and architecture, urban design is trying to find its place and clarify its contribution to city making. The products and the practice of urban design vary significantly in different global and socio-economic contexts and in relation to varying theoretical foundations. In South Africa, as in other developing countries, urban design is only beginning to feature as a valid mainstream concern within city development and among built environment practitioners. This paper presents the case of the City of Cape Town’s Dignified Places Programme as an example of implementation-focused urban design undertaken in a context where the conscious design and management of the public realm does not feature on the agendas of cash-strapped, basic needs-focused local government. The design and construction of new public spaces is the focus of this programme, but a parallel objective is to place the central concern of urban design – the quality of the public environment – squarely on the agenda of local government in Cape Town. The paper outlines the urban context in which it is being implemented sketches the issues that prompted its initiation and traces its theoretical origins focusing on the linkages between this theory and practice. The paper gives an account of the origins, objectives and strategy as well as the design principles that directed the form and location of the projects in the Programme. The paper finally reflects on the key successes and challenges of the programme and attempts to tease out lessons for both the theory and practice of urban design.

The present study investigated the effects of public art on visual properties and affective appraisals of landscapes. Undergraduate and graduate students sequentially viewed landscapes with or without public art and rated each one for visual properties and affective appraisals. Study 1 revealed that the presence of public art reduced pleasantness of the natural scene, but did not reduce that of the urban scene. In Study 2 focusing on the urban landscapes, the t-tests showed that public art consistently yielded greater arousal and the visual properties related with arousal level (e.g., complexity), whereas for pleasantness and the visual properties related with pleasantness (e.g., legibility) the scores varied with the public artworks. Adopting the experimental design that systematically combined 4 landscapes with 2 pieces of public art, Study 3 revealed that the affective quality of public art had more influence on the landscapes than the compatibility between public art and the landscapes.

This article investigates the impact of the running environment on perceived satisfaction, restoration, and running participation based on a questionnaire distributed to 1,581 novice runners. The most frequently experienced impediments on running routes are poor lighting, unleashed dogs, and encounters with cyclists and cars. Regression analyses reveal that attractiveness and restorativeness are positively associated with the quality of the running surface and running in parks or outside towns and negatively by running on public roads in town, by running in larger cities (>250,000 inhabitants), and by other road users. However, attractiveness and restorativeness of running routes play only a minor role in the decision of how frequently to run. Practical considerations (proximity, threats) appear to have a larger impact on running frequency. Importantly, the most frequently mentioned impediments (poor lighting, cars, unleashed dogs) do not affect running frequency, whereas infrequent impediments (threats by other people) significantly affect running frequency.

For much of the last quarter of the 20th century debates on the state of public spaces in the UK concentrated on issues of neglect and abandonment. New public spaces, increasingly developed by private developers were of equal concern, seen simultaneously as creating privatized, socially exclusive enclaves and characterless ‘anywhere’ regeneration schemes, filled with the same retail outlets, coffee shops and anonymous pieces of public art. This paper addresses this latter concern of homogenization, examining the dynamics behind it and exploring whether local diversity can thrive in the face of such pressure. The paper further reports on a research project that was conducted on a series of prominent public spaces in North East England. The results of this study suggest that the spaces studied are far from passive recipients of global processes. Not only does the quality and quantity of public space often seem to have improved in the recent past, but that long standing locally significant traditions are thriving and new ones are being developed. So, while homogenization in retailing may be significant and harmful to some traditional shopping streets, it is not necessarily damaging the social and cultural lives of the public spaces in our towns and cities to the degree that may be expected.

This paper looks at new, high-profile redevelopment projects in Tokyo and New York City and their surroundings for examples of trends in the design of urban public spaces and changing patterns in how they are used. This includes new parks and other open spaces, landscaped plazas or public squares associated with new office towers, shopping centers and other largescale commercial developments, and various popular “festival sites” such as those along recreation waterfronts. A comparison indicates that both cities have quite a few new public spaces that enhance the quality of urban life and add aesthetic appeal, but that also reflect certain social problems and divisions. We see the following common trends: (1) increasing privatization of spaces that were once more clearly in the public domain; (2) increasing surveillance of public spaces and control of access to them in order to improve security; and (3) increasing use of design themes that employ “theme park” simulations and break connections with local history and geography. In the Tokyo area there is also a curious trend to create large, landscaped open areas near new development projects that few people use. They can be called “planned wastelands” or “new urban deserts”. New York City, on the other hand, has succeeded in having more people come together for enjoyment in parts of the city that were once all but abandoned. In this article the ambivalence of public policy responses to diversity on the street are documented empirically through a detailed case study of the marginalization of youth from the downtown public spaces of Portland, Maine, USA. Urban planners, architects and property developers have become increasingly concerned with improving the quality of urban life and the public spaces on which it depends. They argue that urban revitalization initiatives must embrace diversity — cultural and economic, as well as functional and spatial. This diversity of different ‘diversities’ is often under‐theorized, as are the benefits of, and relationships among, social and cultural diversity, economic diversification, mixed‐use and multi‐purpose zoning, political pluralism, and democratic public space. It is my contention that this ambivalence is not simply a smokescreen for vested commercial interests, but also provides opportunities for expressing alternative visions of what diversity and the city itself should be. Looking specifically at youth, I explore a relatively underexamined aspect of inner‐city diversity. While there is a relatively well‐developed literature about the contested place of low‐income groups, racial minorities and the homeless in urban redevelopment initiatives, youth have largely been ignored.

Using surveys collected from 10 major metropolitan cities across the world, this article examines the factors that affect the extent to which people feel connected to others who live in their neighborhood and feel proud and satisfied with life in their cities. The cities included in the analysis are: New York, London, Paris, Stockholm, Toronto, Milan, Berlin, Seoul, Beijing and Tokyo. We find that certain aspects of the built environment, the conditions of the public sphere, and the extent of positive social networks in the city are critically important for understanding residents’ connections to each other and to their cities. Our findings provide insights for policy makers and planners concerned with making cities viable and livable.

Drawing on ethnographic fieldwork in post-unification Berlin, this article examines the re-articulation of the problematic of “the social” in city planning. It juxtaposes the contrasting visions of city planners and youth workers for Alexanderplatz, a controversial square in Berlin’s eastern centre. I argue that the notion of “robustness” is helpful in understanding an important contemporary shift in thinking about planning and the social. In a sense, both planners and youth workers accused each other of taking insufficient notice of “the social.” While planners spoke of robustness as a technical, economic and aesthetic quality to which public space needs to aspire, the youth workers’ vision for Alexanderplatz was a proposal for a kind of “social” robustness where the social is, quite literally, built into the urban design. These ethnographic observations need to be understood in a context where city planning has been one of the most critical domains in which the tensions provoked by German unification are played out. Taking such socio-cultural specificities into account will lead to a more nuanced understanding of forms of neoliberal city
planning.

A number of recent studies have examined the sources of conflict surrounding the presence of Muslim minorities in Western contexts. This article builds upon, and challenges, some of the principal findings of this literature through analyzing popular opposition to mosques in Badalona, a historically industrial city in Catalonia where several of the most vigorous anti-mosque campaigns in Spain have occurred. Drawing upon 46 semi-structured interviews and ethnographic observation conducted over a two-year period, I argue that opposition to mosques in Badalona is not reducible to anti-Muslim prejudice or fears of Islamic extremism. Rather, it is rooted in powerful associations drawn between Islam, immigration, and a series of social problems affecting the character of communal life and the quality of cherished public spaces in the city. These associations are expressed through local narratives that emphasize a sharp rupture between a glorified ethnically homogeneous past of community and solidarity, and a troublesome multicultural present fraught with social insecurity and disintegration. I show how the construction of these "rupture narratives" has entailed active memory work that minimizes the significance of prior social cleavages and conflicts, and selectively focuses on disjuncture over continuity with the past. I also highlight how these narratives have been reinforced by strong socio-spatial divisions, which have intensified contestations over public space and led to the integration of mosque disputes into broader struggles over social justice and public recognition.

Problem, research strategy, and findings: Parks provide important physiological and psychological benefi ts to seniors, improving their quality of life; they are particularly important for low-income, inner-city seniors who lack access to open and green space. However, seniors do not often use parks partly because park design and programming are not responsive to their diverse needs and values. To identify what low-income, inner-city seniors seek and value in neighborhood parks, and to provide guidance to planners on how to better design senior-friendly parks, we conducted a literature review and held focus groups with 39 low-income, ethnically diverse seniors in an inner-city neighborhood in Los Angeles (CA). We asked these seniors about their preferences as well as the challenges and barriers they encounter in using neighborhood parks. Seniors report many impediments to park use; they are not provided appropriate programming that allows opportunities for socializing, safety, and security within the park and along access routes; opportunities for exercise and walking; and aesthetic and natural elements that provide contact with nature.Takeaway for practice: Park planners and designers should seek to incorporate senior voices in park design and programming in four ways by developing appropriate programming sensitive to diverse needs, accommodating the desire for �seniors-only� parks, promoting security and safety in the park and along access routes, and offering open and green space. We also fi nd the need for additional research on seniors from different racial and ethnic backgrounds.

Gulf cities have witnessed rapid urban growth where new migrant communities from various cultural backgrounds
have been evolving over the last two decades. This paper explores perceptions of liveable urban environments in
Qatar’s capital city, Doha. An attitude survey of 280 migrant professionals from different cultural backgrounds
engaged in the high service sector was conducted. A profile for each cultural group including westerners, middle
easterners, Indians and Southeast Asians was developed to analyse the way in which the key liveability factors are
perceived. Factors were classified into two overarching categories: urban life and urban spaces. Urban life category
included aspects that pertain to traffic and movement experience, residential satisfaction, shopping experience,
and satisfaction regarding leisure and service spaces. Urban space category included attractiveness, iconicity and
familiarity, which were attitudinally explored in four public open spaces. The inquiry has uncovered a number of
concerns related to traffic experience, housing quality, parking spaces, school facilities and shopping opportunities.
This may stymie the city’s global attractiveness success on the global stage while warranting the need for addressing
liveability as a part of future development plans.

This research endeavors to fill a conceptual gap in the social science literature on gender, public space, and urban mobilities by exploring how transgender and gender nonconforming individuals experience public transit. Although previous research has surveyed gender minorities about harassment and discrimination in a range of environments, little is known about the quality or content of these experiences. Drawing from 25 interviews with transgender and gender nonconforming individuals in Portland, Oregon, this article finds that gender minorities experience frequent harassment while engaging with the public transit system. We articulate the concept of transmobilites to describe the ways that transgender and gender nonconforming individuals experience a form of mobility that is altered, shaped, and informed by a broader cultural system that normalizes violence and harassment towards gender minorities. We conclude that gender minorities have unequal access to safe and accessible public transportation when harassment is widespread, normalized, and when policies prohibiting discrimination remain unenforced on urban public transit.

Visiting urban parks regularly can provide significant physical and mental health benefits for children and teenagers, but these benefits are tempered by park quality, amenities, maintenance, and safety. Therefore, planning and public health scholars have developed instruments to measure park quality, but most of these tools require costly and time consuming field surveys and only a handful focus specifically on youth. We rectify these issues by developing the QUality INdex of Parks for Youth (QUINPY) based on a robust literature review of studies on young people’s park visitation habits and an extensive validation process by academic and professional experts. Importantly, the QUINPY relies on publicly available geospatial data to measure park quality. We then successfully pilot test the QUINPY in Denver and New York City. We believe that park agencies, planning consultants, researchers, and nonprofits aiming to assess park quality will find this tool useful. The QUINPY is particularly promising given the increasing amount of publicly available geospatial data and other recent advancements in geospatial science.
